OBJECTIVES The overall goal/objective of the Project is Poverty reduction in the rain-fed areas of the Punjab through improved livelihoods opportunities and improved governance. More specific/immediate objectives are: To improve socioeconomic status of poor population through better natural resources management through improved productive, physical, and social infrastructure identified by the elected (Union Council) UCs members and the civil society; To reduce poverty of the marginal and poor population through targeted community based initiatives and support to off-farm income generation activities. To improve the literacy and level of skills through vocational training, especially to the unemployed especially women.

Sustainable Livelihoods in Barani Areas Project To strengthen the capacity and capability of Project management, and line agencies to support UCs, civil society, and communities in the development process. MAJOR COMPONENTS: Following are the major components of the project:a: Union Council Development (UCD). b: Targeted Poverty Alleviation (TPA). c: Literacy through Skills Training (LTST). d: Institutional and Implementation Support (I&IS). 11. PHYSICAL PROGRESS A). Institutional and Implementation Component The following major activities were carried out by the PMU-SLBAP during the reporting month: Reviewed 45 concept papers MSI Schemes of the project districts. Finalized concept paper for five MSI Schemes. 55 PC-1s forms of MSI schemes were reviewed. Updated MIS Data Base and analysis were drawn on sector wise detail, UC coverage, average cost of MSI, and savings and expenses of various schemes. Reviewed and Revised the Annual Work Plan for year 2009-10 and submitted to the P&D, Department, Government of the Punjab for release of funds of Government of Punjab share. Reviewed the status of progress of different components of the project, re-assess the requirement of the fund and develop a realistic financial projection for the remaining period of current financial year together with already received funds. Consultative meetings were also held with the teams of PFs and PQSs in each district. Necessary guidelines were given to these teams to meet the qualitative and quantitative targets of the districts of UCDC. Revised proforma for MSI concept note, terms of partnership and new brochure of SLBAP Finalized case study about raising of shelterbelts and tree groves for checking soil erosion and poverty reduction in Thal tract. Prepared a document on important points for tree plantation in district Narowal (Sewalik tract) Developed plan to print and distribute 52500 books for LTST Centres of Phase-II (stage-II, III&IV). Monitored implementation of training programs under OFIG organized by PRSP. Updated data on trainings organized by RSPs under OFIG. Pursued and guided RSPs for MSIs and SSIs under OFIG. Developed guidelines for holding training workshop for Literacy Teachers of new Centres. Updated district wise list of menu of OFIG interventions for SSIs and MSIs. Prepared budget for first and second installments to LTST training centres of next Phase. Prepared checklist for verification of trainees trained under OFIG before making payment as claimed by NRSP Converted GPS data in Excel Spreadsheet and linked with Google Earth. Prepared & submitted case study of earthen mini dams under SLBAP and impacts related with stored water. Digitized union council based maps for districts Jhelum, Gujrat, Sialkot, Narowal, Khushab, Chakwal, Layyah, Bhakkar and Mianwali. Reviewed PC1s of shallow tube well of Dist. Bhakkar & Implement centre of Dist. Jhelum. Random verification was done of fruit plants in UC Karore, Dhoni & San Sorola of Dist. Rawalpindi. The Activities/Tasks undertaken/performed by Project Quality Supervisors (PQSs) and Project Facilitators (PFs) form identification of schemes to verification of schemes in the project districts and their cumulative outputs are attached (Annex-I). Against the annual targets (2006-10) of 1223 concepts of MSI schemes, concept notes of 1430 schemes were identified out of which 1097 were approved by the PMU. Union Councils (UCs) approved 1120 schemes out of which 977 were sent to the district line agencies for the preparation of PC-Is. The district line agencies prepared 731 PC-Is out of which 587 PC-Is approved by the DDCs. (Annex-II). Against the targets of completion of 618 MSI schemes, 419 MSI schemes were started out of which 249 MSI schemes were completed by the end of March, 2010. It is highlighted that currently maximum numbers of schemes were under implementation in the district Gujrat. The total 249 MSI schemes were completed so far out of which 98 schemes were of the years 2006-07, 78 schemes for the year 2007-08, 72 schemes for the year 2008-09 and 1 scheme for the year 2009-10. The district wise detail of completion of schemes was Khushab 47, Narowal 44, Bhakkar 36, Gujrat 34, Sialkot 25, Jhelum 22, Mianwali 18, Layyah 17, Chakwal 3, and Rawalpindi 3.

* The targets of SSIs have been

revised/increased during MTR from 2,266 to 3,090 (NRSP 1,590 and PRSP 1,500). The activities under TPA component carried out by both RSPs are detailed below:National Rural Support Programme (NRSP) The cumulative achievements of National Rural Support Programme upto March, 2010 are given below: Formed 5,893 (2,702 male, 2,286 female and 905 mix) community organizations by the end of reporting month. Community management skill trainings were given to 6,909 office bearers of COs in 309 events. Fund management and accounts keeping training were imparted to 3,890 managers of COs in 246 trainings events. NRSP conducted 693 Activist workshops wherein 28,895 activists were imparted training. Micro Investment Plans for 3,094 COs were prepared and 62,945 numbers of loans were disbursed for agriculture inputs, livestock and enterprise development. NRSP carried out pre-feasibility study of 1,278 numbers Small-Scale Infrastructure (SSIs) schemes out of which 1,121 numbers SSIs were completed and 152 SSIs were ongoing. NRSP carried out six Training Need Assessment and five numbers of training curriculum were developed for OFIG. Imparted Training to 1,119 members of community organizations regarding OFIG. Sustainable Livelihoods in Barani Areas Project Punjab Rural Support Programme (PRSP) The Punjab Rural Support Programme carried out the following activities upto March, 2010. . The Cumulative achievements are as under: Formed 2,324 (1,519 male, 563 female and 242 mix) community organizations by the end of reporting month. Community management skill trainings were given to 4,242 office bearers of COs in 132 events. Fund management and accounts keeping training were imparted to 3,122 managers of COs in 129 trainings events. PRSP conducted 63 Activist workshops wherein 6,117 activists were imparted training. Micro Investment Plans for 2,317COs were prepared and 9,579 numbers of loans were disbursed for agriculture inputs, livestock and enterprise development. PRSP identified 1,249, surveyed 1,192, carried out feasibility studies of 1,073 Small-Scale Infrastructure (SSIs) schemes in the Project Area out of which 996 SSIs were approved, 772 SSIs were completed and 206 SSIs were ongoing by the end of reporting month. PRSP carried out four Training Need Assessments and one number of training curriculum were developed for OFIG. to 120 members of community organizations regarding OFIG. D) Literacy Through Skills Training (LTST). The following major activities were carried out by the PMU-SLBAP/ABES during the month of March, 2010. Delivered 420 Literacy Kits of the second phase of the LTST component to the EDOs of ten project districts. Reviewed and finalized the first draft of the skill books and sent for its printing.

Sustainable Livelihoods in Barani Areas Project Conducted the planning meeting with the master trainers in two clusters at Gujrat and Khushab with the aim to develop the workable strategy keeping in view the training team and other resources. Developed the training workshop planner of six days for the master trainers for holding the trainings in their districts ensuring the effective running of the LTST centres in the second phase. Developed the scheme of studies of three months of the literacy course for teachers so that teachers could easily plan the lessons and complete the training course in time. Developed the pre and post- tests for the trainees (teachers) along the registration forms, evaluations forms for the master trainers and teachers. Developed the video lessons on the use of teaching kit and graded vocabulary books of the second, third and fourth stage of the skill books with the purpose to increase the understanding of the literacy teachers on how to use the teaching kit more effectively in daily lessons at the LTST centres. Developing field teacher training plans, session planning, communicating with the teachers 12. ISSUES INVOLVED Delay/Non-submission of SOEs against the fund released from PMUSLBAP for implementation of MSIs by the districts. The PMU-SLBAP written letters to Divisional Commissioners for the submission of SOEs through EDOs (F&P) and DPMs, SLBAP. Immediate release of Rs. 162.038 million by Govt. of the Punjab for the revised budget 2009-2010. Pendency of MSI schemes for release of funds due to non availability of sufficient ADB and Gopb. funds (As 43 MSI Schemes are pending with PMU for release of funds). Approval of revised salary package for SLBAP is awaited Approval of competent authority for purchase of four vehicles is awaited.
