The last edition of our newsletter this year
is not simply a round-up of highlights from
2006. Instead it looks forward to January
1st of 2007, which marks the start of the
German Presidency of the Council of the
European Union. Many hopes and expec-
tations are tied to this upcoming period,
both here in Germany and abroad. To find
out more about just how realistic these
are, "Thinking Europe" talked in-depth with
Professor Ingolf Pernice, the Director of the
Walter Hallstein Institute at Berlin's
Humboldt University and a respected
expert on constitutional law. As always,
