WORLD FEDERATION OF TRADE UNIONS 2nd International Conference of Labour Youth 29-30 April 2012 Havana Cuba Appeal

And now the people, who are rising in struggle with a giant voice crying out: Forward! The people united will never be defeated.

Capitalism is in a deep crisis. It is rotten. Its negative impacts affect first and foremost the youth, the children, the pupils, the students, the next shift of the working class. While the enormous wealth is accumulated in the hands of few, the development based on the capitalist interests and the destruction of productive forces (closing down of companies, layoffs etc.) leads more and more young people in the nightmare of unemployment. The global data for the official unemployment reaches 12,6% and the 74,6 million. During 2010 in Middle East the youth unemployment rate climbed at 25,5% while in North Africa in 23,8%. In fact, the unemployment rate in the young women reaches 39,4% in Middle East and 34,1% in North Africa. High unemployment appears in Southern Europe which has climbed at the 44% of the youth population in Greece and the 41,6% in Spain. The massive unemployment is also used as a pressure lever for the butchering of the labour and social rights with salary reductions, degradation of the insurance coverage, job rotation, flex/ible work relations, part-time work, unpaid work, elimination of the health insurance. At the same time the heavy taxation, the privatization of the social goods such as Healthcare and Education offer new fields of profiting for the big capital and further pauperization to the youth. In the course from the nightmare of unemployment to the wage slavery, capitalist solutions have nothing to do with the needs, the dreams and the ideals of the labour youth.: The class barriers in education intensify as well as the subordination of its context to the needs of the capitalist market. In the U.S.A alone, for example the average cost for a four-year course was at 12.467 dollars for the year 2011. The young couples postpone having a family of their own because of the high prices of housing and the daily essentials. While the high living cost forces many young people to leave in their family home for many years. The labour migration is increasing either towards the cities or towards other countries with the young people being forced to abandon their families and their home countries without the guaranty of a better quality of life.

The escape from reality with the use of narcotics and illicit psychoactive substances is estimated to 149-272 million people of the age of 15-64, with the use of cannabis alone to be reaching the 124-202 million people mainly youth. In countries such as Central and Latin America children are used as gang members in the drug trafficking. 150 children died in 2010 in Central America from gang fights, while 4.000 are estimated to be forced to participate in drug trafficking. The Child labour is huge wound. 215 million minors work illegally. Imperialism is killing children, is killing the childrens parents. We demand now: Clean Water and food for all, book for all the children, medicine for all in need, decent housing, ensuring of the right of all in the communication and the new technologies. We demand stable work for all, 7hours a day, 5 days a week, 35 hours per week, protective measures for the unemployed, public and free social security for all. This is the presence and future that the labour youth needs. Capitalism cannot and will not provide solutions. The labour youth must now find the meaning of life in the struggle for a better society, for a society without capitalist exploitation. Because the struggle against unemployment is a struggle against the monopolies; it is a struggle for the change of the class in power. Only with the central planning of the production, the utilization of the wealth-productive resources of each country for the satisfaction of the contemporary needs of the working class and the popular strata and not for the capitalist profiting, can the conditions be created for the integration of all the workforce in the production. This struggle cannot be individual or unorganized. It can be powerful and effective only though the collective struggle according to the class interests. The reconstruction of the labour movement though the struggle for the prevention of layoffs, for the affiliation of young people in the unions, for measures of protection for the unemployed with the wide adoption of the antimonopoly line of struggle is for WFTU the central duty. This is why UNEMPLOYMENT was chosen as the main subject of the 2nd International Conference of Labour Youth.
