Software developmentprojects typically include initiation, planning, design,development, testing, implementation, and maintenancephases.However, the phases may be divided differently dependingon the organization involved. For example, initial

projectactivities might be designated as request, requirements-definition, and planning phases, or initiation, conceptdevelopment, and planning phases. End users of the

each phase to ensure the systemis being built to deliver the needed functionality. PHASES OF SYSTEM DEVELOPMENTLIFE CYCLE Initiation Phase T he Initiation Phase begins when a business sponsoridentifies a need or an opportunity. T he purpose of the Initiation Phase is to:

Identify and validate an opportunity to improvebusiness accomplishments of the organization or adeficiency related to a business need. y Identify significant assumptions and constraints onsolutions to that need. y Recommend the exploration of alternative conceptsand methods to satisfy the need includingquestioning the need for technology, i.e., will achange in the business process offer a solution? y

Assure executive business and executive technicalsponsorship. T he Sponsor designates a Project Manager andthe business need is documented in a ConceptProposal. T he Concept Proposal includes informationabout the business process and the relationship tothe Agency/Organization Infrastructure and theStrategic Plan. A successful Concept Proposal resultsin a Project Management Charter which outlines theauthority of the project manager to begin the project.Careful oversight is required to ensure projectssupport strategic business objectives and resources areeffectively implemented into an organization's enterprisearchitecture.

T he initiation phase begins when anopportunity to add, improve, or correct a system isidentified and formally requested through thepresentation of a business case. T he business case should,at a minimum, describe a proposals purpose, identifyexpected benefits, and explain how the proposed systemsupports one of the organizations business strategies. T he

informational, functional, and networkrequirements as possible. System Concept Development Phase T he System Concept Development Phase begins aftera business need or opportunity is validated by theAgency/Organization Program Leadership and theAgency/Organization CIO. T he purpose of the System Concept Development Phase isto: y Determine the feasibility and appropriateness of thealternatives .

y Identify system interfaces . y Identify basic functional and data requirements tosatisfy the business need. y Establish system boundaries identify goals,objectives, critical success factors, and performancemeasures. y

Evaluate costs and benefits of alternative approachesto satisfy the basic functional requirements. y Assess project risks. y Identify and initiate risk mitigation actions, and y Develop high-level technical architecture, processmodels, data models, and a concept of operations.
