The main story is about a young devil called Ise Gremory who contracted with the legendary dragon, and his exploits against an evil organization. Their enemies include Sacred Gear users, mostly around mid-class devils in capability. Fortunately, the Gremory team is already strong enough to handle mid-class and even high-class devils without issue. This time, the leader is a guy in a black jacket. Beside him is a guy in shades and another wearing traditional Chinese clothing. All 3 are foreigners. There are less than 100 enemies. As the countdown finishes, Ise enters Balance Breaker and tosses Ascalon to Zenovia. Ise uses a soccer/football analogy to describe their 3-3-3 formation.

In the ensuing battle, Ise and Kiba act as forwards with Zenovia in support. Irina, Koneko and Gasper are the midfielders, with Rias, Akeno and Asia at the back as defenders. When Ise acts as support using normal Boosted Gear, they use a 2-4-3 formation instead. The guy in the black jacket attacks with white flames. No one can match Ise's power, but Ise has to carefully control himself to not destroy the building. Ise has developed mini dragon magic missiles which are adjusted to knock out normal humans. The guy in shades has an ability to manipulate shadows and can redirect attacks. He catches one of Ise's dragon missiles with one shadow and releases it towards Asia from another shadow. While Zenovia shields Asia, Ise blasts the missile apart using magic. Ise notes how everyone reacts especially swiftly whenever Asia is concerned. Protecting Asia is one of the team's top priorities. Of course, this is due to her zero combat ability and her healing prowess. The 3rd guy uses a bow and fires arrows of blue light. Ise fears for his devil team mates who are not protected by armor, but Irina neutralizes the arrows with her own. "Let me handle the Light!" With the sound of freezing, Ise finds Akeno using mini lances of ice instead of holy lightning. Carrying a scanner invented by Azazel, Gasper identifies the enemy Sacred Gears as the fire type "Hands of White Flame", the defensive type "Shield of the Dark Night" and the holy type "Blue Arrows of Light." At Ise's suggestion, Gasper has been carrying a bottle of Ise's blood so that he can use his Sacred Gear whenever needed. In indoor urban battles, Gasper usually sends out bats to spread out for recon. Together with Koneko's sennjutsu detection, the two freshmen hold important scouting duties. Ise orders Gasper to drink his blood. However, the enemies are prepared and shield their Sacred Gear users from Gasper's eyes. As Kiba points out the enemy has done their homework, Ise thinks back to Sairaorg's words. No matter how powerful, relying on power alone will not succeed forever because others will find weaknesses to exploit.

Ise thinks they should take out the shadow user first. Ise wonders if he should use Gift, but they have to limit damage within the city. Rias gives orders: Ise vs flame user, Kiba vs shadow user, Zenovia to clear out fodder in their way, everyone else clean up the rest. With one strike, Zenovia wipes out a bunch of enemies. Kiba strikes at the shadow covering the light user, but his sword reappears out of the shadow of the fire user towards Ise. Ise dodges and fires his dragon missile into the shadow following Rias' orders. Rias then orders Kiba to strike and detonate the missile while it is in the shadow. As the missile explodes, the shadow user screams and gets blown away. Ise is impressed by Rias' confidence as "King", but suddenly dodges a green arrow of light. Rias deduces there must be another Sacred Gear user somewhere else using the shadows as a medium. Zenovia and Koneko exit the factory to find the "Green Arrows of Light" user. Closing the distance, Ise flies forward with his thrusters into the flames of the fire user. Ise finds the fire kind of like a cool breeze -- nothing compared to Raiser or Tanninim's flames. "If you want to burn me, bring me a roast chicken or a dragon!" As Ise's fist strikes the fire user's belly, Kiba has defeated the light user. Suddenly the shadow user struggles to get up, surrounded by a black mist. Shadows extend from him and cover the entire factory. Ise feels a chill and a strange power coming from the shadows. A magic circle appears and teleports the shadow user away. The remaining combatants escape. Having witnessed Azazel's magic circles, Ise identifies the magic circle as neither devil nor fallen angel. Gasper uses his vampire powers to hypnotize the captives and send them to sleep. Ise finds Gasper's finger motions quite cute. Rias and Akeno prepare a magic circle to send the captives to the underworld. Zenovia returns with an unconscious man over her shoulder, Koneko follows.

The 3 Sacred Gear users are sent to the underworld. Rias sighs that they haven't been able to get anything useful as all captives have had their memories wiped so far. At this point, Ise's Balance Breaker countdown is down to 30 seconds, can be used up to 2 hours (3 on a good day), and can activate multiple times a day. Apparently these improvements are the side effects of using Juggernaut. But Ise thinks he still has far to go to catch up with Vali. Ise points out controlling their power in the city is difficult, but thanks his experience in the Sitri Rating Game. Kiba notices that initially, the enemies were mostly power types and casters, but lately there have been more technique and support types. This indicates the enemies are wisening up, and the battles have been taking longer and longer. Irina suggests that the Hero faction is not trying to defeat the Gremory team, but is using them to gain experience. A crazy strong fellow. Rias serves tea to Odin, smiling. Previous to that, Rias was tugging away at Ise's face, declaring they need to talk later. I heard the Vanir are being targeted. Please don't go starting Ragnorak any time soon, old man." Odin comments that Balance Breaker users in Chaos Brigade have been increasing. Rias' group realizes their fears of being used to train Balance Breakers have been confirmed. Azazel explains that the situation is just as Rias deduced. Chaos Brigade has been gathering/kidnapping Sacred Gear users, brainwashing them and sending them out to attack various factions. They then collect the Balance Breakers by forcefully teleporting them back. Like that shadow user, remembers Ise. Ise recalls his own Balance Breaker training was far from humane... Both Ise and Zenovia have tasted them time and again in training. Suddenly, Ise finds his feet frozen to the ground. Kiba has switched to a sword of ice. As Kiba approaches with a lightning holy demonic sword, Ise reveals his hidden skill. Another side effect of using Juggernaut, Ise's Balance Breaker can now summon a pair of red dragon wings on his back.

Though Ise can't fly with them yet, the claws on the wings can be used to grab Kiba's arms and hinder his movement. Ise takes the opportunity to attack Kiba's defenseless abdomen. His arms restrained, Kiba materializes a sword on his right foot and kicks. As Ise's attack clashes with Kiba's sword, "Time's up!" is announced by Gasper, holding up a clock. The training match ends with a draw and they shake hands. As Kiba rests, Gasper is training his Sacred Gear using a mini flying robot created by Azazel. Ise releases his Balance Breaker and starts lifting weights. Ise wonders how to improve his strength without using Juggernaut. He thinks Sairaorg is a good role model. After all, he cannot let the children of the underworld witness his shameful berserk state. With thruster acceleration, Ise can beat Kiba's speed, but his straight line movement is too easy to read. Kiba also comments that facing against Ise is stressful because it always feels like he will get killed if a hit lands. As a side note, normal training grounds cannot be used by Ise and Kiba any more due to their damage to surroundings. Instead, they teleport to a special battlefield created by Sirzechs and Azazel located in Gremory territory in the underworld. Most high class devils have their own special training grounds, but amongst young devils the only other group with this privilege is Sairaorg. This special facility is also secure and free from terrorist hijacking. Ise wonders how much stronger they have become. Kiba thinks they will surpass Rias and Akeno soon, and can face average high class devils. However, their powers have become famous so others will be analyzing their weaknesses. Ise cannot handle strong attacks before his Balance Breaker countdown, and the use of Boost is too obvious. People will focus on dodging and wasting Ise's attack. Kiba's weakness is his frail body which lacks defense, particularly the legs. Once his legs are hurt, he loses mobility and battle ability suffers.

As for Gasper, rather than fighting alone, he best acts as support. Being powerful is good, but helping create a powerful team is even more important. The 3 of them are talking about Rating Game strategy when Azazel brings lunchboxes prepared by the girls to encourage them. While they are eating, Azazel talks about Ise's eventual independence from Rias. For sure, Asia and Zenovia will follow. After all, Ise can use his dragon wings in Balance Breaker to glide and let Ddraig handle the thrusters. Ise reminds himself he needs to learn how to fly properly one day to not disappoint his children fans. Floating in mid air, the young man blocking their path wears a cape similar to Odin's but with a stronger black motif. A handsome fellow with eyes like a delinquent. "Hello everyone, I am the Norse god of evil, Loki." Azazel spreads his black wings and exits the carriage. Loki accuses Odin of falling so low to consort with other mythological systems.

Ise sees Azazel getting angry uncharacteristically. Loki laughs and declares he will kill everyone along with Odin. Loki accuses followers of the Bible of trespassing their lands and spreading their beliefs. "...What's the point of telling me? Say it to Michael or the dead God of the Bible." Azazel shakes his head. Loki says Odin entering talks with the gods in the East is a problem since that might prevent Ragnarok. Azazel accuses Loki of aiding Chaos Brigade but Loki insists he acting on his own. Odin steps out with Rossweisse, standing on magic circles. Rossweisse instantly changes into her armor. "Loki-sama! This is insubordination! Threatening the chief deity is not allowed! Please express your dissent through the proper channels!" "A mere valkyrie getting in my way. I am asking Odin, are you going to continue in these activities outside the Norse world?" "Yes. At least, compared to you, talking to Sirzechs and Azazel is ten thousand times more interesting. I want to learn more about the Japanese Shinto, and they are also interested in our Yggdrasil. I just want both sides to negotiate peacefully and start cultural interchange." "How stupid. Ise enters Balance Breaker, lets Ddraig handle the flying and charges at Loki, who casually evades. Ise promotes to Queen, Boost x N, and uses Dragon Shot, but Loki counters by firing his own magic. A portion of Ise's attack penetrates. As red smoke dissipates from Loki's hands, he laughs "This is getting interesting." Ise wonders if this is the power of a god. Even the Red Dragon Emperor's power cannot dominate. Rias and Akeno exit the carriage and get ready to attack. Loki flings open his cape and yells "Come! My dear son!" A gray dog -- no, a wolf appears out of a distortion in space. A massive wolf about 10 metres long has appeared! Ise feels an intense oppressive presence, and his hands begin to tremble on their own. Ddraig warns that the wolf is dangerous and its attacks must be avoided. Azazel tells Ise not to resist the wolf directly. The wolf's name is Fenrir. This wolf is one of the most evil beasts and has teeth that can kill God. Even Ise's armor will not protect him. Loki rubs Fenrir's fur and gloats. "Yes yes. Pay attention. Amongst the top class monsters I developed he is the best. Why? His teeth can kill anything including gods. Though I haven't tested it, they should probably work just as well against gods and buddha's from other religions. Whether you are a top class devil or a dragon, he will kill you easily." Loki points at Rias. "I never planned on using Fenrir's teeth against anyone outside of the Norse system... Oh well, letting this child taste some other blood would be good experience." ...Bastard. He's going to... "...Blood of the Maou's kin. Become Fenrir's food! Go!" With a mighty roar, Fenrir disappears from their sight. "JET!!" Without thinking, Ise's body reacts immediately.

Asia begins to heal Ise while crying. Loki instructs Fenrir to attack again. "Loki!!!" Azazel and Barakiel release their most powerful spear of light and holy lightning. "Even if I don't use Fenrir, two fallen angels are no match for me!" However, Loki casts a spell to create a shield, defending easily using magic Ise has never seen before. Azazel comments that Norse magic is far more developed than the spells in the Bible system. Rossweisse starts attacking using the same magic circles as Loki, producing a stream of magical attacks. Ise is amazed at Rossweisse's power but realizes he should have expected it from someone at Odin's side.

Loki creates defensive spell circles and just barely manages to block all of Rossweisse's attacks. Fenrir prepares another attack. Koneko, Zenovia are standing in front of Rias to shield her and Ise. Ise wants to tell them to stop since they don't stand a chance against Fenrir who penetrated Ise's armor with ease. Ise feels despair in his mind. A streak of light flashes past the wolf. "Half Dimension!" Suddenly, Fenrir is trapped in a spatial distortion. However, Fenrir quickly frees himself by biting the distortion with his teeth. Vali comes to the rescue and hovers between Ise and Fenrir. "Hyodo Issei, are you ok?" "Vali..." "Hey hey, is that a critical hit on the Oppai Dragon? Really, I can never tell if this guy is strong or weak!" Bikou also arrives flying on his golden cloud. "Ah, it's the White Dragon Emperor!" exclaims Loki with joy. "Greetings, evil god Loki, I am the White Dragon Emperor Vali -- here to kill you!" "Regrettably, even if it's me, I cannot defeat Loki and Fenrir together." "But..." Vali looks straight at Ise with a serious expression. "But then the Heavenly Dragon combo is a different story." It is decided that the Kuou group and Vali's team will take down Loki. A god as an opponent. But the main problem is his giant wolf Fenrir. A true monster that surpasses his creator with power rivalling the original Two Heavenly Dragons. Neither Azazel nor Tanninim can defeat him one on one. Of course, this also means that Ise and Vali won't be able defeat him either without using the full strength of the Heavenly Dragons. Though Juggernaut is likely to win Fenrir, Ise will die and Vali will exhaust his magic. And there's no guarantee that they can last until Loki is defeated. In the worst case scenario, even Vali's life will be consumed. In a battle against Loki, the remaining team would probably win, but not without sacrifices and fatalities. Reinforcements are impossible as all factions are busy dealing with terrorists. Hence, their goal is to come up with a plan that will avoid casualties. Standing in front of the whiteboard, Azazel asks Vali why he wants to cooperate. Vali simply laughs and says he wants a fight with Loki and Fenrir, and his team agreed. Ise thinks Vali is such a battle maniac to go looking for danger. Considering their need for reinforcements, Azazel is unconvinced but accepts this silly excuse from Vali. Vali insists that his faction has an unofficial non-interference pact with the Hero faction, and that he will pick a fight with Loki whether Ise's group joins in or not.

Rias and Sona are relectant, but decide to go along with Sirzechs' instructions to accept Vali's assistance. Trustful Asia habors no doubts but the rest of the servants accept their leaders' decision grudgingly. Ise decides he will prepare himself to beat up Vali if he tries anything funny. Azazel stares at Vali. "You must be plotting something." "Who knows." "How about this, if you do anything suspicious, we reserve the right to stab you in the back?" "I really wasn't planning anything, but if you attack I'm not going to sit there doing nothing!" Vali can only smile bitterly at Azazel's words. "...Anyway, we already have a candidate to seek advice against Loki and Fenrir." Azazel proposes that they go find another one of the 5 Great Dragon Kings -- Midgardsormr, the Dragon of the End. Also known as Jormungand the Midgard serpent in Norse myths, Midgardsormr is the 2nd child of Loki and the giantess Angrboda. The eldest is Fenrir while the youngest sister is Hel the ruler of the dead. Vali wonders how Midgardsormr will respond to them. "The Two Heavenly Dragons, plus the the power of the Dragon Kings Fafnir, Vritra and Tanninim will be sufficient to open the Dragon's Gate. Midgardsormr's consciousness can simply be summoned since his body is still asleep in the depths of the ocean near Scandinavia." Saji trembles and wonders if he really has to go along with all these other monsters. "Of course, you are one of the critical ingredients. Just leave the main part to us and the Two Heavenly Dragons. Anyway, just standby until we get in touch with Tanninim. I have things to discuss with Shemhaza. Barakiel, come with me." "Affirmative." Saji is a total mess of confusion and admiration. "Don't be nervous. Though Uncle looks a bit scary, he's a great dragon." "Id,idiot! Call him ultimate class devil Tanninim-sama! What uncle!" Saji begins to reveal the details of what it means to be ultimate class. In the underworld, only a selected few are awarded with ultimate class. On a further note, the top 10 rankers in the Rating Game are only high class devils. To reach ultimate class requires a combination of power, Rating Game achievements, and contribution to the underworld at the highest levels. As the magic circle activates, they stand there for minutes without response. As Ise's mind begins to wander, a holographic image is projected in the centre of the circle. Ise sees a huge coiled-up serpentine creature even bigger than Great Red, with a head similar to Tanninim's. Tanninim explains that Midgardsormr prides himeself as the most massive dragon, 5 or 6 times the size of Great Red. Midardsormr loudly snores. "Sleeping as expected. Hey, time to get up, Midgardsormr!" Tanninim calls out. The gigantic dragon lazily opens his eyes and yawns. "...This dragon pulse, how nostalgic..." What a yawn, Ise thinks these jaws can probably swallow Tanninim whole. "Hey, it's Tanninim. It's been quite a while."

However, Midgardsormr reveals Odin gave a replica to the dark elves for safekeeping. Midgardsormr thanks them for the chat and goes back to sleep. Ise wonders if they will meet again.

The next day, everyone gathers in Ise's basement again. The Gremory and Sitri groups have skipped school and had people send familiars to take their places in class. Odin lends them the replica of Thor's legendary weapon Mjolnir. Rossweisse hands over a normal-looking hammer to Ise and asks him to try injecting magical power. With a flash of light, the hammer expands into a giant hammer longer than Ise's height and falls to the ground, shaking the entire room. Ise cannot lift it without entering Balance Breaker. "Hey hey hey, you used too much power, control it." Azazel sighs. Ise does as told and the hammer shrinks, but its weight remains unchanged. Azazel explains that Barakiel has enchanted it so that devils can temporarily wield this weapon of the gods. Azazel suggests Vali should also try to extort additional equipment from Odin.

Vali insists he doesn't need anything else other than the heavenly dragon's power, making Ise jealous. However, Ise knows he has his own way of improving and he will win Vali one day. Azazel also tells Bikou that the Jade Dragon and the original Sun Goku are looking for him. Bikou thinks he must be in trouble for joining the terrorists. Vali wonders if it would be fun for Bikou to visit home but Bikou reveals that the original Sun Goku is a total monster despite his age. If he asked for it, Bikou would have no choice but to hand over the title of current monkey king. A total master of sennjutsu and youjutsu. Ise wonders how strong the true Sun Goku is to make Bikou, who fought evenly against Tanninim, so scared. Azazel makes battle plans. Everyone will wait for Loki at the negotiations site. The Sitri group will teleport everyone along with Loki and Fenrir over to another place to fight, an abandoned mine. Ise and Vali will be responsible for facing Loki while everyone else will handle Fenrir using Gleipnir. Above all, they cannot let Fenrir anywhere near Odin. One day, Barakiel's enemies attacked their home. Unfortunately, Barakiel was away that day and only rushed back to find Aka dead in a pool of blood, shielding Akeno in her last moments. Akeno hated her father and all fallen angels from that day on. After a few years of living with her mother's family, Akeno was driven out due to her fallen angle heritage. Eventually, the wandering Akeno met Rias.

Ise goes to see Azazel in the VIP room after he finds out Akeno's past. Azazel admits that Barakiel was away that day because Azazel summoned him. Vali explains that there are good and evil gods, but such labels can easily change depending on circumstance. Ise thinks he is happy with normal life with Rias and the rest despite being a devil. Vali points out there are people who would find peace painful. "Do you find the current world painful?" "Just boring. This upcoming battle makes me very happy!" A battle freak. Vali insists that his goal is to become the strongest existence. Ise restates his goal to become the strongest Pawn, become a high class devil, and to become the harem king! Vali laughs. Perhaps because they are merely lingering memories. Ise tries to talk to them one by one but is ignored. As Ise's mental endurance reaches his limit, he returns to reality. The door opens.
