ECC2013 CONSTRUCTION SITE SAFETY ASSIGNMENT 2 NOISE

NAME:SHEIKH ABDUL RAHMAN B SHEIKH HARUN ID NUMBER:PTM100705888 SECTION NUMBER:01 DUE DATE:1.02.2012

INTRODUCTION
NOISE MEANINGS
A sound, especially one that is loud or unpleasant or that causes disturbance.

NOISE LEVEL
Although OSHAs hearing conservation amendment (HCA) came out in a flurry of publicity about a decade ago, the noisestandard to which it was amendedhas actually been around for quite awhile. In 1969, shortly before OSHA came into being, the Department ofLabor issued a noise standard under the authority of the Walsh-Healey Public Contracts Act. This meant that the standard applied to all employers having contracts with the federal government. In 1971, the standard became an OSHA standard, and along with a large number of other government and consensus standards, it became the law for all noisy workplaces in the U.S.Still nickname the Walsh-Healey noise standard, it calls for amaximum noise exposure level of 90dB(A) as an 8-hour,time-weightedaverage level (TWA).Higher levels are permitted for shorter duration, with a 5-dB relationship between noise level and duration.

AUDIOMETRY TEST

The hearing of workers exposed to noise can be monitored through regular audiometric examinations. Such testing alone is not a preventive mechanism but it is an important part of a program to manage risks from noise exposure in a workplace. Any changes in a person's hearing levels revealed by audiometric testing should be investigated as to their cause(s) and the need for corrective action. Audiometric testing should also be provided to workers exposed to acoustic shock in call centres or to workplace ototoxins (chemicals that may either alone or in concert with noise result in hearing loss).

TESTING SCHEME
All testing should be done by an appropriately trained and experienced person, who is selected by management in consultation with workers and workplace health and safety representatives. A person who carries out audiometric testing should use procedures and equipment that comply with Part 4: Auditory assessment of AS/NZS 1269 Occupational noise management (non-Queensland Government link). The audiometric testing scheme should include:

an initial reference audiometric test carried out before or as soon as possible after commencement of employment monitoring audiometric testing carried out within 12 months of initial reference audiometry for comparison with the reference tests follow up monitoring audiometric testing at yearly intervals, if no threshold shift has been detected. High risk groups may require more frequent testing.

PREVENTION ACTION

ELIMINATE THE NOISE SOURCE

The elimination of a source of noise is the most effective way to prevent risks to workers, and should always be considered when new work equipment or workplaces are planned. A no noise or low noise procurement policy is usually the most cost effective way to prevent or control noise. Several Member States have databases to help enterprises in the selection of work equipment.

PERSONAL PROTECTIVE EQUIPMENT

Personal protective equipment (PPE), such as earplugs and earmuffs, should be used as a last resort after all efforts to eliminate or reduce the source of the noise have been exhausted. Issues to take into account when using PPE include:

Make sure the PPE chosen is appropriate for the type and duration of the noise. It should also be compatible with other protective equipment; Employees should have a choice of suitable hearing protection so they can select the most comfortable solution; Many workers, such as drivers, police officers, pilots, and camera operators, need communication earmuffs or headsets, often with active noise cancellation (ANC) to ensure clear communication and to minimise accident risks; The PPE should be correctly stored and maintained; and

Training should be given on why the PPE is necessary, how it should be used, and how to store and maintain it.

CONCLUSION
The employer should be consider to the hazard of noise on site working place. This is very important to prevent any unwanted accident happend and many problem coming. The employers must put this requirement as ruled by OSHA to ensure the site working place free from any accident.
