Introduction

The Training and Assessment Training Package (TAA04) replaces the


Training Package for Assessment and Workplace Training (BSZ98). From 23
November 2005, RTOs will not be able to enrol new participants in BSZ98
qualifications, and existing participants must complete by end-November
2006.

The TAA04 Training Package contains two qualifications, the Certificate IV in


Training and Assessment TAA40104 and the Diploma of Training and
Assessment TAA50104 that replace the Certificate IV in Assessment and
Workplace Training BSZ40198 and the Diploma of Training and Assessment
Systems BSZ50198. The revised qualifications are very different from those
they replace and are not regarded as equivalent.

The scope of registration of existing providers (RTOs) of BSZ98 qualifications


will not be automatically extended to TAA04 qualifications. Existing providers
of the BSZ qualifications will need to apply for an extension to scope for the
TAA qualification/s, as will RTOs wishing to offer qualifications in training and
assessment for the first time.

The registration process described in this Guide has been designed for RTOs
seeking extension to scope in New South Wales. Similar arrangements are
being adopted by other states and territories. The extension to scope
application procedure requires the RTO to develop the processes and
resources they will need to be able to offer the Diploma of Training and
Assessment TAA50104.

RTOs wishing to deliver the new Diploma must have appropriately qualified
trainers and assessors who meet the assessment guidelines of the TAA04
Training Package. One of the requirements is that these personnel must hold
the qualification, the Diploma of Training and Assessment TAA50104. There
are two possible methods by which this requirement can be addressed:

1. The RTO may nominate a suitable trainer/assessor to prepare a


portfolio of evidence of their competencies equivalent to the Diploma
and submit this to NSW VETAB as part of their application for
extension to scope of registration.
OR
2. Trainers/assessors may obtain the qualification from an RTO with the
qualification on their scope of registration. There are NSW-registered
providers with the qualification already on their scope of registration.

The information in this guide relates to 1 above, the extension to scope


to offer the Diploma of Training and Assessment TAA50104 including
submission of a portfolio of evidence for a nominated trainer/assessor.
The process to apply for Certificate IV in Training and Assessment
TAA40104 can be accessed at www.vetab.nsw.gov.au.

Purpose of this Guide


The purpose of this Guide is to help NSW RTOs and their nominated
trainers/assessors apply for extension to scope and provide evidence that
they are able to meet requirements of the Australian Quality Training
Framework (AQTF) Standards included in the VETAB variation to scope
procedure in relation to the Training Package for Training and Assessment
TAA04. These standards are 6.3 ii, 7.3, 7.4, 8.1, 9.1, 9.2, 9.3, 9.4, 10.2, 11.1
and 11.4.

This guide contains information for:

ƒ RTOs
ƒ RTO nominated trainers/assessors
ƒ NSW VETAB auditors assessing applications

The information provided in this guide should be read in conjunction with the
TAA04 Training Package, the AQTF standards and VETAB guidelines for
registration.

Training and Assessment Training Package TAA04

Introduction to the package and its development

The TAA04 Training and Assessment Training Package represents part of the
continuing cycle of quality improvement in Training Packages.
The impact of this Training Package is wide-ranging, potentially affecting:
• individuals seeking to undertake training and assessment qualifications
and units of competency
• individuals undertaking professional or staff development
• individuals seeking to extend, enhance and complement existing
qualifications
• RTOs and staff intending to deliver and/or assess the TAA04 Training and
Assessment Training Package
• all RTOs and other organisations providing training and assessment to
internal staff and/or external clients
• organisational quality management systems for training and assessment
services
• the content of other Training Packages and training products through
importation of TAA units
• the quality of implementation of those Training Packages
• the work of bodies and authorities that manage the VET system (via the
nexus of this Training Package with key policies such as competency
based training [CBT] and frameworks such as the NTF and the AQTF.

Business Services Training Australia (BSTA), now part of the Innovation and
Business Industry Skills Council, developed the TAA04 Training and
Assessment Training Package to meet the competency development needs of
individuals and organisations providing training and assessment services
within the vocational education and training sector. As of July 2004, BSTA
became part of the Innovation and Business Industry Skills Council known as
Innovation and Business Skills Australia (IBSA).

As part of the development there were wide reaching consultations with a


variety of stakeholders over a number of years.

Further details of the development of the package are set out in the relevant
sections of the Training Package.

Qualifications structure and fields


The TAA04 Training and Assessment Training Package is designed to meet
the current and future competency development and qualification needs of
new and existing personnel working in a broad range of work functions and
activities within vocational education and training. It provides a clear set of
benchmarks to support both initial competency achievement and ongoing staff
and professional development.
The TAA04 Training and Assessment Training Package addresses a range of
competency areas that represent the key areas of work undertaken within
organisations that provide training and assessment services. Each of these
broad areas is called a Field in the TAA04 Training and Assessment Training
Package. Seven Fields have been identified, with an eighth Field
encompassing imported competency standards.

Qualifications

Two qualifications make up the TAA04 package:

TAA40104 – Certificate IV in Training and Assessment


TAA50104 - Diploma of Training and Assessment

This information guide focuses on the Diploma of Training and


Assessment TAA50104, but includes the structure of the Certificate IV
TAA40104 because entrants to the Diploma must have the core units of
the TAA40104 Certificate IV in Training and Assessment or be able to
demonstrate equivalent competence.

Note that entrants to the Diploma must also have completed the
Certificate IV elective unit TAADEL402A Facilitate group-based learning,
or equivalent, as a pre-requisite for the Diploma core unit TAADEL503A
Provide advanced facilitation to support learning.

If Diploma units are to be offered as individual units additional


prerequisites apply and are listed in the individual units of competency.

TAA40104 Certificate IV in Training and Assessment


Purpose:
The TAA40104 Certificate IV in Training and Assessment specifies the
competencies required to deliver training in an industry area or area of subject
matter expertise, and to conduct competency-based assessment in a range of
contexts.
Qualification Requirements:

The TAA40104 Certificate IV in Training and Assessment comprises 14 units


packaged as:

TAA50104 Diploma of Training and Assessment

Purpose:
The TAA50104 Diploma of Training and Assessment specifies the competencies
required to engage in advanced training and assessment practice which may also
include competence in one or more of the following areas: development of training
products, provision of training advisory and consultancy services and leadership and
co-ordination of training and assessment services.
Entrants to the Diploma must have the core units of the TAA40104 Certificate IV in
Training and Assessment or be able to demonstrate equivalent competence.*

Qualification Requirements:
The TAA50104 Diploma of Training and Assessment comprises 12 units
packaged as:

Mapping of Equivalent Units


The Training Package includes mapping of BSZ98 to the TAA04 units at the
level of Elements and Performance Criteria only, to demonstrate equivalence
as shown below:

Establishing equivalence between BSZ98 units of competency and TAA04


units of competency involves addressing currency for the relevant TAA04
units. The TAA04 Training Package guidelines for “Assessment Only
pathway”, state:
“As with all assessments, the TAA assessor must be confident that the
evidence presented indicates that the TAA candidates using this
pathway are currently competent against all components of the
endorsed Training and Assessment Training Package (TAA04) units of
competency and that the evidence provided by TAA candidates meets
all the rules of evidence”.

In addition the Assessment Guidelines for the Training Package set out the
following requirement for trainers and assessors:
4. All persons delivering training and/or conducting assessments against the
competency standards in the TAA04 Training and Assessment Training
Package must:
a) demonstrate current knowledge and skill in assessment practice. This
could be met by a combination of evidence including:
• relevant work history
• attendance at professional development activities focusing on best
practice in assessment and/or workplace training
• colleague/peer support and participate in trainer/assessor and/or
professional networks
• participation in networks/communities of practice
• participation in moderation, validation activities
• recent assessment and workplace training activities
• knowledge of language, literacy and numeracy issues in the context
of assessment and workplace training.
and
b) have current knowledge of the industry and workplace of the TAA
learners/candidates. This would include:
• familiarity with the industry/enterprise competency standards to be
used by the learner/candidate as the basis of assessment and/or
training
• an understanding, where applicable of the training and/or
assessment system in which the learner/candidate operates
• knowledge of the requisite assessor qualifications for the industry or
enterprise.

Process to extend scope to offer Diploma of Training


and Assessment TAA50104
1 Obtain TAA Training Package

The new training package is available from Australian Training Products


(ATP) in hard copy form, and in CD format, and on the National Training
Information Service (NTIS).

2 Apply to extend scope

RTOs can submit applications from September 2005, by reading the


Application Guide and Checklist, completing Parts A, B, and C in Section 4
and completing the Self-assessment Form in Section 5 of the VETAB
Variation to Scope Application, together with the evidence detailed below.

Applications including a portfolio of evidence for a nominated trainer/assessor


(who can successfully provide evidence of competence against the new
qualification to VETAB in the form of a portfolio) must be received before 31
December 2005. After this date VETAB will review the process and may
require all RTOs to include details of trainers/ assessors who hold the
Diploma of Training and Assessment TAA50104.

The RTO will also need to provide appropriate evidence of compliance with
the relevant AQTF Standards 6.3 ii, 7.3, 7.4, 8.1, 9.1, 9.2, 9.3, 9.4, 10.2, 11.1
and 11.4, including the mandatory evidence listed below.

The application to extend scope has two main parts which must be submitted
together:

ƒ Part 1 comprises a portfolio of evidence for the RTO nominated


trainer/assessor (RTOs will only be able to nominate one
trainer/assessor for this process) which demonstrates their competence
against the Diploma of Training and Assessment TAA50104;

ƒ Part 2 comprises RTO evidence of compliance with the relevant AQTF


standards in relation to the Diploma of Training and Assessment
TAA50104. This evidence should demonstrate the RTO’s readiness to
deliver the qualification.

Evidence for Parts 1 and 2 may in some instances be the same because the
nominated trainer/assessor may be involved in the development of learning
and assessment strategies, materials and tools in preparation to deliver the
qualification. Evidence for both parts is submitted simultaneously.

Assessment of RTO applications

Assessment will be a five stage process for those RTOs choosing to nominate
a trainer/assessor to provide evidence of competence against the new
qualification to VETAB:

Stage 1 – Is the submission logical and orderly?


Stage 2 – Is the evidence provided relevant to, and mapped against, the
relevant AQTF Standards, and against the units of competency of TAA50104?
Stage 3 – Is evidence provided for one nominated trainer/assessor?
Stage 4 – Is the nominated trainer/assessor competent against the Diploma of
Training and Assessment TAA50104 (see note below)
Stage 5 – Does the RTO evidence comply with the relevant AQTF
Standards? Please note that the standard variation to scope process applies.

Note: The evidence of the nominated trainer/assessor will be assessed by a


small team nominated by VETAB comprised of audit and technical experts.
Applicants will receive one opportunity to address shortcomings in the initial
evidence provided against the requirements of TAA 50104.

The submission proceeds from one stage to the next only if the previous stage
is satisfactorily completed, so feedback provided to unsuccessful RTOs will
only refer to the stages which have been assessed.

Outcomes of assessment

RTOs who are successful will have the qualification added to their scope and
will then be able to advertise and deliver the qualification.

The RTO can now issue the qualification to their nominated trainer/assessor.
Issuing qualifications is not done by NSW VETAB, which is not an RTO and
cannot issue qualifications.

Information for RTOs


Meeting relevant AQTF standards

The following pages provide the RTO with a guide on how to demonstrate
compliance with AQTF standards 6.3 ii, 7.3, 7.4, 8.1, 9.1, 9.2, 9.3, 9.4, 10.2,
11.1 and 11.4 in relation to TAA04.

This guide is not designed to be prescriptive, apart from the mandatory


evidence required for AQTF Standards 7, 8 & 9. As you will see, part of the
evidence may be proof of experience of successfully delivering BSZ98, but
the following minimum requirements should demonstrate RTO preparation to
deliver the Diploma in line with TAA04 Training Package requirements. Good
quality evidence must be submitted which clearly provides proof of
compliance with the standards and readiness to deliver the TAA50104
Diploma of Training and Assessment.

Mandatory evidence - Standard 7 - The competence of RTO


staff

An RTO seeking extension to their scope of registration for the new Diploma
of Training and Assessment TAA50104 must have personnel who meet the
requirements of AQTF standard 7.3 and 7.4. For the purposes of this
application:

The RTO must:


• nominate one experienced trainer/assessor who is capable of providing
a portfolio of evidence to VETAB to meet the requirements of the
Diploma of Training and Assessment TAA50104 as detailed in the
Assessment Guidelines of the TAA04 Training Package.
AND, where applicable
• submit a list of any additional staff that it expects will deliver/assess the
Diploma qualification or unit/s in the foreseeable future. This list may
be provided as part of the learning and assessment strategy.

Complying with Standard 7

The tables on the following pages set out examples of evidence an RTO may
be able to supply, in addition to the mandatory evidence described above,
to demonstrate compliance with relevant AQTF Standards.

Mandatory evidence - Standard 8 - RTO Assessments


Compliance with this standard requires the RTO to develop an assessment
plan and assessments that meet the requirements of the Diploma of
Training and Assessment TAA50104.

The evidence to be submitted must include:

(a) an assessment plan* for the whole TAA50104 qualification and all
unit/s. This may take the form of assessment information provided to
participants and/or assessors of the qualification and should provide an
overview of all assessment events.

(b) a range of examples of different assessment activities* identified in the


plan submitted for (a) above, (it is not necessary to provide all
assessment activities, a representative sample is required which must
include examples of assessments for at least two of the units in the
Core of the Diploma and one of the elective units or clusters of
units)

• The documentation must include the assessment materials and


tools* associated with the assessment activities.
• The documentation must contain original content even though
the formats adopted may be standardized.

(c) documentation of the proposed RPL process for individuals who wish
to pursue a recognition pathway to gain the Diploma of Training and
Assessment TAA50104, eg, the RPL Kit the RTO would provide to
candidates.

*Please use the definitions of assessment terminology found in the TAA04


Glossary and/or the ANTA Training Package Assessment Materials Kit.

Complying with Standard 8

The tables on the following pages set out examples of evidence an RTO may
be able to supply, in addition to the mandatory evidence described above, to
demonstrate compliance with AQTF Standard 8.1.

Mandatory evidence - Standard 9 Learning and Assessment


Strategy

An RTO seeking extension to scope of registration for the TAA50104 Diploma


in Training and Assessment must:

a. develop and submit a learning and assessment strategy for the whole
of the qualification. This learning and assessment strategy must address
comprehensively, all aspects of AQTF Standard 9.

(Information is provided in this section on “Features of a learning


and assessment strategy” which will help you to develop your
learning and assessment strategy. This information represents the
minimum requirements to be addressed.)

AND

b. develop and submit a set of training materials as required by


Standard 9.3 vi. The materials must include session plans, or on-line
materials or distance education materials that show very clearly how
you intend to deliver representative parts of the qualification, and which
must cover at least two of the units in the Core and one unit or
cluster or units in the Elective units of the Diploma of Training and
Assessment TAA50104.

Note – RTOs planning to deliver the qualification via distance


education and/or online, must detail how they intend to comply
with the TAA04 Training Package requirements for these modes of
delivery and to meet the requirements for the provision of a
practice environment for participants.

Complying with Standard 9

The tables on the following pages set out examples of evidence an RTO may
be able to supply, in addition to the mandatory evidence described above, to
demonstrate compliance with AQTF Standard 9. Compliance with the whole
of Standard 9 must be established.

The ‘Examples of tangible evidence’ are indicative only and should not be
considered prescriptive. Individual RTO evidence will depend on the size,
type and operating environment of the RTO.

Information for RTO nominated trainer/assessor

TAA Assessment Guidelines

The TAA04 Training and Assessment Training Package sets out the following
requirements for trainers and assessors:

The nominated trainer/assessor submission


The nominated trainer/assessor should be an experienced, qualified
practitioner with the ability to analyse, interpret, gather and develop a portfolio
of evidence which clearly demonstrates their competence against Diploma of
Training and Assessment TAA50104.

In order to complete the submission the nominated trainer/assessor is


expected to read, analyse and interpret the Training and Assessment Training
Package TAA04 and to provide evidence to demonstrate competence against
the Diploma of Training and Assessment TAA50104.

In reading the following details, please use the definitions of training and
assessment terminology found in the TAA04 Glossary and/or the ANTA
Training Package Assessment Materials Kit.

There are two parts to the submission:

Part 1 - Personal details and RTO verification

You must complete the application form in Attachment 1 and ensure it is


signed by both the RTO contact officer and the nominated trainer/assessor
prior to submission.

Part 2 - Competence in TAA units

The Assessment Guidelines require the nominated trainer/assessor to


possess competencies equivalent to the complete qualification. Entrants to
the Diploma must have the core units of the TAA40104 Certificate IV in
Training and Assessment or be able to demonstrate equivalent
competence. The TAA40104 elective unit TAADEL402A is also a pre-
requisite of TAADEL503A. This must be demonstrated together with
evidence for all five of the Core Units and seven Elective Units which
must be submitted for assessment. Where applicants submit extra
electives, only the first seven in the order presented in the application will be
assessed.

All documentary evidence must be collated and presented in a logical manner.


Remember that as the leading trainer/assessor-of-trainers/assessors,
the submission should represent good practice. There is no set format,
but it is the nominee’s responsibility to ensure the assessors can easily
identify which units are addressed by which items of evidence. A table or
matrix could be used to achieve this.

In Part 2 the nominated trainer/assessor must identify and document evidence


of education/training and/or employment and life experience relevant to the
requirements of the Diploma of Training and Assessment TAA50104.

Evidence

Each nominated trainer/assessor must provide tangible evidence of their


competencies against the Diploma of Training and Assessment TAA50104.

As a minimum, it is likely the nominated trainer/assessor will need to provide:

1 Details and evidence of relevant work experience, valid 3rd party


references to support this; and primary evidence of the successful
performance of this work, eg, relevant products of the work. Note that the
portfolio is submitted as part of the RTO application and, as such, RTO
officers are not 3rd parties. See the Evidence Guides in the Units of
Competency for guidance about specific evidence requirements for each
unit.

AND

2 Certified copies of relevant qualifications, evidence of short courses and


professional development activities successfully completed, including:

ƒ date achieved eg statements of attendance


ƒ duration eg course information
ƒ description of outcomes eg academic transcripts
ƒ explanation of relevance to units of competency where necessary.

AND

3 Evidence of other relevant experience, for example:

ƒ training and assessment leadership/management experience not

Quality Evidence

Good practice in evidence-gathering includes identifying good quality


evidence which provides proof of competency in more than one unit in an
integrated way.

Refer to the checklist on the next page which will assist in identifying whether
evidence is of good quality or not.

This submission by the nominated trainer/assessor must be given to the RTO


to be included as part of the RTO’s formal application for extension to scope
of registration.

Developing a Portfolio of Evidence

The nominated trainer/assessor evidence can be presented in many different


formats and the following examples of evidence mapping are provided to
illustrate one method only. Other effective mapping methods are equally
acceptable.

The point of mapping is for the candidate to demonstrate their competence


against the units of competency or other benchmarks for assessment. For
this reason, mapping is usually easier to follow if it uses the benchmarks for
assessment – the units of competency – as its basis, rather than using the
evidence as the basis.

Note the examples given are from the Certificate IV in Training and
Assessment and should not, therefore, be copied by candidates applying for
recognition for the Diploma.

Information for assessors

Following are the assessment tools to be used by the assessors. They also
provide for feedback to RTOs and for record keeping by NSW VETAB.

If evidence submitted meets the requirements of each stage of assessment in


numerical order 1-5, assessment proceeds to the next stage. If evidence

Target Relevant concurrent employment is an entry requirement for this


Audience program. Participants in this program are managers and trainee
managers of registered training organisations, whose
responsibilities include the development of systems for training and
assessment, compliance with the AQTF, management of trainers,
assessors and allied staff, business development including
sourcing of funding and maintenance of the RTO’s registration and
listing on the APL.

All entrants to the program must hold the Certificate IV in Training


and Assessment TAA40104 including the elective unit
TAADEL402A Facilitate group-based delivery which is a pre-
requisite for the Diploma units TAADEL503A & TAADEL504A.

All are recruited with high level literacy and numeracy skills,
extensive experience in training and assessment and qualifications
in a range of disciplines which have formed the basis for their
training and assessment work

All entrants manage the delivery and assessment of qualifications


from AQF level 1 – 6, in a variety of contexts including work-based
learning, flexible delivery and face-to-face. They are expected to
develop policies and procedures and manage the implementation
of these effectively within the RTO and to ensure the cost-effective
delivery of high quality training and assessment services.

Consultation The delivery and assessment strategies developed for this program

Delivery The program is delivered over a minimum of 12 months and a


arrangements nominal duration of 800 hours.

This program is delivered using a mix of off- and on-the-job training


and self-paced learning. Participants are expected to undertake
reading and research activities prior to the delivery of face-to-face
theory and practical sessions held in 2-day Blocks each month.
These involve small group and individual activities in the training
room as well as in the workplace where major project work is
completed by all participants. As far as possible, projects are
designed and negotiated to progress workplace objectives as well
as meet assessment requirements for the units of competency.

Participants are provided with training manuals, packs of readings,


and lists of sources of relevant resources and are expected to be
proactive in researching and maintaining their currency in the VET
environment.

Assessment Assessment is both formative and summative. Evidence gathered


arrangements is based on a combination of activities completed at the face-to-
face training Blocks, including individual and group presentations,
and work based activities, including major projects, practical
application of skills and knowledge to real work, and third party
reports from participant’s senior managers and/or clients. Each
Block , except the first, is made up of pre-workshop readings,
research and activities, a 2-day workshop, and post-workshop
projects

All aspects of assessment are planned, developed and trialled by
groups of trainers and assessors working collaboratively together
and consulting with stakeholders to ensure shared, agreed and

This program is not offered entirely by distance education.

All participants who gain this qualification receive advanced


standing in the BEd program in Educational Administration at Fair
State University NSW.

Monitoring and Major methods used to monitor and evaluate the delivery and

level model for evaluation and include:
