Were doing our seatbelt program until March 4, then we start our aggressive driving campaign, but well still be patrolling for everything, said Jolley. The department began patrolling the district campus on Feb. 14 to enforce aspects of Laceys Law, which was signed into law late last year. Laceys Law states drivers under the age of 18 can be cited for not wearing a seatbelt. For adults, not wearing a seatbelt is a secondary offense. The program, which included a presentation to driving-age students, got its start the day after 18-year-old Thomas Lynch, of Harveys Lake, a senior at Dallas High School, was killed in a crash on Kunkle-Alderson Road. We contemplated not doing the program, said Jolley. But we decided that we had to do it.

Laceys Law states drivers under the age of 18 can be cited for not wearing a seatbelt. For adults, not wearing a seatbelt is a secondary offense.

Though the Dallas Township Police Departments monitoring of seatbelts among minors is technically ending today, Chief Robert Jolley said officers will still patrol around the Dallas School District campus.

Jolley said it still has not been determined whether Lynch was wearing a seatbelt at the time, but he said incidents such as this can make young drivers pause and reflect on their own driving habits. It definitely has an effect, he said. It brings things home. The project was made possi-

ble through a $1,000 grant for the state polices Buckle Up PA program. Dallas School District Superintendent Frank Galicki said the high schools Emergency Response Team, a club in which students are taught emergency preparedness and safety skills, also aided in getting the pro- See PATROLS, Page 13

gram started. Jolley said officers wrote 17 citations in three weeks. We were trying to hit times that persons under the age of 18, those covered under Laceys Law, would be driving, he said. Maybe this will get young drivers more attuned to buckling up. Jolley said the statistics on teen driver accidents are staggering, and he hopes programs like this across the country can

When 9-year-old Jack Farrell steps on the court to play basketball, he means business. The Dallas Elementary student plays for the Knicks in the Dallas Youth Basketball third and fourth-grade league, and last weekend he had a whopper of a game. The team won, 44-39, in the semi-finals last Saturday against the Celtics, and Farrell scored all 44 winning points. He had no idea, Chad Lojewski, the Knicks coach, said of Farrells performance. My daughter fills out the score book, and with two minutes left in the game she said, Dad, look at this. Farrells father, Mark, said basketball is in his sons blood. Mark Farrell played ball in high school and college, and still reminisces about the time he scored 34 points on his own when Dallas High School made the district championships in 1985. Despite Mark Farrells efforts, that game ended in a loss for the Mountaineers. A family member made a CD

of the radio broadcast of that game, and he listens to it all the time, said Farrells wife, Donna. But Jack Farrells sights arent set on the glory of the game. Lojewski said the young player often asks to be placed in the game so he can pass the ball to others on the team. Last Friday during the quarterfinals against the Hornets, Farrell scored 18 points and, near the end of the game, continued passing to Lojewskis son, Drew, who scored 12 points of his own. Drew wouldnt have had 12 points without Jacks help, said Lojewski. But believe me, Drew wont stop talking about his 12 points. And last Saturdays recordbreaking game for Farrell was the one his parents werent able to attend. The couple was visiting friends in Maryland on a trip they

Phyllis Bullocks favorite pastime is cutting circles from old greeting cards while sitting in front of the TV. American Idol and Dancing with the Stars is how I pass my time, said the Dallas resident. But its not in vain. Bullocks cutting skills only aid her when shes making homemade placemats from those recycled images. And others find Bullocks artwork so interesting they wanted to learn the craft themselves. The Back Mountain Memorial Library held a class for those wanting to learn the art of placemat-making - just a month after Bullocks placemats were on display in the library. Bullock, whos been making the decorative placemats for more than 20 years, led the class and displayed examples of her work, including snowmen, Elvis Presley and angel-

themed settings. I never thought about showing them at the library, said Bullock. I asked a woman from the library to save the cards they receive for me. She asked me why, and now Im teaching a class. Bullock never saved greeting cards before she started making placemats after a friend gave her a tutorial. Now, she said, its a great way to recycle those cards sent from friends and family. There are so many nice pictures; its a shame to throw them away, she said. Bullock even immortalized the greeting cards for a friends 90th birthday. She cut the cards along with the notes inside them to make a set of six placemats out of the more than

80 cards her friend received. She cried when I showed them to her, said Bullock. She said cutting the images is a relaxing way to spend time before working on the designs of her placemats. She lays the card cutouts onto a piece of poster board before covering the whole project with contact paper. Yvonne Marshall, of Dallas, had some Christmas cards lying around the house when she heard about the class. Its a way to be creative, and to give these beautiful cards some practical use, she said.

Ellen Whipple, of Laceyville, makes ornaments and other decorations out of greeting cards, and thought the class would be another way to utilize the images on the cards sent to her through the years. My theme for the placemats is flowers and butterflies, said Whipple. Im thinking spring.

Carfax agreement will streamline accident reports

By SARAH HITE shite@mydallaspost.com

The board of supervisors voted to approve a cooperative agreement between the police department and Carfax Inc., a vehicular information company, to streamline vehicular accident reports at a special meeting Monday. Tyrone Parker, a Carfax spokesperson, told supervisors Carfax would handle the reports through a website at no cost to the township, which would make them available to the pub-

lic and insurance companies at any time and would cut down on administrative work for police officers. Parker also said officers would have access to investigative tools through the website to learn more about stolen vehicles and other common vehicular crimes. He said the reason Carfax wanted to work with law enforcement officers on the municipal level is because the company currently only receives crash information from the state, and the added reports would benefit the companys vehicular history data.

Currently, it costs $15 to obtain a police report. Parker said the police department would still receive $15 from each report purchased on the website, and Carfax would charge $5 per report as a convenience fee. Citizens would still have the option to purchase an accident report in person.

Police Chief James Balavage felt the removal of administrative work in the police department would increase the amount of time officers would be available to patrol. Currently, it costs $15 to obtain a police report. Parker said the police department would

still receive $15 from each report purchased on the website, and Carfax would charge $5 per report as a convenience fee. Citizens would still have the option to purchase an accident report in person. Supervisors awarded a bid to Brdaric Excavating of Swoyers-

ville to stabilize a stretch of Toby Creek along Carverton Road. Township Manager Kathleen Sebastian said the streambed behind a building owned by the township on Carverton Road has eroded so much through the years that the walls are cracking and part of the creek flows underneath the building. She said the Luzerne County Conservation District offered the township a grant from leftover federal monies to complete the project. That was one of the areas I suggested because were losing our building, said Sebastian.

The bid was awarded to Brdaric Excavating in the amount of $61,424. Though the conservation district only offered the township $47,500, Sebastian announced at the meeting that the organization would provide the rest of the money for the project. The lowest monetary bidder was Napcon Inc. of Wilkes-Barre in the amount of $41,260, but Sebastian said Brdaric was the lowest responsible bidder in accordance with the state Department of Environmental Protection and the Luzerne County

Bridge work finished early

By SARAH HITE shite@mydallaspost.com

The state Department of Transportation completed repairs on the Overbrook Road overpass earlier than initially expected. James May, a PennDOT spokesperson, said concrete covering beams underneath the 72-year-old bridge fell onto Route 309 last Sunday and the agency had planned to close a portion of Route 309 at night for two weeks to conduct the repairs. Crews began work at 7 p.m. Wednesday and concluded at 5 a.m. Thursday, May said. He said all the loosened concrete was removed from underneath the bridge. He said the concrete in question was primarily in place for aesthetic purposes, and the falling debris does not pose any structural problems for the bridge, built in 1940.

This is one of our bridges that is not structurally deficient, said May. Dallas Township Supervisor Liz Martin saw the rubble on the side of the road last Sunday evening, but didnt realize it had come from the bridge until Monday afternoon. It looked like flat stone. At first, I thought it was field stone or flagstone, because there was a small pile of it in one of the lanes, she said. My main concern was that somebody could get hurt or killed. Remembering what it looked like, if it had fallen on a car or a windshield, someone could have been at least hurt by it. May said inspectors were sent to the location on Monday to determine if any more loosened concrete posed a threat to motorists. Though concrete falls did not appear to be imminent, May said the agency decided to pursue the repairs.

Those technologicallychallenged residents living within the Dallas School District can now take solace in the fact that help is available to them. The Dallas School District Technology Department began its Tech Guru Infoshare program at the high school to aid those who want to learn more about computers. Most of the time its the simplest questions, but people were afraid to ask, said Bill Gartrell, the districts technology director. He and others from the technology department, including students, teach the class from 3:30 to 6 p.m. every Wednesday at the high school. A registration form for the class is available online, and Gartrell asks that potential patrons of this free service let his staff know what they want to learn before coming to class. I wanted to give something back to the community, said Gartrell. With my stuff computers you can never stop learning. The program takes its name from Gartrells class at the high school in which students are taught how to fix computers and eventually

become part of the technology department. Gartrell said students are trained and are allowedto answer calls from all over the campus, including the middle and elementary schools. Theyre treated like adults, and they fix things on their own, said Gartrell. Some of the students in Gartrells class have advanced in certain areas on their own and can provide specialty instruction at the

Infoshare classes. For example, one of his students is a whiz with Macintosh computers and graphic design and another is adept at software writing and plans to attend the Rochester Institute of Technology. Everyones got a computer problem, said Gartrell. But this will not be an advanced Photoshop class. Its more about the basics. Gartrell also said those

who attend the class can bring in their own computers for free virus and spyware removal. Previously, this service was available only to district employees and their families. Its also a useful program, said Gartrell, because it allows young people to get experience teaching and interacting with older students. When it comes to computers, the generation gap goes away, he said.

While it was Oscar night in Hollywood, the Cub Scouts of Pack 281 in Dallas celebrated the silver screen at their annual Blue & Gold Dinner where the theme was A Night at the Movies. Each den decorated its table to represent a different motion picture with Cars, Toy Story, Star Wars, Indiana Jones, Spy Kids, Pirates of the Caribbean and Harry Potter all being represented. Over 250 Scouts, parents and family members were in attendance. Special guests included Marcel Cinquina, Chief Scout Executive of the Northeastern Pennsylvania Council of the Boy Scouts of America; Ryan Murray, District Executive for the Two Mountains District; and Rev. Robert Wood, pastor of the Dallas United Methodist Church. Ed Luksa, an Assistant Scoutmaster with Troop 281, was acknowledged during the evening with a plaque for his years of service training Cub Scouts in outdoor skills. Several Scouts were recognized for completing their religious awards, including David Janoski, Jacob Fenske, Ayden Carey, Ian Atkinson and Noah Daily receiving the God and Family Award and Matthew Oley receiving the God and Me Award. The fourth-grade Webelos were also congratulated by Cubmaster Chris Angelovic for capturing first place in the winter survival skills competition at the districts recent Winter Fun Day at Kirby Park. MOMENTS IN TIME
The History Channel On March 18, 1852, in New York City, Henry Wells and William G. Fargo join with several other investors to launch their namesake business. In July 1852, their company shipped its first loads of freight from the East Coast to mining camps scattered around northern California. On March 17, 1901, paintings by the late Dutch painter Vincent van Gogh are shown in Paris. Van Gogh had committed suicide 11 years earlier without any notion that his work was destined to win acclaim beyond his wildest dreams. In his lifetime, he had sold only one painting. On March 14, 1914, stock-car racer Lee Arnold Petty (father of Richard Petty) is born near Randleman, N.C. In 1959, he won the Daytona 500. Its said that Lee Petty never lost a race on account of being too kind to his competitors, even if his competitors were family. On March 16, 1926, at Auburn, Mass., American Robert Goddard successfully launches the worlds first liquid-fueled rocket. The 10-foot rocket, fueled by liquid oxygen and gasoline, traveled for 2.5 seconds at a speed of about 60 mph, reaching an altitude of 41 feet and landing 184 feet away. On March 13, 1942, the Quartermaster Corps of the United States Army begins training dogs for the newly established War Dog Program, or K-9 Corps. Perhaps the most famous war dog was Rin Tin Tin, an abandoned puppy of German war dogs found in France in 1918 and taken to the United States, where he made his film debut in the 1922 silent film "The Man From Hells River." On March 15, 1954, the Chords record Sh-boom. The songs lighthearted melody and nonsensical lyrics kicked off a new era of doo-wop music. Doo-wop hits included Earth Angel by the Penguins and In the Still of the Night by the Five Satins. On March 12, 1969, the London drug squad appears at house of George Harrison and Pattie Boyd with a warrant and drug-sniffing canines. Sergeant Pilcher, the man behind the raid, was later convicted of planting drugs in other cases and went to jail in 1972.

STRANGE BUT TRUE

It was 20th-century American director, screenwriter, playwright and novelist Ben Hecht who made the following sage observation: Trying to determine what is going on in the world by reading newspapers is like trying to tell the time by watching the second hand of a clock. If you visualize an image of John Lennon, more likely than not youll see him in your minds eye wearing a pair of round spectacles. In July of 2007, one pair of those iconic glasses was sold at auction for a whopping $2 million. Theres nothing terribly surprising about the fact that an animated version of George Orwells famed novel Animal Farm was produced in the United States in 1954. What made this production unusual is that the movie rights were bought by, and the film was covertly funded by, the CIA. It was thought that it would be excellent anti-Communist propaganda during the Cold War. If youre like 12 percent of American men who are about to get married, youll go to a tanning bed before you make that walk down the aisle. You might be surprised to learn that early automobile magnate Henry Ford was a fan of soy. In the 1940s, the fabric used for the upholstery in some of his cars was made from 25 percent soy. He even owned a soy-based suit of clothing that he would sometimes wear for media events. The Transportation Security Administration banned cigarette lighters on carry-on luggage between 2005 and 2007. During that time, TSA screeners confiscated 22,978 lighters every day. Safe disposal of those lighters cost the taxpayers approximately $4 million every year. Thought for the day: Obstinacy is the result of the will forcing itself into the place of the intellect. - Arthur Schopenhauer

The classes in painting, ceramics, sculpture and drawing, as well as wearable art and fly tying will be held in the new Misericordia University Art Studios, rear 50 Lake St., Dallas. The Art Studios opened in the fall of 2011 in conjunction with the start of the universitys new undergraduate minor in fine arts that offers concentrations in dance, visual art, photography and music. Members of the Misericordia University mens basketball team celebrate their victory over Wilkes University on Saturday in the Freedom Conference Final.

The Misericordia University Lady Cougars celebrate their victory over Kings College in the womens Freedom Conference tournament championship game in Wilkes-Barre on Saturday afternoon.

A FIRST FOR MISERICORDIA SPORTS

Mens, womens basketball teams pick up Freedom Conference championship titles on same day.
It was a 2-fer at Misericordia University last Saturday. The mens and womens basketball teams both women Freedom Conference championships the women by defeating King College, 64-54, and the men by earning a 69-42 win over Wilkes University. Both Cougars teams were scheduled to be on the road in the first round of the NCAA Division II Tournament as the men were slated to play NYU Thursday evening and the women were traveling to Massachusetts to face Tufts on Friday. The Lady Cougars have made their way to the conference tournament in each of their first four seasons in the league, reaching the finals in the past two. After losing on the road in last years championship game, however, the Cougars made their second chance count. The only team to beat Kings in league play during the regular season, Misericordia became the first team to beat the Lady Monarchs at home in more than a year, snapping a 15-game streak. A whistle-filled second half saw plenty of trips to the foul line but Kings was unable to take advantage, shooting 17of-26 from the stripe in the half and 22-of-36 for the game. Kings shot 29 percent (14-of-48) from the floor. Misericordia senior Christine Marks scored 15 points and added a game-high 11 rebounds as the Cougars won the battle on the boards, 38-24. Sophomore Lauren Smicherko chipped in with some valuable minutes off the bench, scoring seven of her nine points in the first half. Following the Misericordias men win, Ethan Eichhorst, the leagues player of the year, Steve Artzerounian, the tournament MVP, and fellow starters Matt Greene, Jeff Slanovec and Chris Undersinger all took turns cutting down the net. The last string belonged to coach Trevor Woodruff who climbed the ladder and took time to savor his alma maters first mens basketball conference team. It was the 12th straight win for the Cougars (21-5), capping off what was likely the most successful day in the history of Misericordia athletics. For Woodruff, who was a player at Misericordia when Wilkes and coach Jerry Rickrode were playing in the Final Four, the win carried some added meaning. Wilkes was the better team in the first half, stifling Eichhorst and building a 27-24 lead at halftime. Little went right for the Colonels after that, as the Cougars blew them away with a 45-15 performance in the final 290 minutes. Wilkes, which had scored 103 points in an overtime win in the semifinals, was held to its lowest output of the season. Slanovec finished the night with 11 points and passed the 1,000th career point mark during the game. Junior forward Steve Artzerounian led the Cougars with a double-double, finishing with 18 points and 10 rebounds, earning tournament MVP honors for his efforts. Eichhorst and Greene added 11 and 10 points, respectively.

Dunbar comes alive

With the Dallas girls basketball team trailing by 13 points in the second half and its leading scorer, Ashley Dunbar, not yet scoring, things did not look good for the Lady Mountaineers. But, then Dunbar took over the game, matching her season best with 26 points in the final 17 minutes as the Dallas girls rallied for a 62-56 overtime victory over Holy Redeemer during the District 2 Class 3A quarterfinal. Dallas (14-7) nearly threw away its chance at overtime with nine seconds remaining in regulation, Redeemers Alexis Lewis made two free throws, giving the Royals a 50-48 lead. Dunbar took the inbounds pass and raced the length of the court, making a layup to tie the game. The problem? A timeout had been called by Dallas coach Kelly Johnson with 4.9 seconds on the clock. The score did not count. Coming out of the huddle, the Mountaineers worked the

planned two months ago, and they were shocked to learn about the outcome of the game. Im the assistant coach, so we never miss a game, said Mark Farrell. The Farrells received more than 50 text messages the day their son scored 44 points in one game. We had met another couple while we were there, and we told them about what was happening, and they gave us their phone number and asked us to text them the outcome of the game, laughed Donna Farrell. Lojewski has seen Farrell become a mature young man through coaching him in the league, and he said watching Farrells skills develop on the court and in interacting with his friends is what makes coaching worthwhile. In 20 years of coaching, I cant remember an output like this, Lojewski said. I went from watching the Knicks lose their first game of the season in the last second, and I thought I was going to have to console Jack. Now hes leading the pack, but hes also very unselfish. The bridge was actually contracted to be repaired this November, but May said the process was expedited to be cautious.

May said the northbound lane of Route 309 typically carries about 12,500 vehicles a day, while the southbound lane sees about 13,000 motorists daily. At night, however, the traffic significantly decreases, he said. He said PennDOT could not close just one side during the repairs because drilling re-

quired the removal of the aesthetic concrete which could cause more debris to loosen and fall off. According to The Times Leaders archives, a similar event occurred about 10 years ago and PennDOT had planned to remove loosened concrete and patch the faade of the bridge.
