I am writing today on behalf of the approximately 1,000 members of CDF Firefighters Local 2881, representing Riverside Countys first responders, to encourage the County of Riverside to reconsider a competitive bidding process for countywide ambulance service. Our members staff 93 fire stations across Riverside County, providing fire suppression, emergency medical services, rescue, and many other services. As the first responders on scene of most of Riverside Countys emergency situations, our members can attest to the impact of each practice and procedure on the survival of those in need of emergency medical services. As such, we have a profound appreciation for the need for a regular review of existing methods and models for emergency response to ensure best practices and the latest advancements are being employed. By implementing a competitive bid process for ambulance services, the county will be able to conduct an extensive review of all of its existing systems and procedures to ensure that patients in emergency situations are receiving the best pre-hospital care possible. Not unlike the review that was conducted recently by the County when it reviewed the CAL FIRE contract In the 31 years since Riverside Countys last competitive bidding process wherein many of the countys emergency response procedures were implemented our regions population has grown more than 230%. During those three decades, our County has transformed from a sparsely populated, rural region to a densely populated urban area. Through a competitive bidding process, the county will be able to modernize its existing response model, resulting in faster response times and better patient care. Furthermore, we believe that healthy competition will serve to improve service delivery and, more importantly, patient outcomes. A transparent, competitive bidding process has provided efficient and cost-effective ambulance service in our neighboring counties, and has served as a catalyst for modernization and improved services. We continue to support the Riverside County EMS Agency, and we appreciate their continued leadership on this matter. We respectfully encourage the Riverside County Board of Supervisors to address this critical public safety issue and consider a competitive bid process to ensure that the county residents receive the best emergency care possible.
