FOREWORD
For over a decade, the fisheries production has been continuously
growing positively that stems from the concerted efforts of the
government together with the all the stakeholders involved in the
fishery industry and with close coordination with local government
units (LGUs) and the private sector.
The Bureau of Fisheries and Aquatic Resources (BFAR), in collaboration
with the Bureau of Agricultural Statistics (BAS), the National Statistics
Office (NSO), the National Statistical Coordination Board (NSCB), Food
and Nutrition Research Institute (FNRI) and the Food and Agriculture
Organization (FAO), is pleased to produce the yearly Fisheries Profile.
This handy publication is designed to address the fishery sectors need
in searching for collected facts and readytouse data intended for all
concerned users the decision and policy makers, students,
researchers, among others. It offers a wide range of information that
highlights the performance of the fisheries industry fisheries
contribution to the economy; aquaculture, municipal and commercial
productions; employment generation; trade (import and export); world
fisheries production; and other fisheries information.

The industry also accounted for 15% (P170.3 billion) and 24.4%
(P63.2 billion) of the Gross Value Added (GVA) in Agriculture,
Fishery and Forestry Group of P1,138 billion and P259.4 billion at
current and constant prices, respectively, the largest share next to
agricultural crops.

The fishing industrys contribution to the countrys Gross


Domestic Products (GDP) were 2.2% and 4.4% at current and
constant prices, respectively. This translates to some P170.3
billion for current prices and P63.2 billion for constant prices of
the countrys GDP of P7,679 billion (current prices) and P1,432
billion (constant prices).

Aquaculture

Similarly, the Philippines is the worlds 3rd largest producer of


aquatic plants (including seaweeds) having produced a total of
1.67 million metric tons or nearly 10.6% of the total world
production of 15.78 million metric tons (FAO website).

The Philippines 0.741 million metric tons aquaculture


production of fish, crustaceans and mollusks in 2008 ranked
9th in the world and a 1.4% share to the total global
aquaculture production of 52.55 million metric tons. In terms
of value, the countrys aquaculture production of fish,
crustaceans and mollusks has amounted to over 1.58 billion
dollars (FAO website).

In 2008, the Philippines ranked 6th among the top fish


producing countries in the world with its total production of
4.97 million metric tons of fish, crustaceans, mollusks, and
aquatic plants (including seaweeds).
The production
constitutes 3.12% of the total world production of 159.1

Performance of the Fishing Industry

Total volume of fisheries production in the Philippines from


January to December 2009 reached 5,079,977 million metric
tons. Fisheries production grew remarkably by 35% from 3.93
million metric tons in CY 2004 to 5.080 million metric tons in CY
2009. Average annual production growth rate within that period
was registered at 5.8%. In terms of value, the 2009 fisheries
production was valued at 215.58 billion pesos as compared with
the 138.8 billion pesos in 2004, an average yearly increment of
10 billion pesos.

The 2009 fisheries production also showed a 2% increase from


the previous years production of 4.966 million metric tons. The
2009 production was valued at 215.58 billion pesos.

The annual performance of the fishing industry was attributed to


the growth in production of the three (3) sectors.
The
aquaculture sector posted the highest growth with 48.8% (2.477
million MT) followed by the municipal sector with 26.5% (1.349
million MT), and the commercial sector with 24.7 % (1.254 million
MT).
The tremendous growth in aquaculture, however,
underscores the importance of the sector in maintaining the
supply of fish.

At the regional level, the Autonomous Region for Muslim


Mindanao (ARMM) registered the highest production among all
regions with its 17.5% or 887,676 metric tons share to the total
fisheries production in which seaweed was the major commodity.
Zamboanga Peninsula or Region 9 has the second highest noted
volume of unloading at 731,841metric tons or 14.4% while
MIMAROPA ranked third with 720,734.5 metric tons or 14.2% of
unloading during that period.

The industry employed a total of 1,614,368 fishing operators


nationwide (NSO 2002 Census for Fisheries) of which the
municipal fisheries sector accounted for more than one million
(1,371,676) operators while the commercial and aquaculture
sectors added some 16,497 and 226,195 operators, respectively.

Highlights

In terms of value, the industry has contributed P215.58 billion


in 2009 at current prices as compared to P215.8 billion in
2008. The top three (3) regions were Region III with P29.36
billion, followed by Region VI with P25.73 billion and Region IX
with P22.139 billion.
The Aquaculture fisheries sub-sector contributed the highest
value of about P81.49 billion or 37.8 %. Next is municipal
fisheries sub-sector with a total production of P 75.38 billion.
Total fish caught by marine fishermen was valued at P67.56
billion while inland fisheries production was valued at P7.82
billion. The commercial sub-sector contributed P58.7 billion or
27.2% to the total fishery output.

Fisheries Export and Import Performance


Exports

Foreign trade performance of the fishery industry in 2009


registered a net surplus of 452 million dollars total export
value of 675 million US dollars and import value of 223 million
US dollars.
Moreover, export volume registered a or 4.26% or 196,521 MT
in 2009 as compared to the 205,274 MT of fish and fishery
products the country has exported in 2008. The three major
export commodities (tuna, seaweeds, shrimp/prawn,) combined
for 69% (136,398 MT) of the total export volume (196,521 MT)
and 69% (US$483.8 million) of the total export value (US$ 675
million) in 2009.
Tuna remained as the top export commodity with a collective
volume of 103,947 MT for fresh/chilled/frozen, smoked/dried,
and canned tuna products valued at US $326.941 million.
Canned tuna, though, constitutes bulk of tuna products being
exported. In general, tuna export fell by 2% in terms of volume
and -13% in terms of value. Major markets for this commodity
include USA, Japan and Hongkong.

A. FOOD CONSUMPTION 10/

US$122.03 million in 2008 to US$ 99.44 million in 2009 or 15%


share to the total export earnings for that year. Carrageenan
remains the major product being shipped abroad comprising
87% of the total seaweed export value. USA, Germany and UK
are among the major markets for Philippine seaweed products.

Other major fishery exports e.g. crabs/crab fats, octopus, lapulapu, cuttlefish/squid, ornamental fish, roundscad and sea
cucumber constitute 86% or US$ 581.7 million of the total US$
674.86 million export revenues. Other commodities accounted
for the remaining 14% of the total export value/earnings.

Among the major destination of Philippine fish and fishery


product exports (in terms of value) with percentage share are
USA, 11.2%; Japan, 11.2%; Hongkong 6.9%; France, 2.2%, Spain,
2.1%, Taiwan (ROC) 2.1%, Germany, 1.9%; Singapore 1.3%,
China, Rep Of 1.3%; and Belgium 1.3. Other countries have a
cumulative share of 42%.

Shrimp/Prawn ranked 3rd with a total contribution of US$55.1


million to the total export value, lower than last years export
earnings of $68.8 million. Most of the shrimps/prawns are
exported in fresh/chilled/frozen form with a total value of US$
55.1 million or 98% of the total shrimp/prawn export revenue.
The 2009 shrimp/prawn exports, however, climbed by 8% in
volume (MT) and 20% down in value (USD) from the previous
years export. Japan, USA and Korea are among the major
destination of shrimp/prawn products.

68% of the total import value for 2009 was contributed by three
major commodities in chilled/frozen fish, 57% , prawn feeds,
4%; as well as flour, meals and pellets of fish, crustaceans, and
mollusks fit and unfit for human consumption, 7 %. These
commodities have an aggregated value of US$ 152.25 million
out of the US$ 223.3 million total import value.

(ROC) 16%; Singapore, 1.3 %; China, 0.4%; Netherlands, 0.16%;

and USA, 0.01%; with a total of $ 8.37 million on import value.

Chilled/frozen fish comprise of tuna, mackerel and sardines


with a total of US$ 127.1 million . Tuna has an import value of
US $75.8 million, the largest among the three major import with
a share of 34%. These were mostly supplied by Papua New
Guinea 13 %; Taiwan (ROC) 11%; Japan 4.7%; Singapore, 1.5%
and Marshall Island, 1.8%. Other fishery imports include
mackerel, 23% and sardines 0.3%.

In terms of value, in general, the Philippine fishery imports


originated from the following major countries: China,
23%;Taiwan (ROC), 14%; Papua New Guinea, 13%; Japan 7% ;
Indonesia, 6%; Vietnam, 6%; USA, 5%; Thailand, 5%; and Korea,
4%. Other countries contributed 18% to the total import value of
fish and fishery products.
