MINUTES OF THE MEETING OF THE GENERAL BODY OF HAZARIBAGH OLD BOYS ASSOCIATION (HOXA) HELD AT ST.

XAVIERS SCHOOL, HAZARIBAGH, ON FRIDAY THE 27TH JANUARY, 2011 AT 11.00 A.M. The meeting was called to order and on the proposal of Mr. Debal Mallik and seconded by Mr. Pritheesh Varma Mr. Sujit Sen (1967) was voted to chair the meeting. Mr. Rashmi Katyayan (1968) was selected to assist the chair. The Principal of St. Xaviers School, Hazaribagh Rev. Fr. James was present on the dais as an observer. The Chair explained to the members present that the General Body Meeting was the result of a requisition as per Article 13(d) read with Articles 21(b) and 22(b) of the Rules and Regulations of HOXA, submitted by more than 100 members with the intention of taking HOXA forward, as the existing set up of the organization was not in a position to function cohesively and effectively in order to be able to achieve the objectives for which HOXA was formed. With the consent of all the members present it was decided to proceed with the meeting in terms of the agenda set down by the requisitionists and accordingly the following resolutions were adopted.

ADOPTION OF THE AMENDMENTS TO THE CONSTITUTION The Chair took up the matter of the amendments to the constitution of HOXA, as suggested by the requisitionists and circulated amongst all the members present. The amendments were read out and discussed in details and after due deliberations the following resolution was passed unanimously. RESOLVED THAT the General Body of HOXA unanimously accepts and adopts the constitution, as amended, and that the said amended constitution shall come into effect on and from the 27th day of January 2012.

APPOINTMENT OF OFFICE BEARERS The Chair next informed the meeting that the new office bearers of the Central Executive Committee are required to be elected by the house in terms of the second agenda of the meeting. Several names were proposed and after a voice vote the following resolution was adopted unanimously. RESOLVED THAT the committee of members named as the Central Executive Committee be and is hereby constituted with the following members : President: Secretary: Harsh Varma Hamza Naqvi

It was clarified by the chair that besides these office bearers the Central Executive Committee Includes the Principal of the School as ex-officio member and also additional members, as have been provided in the constitution, as amended. The newly elected Office Bearers of the Central Executive Committee were asked to come up to the dais and their presence evoked spontaneous applause from all the members present.

OTHER MATTERS On the adoption of the above resolutions the Chair opened the meeting to the members present for discussions on any subject/topic considered relevant to the main agenda laid down in the notice of the meeting. The following discussions were recorded : 1. Prasanjit Banerjee (1969) suggested that the Central Office of HOXA should be run by a paid staff who should preferably be a member of HOXA. The suggestion was noted and due consideration will be given to the same at the appropriate time. 2. Sunil Agarwal (1988, Delhi) claimed that HOXA was already registered in Delhi. The chair clarified that if the Delhi Chapter has a valid registration as the official alumni association of St. Xaviers School, Hazaribagh, the same has to be surrendered in terms of the Constitution, as amended. 3. Sanjay Nandkeolyar (1975, Patna) suggested that more units of HOXA should be allowed to function in other cities. It will help the organization to grow and further its cause. There should be more regular meetings at Hazaribagh and HOXANS from all over should be invited to these. The suggestion received all round appreciation and it was decided that both the suggestions are adequately covered by the constitution, as amended, and hence there was no need for further discussion on these issues. 4. Anjan Sinha (1968) spoke about HOXAs relationship with JAAI. It was explained that as HOXA was one of the founders of JAAI, there is no clash of interest and the most cordial of relationships will be maintained.

NOTICE We, the following members of HOXA, whose signatures are given below, give notice as per Article 13.(d) read with Article 21.(b) and 22.(b) of the rules and regulations of HOXA, to requisition a Special General Meeting of all HOXAns, on 27th January 2012 at the St. Xaviers School, Hazaribagh Auditorium at 9.15 a.m. to consider the following agenda and adopt the appropriate resolutions. 1. To amend the Constitution/Rules and Regulations of HOXA. 2. To elect and appoint new office bearers for the Central Executive Committee. 3. To discuss any other matter considered relevant to the adoption of the above two resolutions. EXPLANATORY NOTE : We, the requisitionists for this meeting feel, that since 2009 when HOXA was registered as an association in the state of Jharkhand, there has been no action on the part of the office bearers of the existing committee to do justice to the objectives for which HOXA was formed. Since 2009, to the best of our knowledge, no annual accounts or annual reports have been circulated amongst the members and it is our strong belief that such papers have also not been submitted before the Registrar of Societies, Jharkhand. All efforts made to interact with the committee about the functioning of HOXA, by most of the chapters, have been met with total non response. We feel that in order to make HOXA effective, the office and the activities of HOXA should be centralized in Hazaribagh. We have interacted with HOXANs across all the batches who have passed out of St. Xaviers School, Hazaribagh (SXH) since 1955, and there is a general consensus, particularly from the pre 1978 batches, that it is a good move to shift the management of HOXA to Hazaribagh, not only for logistical reasons, as the association is headquartered in Hazaribagh and registered in Jharkhand, but also having regard to the fact that today most of the Hoxans are from in and around Hazaribagh, providing the numbers in terms of foot soldiers required to execute any program that HOXA wishes to launch. After consultations with senior HOXANs, including leading lawyers and professionals, we have suggested certain amendments to the existing constitution of HOXA, to make it more practical and workable and in order to accommodate the new structure that is proposed. A copy of the amendments is being circulated to all those attending the meeting on 27.01.2012, for their perusal and discussion, and to adopt the amendments at the said General Body Meeting, with or without amendments. Under the circumstances we are compelled to call this meeting at the time of the Diamond Jubilee Celebrations of our beloved SXH, where we expect the presence of an unprecedented number of HOXANs from across the country and abroad, to thrash out the issues being faced by HOXA and having threadbare discussions and arrive at a consensus about the effective functioning and continuity of HOXA as a vibrant and viable association.
