    DecarceratePAisagrassrootscampaignmadeupoforganizationsandindividualsthroughout Pennsylvaniaworkingtomaximizepublichealthandsafetybyputtingahalttothestates brokenandbloatedprisonsystem.Asmanyotherstatesacrossthecountryareexploringways toshrinktheirprisonpopulationandcloseunnecessaryfacilities,Pennsylvaniaismovinginthe oppositedirection.GovernorCorbettisseekingtoexpandnineexistingprisonsandbuildthree brandnewones.Thisplanwilladd8,000newbedstoourstatesalreadymassiveprison system.Yetin2011thegovernorcutnearly$1billionfromeducationandmademassivecutsto ahostofotheressentialprogramsandservices.Andsoweask:duringthismomentoffiscal austerity,canPennsylvaniareallyaffordtospend$685milliontoputevenmorepeoplebehind bars? Thegovernorcancontinuethefailedpoliciesofthepast,policiesthathavemadeourstatea nationalleaderinincarcerationevenaswehavefallenbehindineducation,employment,and environmentalprotection.Alternatively,hecanhelpmakePennsylvaniaastatethatgivesallits residentsasafeenvironmentinwhichtolearn,live,andgrow.Thirtyyearsoflimitlessspending onprisonshasbeenmorethanenough.Thismassivesocialexperimentisover,andthe conclusionisclear.Massincarcerationdestroysfamiliesandcommunities.Itdisproportionately targetspoorpeopleandpeopleofcolor.Itmeansfewerjobsandmoreenvironmental devastation.Itmakesuslesssafeandmoreafraid. DecarceratePAhascometogetheraroundthreecoreinitiativestoboostPennsylvanias economic,environmental,andethicalhealth.Thisplatformadvocatesasensiblepolicyagenda thatwehopewillprovidearoadmapforourstatelegislators,districtattorneys,Departmentof Correctionsadministrators,andtheGovernortofollow.Thisplatformreflectsthedesiresof communitiesacrossourstate.DecarceratePAiscommittedtoworkingcloselywithindividuals andorganizationsthroughoutPennsylvaniatobringaboutthesechanges.Weinviteall individuals,communitygroups,andsocialmovementsworkingforajustPennsylvaniatojoinus intheseefforts. DecarceratePAPlatform 1.NonewprisonsEnoughisenough!Moreprisonsmeanmoreproblems. WeadvocatethatPennsylvaniaenactanimmediateandlastingmoratoriumonallnewprisons, countyorcityjails,prisonexpansions,newbedsincountyjails,immigrantdetentionfacilities, andprivateprisons. Newprisonsbecomefullprisons.Pennsylvaniahasfilledeveryprisonithasbuilt;newfacilities onlyexacerbatetheproblemofovercrowding.Likenewhighwaysthatcreateevenmoretraffic, buildingnewprisonsmeansputtingmorepeopleinprison.Whatnewandexpandedprisonsdo notdoismakePennsylvaniansanysafer.Newprisonscomeattheexpenseoftheverythings thatmakeussafejobs,housing,acleanenvironment,strongcommunities.Mostprisonjobs arereservedforexistingstateemployees,makingthemunavailabletomanypeoplewholivein

    thetownswhereprisonsareconstructed.Theconstructionprojectsareshorttermand increasinglynotunionized.Andlockingpeopleupremovesthemfromthelaborforceentirely. Prisonsmakeotherformsofdevelopmenthardtoattract,andtheypollutetheair,water,and landaroundthem.Inshort,moreprisonsmeanfewerjobsandmorepollution.Wecallonthe Governortocancelimmediatelyallplanstobuildanynewprisonsandjails,includingthe expansionofexistinginstitutions. 2.DecarcerationPrisonovercrowdingcanbesolvedonewayandonewayonly:reduce thenumberofpeopleinprison. WeadvocatethatPennsylvaniashrinkitsprisonpopulationbyreformingexistingarrest, sentencing,andparolepractices. Pennsylvaniacanandshouldtakestepstolimititsprisonpopulation.Theonlywaytoreduce theproblemscausedbyovercrowdingandanunhealthyrelianceonimprisonmentistohave fewerpeopleinprison.Misguidedpoliciescausedthewastefulandbrutalpracticesofmass incarceration;itisgoingtorequiresmarterpoliciestoendit.Wesupportlegislationthat resultsinfewerpeoplegoingtoprisonandfewerpeoplebeingheldinprisonforlongstretches oftimewithoutcause.Wecallonourrepresentativestopasslegislationthatwilltransformthe currentsystemateverystagefromarrestandsentencingtoparoleandprobationtoreduce thenumberofPennsylvaniansinprisons,jails,anddetentioncenters.Wealsocallforthefull restorationofcivilandhumanrightsforformerlyincarceratedpeople. 3.CommunityReinvestmentImprisonmentgutslocalresourcesanddestroysfamilies.We needtobuildcommunities,notprisons. WeadvocatethatPennsylvaniareinvestmoneyspentonprisonsintocommunityinstitutions. Themoneyslatedforprisonexpansionwouldbebetterinvestedinthewellbeingofall Pennsylvanians,bothurbanandrural,east,westandcentral.Fundsalreadyallocatedforprison expansionshouldbeinsteaddevotedtoinstitutionsthatsustainandrepairourcommunities. Prisonsdestroyourcommunities.Smartinvestmentincommunityinstitutionsand infrastructuremakesushealthierandsafer.Publicmoneyshouldgotowardpublicgoods: qualitypublicschools,stablehousing,jobsandjobtrainingprograms,healthcareandfood access,drugandalcoholtreatmentprograms,communitybasedreentryservices,andnon punitiveprogramsthataddresstherootcausesofviolenceinourcommunities.
