The youth has specific issues that must be left to be resolved among themselves There are issues affecting the youth situation that need to be addressed in a multi-sector fashion social, political and economic empowerment of the families of the youth The future of a city rests on how the youth respond to change and so the welfare of the youth must be put in the priority list of the city administration The development and growth of the youth must be approached in a holistic manner

Structure General Membership members are called Delegates Zone Chapters Oriented by a General Coordinator, each zone chapter shall be composed of 5 Delegate Coordinators (DC) per barangay and amongst these DCs will elect 5 to the Zone Council District Chapters Oriented by a District Secretary, each district chapter shall be composed of its zones General Coordinators and amongst these GCs will elect 5 to the District Council Secretariat Council shall be composed of the founding secretariat and the District Secretaries Secretariat (transitory) founding secretariat (incorporators)

Movers are Young, Enthused and Socially concerned professionals, businesspeople and socio-civic leaders and individuals who have gathered around the common objective of implementing the organizations main program for the 4th District of Manila based on the areas socio-economic profile. The YES! Movers are the main proponents of the organization. YES! Associates are the community implementers of the program. YES! Constituents are the beneficiaries of the program.
