1. Develop a plan that reflects a balanced approach between the need for progressive growth and the need for open space for that growth. 2. Develop a plan that recognizes the fact that land sales will be phased. Thus make sure that the infrastructure requirements are a consideration in looking at phasing plans. 3. Phase the development in a way that does not allow for leapfrogging of water, sewer, reclaimed water or storm water infrastructure. 4. Develop a plan that provides the best value of the developable land for the PSB all factors considered.

5. Develop a plan that provides excellent transportation connection to the PSB lands north of Loop 375 will not result in excessively high infrastructure costs making the land unsuitable for development in the market place. i.e. land locked. 6. Carefully review the drainage work done in the current plan to allow the use of natural drainage where feasible but make sure proper engineered systems are incorporated to capture critical flows; i.e. El Paso Stormwater Master Plan and review of URS special report on that analysis. 7. There are opportunities in the current plan where arroyo designation and hike and bike trails should be configured to allow improved use of the land given other open space provisions.
