Terms of Reference of Community Development Facilitator

General Responsibilities: Under the overall supervision of the NPD and CTA (for the first year) and the NPC, and under the direct guidance and supervision of the Community Development Officer (CDO) and in coordination with the Upazila Agricultural Officer, take the lead responsibility for promoting activities related to group formation and organizational development at field level. Duties and Responsibilities: The Community Development Facilitators will be selected from within the rural areas to mobilize the community, organize farmer groups and facilitate technology transfer between farmers through Farmer Field Schools. As such they will cover both community development and extension communications roles. The specific duties will be to: Conduct community awareness activities in the selected communities on the project concept and scope. Assist the project to undertake the community/ farmer needs assessments and to prepare detailed community development plans. Assist in the formation, organization and training of villagers to form user groups for community and group activities. Facilitate community meetings on development issues and promote the replication of good practices and innovative technologies among the target beneficiaries. Assist Upazila level agricultural staff in organizing and facilitating the Farmer Field School programme Initiate on-the-job training and coaching sessions in the key activities selected by farmers as well as group organization and development. Work closely with community extension workers and activists nominated by the community/ livelihood groups to facilitate the smooth transfer of knowledge, skills and responsibilities to beneficiaries. Assist with formal data gathering for planning purposes and for monitoring and evaluation. Qualifications and experience: The Community Development Facilitators should preferably have formal technical qualifications at diploma /BSc degree level in agriculture or a related subject. Essential attributes will be: respect for local communities; and a strong commitment to the food security and market development objectives of the project. Some of the positions should be occupied by women. Duty Station Language Duration : Upazilas with regular visits to project sites. : Good knowledge of written and spoken English as well as Bengali. : 12 months (extendable).
