Toll fee Collection Software with On-Line and Real Time MIS 1 About the customer - NHAI
The National Highways Authority of India (NHAI) was constituted in 1988 and operationalised in 1995. It is responsible for the development, maintenance and management of National Highways entrusted to it and for matters connected or incidental thereto. It is also responsible for management of corridors and providing wayside amenities. It also collects toll fee from road users on the completed stretches of National Highways Development Projects (NHDP). Toll collection is regulated and monitored by the corridor management units (CMU) of NHAI.

2 The Need.
With the growing times, there have been several advancements in the Toll Collection domain too. To keep up with the upcoming technologies, need was felt to have enhanced toll collection software at the numerous Toll collection centres (Toll Plazas) across the length and breadth of the country (more than 50 Toll Plazas). This expansion required a User-friendly design of the booth operators toll terminal interface along with its integration with latest devices like AVCC/Boom barrier etc. Over and above the toll collection, there ought to be a Management Level that monitors the operations at the Toll plazas. The monitoring individuals are responsible for managing a selected group of Toll plazas or all, depending on their management scope.

3 The SOLUTION

3.1 System Overview

3.1.1 Subsystem: Toll Plaza

The Plaza sub-system is a client/Server-based application developed in VB.Net with SQL Server 2000 as its backend. It has the equipment and software to control the usage of toll lanes and to obtain all the relevant information. It also includes the necessary elements for the collecting task and the maintenance of the lanes software. Plaza Host module The Toll Plaza users who are concerned with the supervisory, administrative and reconciliation functions at the respective plaza use the Toll Plaza Host subsystem. This module is further categorised into following:

Inventory management: that tracks the inventory from the project director till the time it is used at the booth / plaza. Toll Plaza User management: includes the addition and deletion of users under the different system roles so as to enable correct access permissions of different functionalities to different users of the toll plaza software. Issue pass: to vehicles availing the periodic passes and concessions defined at the Toll plaza. Raise Alerts: For example when cash at a particular lane reaches a particular limit. Masters management: For making entries to various plaza specific master tables. Provide APIs, which can be customized later on to meet the integration requirements with any of the interfacing devices. Reports at toll plaza: includes the various MIS reports specific to dayto-day operations at the plaza. Data transfer: caters to transfer of data from the toll plaza to the centralised server. Backup / Recovery / Archiving: For the database residing at the Toll Plaza. Lane module The lane operators enter data in various lanes from the front end to the database that is stored in a central location at the plaza. This module interacts with external devices like boom barrier, Automatic Vehicle Classifier and Close Circuit Television. The module implements the IDL (Interface Definition Language) defined by various vendors of these devices. The system caters for the following Collection of toll: To make entry for all vehicles passing through the toll booth(s) under various tariffs and flexible vehicle categories defined at the plaza level. Printing of tickets being issued to the passing vehicle. Recording of unusual occurrences occasionally happening at the plaza. Shift opening & closure operations like the entry of cash denomination with the booth operator. Interface management with different external devices (like AVCC etc)

3.1.2 Subsystem: Centralised Application


This Centralised sub-system is a browser-based application developed in ASP.Net and SQL Server 2000 as its database. It consolidates information from the different toll plazas that make up the Toll system. This level allows generating information for the management of Toll operations. All the data generated in the Toll Plazas is sent to the Central database server and unified at this level. The sub-system caters to the following requirements: Internal control, consolidation and reporting of data originated at the toll plazas. Centralization of this data in a general database for different users consultation

Centralization and distribution of the master information to be introduced in the system for the toll plazas (like vehicle categories, banks etc) Reporting It delivers the different reporting options planned for the system. The system produces detailed information about the traffic, income and transactions and displays them according to the users role and monitoring scope.

Master entries
It makes entries to the Toll systems master values that are defined at the HO level.

Administration module
User Administration: For user administration similar to that in the Toll Plaza subsystem. Interface with device: Apart from these two applications there is an interface that will cater for the CISCO IP Phone Panel 7960 series users.
