Dear Chief Secretary, Secretary The recent incident, in which a young IPS officer, Narendra Kumar, was killed on duty while attempting to prevent illegal mining in Morena on 8.3.2012, has shocked and distressed us all. The killing was an extreme but hardly isolated example of the increasing stresses and strains being faced by field administrative and police officers in the course of their duties. At such times, it is necessary to speak out in solidarity as a Service and to protect and support those of us who are in the field, at the cutting edge of governance. The Indian Civil and Administrative Service (Central) Association, of which Mrs Kiran Dhingra, Secretary Textiles, Government of India, is currently the President, met on 15.3.2012 to discuss the issue, and the resolution passed in the meeting is attached for your perusal and for circulation among alllAS officers of your state/UT. It is hoped that this resolution will send a clear message that officers will not let threats and violence stand in the way of doing their duty and upholding the highest values of the Service.
