OP Monthly Status Report December 2011 Q&A Q: What is the Legislative Fellows Program and am I eligible to apply?

A: NAVADMIN 389/11 provides guidance for FY13 Legislative Fellows Eligibility and Application information. It is a unique opportunity for Naval officers and Department of the Navy civilians to broaden their understanding of the legislative process and the operation of Congress through a year-long full-time assignment to a Congressional member or to the professional staff of a defense oversight committee. Supply Corps officers are eligible to apply and should follow application instructions in the NAVADMIN and its reference BUPERSINST 1560.21E (Legislative Fellows Program). Application deadline is 29 February 2012. Q: Board season is here. How do I know if I should submit a letter or correspondence to the board? A: It is recommended that you review your record about 3 to 6 months before your board to ensure it is complete. If something is missing or you have new information (like a recent award) or have information you want to bring to the board's attention you may submit a letter addressed to the board and any amplifying information as correspondence (fitness reports, awards, etc). The package must arrive no later than the day before the board convenes. (Sample Letter to the board). You are the only person that can submit information to the board. Q: Where do I mail/scan and email my board correspondence? Q: How do I ensure my letter is received? A: You may call the NPC Customer Service Center at 1-866-U ASK NPC (1-866-827-5672) or DSN 882-5672 to confirm receipt of your board package. You may also check at the Customer Service Center online site at: https://ahdsedstws16.ahf.nmci.navy.mil/OA_HTML/jtflogin.jsp Make sure you include the board # on your letter and envelope. It is unnecessary, and a waste of your time and money, to place your letter in special covers, folders, or notebooks (they must be removed to scan your correspondence into your record). Q: Besides NKO, what are other Supply Corps web resources? A: The Supply Community is a dynamic organization whose membership is dispersed throughout the Navy worldwide. This makes web-based resources critical to our continuing communication and development. The Navy Personnel Command Supply Corps Website is located at: http://www.public.navy.mil/bupers-npc/officer/Detailing/rlstaffcorps/supply/Pages/default.aspx CAC Access is optional. It is the go-to source for information from NAVSUP OP (PERS-4412). There are pages for Detailers, Community Information, Career Counselor, Reserves and Full Time Support. It contains relevant information such as the Supply Corps Directory, Its Your Career and playbooks, Executive Training Program (ETP), Training With Industry (TWI), JOTS dates, and links to other information. You will also find the most current billet lists which are updated frequently. The "Supply Corps Office of Personnel " on Facebook is an open group. It is a communication tool used to relay information to Supply Corps personnel. We post items such as Flashes, NAVADMINS, and special program information for JOTS, TWI, and ETP--to name a few. Q: What are some of the advanced logistics education opportunities available in FY12? Advanced Management Program (AMP): This 2 week course equips O4/O5 officers and GS 13/14 civilian managers with the tools necessary to formulate and implement strategy, develop, and manage networks of people, and incorporate shared experiences into a broad policy-level perspective. The course is modeled after the executive training programs at civilian universities. AMP is conducted at the Wheeler Center, Navy Supply Corps School, Newport, Rhode Island. The majority of the faculty is from the Darden School of Business at University of Virginia. The AMP curriculum incorporates case studies, workshops and traditional learning to develop key competencies needed for higher levels of strategic

leadership. This course is accomplished through topics in three core areas: cost management, organizational management, and operations management. Graduates qualify for 3 semester hours postgraduate college credit. Tuition is centrally funded by NAVSUP. Travel costs are the individual commands responsibility. **Class dates for FY 12 AMP are: 23 JAN to 3 FEB; 19 to 30 MAR; 4 to 15 JUN; 6 to 17 AUG; and 17 to 28 SEP.** Advanced Program In Logistics and Technology (LOGTECH Advanced): Through the Kenan-Flagler School of Business at the University of North Carolina, the advanced program is designed for E-9 and O-4 to O-6 grade military officers, GS 13-15 DoD civilians and private sector participants at the vicepresident/regional director-level. This program is limited to 45 participants per course (Navy quota is 6 per class) and extends for five days, beginning with a dinner reception on Sunday evening and ending by 1:00 pm on Friday. If selected all tuition and travel costs are funded by the U.S. Army Material Command. Applications are due 60 days prior to the start of class. **See NAVADMIN 281/11. FY 12 dates are: 12 to 17 FEB; 11 TO 16 MAR; 20 TO 25 MAY; 17 to 22 JUN; 5 TO 10 AUG; and 23 to 28 SEP.** LOGTECH Master of Science in Supply Chain Management (LOGTECH iMS): This centrally funded program allows students the opportunity to earn a Master of Science Degree in Supply Chain Management delivered by the Martin J. Whitman School of Management at Syracuse University. The course includes 3 on-site residencies, 2 at Syracuse University and 1 International Residency (England 2010 and Singapore in 2011), plus 3 Virtual Residencies. Between residencies students participate in courses on an asynchronous basis using a web-based course management system. Students typically take two courses each semester and complete the course in two years. Admission is open to DoD Military and Civilian Personnel. Overseas Contingency Operations (OCO) Update There are currently 151 Supply Corps Officers on IAs (93 Active Component (AC) and 58 Reserve Component (RC)) supporting 134 requirements (79 AC and 50 RC). There are 31 Supply Corps Officers currently mobilized for non IA requirements such as unit mobilizations. (Note: these numbers are inclusive for Rip to Fill and GSA Detailing IAs). A total of 847 AC Supply Corps Officers have earned a 918 or 919 AQD (28% of the AC Corps). Of these officers, 735 are in pay-grades O3-O5 (39% of the O3-O5 AC Corps). If you have completed a 120 day (or longer) OCONUS IA/GSA and do not have the 918 or 919 AQD in your record, contact the Career Counselor. The number of RC Supply Corps Officers (O3-O5; non-3165) who have been mobilized is 440 (66% of the 666 in pay status). Second mobilizations for RC officers with expired DOD mobilization/ dwell times began in May 2008. Under current law and Navy policy, 3165 designated officers and officers not in pay status (Individual Ready Reserve (IRR) or Volunteer Training Unit (VTU)) are unavailable for involuntary mobilization. There are two types of IA assignments - contracting (1306) and general supply. Officers that are 1306 qualified should only be sent on contracting IAs.
