This request is for market research and informational purposes only. Background The Peace Corps traces its roots and mission to 1960, when then Senator John F. Kennedy challenged students at the University of Michigan to serve their country in the cause of peace by living and working in developing countries. From that inspiration grew an agency of the federal government devoted to world peace and friendship. Since that time, nearly 200,000 Peace Corps Volunteers have served in 139 host countries to work on issues ranging from AIDS education to information technology and environmental preservation. The Peace Corps' mission has three simple goals: 1. Helping the people of interested countries in meeting their need for trained men and women. 2. Helping promote a better understanding of Americans on the part of the peoples served. 3. Helping promote a better understanding of other peoples on the part of Americans. Today's Peace Corps is more vital than ever, working in emerging and essential areas such as information technology and business development, and committing more than 1,000 new Volunteers as a part of the President's Emergency Plan for AIDS Relief. Peace Corps Volunteers continue to help countless individuals who want to build a better life for themselves, their children, and their communities. In order to meet its mission, the Peace Corps desires to establish a Third Party Logistics (3PL) logistical support contract to provide global pharmaceutical and medical supply support services to approximately 77 Peace Corps Posts worldwide. The contractor would ideally provide end-to-end support from order placement by the Post to receipt and acceptance by Post, as provided by a blanket agreement with the Agency. Requirement This RFI describes the Peace Corps basic requirement and requests input on how the pharmaceutical/ medical supply industry can provide improved support to our Posts and ultimately Peace Corps Volunteers. The Peace Corps solicits comments which address: the feasibility of such a contract, the extent to which industry can meet the Government's requirements, the suggested contract type and line item structure, the acquisition approach, strategies for implementation, potential challenges, program management, pricing strategies, potential costs, process maps, etc. If applicable, we request that you include any examples you may have to illustrate capacity to support civilian industry or non-governmental organizations overseas in a similar scope as this requirement. This RFI is being issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e). The Government does not intend to award a contract on the basis of this RFI. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government's use of such information. If any information is proprietary please mark it as such but request as much information as possible to aid in the drafting of our requirement in a resulting RFP to be issued publicly. Respondents are encouraged to be as specific as possible in providing suggestions for innovative approaches and solutions. Feedback of a general or non-specific nature is less useful and will have
limited utility in refining the acquisition strategy and the content of any future Request for Proposal (RFP). Interested parties may respond to this RFI in accordance with the instructions provided elsewhere in this package. The current scope is that we procure roughly $3 million in pharmaceuticals and medical equipment that need to be shipped to approximately 71 countries (See Attachment A), all with their own customs requirements, some very onerous. The Peace Corps desires a Third Party Logistics vendor capable of providing pre-assembled, customized push packages which contain at minimum all required medical and pharmaceutical supplies (See Attachment B) shipped to all posts on a quarterly or otherwise proposed basis. Peace Corps requires industry input in the development of effective, streamlined method to assist our overseas posts in ordering and acquiring shipments of push packages as well as managing inventory electronically. We have provided a draft drug formulary but require industry to provide any item we require or an interchangeable product acceptable to the medical professionals at Peace Corps Posts. The supply of generic drugs is encouraged but generic drugs must be identical to the brand name drug in dosage, safety, strength, quality, intended use, etc. Generic drugs are acceptable as long as they are FDAapproved and have been manufactured under the same rigid standards as the innovator drug. Further, all brands have to be registered with the authorities in the country of destination. Services we are seeking include, but are not limited to: Best overall price for products and services, and factors drive the cost Providing quality assurance, quality control, and regular performance including product quality, turnaround times Developing customized push packages by Post given Volunteer health and in-country conditions; Inventory management of products accessible online to Posts; Information, statistics, and feedback to both the Contracting Officer or Contracting Officer's Technical Representative (COTR), and to Posts; Areas that your company covers and how Over the counter products Controlled substances Packaging and shipment preparation to include cold-chain and HAZMAT products to Posts, as well as controlled substances to appropriate registered destinations; Equipment Preparing the paperwork and obtaining any applicable overseas national Health Ministry approvals; working around any specific country restrictions; Preparing all shipping and customs paperwork, obtaining Customs approvals, and processing the goods through customs to the final consignee; Capability for Peace Corps Posts to order pharmaceuticals and other medical products online (considering low-bandwidth situations) Systems that would allow Peace Corps to track shipments from point of origin to Post receipt; Provision of an electronic system to track medical supplies inventory at Post compatible with Peace Corps internal systems; Replacing any medication with an expiration date of six months or less as requested by the Posts; Allowing for reverse distribution for expired pharmaceuticals;
Managing the proper handling of recalled pharmaceuticals; Establishing and maintaining a 24-hour/7 day per week customer order support service; Providing international Freight Forwarding services; Ability to develop customized push packages for each Post, based on local conditions and Volunteer health profiles Flexibility and depth for support of contingencies and special project initiatives.
