Concept for Disaster Prevention and Management System

Japan has been experienced a lot of things for what is the most suitable Disaster Management System to the Public through developing the Water Management System , Weather Surveillance System and Disaster Management System since 1958. The Disaster Prevention and Management System shall be integrated the state-of-the-art devices and radio communication equipments for creating the most suitable system for the uses requirement . Devices : For Data Collecting

- Rainfall/ Water-level Telemetry System - Debris Flow Monitoring System - Doppler Weather Surveillance Radar System etc. For Communication - VHF/UHF Digital Radio Equipment - Multiplex Radio Equipment - Satellite Communication Equipment (VSAT) - WiMAX, WiFi, WPAS etc. For Network - Various IP Network Devices 11

Concept for Disaster Prevention and Management System

1. Data Collecting

To monitor behavior of avalanche and landslide continuously To measure remotely high accurate rainfall quantities and water level at given points of a river, lake or swamp
Telemetry System

2. Data Analyzing and Forecasting

To process for analyzing natural phenomenons To forecast threat before disaster happen To support an appropriate decision making
Communication System

3. Dissemination of disaster information and share

To share disaster information in National, Prefecture and Municipal Level To be promptly issue an alert to the public To broadcast speaker warning or siren alerts and voice messages to regional inhabitants living at disaster prone areas for safety
12

Recommended Disaster Management and Communication System (DMCS)

13

Recommended Disaster Management and Communication System (DMCS) All countries in Asia-Pacific Area have been considering necessity of the most suitable Disaster Management and Communication System (DMCS) for saving vulnerable people at every time of the natural disaster occurs. Required Concept for DMCS Before (1) Community services (chime service, event announcement etc.) (2) Telemetry system for monitoring water-level, rainfall and image data (3) Preparatory works for any kind of disaster During (1) Quick and exact collecting of disaster information (2) Distributing command and disaster information (3) Sharing disaster information on real time with image data at site (4) Rescue operations for residents After (1) Distributing appropriate information to evacuees (foods delivery etc.) (2) Relief operations and reconstruction works

Recommended Disaster Management and Communication System (DMCS)

The Disaster Management and Communication System (DMCS) provides integrated data collecting system, data analysis system and data dissemination system. Advanced DMCS is able to support decision making on any cases of alert stages by the authority in case of natural disaster. The Key-word for the most useful DMCS is

KEY-WORD = EDIC3 E : Education D : Drill I : Information C : Communication C : Command C : Control

Involving the Disaster Management and Communication System (DMCS)

17

Recommended Disaster Management and Communication System (DMCS)

Features 1. Two-way communications Speedy communications between Master Station and Remote Stations are available like telephone.

2. Multi-point Simultaneous Communications Notice and emergency communications are available from Master Station to Remote Stations or vice versa 3. High-speed Data Communications Data and image information can be transmitted at high speed (38.4kbps) to provide the detailed conditions of disaster sites and dangerous areas. 4. Text Information Display The text information boards installed at the loudspeaker stations and the test display units connected to personal receivers are very useful to provide text information in addition to voice information. 5. Connection with LAN Capable of collection and broadcasting of a wide range of disaster information in linking with other disaster information systems with IP connections.

Effort of Carrying out a Frequent Drill (Japan)

Purpose of carrying out the Drill
1. Promotion of rising self-consciousness against disasters, the self-aid and mutual-aid each others and organizations. 2. The role of the disaster prevention organization should cope with is checked, and calamity correspondence capability must be strengthened through various disaster prevention drills.
