Court Captain Committee Report: See page 11
Robert Armstrong reported to the Board. In addition to
the written report, Robert presented a nyer adertising
a Community Garage Sale to be held in May. He
explained that details about the Garage Sale were still
being discussed, however the Committee would like
to include an announcement in the April issue of the
Herald, and complete details to be printed in the May
issue. (The committee will have a formal recommendation to the
board with the details at next months meeting).
Discussion: Ray Parzych asked if the announcement
would be a page in the Ierald or a nyer insert. Robert
answered that he would prefer to see it included in the
printed Herald.
Judy OConnor asked if residents needed permission to
hold their own garage sale. Joe answered that residents
are allowed to hold garage sales on the weekends only
(Friday, Saturday, or Sunday), and there are rules about
the posting of signs, but the resident is not required to
notiy the oce i they are planning to hold a garage
sale. He referred residents to the Co-Owners manual
for details.
Board Action: Motion by Kathleen Connor support by
Judy Nakdimen to put the garage sale nyer in the Ierald
for April and May. All in favor. Motion passed.

the long term replacement account for trees that had
been set aside to take care of ash trees, but was never
spent, Ray is estimating the nal cost will likely not
exceed $1500, but the committee is requesting funds
not to exceed $2000 for this project.
Board Action: Motion by Kathleen Connor support by
Sandy Nolan to accept the Grounds Committee Report
dated March 6, 2012 and their recommendation to

recommendations to ,1, approe on modication
request #1, (2) approve the corrected Fireplace
Installation Request Form and (3) approve the
amendment to the Engineering Committee Bylaws to
change the meeting time from 7:00 p.m. to 3:00 p.m. on
the Wednesday prior to the monthly board meeting. All

Finance Committee: See report on page 16
Joyce Elvy reported to the board.
Board Action: Motion by Michelle Todorov support
by Judy Nakdimen to accept the Finance Committee
Report dated March 15 2012, and their recommendation
to pursue the bulk purchase of natural gas from a
qualied independent supplier.. All in favor. Motion
passed.
Discussion: Kathy explained that the board did have
knowledge that the Finance Committee was going to
make their recommendation, so to be expedient, the
Board discussed it in closed session and voted to enter a
contract with Constellation Energy Company. The rate
for a one-year contract with them will be $3.65/MCF.
(our current rate with Consumers Energy is $6.23/
MCF). Kathy said that this adjustment will save the
association $100-200K over the year.
Joe added that, before the deregulation over 10 years ago,
he had prior experience with bulk natural gas suppliers
and it was a nightmare, so he entered this endeavor
with extreme caution. Joe said he called Consumers
Lnergy and eried that the competing gas suppliers
are legitimate since the industry was deregulated in
2003. Joe said it seemed too good to be true, and
he questioned why the general public isn`t nocking
to independent suppliers, and they explained that the
general public is simply unaware of their options. Joe
expressed that he feels that this is a good move.
Ray Parzych asked i the saings would be renected on the
association fees. Joyce answered and explained that the
cost o roong materials ,shingles, is expected to go up
signicantly this year, so the saings could potentially
soten the blow o the roong materials increase. She
said we may also decide to use the savings to stock up
on materials this year for next year before the increase
goes into affect. No decision has been made as of
now. When it comes time to plan the budget for next
year, well have to see where we are at that point. Ray
asked about how the warm winter has been favorable to
our budget. Earl answered that were currently below
budget due to the partially warmer winter that weve
experienced. Joe conrmed that the utility saings
would be realized to the co-owners through the savings
rom the increased cost o shingles and the roong
project, which is going to get more expensive as the
years go on.
Kathy said that after the Audit meeting on March 26th,
the board anticipates being able to discuss shingles and
roong. She added that 1om Byrne has done some
research with his job, (they purchase a lot of building
materials), and there is a prediction that by the end of
March, shingles are going to go up by $35/square. The
board will decide whether to do more buildings this
year, or stock up on materials for next year.
Robert Armstong asked or clarication o how Joe
calculated the savings on natural gas. Joe explained that
he looked at our usage over the past year and rounded
what we had paid through Consumers Energy to $6/
MCF. (over the year we use approx. 54K MCF), so the
average cost for natural gas is $6.00 x 54K per year =
$324K per year. With the new company, well only be
paying $3.65/MCF, so the estimated annual cost would
be $197K, which is a savings of $127K. Joe reiterated
that were actually paying more than $6/MCF (the
amount on our current bill is $6.23), so our savings is
actually going to be more than $127K. Joe just used
this number as a worst case scenario. Consumers has
also told Joe that they plan to cap their rate at $5.45/
MCF beginning April 1st.
Joel Lutz asked who would service the gas in the case of
an emergency. Joe answered that Consumers Energy
would still be our service provider, and we are still paying
maintenance and distribution fees to them. The bill will
still come from Consumers Energy; the only change to
the bill is the line item that shows the gas cost for the
natural gas itself. Joe added that Consumers Energy
is not allowed to discriminate against us because were
using a different supplier. He added that if at any time
during the year we`re unsatised with Constellation,
we will be able to switch back to Consumers with no
penalty or additional charges. (as long as it is only once
within a 12 month period.)
Community Social Committee: Verbal
Michelle Todorov reported to the board. Michelle invited
everyone to attend the Easter Breakfast on Saturday,
March 31st at 10:00 a.m. The event will include a
pancake & sausage breakfast, story time, Easter egg
hunt, and a visit from the Easter Bunny.
Co-Owner Forum
Judy OConnor: Judy asked if the association had
considered offering an option for people to pay their
dues with a credit or debit card. Joe answered that it
had been considered many times. He explained that the
problem is that there is a 3% surcharge with credit card
transactions, and when they checked into it in the past, it
really wasnt worth it. The surcharges overtake the value
10
Property Manager Report: Verbal
Joe reported that he would be hiring Labor Ready again
this year to clean out Silver Spring Lake.
Also, the roong project should begin in April. 1hose
units that will be re-roofed this year will be receiving a
letter from Joe introducing them to RoofOne. RoofOne
is one o the biggest roong operations in Michigan.
1hey specialize in roong and hae a good reputation.
A resident asked if DA Home Improvement was
surprised that they didnt get the job this year. Joe
answered that he didnt sense any level of surprise.
They did try to lower their price at the last minute,
but it didnt work, and the board chose RoofOne. DA
knew we were displeased with the lag time between the
installation of the shingles and the installation of the
trimwork.
Joel Lutz asked if RoofOne has been made aware of
the details that had to be ironed out with DA last year.
(ie fascia details, trimwork). Ken answered that they
have been made aware of everything. He added that
the details and the drawings have been revised, and
the items that werent clear last year are spelled out in
more detail in this years bid pack, so there should be
no question. 1here is more denition in this year`s bid
pack. Ken added that hes had a lot of meetings with
the rep from RoofOne, showing him the property and
what was done last year.
A resident asked if we are doing more buildings this year.
Joe answered that were currently scheduled to do 16
buildings, which is 6 more than last year.
Joe also reported that hes hired a security guard for
the season, Matthew Harper, who will be starting
March 21st. Joe said this is a month earlier than last
year because of the recent problems weve had on the
athletic courts. He said the courts get overrun with
kids that are swearing, littering, loitering, vandalizing,
urinating and he had to get it under control. Joe said
that he can kick the kids off the courts until 5pm, but
when the oce is closed or he leaes or the day, the
kids come right back.
The security guard has years of experience with loss
prevention, surveillance, and also has served in the
military. He will have a Highland Lakes Security ID
card, and the after hours service will have his cell
number to contact him if theres an emergency. His
shift will primarily be 4pm - 12am, Wednesday through
Sunday. Joe will be introducing Matt at the next Court
Captains meeting as well.
Earl asked if the athletic courts would be locked. Michelle
answered that all the gates are locked, and residents will
hae to sign out the key at the oce in order to access
the courts. Michelle said that even though the gates are
being locked, theyre climbing the fence and breaking in
anyway. She added that the disturbance on the court has
been unbearable, and she has had to call the police on a
couple of occasions.
Joe said that hes instated a policy that requires that anyone
signing the key out also has to sign an agreement with
the rules to using the courts. Michelle remarked that
since the agreements have been signed, shes noticed a
positive difference.
The Meeting adjourned at 8:34 p.m.
of the service since it is unlikely that the majority of co-
owners would use it. Joe said hed have to survey all 691
co-owners to see who would be willing to take advantage
of it.
Ken added that a credit card machine wouldnt work in-
house because of the surcharge that the association
would have to pay for the service, and the association
cannot absorb that expense for the convenience of a few
co-owners. He continued saying that there are services
available where you can pay with your card at the bank,
(theyll swipe the card on their end), the bank forwards
the surcharge to you, and they send your association
payment (check) to us.
Robert Armstrong: Following up with the solicitation
issue he brought up at the February board meeting,
Robert brought samples of the periodicals that are
being delivered and photos of how they are littering the
property. 1hese are the pink bags lled with the Sunday
supplement (advertising) that are dropped on the
walkways and lawns on Sunday mornings at around 6:00
a.m. (Robert said hes seen the delivery person driving
a red car in his court this weekend). He requested that
the association pursues stopping these deliveries.
Joe said that hes stopped solicitors from going door
to door during the week, but hasnt seen the people
distributing the pink bags. After reviewing the samples
Robert brought, Joe said that these supplements
are a publication of the Detroit Free Press. Robert
reiterated that the publications are being dropped
door to door in many courts, and since HLCA is a no
solicitation community and private property, he wants
this distribution to stop. Robert said hed try to get
the license plate number the next time shes delivering
in the courts. Robert said we should get the police
involved to issue citations for littering. Joe said hed
also contact the sales department at the Free Press to
make them stop.
Judy O`Connor conrmed that the publications are being
left on her court, and some of her neighbors are out of
state for the winter, so the solicitations are really piling
up. Kathy said that the association would continue to
pursue it and make them stop.

COMMITTEE: Herald MEETING DATE: March 12, 2012
DISCUSSION:
1. Review of February and March issue - feedback is positive on some of the new features. There has
been a good response to Whats Cooking Recipe contributions are coming in, but Know Your
Neighbor response is slow. Wilma feels that many residents are too modest to toot their own horn.
She suggests that residents call her if they are aware of something special happening on their court.
She will contact the individual(s) involved for permission to include the achievement in the column
and she will write the article. Hopefully this will elicit more entries. Also, the form for a Know Your
Neighbor contribution will be inserted again in the April issue.
2. Marty suggested it is time for some spring cleaning. Get rid of Christmas decorations, pick up
fallen tree branches in your yard, etc. This unseasonable weather is the perfect time to spruce up the
neighborhood.
3. Regarding the bumps and potholes on Silver Spring Drive: residents are, once again, urged to call
Laura Coxs assistant with a request for repaving of this busy road. Joe Poma is enlisting the help of
rental residents in Swan Harbor and Park Place and homeowners on Rippling Lane. Their use of Silver
Spring is also affected by the poor condition of this county road.
4. Robert Armstrong will write an article directed at pet owners, some of whom seem not to be aware
that the by-laws of Highland Lakes and city ordinances prohibit such actions as a cat or dog
roaming unleashed on the property.
RECOMMENDATIONS TO THE BOARD: None

SUBJECTS DISCUSSED:
1. The Property Manager submitted a memo to the Committee outlining a possible change in our
gas supplier. Our present supplier, Consumers Energy, no longer has a monopoly on the supply
of natural gas. This deregulation now allows bulk suppliers to compete and we have had quotes
that would provide considerable savings. The Committee supported further review and positive
reaction from the Board.
2. A member questioned the discretionary spending items as he felt it circumvents the annual
budget process since there is no account in the budget for it. Joe pointed out that certain needs,
unknown at budget time, could be provided for if we have a surplus in our current budget at any
given time.

MAINTENANCE REPORT
TO: Board of Directors, Property Manager, Co-Owners
FROM: Ken Wiewiora - Maintenance Superintendent
RE: Maintenance Report
DATE: March 19, 2012
1. Grounds: This seasons grounds cleanup is starting early thanks to Mother Nature. We have deployed
the new pet waste pales in all of the trash areas. Cedar wood chipping of the tree beds has started, over
the next few weeks these areas should be completed. With the warm weather still in our forecast we will
be focusing on the grounds for areas that need repair, and clean up. We will be putting out the grounds
trash cans around the property this week, as well as Turing on the lake pumps on Crystal lake shortly, as
long as the weather holds out.
2. Equipment: Both the 1998 pickup, the 2000 pickup and the 2003 van, all went to the dealer this month
for repairs to the ABS brake system. At this point it is still early to put away all of the snow equipment,
this will take place mid April.
3. Building Repairs: Work order requests for building repairs have be coming in at a normal rate. We are
seeing the typical seasonal type of work orders. Basement leaks, Sewer back up, ect. There was wind
danage lo lvo unils lhal vere re roofed in 2O11. The danage vas sofhl naleriaI lhal lIev off. The
contractor D. A. Home has repaired these items covered under warrantee. Additionally we had 10 other
units that shingles blew off. We are doing these repairs in house.
4. Fence repairs: Fence repair requests have been increasing over the last year again. I will be dedicating
one employee once again this summer to do fence repairs.
Thank You,
Ken Wiewiora, HLCA Maintenance Superintendent
Please, if there are any ground or building concerns, contact the Clubhouse at

Spring has arrived, and with it comes the loiterers and
litterers in our athletic courts; mostly non-residents
looking for a place to hang out after school.
In recent years, the athletic courts have been a place
to congregate, swear, litter, drink or have an outdoor
party when there is nothing else to do. Neighboring
residents are growing tired of the noise. We have
been forced to make repeated trips to the courts at
the end of the day to tell people that dont even live here to leave the
property. In many cases, there is one resident child and ten of his friends.
Parents need to know where and what their kids are doing at all hours,
and remind them that there are other people that live here as well.
Due to the misuse of the courts, Highland Lakes has decided to
start locking the gates and requiring that a key be checked out at the
front desk. The person checking the key out will have to sign in with
their name and address and make sure that the court is locked again
vhen lhey Ieave and lhal lhe key is relurned lo lhe ofhce. If a specihc
individual continues to violate the rules or does not lock the court upon
leaving, their privileges to use the court will be suspended at the discretion
of management. If any person, resident or otherwise, attempts to gain
access to the courts by climbing the fence or forcing the gate open, the
police will be called and damages will be assessed. This new
policy is in existence for the quiet use and enjoyment of
the property by all who live here. If you have any
queslions, pIease caII lhe ofhce (248-349-4OO6).

Know Your Neighbors
SHARE YOUR STORY! We would like to recognize more of our neighbors who have a
shining moment. If you, a member of your family, or a neighbor has a very special event or experience,
please let us know so we can share that accomplishment with the Highland Lakes Community. Maybe youre
celebrating a special anniversary or birthday or a new birth in the family. Perhaps your son has been named
captain of the football team or your daughter had a record-breaking cross-country run.
Whatever the achievement-if youre proud of it, share it with your neighbors. Call Wilma Leonard at
248-380-8907 or e-mail her at willie1117@aol.com and tell her your good news; the Herald Committee will
do the write up for you to feature in our next issue. Story submissions also can be dropped of in the Herald
box at the Clubhouse.
Make sure the individual(s) involved do not mind the recognition. Material for publication must be signed.
Article submitted by Wilma Leonard.
Eileen Noble, a 28-year resident of Dartmouth Place, is justly proud of her large
family, Te mother of seven , grandmother of seventeen, and great-grandmother of
eleven, Eileen is particularly proud of the accomplishments of her son, Father Paul
Noble.
Father Paul exhibited an early vocation, having spent his high school years at the
Pontifcal Institute for Missionary Expeditions located near the University of Detroit
and his college years at U of D. Afer ordination, he was assigned as principal of P.I.M.E.
High School in Newark, Ohio. Tis was the beginning of a thirty year religious mission
in Ohio.
When enrollment at his school declined, Father Paul was assigned to the Diocese of
Columbus where he spent seven years as Superintendant of the Diocese schools and
later as pastor of St. Matthews in Gahanna, Ohio.
When he learned that St. Matthews had a serious mold problem, he was advised to
demolish the building and re-build on the site. His eforts to raise money and re-build
led to his recently being honored by having the activity center named for him. Te
Father Paul Noble Center is the location of educational, athletic, fellowship and faith
formation activity. What a wonderful recognition of Father Nobles thirty year devotion
to his church. He is currently the Director of Vocations for the Diocese of Columbus.
Father Paul is just one of Eileens successful children and grand-childrena family of
doctors, engineers, nurses and attorneys. What a fne legacy for this long-time owner
in Highland Lakes.

Spring Cleaning - Our record breaking warm temperatures of
March preempted an article on spring cleaning. Along
with the mild winter, there was no need to wait for snow
to melt before starting to pick up the winters debris - not
to mention the pet deposits that have been hidden by the
snow. Many of us were able to rake up the dead leaves in the
shrubs and flower beds. The maintenance department has spread
fresh wood chips around the clubhouse.
Another sign of spring: Wayne County has filled in the
potholes on Silver Spring Drive. This will have to do until
money becomes available to fix the road right - like
the stretch by the school. Keep on calling the office of
Wayne County Commissioner Laura Cox; Our contact
is Jordyn Salmon at 313-224-0946.
A LAST NOTE:
Sandy Nolan was cleaning her kitchen
cupboards a while back and came
across an issue of the
Highland Lakes Herald.

WHATS COOKING!
Its Your Turn! We want to hear from YOU!!
SHARE YOUR FAVORITE RECIPE WITH YOUR NEIGHBORS:
E-mail your recipe to: Wilma Leonard (willie1117@aol.com) or simply drop it in the Herald
box at the clubhouse. Dont forget to sign your name and unit number.
This is a favorite of SALLY RIGOs family; shes been sharing the rec-
ipe for years. Sally suggests its especially good for a pot-luck since
it is best made ahead and cooked the day of serving. Next month
Sally will share the secret recipe for Red Lobster cheddar biscuits.
SPAGHETTI PIZZA
1 lb. thin spaghetti
2 eggs
1 c. milk
Salt & Pepper
Parmesan Cheese (to taste)
1 jar spaghetti sauce
Pepperoni (thinly sliced)
2 c. mozzarella cheese
1. Cook and drain well 1 pound of thin spaghetti.
2. Beat two eggs into 1 cup of milk and mix with spaghetti.
3. With a slotted spoon, lift spaghetti mixture so that excess liquid drains off and place on
greased 11 x 18 pan.
4. Salt and pepper to taste and sprinkle with parmesan cheese.
5. Top with one large jar of spaghetti sauce. Add thinly sliced pepperoni or meat of your
choice
6. Top with 2 cups of mozzarella cheese (I use one cup mozzarella and one cup cheddar.)
7. Bake uncovered for 35-40 minutes in 350 degree oven. Let set for 5 minutes before serving.
BEV DUDLEY suggests that if youre using your microwave for only boiling water and warming food,
youre missing out on its possibilities. Try this quick, nourishing recipe for egg custard, an old-fashioned
favorite. If you use fat-free or low-fat milk you can cut the calories.
CASSEROLE CUSTARD
3 eggs
1/4 c sugar
1 tsp vanilla
1/8 tsp salt
1 1/2 cups milk
POWER LEVEL: HIGH (10) AND LOW (3) on your microwave.
In 1 qt. glass or Corning Ware casserole, beat eggs, sugar, vanilla and salt
with table fork until very well blended and sugar is dissolved. Scald milk
in glass measuring cup. Microwave at high (10) 3 to 4 minutes. Gradually
add to egg mixture stirring well. Cover with casserole lid. Microwave at low (3) 10 to 12 minutes,
rotating dish 1/4 turn every two minutes. Sprinkle with nutmeg or cinnamon before serving.
For individual CUP CUSTARDS: pour mixture into 4 custard cups. Place in a circle on shelf in microwave
and microwave for 10-12 minutes, rearranging after 3 minutes. If some cups are done before others,
remove those and continue cooking until all are cooked.

Spring
Today it is Spring again,
Because you are here.
Spring again you say.
Spring comes on but one day.
You are here each day,
Today it is Spring again.
Warm sun
Warm earth
Sof rain
Warm hearts
Today it is Spring again
Because you are here
Love blooms
Love grows
Love touches us.
As the sweet scent
Of buds yet to open.
Today it is Spring again
Because you are here.
Youre the sof breeze
Tat bends the slender stems
Of fowers new today-
You are new each day
And as fowers bow to the gentle breeze
I bow to you love.
Today it is Spring again
Because you are here,
And you have touched me.
May it never change.

Sandy Nolan, Board Liaison
Court Captain Committee
The following warning comes straight from the
FBI: Dont Fall for the Jury Duty Scam.
It happens like this...
The phone rings. You pick up and the caller identies
himself as an ofcer of the court. He says that you failed to report
for jury duty and there is a warrant out for your arrest. You say that you never received a
notice. The caller says that hell need some information for verication purposes - your birthdate,
social security number, and perhaps even a credit card number. This is when you should hang up the
phone. It is a scam.
The scams bold simplicity may be what makes it so effective. Facing the threat of arrest, victims
are caught off guard and may be quick to part with some information to defuse the situation. With
enough information, scammers can assume your identity and empty your bank accounts. Protecting
yourself is the key. Never give out personal information when you receive an unsolicited phone call.
I also received a notication from John Werth, Director of Northville Township Department of
Safety. He says that there is good reason to believe that a series of residential break-ins in this area
are being committed by two women, possibly a third person acting as the driver.
Possible suspect vehicles include:
Older model, dark colored (maroon/burgundy) SUV or mini-van
White in color, 4-door car, maybe a Toyota
Silver in color, SUV crossover type
The suspects are driving the area and target homes after the homeowner leaves the residence. If
confronted after knocking on the door, the women say they are looking for a cleaning job or a lost
dog. It has been reported that these women have some sort of an accent.
Please be on the lookout for the women and vehicles. Dont hesitate to call 911 if you see anything.
