PART A

Invitation for tender offers

Cent Bank Home Finance Ltd. (CBHFL) hereafter referred to as Company, intends to fully Computerize and connect its 12 branches with one extension counter at Chiplun, spread across the country with Registered Office at Bhopal, by way of turn key solution and intends to do the Computerization. The purpose of this RFP is to invite techno -commercial bids from firms for the scope of services as outlined in this document. The Request for Proposal (RFP) document is being issued to the Bidders who wish to offer the proposed comprehensive solution. The Vendor, after the successful selection, will be the single point of contact for CBHFL and will be entirely responsible for implementation of the proposed CSS as detailed in this RFP document as well as post implementation support including up -time and response-time guarantees pertaining to all components of the proposed comprehensive solution. The proposed Solution will be deployed in the ASP (Application Service Provider) model. The entire project will be executed on a total Application Service Provider Model (ASP model). A total contract will be executed for provision of the entire services, including business functionality as detailed in Annexure-I of this RFP, on a turnkey basis. It shall be the responsibility of the bidder to provide end-to-end hardware, software and networking services to meet the Service Level Agreement (SLA) specifications as per the project schedule. The SLA will include uptime as well as response time guarantees. It shall be the responsibility of the Vendor to roll out proposed solution in the RO and Branches of CBHFL. This RFP is not an offer by CBHFL, but an invitation to receive Bidder response. No contractual obligation whatsoever shall arise from the RFP process unless and until a formal contract is signed and executed by duly authorized officers of CBHFL and the Vendor. For implementation of Centralized Software Solution (here in after referred to as CSS) Cent Bank Home Finance Ltd. Bhopal invites sealed tender offers (technical offer and commercial offer in two different sealed envelopes) for selection of a vendor. Implementation of Centralized Software Solution includes design architecture, implementation methodology, business process re-engineering, data centre establishment at their own establishment, Network establishment from their Data Centre to various locations of Company, Disaster Recovery Facility, security architecture and system integration, etc. The copy of tender document may be obtained from the Registered Office of Cent Bank Home Finance Ltd. on all working days in person. The copy of tender document may be downloaded from our website www.cbhfl.com or Central Bank of Indias web site www.centralbankofindia.co.in at a non-refundable fee of Rs. 10000/- (Rupees Ten Thousand only) by demand draft in favor of Cent Bank Home Finance Ltd., payable at Bhopal. The cost of such downloaded documents along with the Earnest Money Deposit, should accompany the technical bids, without which the bids will not be accepted.

The pre-bid meeting will be held only with the vendors who have paid the cost of the tender, on the date specified above to address any queries in connection with the tender document. Earnest Money Deposit of Rs.100000/- must accompany all tender offers as specified in this tender document. Brief history:-Cent Bank Home Finance Ltd, was established in 1991.The company is jointly promoted by Central Bank Of India, National Housing Bank (NHB), Housing and Urban Development Corporation (HUDCO) & Unit Trust of India (UTI). The authorized Capital of the Company is Rs. 25 crores. The paid-up capital is Rs. 20 Crores. Central Bank of India is the major stakeholder of the Company with 59.50% of the paid-up capital. The Company is managed by a Board consisting of Directors from the promoterInstitutions, headed by Shri M.V.Tanksale, Esteemed Chairman & Managing Director, Central bank Of India. The company has 12 branches with one extension counter at Chiplun, covering 7 states with its Registered Office located at Bhopal. The Company is mainly engaged in sanction and disbursement of Housing Loans to both individuals and for Projects. Loans are sanctioned for Construction, Repairs and Renovation and Extension of new houses and also for outright purchase of Independent Houses and Flats. The Company also sanctions Furnishing loans to the existing housing loan borrowers for furnishing their houses. Apart from above company is also engaged in providing loans against mortgage of residential/commercial property in order to meet any genuine needs of the borrower. 4. Scope of RFP This document constitutes a Request for Proposal (RFP) for the Customization, implementation; hosting and managing of Application Software, creating a Data Centre facility at their own location, providing network facility to all locations of the company. Disaster Recovery facility and maintaining the entire solution , manage network requirements including bandwidth requirements for all the branches and Registered office (RO) of Cent Bank Home Finance Limited (CBHFL) as per the operational/functional requirements of the company, which are broadly described in the RFP but not limited. If anything found omitted inadvertently and which shall be inevitable for the completion of the project, the same shall be provisioned in the Final Deliverables without any additional cost to CBHFL. If, at the end of five years project period, the services of the selected Vendor are found to be satisfactory, CBHFL may choose to enter into an agreement for a further period to be mutually agreed upon with the Vendor. CBHFL may also choose to take over all the project assets at a price to be agreed upon between the vendor and the company at the commencement of the project. The Vendor shall be responsible for providing customization, parameterization and implementation as well as system integration requirements necessary for providing the services in Application service provider (ASP) model. The Vendor shall also be responsible for migrating all the existing data of the branches to new model. The migration activity would include existing data extraction, data conversion to the proposed system. However currently all branches of the company are manual. The Vendor has to carry out data validation to the satisfaction of the concerned Branch/RO to ensure that the data held in the manual environment and that captured into the proposed system are consistent, accurate and comprehensive. Migration tools which will be developed by the Vendor shall undergo Pre-migration Audit and Post-migration Audit conducted by CBHFL and needs to be approved by CBHFL. This will be a Mandatory requirement for Pilot Branch to go live. The Vendor shall also be responsible for providing handholding support by way of one person for every Branch for a period of two weeks from the date of migration at every branch. Entire Hardware required at Data Centre and Disaster Recovery Site, for implementing the CSS solution for CBHFL, shall be supplied and maintained by the Bidder. Providing Desktop to all branches equal to the number of users, one DMP printer at each branch and network equipment required for establishing connectivity with the Vendors Application hosted location. Establishing LAN with in the branch premises. Providing network equipment like switches, router etc at all RO and Registered Office for establishing the connecting to vendor DC and establishing LAN within the RO/Registered Office. Operations & Facility Management Entire CSS operations including maintenance of DC/DR hosted Hardware / Software and all other equipment /facilities/services required for running CSS of CBHFL. 2. 3. The Bidder shall deploy Wide Area Network as per proposed comprehensive network solution covering all branches of CBHFL & CBHFLs Registered Office. The network architecture planned should support various types of connectivity such as Leased Lines, VSAT, ISDN, VPN, RF, GPRS etc. and should be scalable to meet the enhanced traffic due to increase in business/transactions etc. 1. The bidder is expected to design, size, supply, implement & maintain the Wide Area Network (WAN) for all Branches and RO. The WAN should comply with Central Bank of Indias Security Policy as approved by the Board, which is in conformity with necessary ISO standards and RBI Guidelines. Interfaces required: ECS. It will be the responsibility of the Bidder to provide total solution to the technical & functional requirements. The system should enable them to down load the application form online and enable them to apply for loan online/ through directly at branch and track the status of loan application during the workflow of the Loan Processing at CBHFL. Applicants can check for loan eligibility and do EMI query. The Customers to upload all necessary documents. The Registered Office and Branch Offices of CBHFL to enquire, update the status of the loan applied, extract reports and download documents submitted by the applicants with respect to the LAMTS. Once an application is submitted, the RO needs to allocate the application to the respective Branch Office. Automatic generation of Loan application Reference Number, user password, autogenerated emails & sending emails / recorded phone messages to the Applicant are to be handled by the system and further a provision to update the status of the loan application. Proposed Solution Architecture The Core Application (CSS) needs to be a web based solution and should be deployed under ASP model. The Core application (RO Modules) shall be accessible to RO users only. There should be interfaces between the RO modules and the CSS as required. Intent of RFP It is the intent of this RFP to present the Application and other requirements for the areas mentioned under scope above along with the functional requirements mentioned in Annexure-I of this RFP. The response to this RFP shall include all required constituents for Software, Hardware and Networking equipment, Bandwidth requirements etc. All the functional requirements as detailed in Annexure-I are essential and should be available as standard product. The bidder submitting the proposal will be responsible for the entire implementation on a turnkey basis and will be the single point of contact for CBHFL. Accordingly, CBHFL will enter into an Agreement with the selected Vendor. All vendors of the alliance, in case of consortium, will, however, be bound to comply with the terms and conditions relevant to their area of operation contained in the Agreement. The proposed software solution should satisfy the performance parameters and throughput requirements desired by CBHFL during the Term of Contract. The selected Vendor will be solely responsible for ensuring performance as per SLAs for the entire period of the Contract, including any extensions thereof. Vendor should take necessary steps to upgrade the system to meet CBHFLs requirements with no additional cost to company. The proposed Network solution shall have required bandwidth to support efficiencies and throughputs as given in this RFP document and should be scalable

to support increased requirements due to increase in business volumes. 5. Bidders should submit the Technical and Financial Proposals for all components of the RFP requirement. Bids not fulfilling this condition will not be taken up for evaluation. Bidder should take into account the location of the branches and the primary connectivity shall be MPLS/VPN while secondary connectivity shall be a cost effective choice among V-SAT/RF etc., while providing the network requirements. The bidder should have the capability to execute the work with respect to personnel, equipment, and Managing IT enabled Services. The bidder should submit a capability statement citing valid reasons for offering to undertake this project. Such capability statement shall be submitted separately for each of the partners in an alliance. If the support contract requires multiple vendors, vendors should clearly describe the commitments and responsibilities of each vendor, for each area of support. However, the overall responsibility would still remain with the Prime Vendor / Prime Bidder who is a single point of contact for the Company. Eligibility Criteria

A bidder is required to meet the following eligibility criteria stipulated below: 1. Should be a Government Organization/ PSU/ PSE/or a Limited company registered under the Indian laws. Should have been in operation at least for five years as on 31st March 2011 and should have been profit making for the last three consecutive financial years. Should have a minimum turnover of at least Rs.100 crores in the past two years. Copies of attested/audited financial statements for the last three consecutive financial years ending 31.3.2011 to be submitted by the bidder. The Bidder or consortium partner in case of consortium, must be the IP owner of the proposed Application, however for the other integrated applications for RO requirements, the same is not mandatory. The Bidder must have Th r ee implementations of the proposed Application o u t o f whi ch at least one should be Housing Finance Company, listed by National Housing Bank (NHB) running for at least 1 year on the site at the time of submitting the proposal. Other than the Core Application, all other integrated modules proposed should have been implemented already in India and should be running. Bidder shall attach client references. The proposed integrated products / modules (including Core Application) should have post implementation support available for a minimum of 5 years from the date of Sign-off of this contract. A self declared commitment letter is required from all the parties involved. The Bidder should submit an EMD of Rs. 1 Lakh with a validity of 1 year. The bidder, implementation partner (if applicable), and other consortium partners (if applicable) should not have been black-listed/barred/disqualified by CBHFL, any

Public Sector Bank, RBI or NHB or by any regulatory/statutory body. 9. The bidder should have adequate technically qualified staff to handle the project in following areas: Network part, Enterprise Application Architecture, IT Security Architecture and Database management.

The eligibility will be seen based on the above criteria and responses not meeting the eligibility criteria are liable for rejection. 7. Proposal Content & Format

The Bidders proposal is the key parameter for the evaluation and selection process. Therefore, it is important that the Bidder carefully prepares the proposal. The quality of the Bidders proposal will be viewed as an indicator of the Bidders capability to provide the solution and Bidders interest in the project. To secure Bidder information in a form, which ensures that the evaluation criteria can be systematically applied, all Bidders are requested to complete the Annexures listed in this RFP which is a mandatory for this bidding process. 8. Systems requirements:

The detailed functionality requirement is contained in Annexure-I. All the features listed are mandatory and should be provided. The Bidder should provide a detailed response to the requirements as to whether the requirements of CBHFL are available in their software, or can be customizable or parameterizable or not possible to provide. The System should be adaptable to incorporate the product and services CBHFL wants to incorporate within the rules stipulated by NHB or any other statutory bodies or the Government from time to time. Such future requirements being statutory in nature, there shall not be any additional cost to CBHFL. 9. Documents Constituting the Bid:

The Bid prepared by the Bidder should comprise the following components: TECHNICAL BID Part I - Separate sealed cover with superscriptions as Technical Bid For Implementation of Centralized Software Solution (CSS) under ASP Model. For any reason commercial bid or any statement indicating price of any component should not be kept in the technical bid cover. If such information is found in technical bid cover, the bid is liable for rejection. 1. 2. Validity period of the bid 180 days from the last date for submission of the bid. The bidders are expected to examine all terms and instructions included in the Documents. Failure to provide all requested information will be at bidders own risk and may result in the rejection of the proposal. All mandatory formats as specified in R F P needs to be submitted as per the respective formats.

The bidder should submit all the specifications with their compliance level as applicable and remarks and other requirements given in the Bid Document and Scope of Work. Bidder should provide complete solution document which must include following details: Architecture of the solution: This must contain details of how bidder proposes to comply the Tender requirement and Technical specifications as specified in this RFP and detailed implementation methodology. Product Details: Both for Core Application and other integrated applications as listed. Any other details bidder wishes to provide. Fulfilling of eligibility Criteria

General Features This section should include a description of the general features and operational procedures, which are common to all modules, including specifying how screen-handling is controlled. Operational Requirements and Performance The response time within which 98% of on-line transaction input occur and the maximum response time expected for any transaction; The response time within which 98% of on-line inquiries occur and the maximum response time expected for any transaction; An estimate of the standard time required for normal end-of-day processing including backup, and the time required for other periodic processes such as at month-end, quarter-end, year-end, etc and how you propose to fill the gap, if any, in the time lines given in this document; The time required for taking back-up of data.

Updates and Documentation Provided This section should be used for describing the documentation, which is supplied with each module, and any provision made for subsequent updating of the documentation and updating of the packages with error amendments and/or enhancements. c) Operating Systems Software

Details of the features of the operating system and programming languages used are required, which should include the following information: Name of operating system and program languages used by application software; Scope of license, i.e. country license, branch license, no. of users, validity of license, tenor, restrictions attached to license, etc.; Minimum and maximum memory usage and file storage area required by the operating system; Memory sizes and file storage areas required by the application systems; Name of supplier; Time taken to load systems software; Programming aids provided; System utilities provided; Maximum and recommended numbers of terminals supported; Types of terminals supported; Data communications facilities. Security and Logging-on Procedures

Implementation Plan The proposal submitted should contain a list of what the Bidder regards are the main milestone activities which constitute the implementation of the proposed systems, from finalization of contract to bringing all proposed branches and RO to C S S . The expected duration of each activity should be shown along with the estimated completion dates for each activity, based on any stated time constraint criteria, such as a date by which a system must be live. Bidders Responsibility In the Response to this proposal, any equipment or software or services marketed and/or supported by other companies or individuals should contain a statement that the Bidder intends to act as the prime Vendor for the delivery, installation and maintenance of the entire project. An authorized corporate official legally capable of binding the Bidder must sign proposals. Though as per this contract (once awarded to the selected Bidder), the prime vendor will be solely responsible for the entire deliverables, an undertaking from all other consortium partners is required for fulfilling the obligations under this RFP and the subsequent contract that will be entered between CBHFL and the prime vendor. While submitting the Bid, the Bidder should certify that: The Bidder has arrived at the prices in its bid without agreement with any other bidder of this RFP for the purpose of restricting competition. The prices in the bid have not been disclosed and will not be disclosed to any other bidder of this RFP. No attempt by the Bidder to induce any other bidder to submit or not submit a bid to restrict competition.

Each Bidder must indicate whether or not they have any actual or potential conflict of interest related to contracting services with CBHFL. Bidder would also certify that he will not use the information or know-how gained in this contract, if awarded, for another organization whose business activities are similar in part or in whole to CBHFL anywhere in the world without prior written consent of CBHFL. Requests for information Bidders can send their queries / clarifications required to fulfill the response to this RFP, in writing either through mail or e-mail so as to reach CBHFL before the sp eci fi ed d ate. The Bidders can also raise queries during the Pre-Bid meeting, however for a better understanding and to enable CBHFL provide a detailed response, it is suggested that the Bidder send their queries well in advance. No queries / communication shall be initiated by the Bidders after the date of opening of Technical Bid until the selection process is completed. Submission and Acceptance of Bidder Proposals CBHFL reserves the right to accept or reject any or all bids, to take exception to these RFP specifications or to waive any formalities. Bidder may not be considered for further evaluation, if they fail to fully comply with the specifications of this RFP. CBHFL is under

no obligation to acquire any or all of the items proposed, or to explain why any proposal is accepted or rejected. All costs incurred by the Bidder in the preparation and presentation of the proposal shall be absorbed entirely by the Bidder. All supporting documentation submitted with this proposal shall become the property of CBHFL. Successful Bidders deliverable Documents After successful selection of Vendor as a result of this Bid evaluation and selection process, CBHFL shall inform the same to the Bidder and call for a detailed discussion / negotiation. The selected Vendors deliverables are listed below. Though this is an indicative list of items, a detailed list shall be provided as part of the Agreement that will be entered between CBHFL and the Vendor. 1. 2. 3. 4. Detailed GAP Analysis Document. These envelopes containing the Part-I and Part-II bids should be placed in another envelope with the superscription BID for Turn Key solution on ASP Model BID SECURITY The Vendor is required to submit an interest free deposit which is refundable, in form of a Demand Draft or Pay Order in favour of CENT BANK HOME FINANCE LTD. EMD FOR TECHNICAL PROPOSAL, as part of the proposal, for an amount of Rs. 1,00,000/- (Rupees One lakh only) issued by "A" category bank. The Demand Draft / Pay Order will not be returned, if the Vendor withdraws his proposal during the period of the proposal validity; or If the Vendor, having been notified of the acceptance of its proposal by the purchaser during the period of validity of the proposal fails or refuses to execute the contract in accordance with the RFP. CBHFL Guarantee may be invoked: If the Bidder withdraws his proposal during the validity period of the proposal or If the Bidder, having been notified of the acceptance of its proposal by CBHFL during the validity period of the proposal, fails or refuses to execute the contract in accordance with this RFP. In case the successful Bidder fails to provide the performance guarantee within 15 days from the date of placing the order by CBHFL or signing of the contract, whichever is earlier, for any reason whatsoever.

The bid security will be refunded to the unsuccessful bidders only after acceptance of the Letter of Appointment by the successful bidder. The successful Bidders bid security will be discharged upon the Bidder signing the Contract and furnishing the performance security.

The EMD should be kept in a separate envelope and placed in the technical bid cover. Any bid document not conforming to any one of the above terms will be rejected. Only one Submission of response to RFP by bidder will be permitted. All envelopes must be super-scribed with Name of Bidder with contact number and email ID. All the pages of the proposal including annexures and documentary proofs should be numbered and be signed by the authorized signatory. Any interlineations, erasure or overwriting shall be valid only if they are initialed by the person or persons signing the Bid.

The aforementioned envelopes as indicated above must be addressed to The Managing Director and delivered to the address mentioned in Part-A, Invitation to Bidders, in this RFP. Response Guidelines Bidders should ensure that their proposals clearly set out all the information as per the prescribed formats of RFP. 10. Implementation Schedule/guidelines a) The project will be deemed to have been completed only when all the solutions and items contracted by CBHFL are delivered in good condition, installed, implemented, tested and accepted. b) The Bidder must strictly adhere to the delivery dates or lead times identified in their proposal. Failure to meet these delivery dates, unless it is due to reasons entirely attributable to CFHL, may constitute a material breach of the Bidders performance. c) Centralized Software Solution implementation: 1. The bidder should roll out Registered Office and 12 branch locations within 4 months from the date of award of the contract. 2. Initially the bidder should roll out pilot branches i.e, Bhopal & Mumbai alongwith MIS module at Registered office, within 2 months from the date of award of contract. 3. The bidder is required to provide the hardware, networking and peripherals, one month before the location goes live on Core application. 4. Network Implementation: Bidder to commission the WAN and LAN (as applicable) as mentioned below: a. Pilot branches (Bhopal & Mumbai) within 2 months from the date of award of contract. b. Rest of the locations as per the timeline listed above. 5. Implementation of Interface: All interfaces should be developed and successfully implemented within 3 months from the date of award of the contract.

System Acceptance Testing Prior to go-live of Branches and RO, CBHFL will evaluate the complete solution. 11. Terms and Conditions for the Proposal

CBHFL invite the Bidders attention to the following terms and conditions which emphasize this RFP and provide a statement of understanding between the interested parties. General CBHFL expects the bidders to adhere to the terms of this RFP and subsequent clarifications /Addendums issued by CBHFL and may accept any deviations with genuine reasons. The acceptance of any deviations with genuine reasons will be on sole discretion of CBHFL. Definitions In this RFP and subsequent contract, the following terms shall be interpreted as indicated: a. b. The Company/Purchaser/CBHFL means Cent Bank Home Finance Limited. Contract means the agreement entered into between CBHFL and the successful bidder, as recorded in the Contract Form signed by the parties, including all the attachments and annexures thereto and all documents incorporated by reference therein; Contract Price means the price payable to the successful bidder under the Contract for the full and proper performance of its contractual obligations;

Reservations Description of the envisaged scope is specified in this RFP. CBHFL reserves its right to change or modify the scope of the RFP depending upon the requirement of the company and the changing business conditions. Based on the scope & contents of the RFP, the Bidder shall be required to independently arrive at a solution, which is suitable for CBHFL, after taking into consideration the effort estimated for implementation of the same, the resource and the equipment requirements. Considering the extent of the assignment, any service, which is required and is not clearly mentioned in this RFP but is relevant to the mentioned scope of the project, the Bidder is expected to provide the same at no additional costs to CBHFL. The Vendor shall ensure that all the software utilized as a part of the ASP model meets all the functional requirements as given in this RFP and the subsequent Contract to be signed by both the parties. Any customization done by the Vendor to provide the functionality already mentioned in the functional requirements of the RFP shall be at no extra cost to CBHFL, whatsoever. All modifications in the software / report design such as, but not limited to, add or delete of one or more fields, computational changes etc or designing freshly a modified report based to meet the statutory obligations of NHB / RBI / Govt. of India or such Central / State Govt. authority shall be done at no extra cost to CBHFL whatsoever. Requirement of any interface software / messages / links /output reports which will be used directly by an external system either online or offline etc., (like CIBIL reporting) shall be made and delivered within the mutually agreed time frame by the Vendor without any cost whatsoever in order to continue smooth operations. Any gaps identified during product demonstration, functional requirements specifications study, system testing, user acceptance testing, business process reengineering and pilot branch implementation should be included by the Vendor as Implementation efforts. CBHFL will not pay the Vendor any additional charges for all such customizations. In case CBHFL requires any additional function/feature in the software any time during the contract period, which is not part of the functional requirements as given in this Contract, the same shall be dealt with as follows: a) CBHFL shall send a change request and the vendor shall submit his complete proposal within a maximum of one week which shall, interalia, include time required and cost as a consolidated amount which shall include all expenses for undertaking the requirements in the change request. The vendor shall inform the delivery time within which the required customizations shall be carried out, delivered, tested and put on production. Payment shall be released on moving the new functionality to production successfully. Such modifications need to be tested and accepted by CBHFL. Thereafter, technical support shall be provided as part of the contract. If the requirements are not delivered within the agreed time frame, CBHFL reserves the right to levy Liquidated Damages as per the terms and conditions of this RFP.

Ownership, Grant and Delivery 1. The Software license shall rest with the Bidder. However, the Bidder shall procure and provide a non-exclusive, non-transferable right to CBHFL for all the software to be provided as a part of this project.

Commercial Terms & Conditions 1. 2. Bidder must accept the payment terms proposed by CBHFL. The financial bid submitted by the Bidder must be in conformity with the payment terms proposed by CBHFL. 3. CBHFL shall have the right to withhold any payment due to the Vendor, in case of delays or defaults on the part of the Vendor. 4. 5. 6. Such withholding of payment shall not amount to a default on the part of CBHFL. CBHFL shall be paying 75% of the fixed monthly charges every month by 15th for all branches which are live as on 30th of previous month. The remaining 25% shall be paid after the successful implementation of software in the last Branch, including RO and this will be applicable for the first year only, i.e., for 12 Branches, one extension counter and RO. This clause is to emphasize the importance of consolidated MIS for CBHFL which shall be available only after all the branches are live. In case of Branches going live during the month, monthly charges shall be applicable on pro-rata basis. The payment shall be released on receipt of proper, undisputed invoice and request. CBHFL shall deduct such penalties / levies, as per this Contract, as are due up to the end of previous month. 10. The fees payable by CBHFL to the Vendor shall be inclusive of all costs such as insurance, taxes (including service tax, as per the rates applicable), custom duties, levies, cess, (collectively referred to as Taxes) that may be levied, imposed, charged or incurred and CBHFL shall pay the fees due under this RFP and subsequent agreement after deducting any tax deductible at source (TDS), as applicable. Any objection / dispute to the amounts invoiced in the bill shall be raised by CBHFL within reasonable time from the date of receipt of the invoice. Training

For each software component installed, the vendor will be required to train the designated CBHFL technical and end-user staff to enable them to effectively operate the total system. A detailed training schedule, areas covered, time and the training literature shall be provided by the Vendor. The training will be provided at CBHFL's Office/Branch location. The cost of training is to be built in the cost of product and no separate payment would be made in this regard and the Vendor shall provide training on appropriate aspects of the Software to Operating Staff, Senior Executives and Administrator /Technical Staff etc. 13. Performance Guarantee

The successful bidder has to submit a Performance Bank Guarantee of 10% of the total cost of the project within 15 days of receipt of letter of acceptance for the project, which should initially be valid and renewable till the complete warranty period plus three months. In case, the warranty period is extended the validity period of bank guarantee would require to be extended accordingly. 14. Warranty

The vendor must agree to undertake warranty of the product for a period of one year with full on-site technical support after go live along with modification/ up gradation with at least one qualified software professional who is conversant with the offered solution and competent enough to fix its first level of problems. The period of warranty would start from the date on which the Purchaser has accepted the successful implementation of the software product. The cost of warranty has to be built into the product itself and no separate cost of the warranty is to be quoted in the financial bid. CBHFL shall promptly notify successful bidder in writing of any claims arising under this warranty. Upon receipt of such notice, the selected bidder shall, within the warranty period and with all reasonable speed, modify or replace with new version of the application software, without costs to CBHFL. If the successful Bidder, having been notified, fails to remedy the defect(s) within the period specified in the contract, CBHFL may proceed to take such reasonable remedial action as may be necessary, at the successful bidder's risk and expense and without Prejudice to any other rights, which CBHFL may have against the successful bidder under the Contract. On successful implementation of assignment, the successful bidder would be required to give following warranties to CBHFL. The successful bidder hereby represent and warrants that the Software as delivered does not and will not infringe any Intellectual Property Rights held by any third party and that it has all necessary rights, or at its sole expense shall have secured in writing all transfers of rights and other consents necessary to make the assignments, licenses and other transfers of Intellectual Property Rights and the warranties set forth in the Contract, and for CBHFL to own or exercise all Intellectual Property Rights as provided in the Contact. Without limitation, the successful bidder shall secure all necessary written agreements, consents and transfers of rights from its employees and other persons or entities whose services are used for development of the Software." The successful bidder hereby warrants to CBHFL that: i. The Application System represents a complete, integrated solution meeting CBHFL requirements and will provide the functionality and performance, as per the terms and conditions under the contract. The Application System will achieve parameters, delineated in the technical specification/ requirement and shall be appropriately integrated to meet CBHFL requirement. Indemnity

The Vendor shall indemnify CBHFL, and shall always keep indemnified and hold CBHFL, its employees, personnel, officers, consultants, directors, harmless from and against any and all losses, liabilities, claims, actions, costs and expenses (including attorneys' fees) relating to, resulting directly or indirectly from or in any way arising out of any claim, suit or proceeding brought against CBHFL. 16. Authorized Signatory

Responses submitted by a Bidder to this RFP must be a firm offer to contract on the terms and conditions described in the Bidders response. The proposal must be signed by an official authorized to commit the bidder to the terms and conditions of the proposal. 17. Waiver

No failure or delay on the part of either party relating to the exercise of any right power privilege or remedy provided under this RFP or subsequent agreement with the other party shall operate as a waiver of such right power privilege or remedy or as a waiver of any preceding or succeeding breach by the other party nor shall any single or partial exercise of any right power privilege or remedy preclude any other or further exercise of such or any other right power privilege or remedy provided in this RFP all of which are several and cumulative and are not exclusive of each other or of any other rights or remedies otherwise available to either party at law or in equity. 18. Violation of terms

CBHFL clarifies that CBHFL shall be entitled to an injunction, restraining order, right for recovery, specific performance or such other equitable relief as a court of competent jurisdiction may deem necessary or appropriate to restrain the Vendor from committing any violation or enforce the performance of the covenants, obligations and representations contained in this RFP. These injunctive remedies are cumulative and are in addition to any other rights and remedies CBHFL may have at law or in equity, including without limitation a right for recovery of any amounts and related costs and a right for damages. 19. 1. Termination CBHFL may, without prejudice to any other remedy for breach of contract, by written notice of default sent to the Vendor, terminate the Contract in whole or in part if; a. failure of the successful bidder to accept the contract and furnish the Performance Guarantee within 15 days of receipt of purchase contract as stated in the RFP; and/or there is any discrepancy in the quoted and supplied software; i.e, discrepancy in the quality of service/hardware /software expected during the implementation, roll out and subsequent maintenance process; Delay in customization / implementation / installation beyond the specified period that is agreed in the contract that will be signed with the successful Bidder; the Bidder fails to deliver any or all of the Goods and Services within the time period(s) specified in the Contract, or within any extension there-of granted by CBHFL and/or the Bidder fails /breaches to perform any other obligation(s) under the Contract or subsequent agreements even after not cured/rectified within the given time frame from the date of notice; and/or

the Bidder, in the judgment of CBHFL has engaged in corrupt or fraudulent practices in competing for or in executing the contract etc.

CBHFL also reserves the right to acquire damages from the Bidder after the termination of the Contract. This could take the form of foreclosure of the Earnest Money Deposit and/or Performance Security. Further, interest on the set up cost paid shall be recovered @ maximum prevailing interest rate (on the date of recovery) in CBHFL for clean advance for the advance amount for the period from the date of payment to the date of invoking of EMD/BG. CBHFL, by written notice sent to the Bidder, may terminate the Contract, in whole or in part, at any time of its convenience. The Bidder shall have right to terminate only in the event of winding up of CBHFL.

CBHFL shall be entitled to terminate the agreement with the Bidder at any time by giving ninety (90) days prior written notice to the Bidder in case of insolvency of bidder.

Effect of termination 1. There shall be no termination compensation payable to the Vendor. Termination shall not absolve the liability of CBHFL to make payments of undisputed amounts to the Vendor for services rendered till the effective date of termination. In addition to the cancellation of contract, CBHFL reserves the right to appropriate the damages through encashment of Bid Security /Performance Guarantee given by the Vendor. Force Majeure

The Vendor shall not be liable for forfeiture of its performance security, liquidated damages or termination for default, if any to the extent that its delay in performance or other failure to perform its obligations under the contract is the result of an event of Force Majeure. For purposes of this Clause, Force Majeure means an event explicitly beyond the control of the vendor not involving the Vendors fault or negligence and not foreseeable. Such events may include, Acts of God or of public enemy, acts of Government of India in their sovereign capacity and acts of war. If a Force Majeure situation arises, the Vendor shall promptly notify the Company in writing of such conditions and the cause thereof within fifteen calendar days. Unless otherwise directed by the Company in writing, the Vendor shall continue to perform his obligations under the Contract as far as is reasonably practical, and shall seek all reasonable alternative means for performance not prevented by the Force Majeure event. In such a case the time for performance shall be extended by a period (s) not less than duration of such delay. If the duration of delay continues beyond a period of three months, the Company and the Vendor shall hold consultations in an endeavour to find a solution to the problem. Notwithstanding the above, the decision of the Company shall be final and binding on the Vendor. 21. Resolution of Disputes

Company and the Vendor shall make every effort to resolve amicably, by direct informal negotiation any disagreement or dispute arising between them under or in connection with the contract.

If after thirty days from the commencement of such informal negotiations, the Company and the Vendor have been unable to resolve amicably the contract dispute, either party may require that the dispute be referred for resolution through formal arbitration. All questions, disputes or differences arising under and out of, or in connection with the contract or carrying out of the work whether during the progress of the work or after the completion and whether before or after the determination, abandonment or breach of the contract shall be referred to arbitration. An Arbitrator to be nominated by the Company and he shall be one of the Retired District Judges. The venue of the arbitration shall be Bhopal. All disputes shall be subject to jurisdiction of courts in Bhopal. 22. Penalty

The vendor will be liable to pay penalty of 0.5 % of the total cost of the project per week of delay, subject to a maximum of 5% of the total cost of project. This will be adjusted at the time of completion of the project. 23. Information Ownership

All information processed, stored, or transmitted by Bidders equipment belongs to CBHFL. By having the responsibility to maintain the equipment, the Bidder does not acquire implicit access rights to the information or rights to redistribute the information. The Bidder understands that civil, criminal, or administrative penalties may apply for failure to protect information appropriately. Any information considered sensitive must be protected by the Bidder from unauthorized disclosure, modification or access. Types of sensitive information that will be found on CBHFL systems the Bidder may support or have access to include, but are not limited to Information subject to special statutory protection, legal actions, disciplinary actions, complaints, IT security, pending cases, civil and criminal investigations, etc. The Bidder shall not publish or disclose in any manner, without CBHFL's prior written consent, the details of any security safeguards designed, developed, or implemented by the Bidder under this contract or existing at any CBHFL location. The Bidder shall develop procedures and implementation plans to ensure that IT resources/ assets leaving the control of the assigned user (such as being reassigned, removed for repair, replaced, or upgraded) are cleared of all CBHFLs data and sensitive application software. The Bidder shall also ensure that all subcontractors who are involved in providing such security safeguards or part of it shall not publish or disclose in any manner, without the CBHFL's prior written consent, the details of any security safeguards designed, developed, or implemented by the Bidder under this contract or existing at any CBHFL location. 24. Insurance

The Bidder is responsible for acquiring insurance for all components, equipment and software. The goods supplied under the Contract shall be fully insured in Indian Rupees. Should any loss or damage occur, the Bidder shall; a. b. Initiate and pursue claim till settlement, and Promptly make arrangements for repair and/or replace any damaged item/s irrespective of settlement of claim by the underwriters. Assignment CBHFL may assign the CSS Project and the solution and services provided therein by the Bidder in whole or as part of a corporate reorganization, consolidation, merger, or sale of substantial assets. CBHFL shall have the right to assign such

portion of the facilities management services to any of the sub-contractors, at its sole option, upon the occurrence of the following: a. b. c. d. 2) Bidder refuses to perform; Bidder is unable to perform; Termination of the contract with the Bidder for any reason whatsoever; Expiry of the contract.

Such right shall be without prejudice to the rights and remedies, which CBHFL may have against the Bidder. The Bidder shall ensure that the said subcontractors shall agree to provide such services to CBHFL at no less favourable terms than that provided by the Bidder and shall include appropriate wordings to this effect in the agreement entered into by the Bidder with such sub contractors, however the modalities shall be decided at the time of contract finalization. The assignment envisaged in this scenario is only in certain extreme events such as refusal or inability of the Bidder to perform or termination/expiry of the contract. Changes in Laws and Regulations -

Unless otherwise specified in the Contract, if after the date of the Invitation for Bids, any law, regulation, ordinance, order or bylaw having the force of law is enacted, circulated or changed in the place of CBHFLs operational State or where the Branch is located (which shall be deemed to include any change in interpretation or application by the competent authorities) that subsequently affects the Delivery Date and/or the Contract Price, then such Delivery Date and/or Contract Price shall not be altered by the Vendor. However CBHFL reserves the right to allow any extension of delivery dates due to the delay caused by the above condition(s). 27. 1) Other conditions Any notice given by one party to the other pursuant to this Contract shall be sent to the other party in writing or by cable/fax/email and confirmed in writing to the other partys specified address. The same has to be acknowledged by the receiver in writing. A notice shall be effective date, whichever is later. when delivered or on the notices effective

The Bidder is responsible for and obliged to conduct all contracted activities in accordance with the Contract using state-of-the-art methods and economic principles and exercising all means available to achieve the performance specified in the Contract. The Bidder is obliged to work closely with CBHFLs staff, act within its own authority and abide by directives issued by CBHFL and implementation activities. The Bidder will abide by the job safety measures prevalent in India and will free CBHFL from all demands or responsibilities arising from accidents or loss of life the cause of which is the Bidders negligence. The Bidder will pay all indemnities arising from such incidents and will not hold CBHFL responsible or obligated. The Bidder is responsible for managing the activities of its personnel or sub- contracted personnel and will hold itself responsible for any misdemeanors. The Bidders aggregate liability in connection with obligations undertaken as a part of the C S S Project regardless of the form or nature of the action giving rise to such liability (whether in contract, tort or otherwise), shall be at actual. The Bidders liability in case of claims against CBHFL resulting from misconduct or

gross negligence of the Bidder including bugs in the software or faulty system integration resulting in direct loss to CBHFL, its employees and subcontractors or from infringement of patents, trademarks, copyrights or such other Intellectual Property Rights or breach of confidentiality obligations shall be unlimited. CBHFL shall not be held liable for and is absolved of any responsibility or claim/litigation arising out of the use of any third party software or modules supplied by the Bidder as part of this RFP. 8) 9) All associated vendors shall be bound by the terms and conditions of the contract signed by CBHFL with the Bidder. Both the parties agree not to hire, solicit, or accept solicitation (either directly, indirectly, or through a third party) for their employees directly involved in this contract during the period of the contract and one year thereafter, except as the parties may agree on a case-by-case basis. The parties agree that for the period of 2 years, neither party will cause or permit any of its directors or employees who have knowledge of the agreement to directly or indirectly solicit for employment of the key personnel working on the project contemplated in this proposal except with the written consent of the other party. The above restriction would not apply to either party for hiring such key personnel who; a. initiate discussions regarding such employment without any direct or indirect solicitation by the other party; or respond to any public advertisement placed by either party or its affiliates in a publication of general circulation or has been terminated by a party prior to employment discussions with the other party. the commencement of

The Vendor shall notify CBHFL in writing of all subcontracts awarded under the Contract if not already specified in the Bid. Subcontracting shall in no event relieve the Vendor from any of its obligations, duties, responsibilities, or liability under the Contract. Unless otherwise specified in the Contract, if the Vendor is a joint venture, consortium, or association, all of the parties shall be jointly and severally liable to CBHFL for the fulfillment of the provisions of the Contract and shall designate one party to act as a leader with authority to bind the joint venture, consortium, or association. The composition or the constitution of the joint venture, consortium, or association shall not be altered without the prior consent of CBHFL. Bidder/vendor shall indemnify CBHFL against any loss incurring on account of data theft/information leakage /vendor/bidder employees damage.

Preliminary Screening a. b. In this stage, all the submitted bids will be considered except for Bidders who have not paid the cost of RFP and /or enclosed the EMD. Based on the Eligibility Criteria mentioned in the RFP, the bids will be screened and Bids that are deviating from the Eligibility Criteria will be rejected and will not be considered for further Evaluation. Also, incomplete bids will be rejected and will not be considered for further Evaluation. Bids without the mandatory documents will be rejected and will not be considered for further Evaluation. A consolidated list of bids which are passed and rejected in this stage will be arrived.

Technical Bid Evaluation Process Evaluators of Technical Proposals shall have no access to the Financial Proposals until the technical evaluation is concluded and the competent authority accepts the recommendation. The purchaser would follow Techno-Financial bid process for evaluation of proposals received. Seventy percent weightage will be given to technical proposal and thirty percent weightage for commercial proposal. The Evaluation Committee shall evaluate the Technical Proposals on the basis of their responsiveness to the Terms of Reference and by applying the evaluation criteria, subcriteria specified in the RFP. In the first stage of evaluation, a Proposal shall be rejected if it is found deficient as per the requirement indicated in the RFP for responsiveness of the proposal. Only responsive proposals shall be further taken up for evaluation. Evaluation of the technical proposal will start first and at this stage the financial bid (proposal) will remain unopened. The evaluation criteria for the technical proposal are defined in this RFP. The purchaser shall notify those firms whose proposals did not meet the minimum qualifying mark or were considered non-responsive to the Letter of Invitation and Terms of Reference, indicating that their Financial Proposals will be returned unopened after completing the selection process. The Client shall simultaneously notify the firms that have secured the minimum qualifying mark, indicating the date and time set for opening of Financial Proposals. The notification may be sent by registered letter, cable, telex, facsimile, or electronic mail. In this stage, the bids which are NOT rejected in the previous stage will only be considered for a detailed technical evaluation. The technical evaluation shall consist of the following 2 parts: Evaluation on the Functionality of the proposed CSS Evaluation on the Technical capability of the bidder/ Technology used in the proposed IBS

Based on the technical evaluation criteria, each Bidder will be given certain marks. Only those Bidders scoring 60% (60 marks out of 100) or above in the technical evaluation will be short-listed in this stage. However CBHFLs Core committee reserves the right to change the cut-off to have a fair competition among the Bidders. Based on the Technical evaluation listed above, the technical rankings of the Bidders would be arrived.

Alternatively the shortlisted bidders may arrange for a site visit, where the proposed solution is successfully implemented and is running. The schedule of such site visit / product demo shall be arrived after the short listing process is completed. During the Product Demo / Site Visit, any clarifications if required will be sought by the Core Committee and each product will be evaluated with some additional scores. The key parameters (but not limited to) for this Evaluation would be Product walk-through, availability of modules and key features, user friendliness, security of the application (Front- end and Back-End), setting up of product parameters, reporting, etc., In this process, if the Bidder in his response to the RFP claims some modules/features as already available but the Demo suggests otherwise, there could be a negative scoring and the Core Committee shall take appropriate decision at that time. Bidder shall bear all costs / expenses that may incur towards the demonstration of the product to the Core Committee. No such cost shall be reimbursable by CBHFL. In addition to the above, CBHFL may also contact the reference site mentioned by the Bidders and seek feedbacks. 29. Scoring Methodology

It may be noted that company will not entertain any price negotiations with any other bidder. The minimum qualifying score for the technical evaluation will be 60%. 30. a. Contract Signing At the completion of the selection process, CBHFL will invite the successful bidder as evaluated earlier for further discussion and award of contract, forward format of Contract Form & SLA. The successful Bidder shall sign and date the Contract/SLA on requisite stamp paper and return it to CBHFL within 15 days of receipt of notification. CBHFL at their sole discretion may accept the same, reject or modify. In case of the successful bidders not responding to the purchase order (award of contract) within 15 days from the date of notification the order shall be deemed to be cancelled and the EMD will be forfeited and CBHFL shall reserve the right to invite the L2 vendor for negotiation and award. Bidder should note that following documents shall be part of the final Contract: This Request for Proposal. The Bidders proposal in response both technical and commercial along with annexures. Any modifications to the proposal. An Implementation Plan identifying the tasks to be completed, the assigned responsibilities, and the scheduled completion dates. Service Level Agreements duly signed by both parties. And any other document as mentioned by CBHFL.

31. Software , IT Infrastructure audit, rectification The company shall get the software, IT Infrastructure audited (before/after going to live run) in-house or by outside agency as per the companys requirement. The vendor shall

extend all sorts of support required for carrying out the audit. The vendor must rectify the discrepancies / observations in the system, as per the audit report in consultation with the CBHFL. There shall not be any additional charges payable by the CBHFL for such rectifications. The same shall be re-audited after rectification to verify that the recommended modifications have been made by the Vendor. 32. Security The vendors proposal must include a plan to safeguard the confidentiality of the Company's business information, and data. The vendor proposed solution must conform to the prevalent industry standards. 33. Non-Disclosure Agreement/Service Level Agreement (SLA) The selected vendor shall be required to sign Non-Disclosure Agreement (NDA) / Service Level Agreement (SLA) covering all terms and conditions of this tender and Purchase Order confidentiality and non-disclosure clauses.

Annexure-I Functional requirements/details of operations of company (Least but not limited) Cent Bank Home Finance Limited (CBHFL) is a subsidiary of Central Bank of India. CBHFL is a housing finance company registered with the National Housing Bank and is engaged in the business of providing long term finance for the purchase or construction of houses in India. In addition to this Company also provides loans against property & top-up loans/furnishing loans to the existing customers. Company also mobilizes deposits from public. A broad overview on the above operations are as follows : a) Lending operations :

Loan to Individuals : HFCs provide home loans to meet various types of requirements for housing. These loans are generally long term in nature ranging from three years to twenty years. Briefly the different types of loans provided by company to various categories of borrowers are discussed as under : Construction of house Purchase of house Extension of house Repairs and renovation of house Furnishing of house Purchase of residential plot/land and subsequent construction thereon. Takeover of existing loan from other banks / HFCs. Repayment of existing housing loan outstanding with the employer in case of retiring employees) Loan against properties/ Home equity loans Top-up loans to existing customers.

Loans to Corporates : Loans to corporates may be classified as under : loans to Government sector ( development agencies, housing Board, Municipal Board, etc.) Loans to private sector ( Builders /promoters & developers) etc. b) Deposit Operations :

The applicant then submits the application form duly signed in with full personal, employment details along with details of guarantor. The data to be fed into the software, software then generates an evaluation sheet giving full details of the inspection made, name of the processing authorities etc. After approval of the evaluation sheet, software to generate the sanction letter. Disbursement of loan: The borrower is asked to submit a letter enclosing the demand letter from builder or any other documents required by the branch officials. The software to record the documents submitted by the borrower. The companys representative will survey the site and will certify the stage of completion. The software provides the facility for disbursement of loans in lumpsum or in phases. The software provides the facility that if the disbursement is made in stages, then till commencement of EMI, calculation of the amount of PEMI i.e interest for the amount disbursed till date is done on the applicable rates. The PEMI interest is charges till the last day of the month in which the final disbursement takes place. The borrower is expected to pay the EMI in the subsequent month in which the final disbursement took place. At the time of acceptance of payment of EMI, all relevant details /particulars of the borrower/account would be displayed. Once the EMI commences, the system calculates the interest on the loan for the remaining financial year on the first day of the year in case of yearly rests and on the first day of month for that particular month in case of monthly rest interests. The option to choose the rates i.e. monthly or yearly should be given at the time of sanction i.e. on generation of evaluation sheet. In order to give advantage of non-application of interest in one financial year, on the overdue EMIs of the previous financial year or previous months, as the case may be, interest is applied after the overdue EMIs are received and credited to the respective account. These overdue EMIs will be kept under the head EMI receivable. EMI receivable will be credited on receipt of overdue EMIs. In case of Prepayment of loans, the interest already applied (in case of yearly rest only) on the prepayment amount is reversed. Software to generate option for collection of prepayment charges as applicable. The system to keep track of the overdue installments/accounts. Automatic generation of reminder letter should be there. For handling legal cases, option to mark the account as Criminal/under SARFAESI etc should be generated. System to generate the notices to be issued under SARFAESI act. Once the account turns NPA, the unrealized interest for the year is reversed from the profit and loss account and kept in URI head separately. The software to keep track of : PEMI calculation, EMI calculation, Interest receivable on loans, NPA, SARFAESI notices and to generate reports/ accounting entries for the same. The system should also to keep track of charges levied on the borrower such as legal, recovery charges, Penal Interest, etc. At the time of closure of loan account, the system shall check for any other loan outstanding under any scheme of the Company. Generation of interest certificate for the borrowers to take I.T. benefit.

Deposit module: There are three schemes of public deposits: Quarterly income scheme (QIS), Monthly income scheme (MIS) and Cumulative deposits (CD) In QIS scheme the interest is paid in every quarter to the depositor through post dated cheques/interest warrants. In MIS scheme interest is paid to the depositor at the end of every month through post dated cheques/interest warrants. In CD scheme the interest is compounded quarterly. System to calculate the interest and generate the interest warrants.

At the time of accepting the deposit, the documents obtained towards compliance of KYC norms to be recorded. On acceptance of deposit system to generate the CDR/FDR no. and will open a ledger to keep track of the entire transactions specific for that deposit amount. The system to generate FDR/CDR receipt. Since all the interest warrants for QIS/MIS schemes are drawn on RO account of company, the system provides to send a debit note to the branch offices. Since the interest are paid on the first day of the month, it is mandatory to deposit the TDS ( if applicable) with the IT department by the 7th of the month. System to calculate the TDS and prepare the report of the TDS deducted for onward submission to IT authorities for all the schemes. System should generate TDS certificates also. In case of cumulative deposits interest will be automatically accrued on 31st march of every year till maturity. Premature withdrawals are not allowed within three months from the date of deposit. Facility to freeze the account for any valid reasons, should be available. A separate window for revalidation of interest warrant to be generated. System shall keep track of the interest warrants issued. The software to keep track of the deposits opened, going to mature, closed etc. Automatic letter generation to remind the borrower in case when the deposit is going to mature. System to keep track of the demand loans sanctioned against the deposits. In no case the amount of loan to exceed the maturity amount of the respective deposit. Provision for display of scanned signatures of customers shall be made in the system.

AMALGAMATION: Introduction: All the branches send Monthly/ Quarterly reports which are amalgamated at Registered Office and there after some reports are generated on Monthly/ Quarterly/ Half Yearly/ Yearly basis which are to be presented to different authorities. Annexure-II Eligibility Criteria S.No 1 2 Criteria The bidder should be a Government Organization/ PSU/ PSE/or a Limited company registered under the Indian Laws. Should have been in operation at least and should have been profit making for the last three consecutive financial years. Should have a minimum turnover of at least Rs.100 crores in the past two years. Copies of attested/audited financial statements for the last three consecutive financial years ending 31.03.2011 to be submitted by the bidder. The Bidder or Prime Bidder in case of consortium, must be the IP owner of the proposed Core Application, however for the other integrated applications in RO, the same is not mandatory. The Bidder must have three implementations of the proposed application out of which at least one should be in a Housing Finance Company, listed with National housing Bank (NHB) running for at least 1 year on the site at the time of submitting the proposal. Other than the Core Application, all other integrated modules proposed should have been implemented already in India and should be running. Bidder shall attach client references.
