When an MGW is in service for the first time or restarted, it sends a ServiceChange message to the MSC Server to which it belongs to request registration. The message contains the following descriptors: ServiceChangeMethod (such as "Restart") address ServiceChangeReason
2.
The MSC Server authenticates the MGW and returns a ServiceChange_Reply message (containing address) to accept the registration. If the MSC Server rejects the registration (The reason may be that the version is inconsistent or that the MGW is not controlled by the MSC Server.), it sends the ServiceChange_Reply message (containing ServiceChangeReason) to the MGW.
