Introduction

The involvement of the Department of Islamic Development Malaysia (JAKIM) to confirm the status of halal on consumer food products and goods in the country began in the year 1974 when the Research Center of the Islamic Affairs Division of the Prime Minister's Office started to issue halal certification letters for products that met the criteria. Beginning in 1994, halal confirmation was given in the form of a certificate with a Halal logo, and beginning 30th September 1998, halal inspections were carried out by Ilham Daya, a company appointed by the government.On 1st September 2002, the government decided that all halal certification activities will be conducted by JAKIM's Food and Islamic Consumer Products Division which comprised only of 28 positions.Due to the rapid development of the food industry in this country and in order to meet the needs of the muslim population, on 17th November 2005, the Public Service Department of Malaysia approved a total of 165 positions from different schemes, grades and designations to create the newly named Halal Hub Division. On April 2nd 2008, the Halal Industry Development Corporation took over the management of all halal certification activities.Halal is an Arabic word meaning lawful. Furthermore, the other examples of haram food in drinks like alcohol and all forms of intoxicating and hazardous drinks. In addition, the animals that live both on land and in water such as frogs, crocodiles and other similar animals.

Part 1 : HALAL Concept

Halal is an Arabic word meaning lawful. It refers to things or actions permitted by Shariah law without punishment imposed on the doer. It is usually used to describe something that a Muslim is permitted to engage in, for example food, drink or use. The opposite of halal is haram, which is Arabic for unlawful or prohibited. Thoyyiban means good quality, safety, cleanliness, nutritious and authentic. Halal Thoyyiban means portray the symbol of into lance in hygiene, safety and quality. Halal is not specific for food but also halal cosmetics, halal health supplements, halal medicines, halal business, and halal services Concept of halal foods for muslim especially is a clean and hygiene process from farm to fork including process of preparation, slaughtering, processing, handling, equipment, storage, transportation, cleaning, disinfection and until management practice. For example if we want to eat a burger, we have to know where the ingredient like meat, salad and tomato come from.

PART 2 : HALAL Certificate

Malaysia is modern Muslim country where more than half of its 26 million people have embrace Islam as their religion. Halal is an Islamic religious guide to how Muslims should live their lives from the way their food is prepared to how their personal and social relationships are conducted. In Malaysia, halal is a concept accepted by all, both Muslims and non- Muslims. The majority of businesses in Malaysia sells products or offer services that are halal endorsed. The Malaysia Halal Certification is globally respected.

Malaysia is the only country in the world whereby the government provides full support in promoting the Halal Certification process on products and services. Halal certification bodies in other countries are either developed by the individual provinces or states or backed by their non-governmental organizations (NGOs).

Halal Certification provides assurance to all Muslim consumers because it fulfills the Syariah law, which is a must for Muslims. To the non-Muslims, Halal products are quality products, simply due to the concept of halalan thoyyiban (Halal and wholesome) as HDC strongly advises all Halal certification applicants to comply with GMP and HACCP requirements. Thus, products certified Halal by JAKIM are Halal products which are safe to consume or use, nutritious and with quality.

The Malaysian certification procedures and both the Malaysian Halal Standards MS1500:2009 and MS2200:Part 1:2008 are continuously utilized because they received widespread recognition for maintaining excellence in the field of Halal-compliance. As a result, the Malaysia Halal Logo is recognized and well-accepted worldwide.

Figure 1: Halal Certification Process First step in the process of getting halal certificate is document evaluation. Many documents were needed including application form, companys profile and registration, local authoritys license, declared ingredients, name and address of manufacturers or supplier of ingredients. And also other documents like original status of halal ingredient, packaging material, manufacturing process and procedures and halal certification from supplier and slaughter house. Second process is inspection. Physical site inspection is to ensure declared in application forms and supporting document is same. This inspection made by technical inspector involving a meeting with senior officer and also production staff. Inspection include ingredients declared, storage or raw materials, finished product, cold rooms, manufacturing flow and also handling aspect during the process.

Third steps is report preparation. This report is written by technical inspector who do the inspection. Commonly, they will report about status of the application. Step four is evaluation committee and recommendation. In this step, the report will be tabled and evaluate by a committee for issuing Halal Certificate. Then, step five is issuing halal certificate. JAKIM will issues the halal certificate and give permission to issues the halal logo for product. After that go through all the steps above, the supplier will get halal certificate nad logo which is in step six. The validity of the certificate is two years and renewal has to be forwarded not later than three months before expiry date. Step seven is halal conformity. Jakim will constantly monitoring the company. If they find out the company make changes in ingredients or whatever that will affect the hygiene of halal status, Halal Certificate that have been given will be revoked. As the last step is time. The total time of issuing Halal certification is within three months but it also depend on payment. If there are no payment made then the process will suspended.

Authorities Department of Islamic Development Malaysia (JAKIM) is the competent authority being responsible for halal certification in Malaysia. The responsibility in ascertaining the halal status of the products involved not only on the official site inspection of plants but also on the examination on how the Halal status of the raw material is maintained and monitored at all times. In view of many raw material used in local food production are mostly imported products which requires the appointment of reputable and reliable foreign halal certification bodies or organizations to monitor the Halal status of these raw materials. Halal logo is an evidence for supplier of company that they are regonized by authorities. Halal logo means a logo issued by Halal Industry Development Corporation (HDC)/ JAKIM/ JAIN/ MAIN.

PART 3 : Guideline And Standard Of HALAL Certification

Malaysians standards were developed by Technical Committee on Halal Food under the authority of Halal Standard industry Standard Committee. The halal standards act as a guideline to achieve requirement to get Halal Certificate and then Halal Logo. As Jun 2010 there are 6 Halal Malaysians Standard published by Standards Malaysia. The six of Halal Malaysians Standards are MS 1500:2009, MS 2200: Part 1:2008, MS 2400-1:2010, MS 2400-2:2010 and MS 2400-3:2010. MS 1500:2009 also known as Malaysia Standard Halal Food Guideline was launched in 2009.MS 1500:2009 is a general guideline for Malaysia halal food in Malaysia. This is a new concept in marketing and quality benchmark for producers. Actually MS 1500:2009 was a replacement of MS 1500:2004 and there are few major changes were made. The major changes in MS 1500:2009 are deletion of clause on Normative reference, mechanical slaughtering and deletion on Islamic authorities, incorporation of definition on Premises, definition of Shariah law was divided into two, and incorporation of new clauses on management responsibilities, premises, packaging, labeling and advertisement, and stunning method and figure on the pneumatic stunner point and amendment and improvement on various clauses for clarity. MS 2400-1:2010, MS 2400-2:2010 and MS 2400-3:2010 are related to one another. Specifically MS 2400-1:2010 is for Halalan Toyiban Assurance pipeline and this guideline was used in Management System requirement for transportation of goods or cargo chain service. Then for MS 2400-2:2010 is for Halalan Toyiban Assurance Pipeline as well but it more specific to warehousing and related activities. Lastly for MS 2400-3: 2010 same as above guideline but it specifically for retailing activities.

PART 4 : Importance Of HALAL Certification

Halal certification is a fact that has been than Supervisory Shariah Board. As we now know as the Muslims, the term halal is playing an important role to protect all life on the tenets laid down by Islam. Halal is to become key pillar of the Islamic life. Thus, many factors affecting the Halal laws. For example, in terms of nutritions, including flavors and ingredients, bakery and food processing, food supplements, and other necessities. Then, are terms of health, beauty, pharmaceuticals and cosmetics and pharmaceutical products. Other examples are in terms of lawful business shall mean all activities undertaken to buy and sell performance, weights, etc. are concerned consider that there is no usury, and the interest high. The concept of Shariah Board is keep Supervisory ethical values and entitled to health products for human use. However, we have a huge market over 1.5 billion users scattered around the world. With the growing demand for halal-certified products require users to manufacturers to get their products certified in addition to compliance with quality standards. It will enable them to win the trust of users and non-Muslims to Islam because it is closely examined from the process flow of material, enough to detect any element of doubt. Consuming Halal is an order of Allah and an essential part of the Islamic faith. Allah has repeatedly emphasized the consumption of Halal in His book. The following are some examples of such verses: O Messengers, eat from the pure foods and work righteousness (Holy Quran 23:51). O you who have believed, eat from the pure things which we have provided you (Holy Quran 2:172) And other verses like O mankind, eat from whatever is on earth (that is) lawful and pure (Holy Quran 2:168) So eat of that (meat) upon which Allah's name has been mentioned, if you are believers in His verses (Holy Quran 6:118)And do not eat that upon which the name of Allah has not been mentioned, for indeed it is a grave disobedience. (Holy Quran 6:121)

Advantages of the Halal Certification to the Manufacturers and Producers:

Halal certification helps to improve in branding image by fulfilling different consumer requirements. Items will be safe to use if there is Halal especially Muslim consumers can be confident without feeling hesitant to use the item.Prospects of penetrating into a worldwide Halal food market of over 1.5 billion people. Furthermore, Muslim consumers around the world will find halal food is not even founded in Islamic countries. Trade prospects will also be increased and economies of countries are stable.Strict rules are maintained relating to private sanitation facilities of that in Reading and listening to the other obligatory hygienic practices observed on the premises. In Islam, cleanliness is very important to get a cleaner life while getting the blessings in life. So in the premises, especially of food premises, the cleanliness premises are of concern to make them more successful.It is more promotable and marketing is more attractive, with a Distinct Halal logo recognition on all of the products. Sign or a valid Halal logo is very important to prove the item safe for consumers, especially consumers of Islam.Improvement in the food quality by stringent quality assurance policy as per international standards. Quality of goods or food is very important to assure consumers that the producers have always believed. Therefore, each manufacturer or premises must comply with the standards set out in the Halal laws. Hall insignia is a here to stay, Autonomous and dependable acknowledgment to back Halal food Claims. Each producer or premises will undergo the process of obtaining the status of the halal logo. So, the party responsible for the conduct of operations at the premises to obtain legal status by Jakim.Improved advertisement and acceptance of products in Muslim Countries / markets. So consumers, especially Muslim would be safe to purchase goods if there is halal logo on goods or on the premises.

Effects when no Certification Halal to the economy, social and politic. From aspect economically:  The economy will deteriorate as trade and purchase goods not well received by users muslim.  Producers will have to bear the decline and not received with enthusiasm by the user of Islam. From aspect socially.  The consumer will get sick because of the cleanliness of food premises and use of materials should not be.  Consumer muslim will live in peace not as exposed to the goods or food containing prohibited elements such as pigs or dogs. From aspect politically  In each country with other countries will not establish good diplomatic relations. For example, traders from China Ship cannot enter the state border of Saudi Arabia.

Firstly is document evaluation, inspection, report preparation, evaluation committee recommendation, issuing halal certificate, halal certificate and logo, halal conformity and lastly is time taken in issuing Halal certificate. Through enforcement of the Trade Descriptions Act 2011 and Halal Certification , Halal logo issued only by the Department of Islamic Development Malaysia (Jakim) can be used and recognized. It is known as the Malaysian Halal Logo, and where the halal certificate issued by the private sector is automatically cancelled due to the enforcement of the law. Amendment would also expand the jurisdiction of Jakim officers including to prosecute individuals or companies that violate the Act including abuse of halal certification for halal certification and marking, only Malaysia's Halal certification issued by the Department of Islamic Development Malaysia (Jakim) or the State Islamic Religious Council which can be used and displayed by businesses and entrepreneurs. Finally, the halal certification is very important to consumers, especially consumers of Islam to gain the blessings of God. Many advantages if the halal logo has received proper standards. Muslim consumers are safe to use goods without feeling anxiety. Life would be much cleaner as well as receive blessings in our lives.
