CC-CAP SQUADRON SOUND OFF!!!

By Major Joe Ely Carrales, CAP Dear CAP Fellows, The BANQUET was AWESOME!!! The Rev. Bob Jones, who attended the Banquets early minutes was well impressed and said so on this Saturday radio program, Commonsense with Bob Jones. It was a very good CAP activity, any activity where CAP Officers and Cadets can sit and enjoy one anothers company is a victory for the CAP movement. MANY THANKS to 2d Lt Monica C. Lozano who insured that the activity was a smashing success. We stand at the end of 2007 and should be very proud. The work we have done should serve as a spring board to growth in 2008. A good majority of our number could not be with us in person that evening. This included Lt Col John B. Barfoot, Capt Jerry W. Lunceford, 1st Lt John D. Hoelscher, 1st Lt Michael Garmon, 2d Lt B. Sam Kimbrell and SM Velazquez. They were with us in spirit. We also welcome SM Alfred L. Isassi to our unit. SM Isassi is a resident of Kingsville, Texas where he currently serves as the Kleberg County Attorney. He is a motivated CAP Officer and I look forward to assigning him as our Units first ever LEGAL Officer. I also look forward to seeing him advance as a Mission Scanner and observer as well as his support of the Cadet Programs in Kingsville and Corpus Christi, Texas. I will end this with a photo of the unit as taken at the Holiday Banquet and one WORD!!!

In an letter to our unit read at the 2007 Holiday Party, Lt Col Eddy Billman Commander of Group V expressed his approval of our conduct in November and December and that more aircraft opportunities would avail themselves in 2008. The work done by our Aviation detachment is paying back in spades. Good work to all of us. There are changes coming, we will meet them and adapt. GROUP V Commander Issues 2007 Holiday Message to the CC-CAP Unit

Congratulations on another stellar year. I thought last year would be tough to top, but you did it due to a great effort from all your officers, Cadets, and parents. Membership continues to grow, both in the aviation program and Cadet programs. Especially noteworthy is the dedication, patience, and tenacity of your flyers who got more done this year than some units with an assigned aircraft. Look for more aircraft opportunities in the near future. The expansion of the Cadet program is very exciting. It is important to bring our excellent program to as many young people as possible. I look forward to following your successes and progress in 2008. Good luck and many thanks. Lt Col Ed Billman JANUARY DSARex OPS PLAN RELEASED By Major J.E. Carrales, CAP based on messaged from Lt Col Brooks Cima, CAP Mesquite, Texas Official information on the January DSARex was released on 14
December 2007. As it stands now, the Incident Commander for this activity is Lt Col Owen Younger, the Incident Command Posts will be located at Mesquite Composite Squadron (HQZ) and the event is being hosted by Group III. The event will take place on 18-20 January 2008. Please note the change of location for the ICP and the extension of the training number to include training on the Monday holiday. Said Lt Col Cima, LtCol Younger will be releasing more information for the exercise through the Group Commanders and the mail strings. Please read the attached OPs plan so that you will better understand upcoming information. Lt Col Cima went on to write that training funds have been released to us by NHQ and we are "in the black" for this exercise. We hope everyone will take advantage of this opportunity for training to complete new quals and update old ones. continued Lt Col Cima, Individuals wishing to work on Mission Staff training should contact Lt Col Younger directly for information. Great things are happening in ES/Training - be a part of it! Happy Holidays! Members who wish to participate on mission staff are requested to contact the Project Officer/IC in advance of the exercise. Every effort will be made to accommodate training needs for mission staff. All remote location attendees should advise their designated Staging Area Manager (Group or Squadron). The Staging Area Manager will submit Staging Area Information Sheet (DSAREX Form 0020) and resources available to the Exercise Operations Section Chief not later than three (3) days prior to the published exercise date. The Staging Area Manager should submit the information using the form in Appendix A of this Ops Plan only. All participating members must have a participation authorization letter from their unit commander as per TXWG Supp 62-1. Letters will be carefully reviewed at each location and participants not included on a list may be turned away from the exercise.

Texas Wing Commander Discusses Safety Procedures

By Major J. E. Carrales, CAP Texas Wing Col Joe Smith, Texas Wing Commander, discussed the issue of CAP Safety and required Safety Briefings in an e-mail released on 13 December 2007. Of the 15 units that were suspended on 11 December for failure to record a safety briefing in November, only three remain on the suspended list. began Col Smith. In strictest regard, Col Smith is taking a hard line of CAP Safety. This is in line with actions being taken by CAPNHQ and programs being put into effect by Brig Gen Amy Courter. These measures are designed to create a culture of Safety to prevent accidents and necessary tragedy in CAP. Locally, Capt Jerry Lunceford has done an excellent job in keeping the Corpus Christi Comp Squadron in compliance with the latest safety procedures. This involved the use of the CAP Web Management Utility, an on line record keeping system. We are making progress with learning to use WMU, Continued Col Smith, but I need your help with some details on how we record safety information in WMU, so we make it obvious we are complying with some specific requirements in the basic CAPR 62-1. Col Smith provided some examples of how to record these meetings and added that items like"SAFETY DAY" and "ORM" should be recorded using capitol letters, so it is obvious when those required annual events take place. A large percentage of our units have not followed this guidance, closed Col Smith, which is in our Texas supplement to CAPR 62-1. My thanks to those units that have dotted the I's and crossed the T's. Please take a look in WMU and ensure your meeting records reflect the above guidance. You can edit previous meeting entries. Don't forget to hit "save." If you need assistance with WMU, Melanie Capehart and I are available to help. In addition to these recording issues, it will be necessary for all CC-CAP to attend regular safety meetings. This will be incorporated in a real sense in the body of our meetings. It will now be required IAW the Texas Wing Supplement Col Smith mentioned for unit members to obtain a sort of safety release letter from the Unit Commander. This can be obtained easily and can cause major problems for CAP Officers who do not attend the meetings. For example, I have had to prepare such letters for Capt Phelps and others planning on attending the various Cadet Activities during the Winter. In addition to that, the OPS Plan for the January DSARex contains this phrase All participating members must have a participation authorization letter from their unit commander as per TXWG Supp 62-1. Letters will be carefully reviewed at each location and participants not included on a list may be turned away from the exercise. This need not be a problem, in fact, if done correctly and in the spirit of the regulation, the safety release will merely be an effect of a good meeting. To facilitate this process, I will likely call upon a unit member to serve as an Assistant Safety Officer that can share the load with Capt Lunceford. Cadet Safety Officers may also assist in this.

CC-CAP 2007 Holiday Party A Success

Squadron held a very successful holiday banquet and Party at the Long Horn Steak and Ale Restaurant in Corpus Christi Proper. The activity was well attended and the evening was filled with promotions, excellent presentations and general good feeling all around. The evening commenced with the read of a message from Group V/Texas Wing Commander Lt Col Eddy Billman. Congratulations on another stellar year. Began Lt Col Billmans kind letter, I thought last year would be tough to top, but you did it due to a great effort from all your officers, Cadets, and parents. The letter gained thunderous applause and Major Joe Ely Carrales, CC-CAP unit Commander, expressed the resolve of the Unit to continue the progress and to keep the momentum going. The unit was visited by several guests and, with Major Carrales as the master of ceremonies, each was able to say a few words. The first was Mr Quentin Masters Executive Director, Coastal Bend Texas Red Cross Chapter. Mr. Masters is a retired US Navy Captain and currently lead the Red Crosses efforts in Corpus Christi. The Unit was able to secure a site for its cadets to meet at the Red Cross Facility at 1721 South Brownlee Blvd. Mr. Masters lauded the work of the Civil Air Patrol in recent disaster relief missions in Texas during 2006 and 2007 and wished to extend support to the unit as it grows to be more operational. He also praised the Cadet Program as an excellent one providing lots of leadership Mr. Quentin Masters opportunities to local youth. He then expressed his apologies that he could not stay due to havof the Red Cross ing a conflicting meeting, but again expressed his support for CAP. Following Mr. Masters excellent words, Major Carrales addressed the 2007 Corpus Christi Composite Squadron Yearbook which highlighted the best of 2007. This included many of the units goals for that year that came to fruition. This included attendance of various SARex activities, creating a unit that is operational and Qualification of persons in ES specialties. Most profound in these goals was the return to flying O-Flights and the qualification of a total of Six CAPF 5 Pilots. This provides the unit with an excellent spring board for accomplishing activities in 2008. All CC-CAP members present were given a copy of the yearbook for their records. It contained images and written passages of the various activities.

Next came the introduction of the evenings guest speaker, Mr. Fred Segundo. Mr. Segundo described various issues en re Corpus Christi International Airport and how a relationship could be developed between CC-International and the Corpus Christi Comp Squadron. The most direct form of that relationship would exist in the issuance of badges to assist CC-CAP personnel in their missions on the campus of the Airport. Also, Mr. Segundo also spoke about his experiences with CAP at his prior position at McAllen Miller International Airport and how CAP worked well as a part of that airports culture. Major Carrales, Major Alvarado and Capt Pendergrast spoke at length with Mr. Segundo following his speech and it was agreed that CAP could/would play an increased role on activities thence, including disaster drills and other key parts of such operaContinued page 7 6

Continued from page 6- CC-CAP 2007 Holiday Party A Success The Units command staff reassured Mr. Segundo that CC-CAP would develop to become an asset to the Airport and that the investment in CAP would be a fruitful one. With that, it was time to promote the deserving Cadets and recognize Squadron members deserving of a pat on the back Cadet Philip Lozano was promoted to the Rank of Cadet Staff Sergeant in recognition of his recent honor of the CAP Wright Brothers Award. Cadet Lozano has been a longtime member of the unit and has accomplished a good many things. He has attended various SARex activities and was among the first cadets from Corpus Christi to attend a Texas Wing Encampment in a significant while. He is also the Units representative to the Group V Cadet Advisory Council. Cadet Bryce Nix, of Kingsville, was promoted to the rank of Cadet Senior Airman and received the Mary Feik Achievement Ribbon for his work. Cadet nix is the Brahma Cadet Flight Cadet Commander. He too is an encampment graduate and plans on attending the Texas Wing Ground School at Brownsville this Winter. Cadet Nix, along with Cadet Airman Morgun Bedynek, were the first Major Carrales addressing two Cadets to join the Brahma Cadet Flight in March 2007. Cadet Steven M. Johnson was promoted to the rank of Cadet Senior AirBanquet attendees man for his completion of Mary Feik Achievement. Cadet Johnson is also a very active cadet. He represented the unit to a Congressional Summit on Veterans affairs and attended, along with Cadets Lozano and Nix, the Group V Airman Leadership School in October 2007. Cadet Johnson is to attend the Texas Wing Summer Encampment in 2008. In addition to the promotions, Major Carrales recognized Cadets Steven M. Johnson and Shane Barnes with a Certificate of First Flight for their work during cadet O-Flights in November 2007. Cadets were not the only ones recognized for their achievements. SM Robert Messenger was awarded a certificate for Completing his CAPF 5 Check ride. Capt Phelps also Majors J. E. Carrales and Fidel Alvarado followawarded him with a USAF Teddy Bear, a longtime symbol of ing the banquet. CAP Aviation in Corpus Christi. Capt Dennis Bazemore was also awarded a new unit award. Major Fidel Alvarado, Unit Deputy Commander, was asked to select a CAP Officer to award for their performance of their CAP duties. He selected Capt Dennis Bazemore for his pioneering work in building CAP Aviation in South Texas. Capt Dennis Bazemore, began Major Alvarado, initiated, mentored, and succeeded as a flight chec pilot, giving Biannual Flight reviews and Form 5 s. Through his efforts, the Corpus Christi Squadron now has 6 Air Transport Pilots. Corpus Christi has not achieved pilots of this number since the last millennium. The unit then sat down to enjoy their meal. There are still a few meetings to close the year out. The last Corpus Christi Comp Squadron Meeting will be on 18 December 2007 at the Corpus Christi Meeting locations.
