DBBL was established under the Bank Companies Act 1991 and incorporated as a public limited company under the Companies Act 1994 in Bangladesh with the primary objective to carry on all kinds of banking business in Bangladesh. DBBL commenced formal operation from June 3, 1996. The Bank is listed with the Dhaka Stock Exchange Limited and Chittagong Stock Exchange Limited. DBBL is most widely recognized for its donations to social causes and its IT investment (largest ATM network). However it has recently stated that it will stop expansion on its ATM network as the current numbers have exceeded demand and hence diminishing returns (if any). Although it is widely believed it is a loss-making/subsidized unit which DBBL rationalizes as quasi CSR.

BACKGROUND
Dutch-Bangla Bank Limited (the Bank) is a scheduled commercial bank. The Bank was established under the Bank Companies Act 1991 and incorporated as a public limited company under the Companies Act 1994 in Bangladesh with the primary objective to carry on all kinds of banking business in Bangladesh. The Bank is listed with Dhaka Stock Exchange Limited and Chittagong Stock Exchange Limited.

DBBL- a Bangladesh European private joint venture scheduled commercial bank commenced formal operation from June 3, 1996. The head office of the Bank is located at Senakalyan Bhaban (4th floor),195, Motijheel C/A, Dhaka, Bangladesh. The Bank commenced its banking business with one branch on 4 July 1996.

Banking
After instability and frequent management changes in its initial years, DBBL overcame these obstacles to establish rapid growth since the year 2000. The bank grew its reputation through social work rather than profits. The bank's conservative nature, long-term strategies, hefty social donations and technology investments have always led to modest but steady profits. DBBL has been known to be overly conservative in its banking practices. Much of the success and strategy has been attributed to the leadership of the founder chairman, M Sahabuddin Ahmed. Despite being the largest corporate donor in Bangladesh, investor confidence was unhindered. In March 2008, DBBL share prices reached Tk. 14325.80 in the Dhaka Stock Exchange, setting the record for the highest stock price in the history of Bangladesh. It is also one of the few banks that does not participate in merchant/investment banking (which can lead to sporadic growth). Dutch Bangla Bank is noted to be the first and only local bank in Bangladesh to have an automated banking system. The bank has spent over BDT 2 Billion in automation upgrades (first bank in Bangladesh to do so). This automation took place in 2003 whereby services of the bank were available uniformly though any branch, ATM and internet. Banking was a paper based until DBBL, with its wide local network, delivered banking automation and modern banking services to the masses. This effectively introduced the 'plastic money' concept into the Bangladeshi society. The entire automation system was imported and is the most expensive banking related IT project in Bangladesh. The ATM count stood at 140 eclipsing other networks by a large margin. This rapid increase in DBBL's ATM network has led the majority of other banks to sign sharing agreements instead of pursuing their own ATM network. In 2006, Dutch Bangla Bank ventured into the realm of personal credit by offering automatic credit facilities to its Debit card (DBBL Nexus) holders. It also continued expanding its ATM network with the intention of installing more than 400 machines, even though it is widely 2

believed that the ATM division will not break even and is a setback to the profit margins. In 2007 the bank entered a strategic alliance with Citibank NA, where both parties will provide retail banking services of DBBL for its employees and owners of Citibank corporate customers in Bangladesh. In the same year DBBL became the first bank in Bangladesh to offer SMS Banking services. DBBL maintained a proprietary policy on its ATM network until 2007. This was changed when DBBL and Standard Chartered Bank (SCB) signed an agreement that will let SCB use DBBL's ATM network. Thus ending the unhealthy competition between the organizations. This sharing invitation was extended to all other banks shortly after. Number of DBBL ATMs eclipsed the 200 mark.

o It was very difficult to collect the information from various personnel for the job constrain. o Bank policy was not disclosing some data and information for various reasons. o Because of the limitation of information some assumption was made. o I had no opportunity to verify the satisfaction level of clients and receive their suggestions in banking activities. o Unavailability of statistical data on inward and outward remittance through informal channels can be considered as a major limitation. o The study has drawn from the perspective of Bangladesh. The global issues are not considered in this study. o In a different environment are reviewed in the study. As a result, the findings from those studies may not fit all the time with Bangladesh scenario.

Overdraft and credit faculties


In addition to normal debit card features, DBBL Nexus Gold and DBBL Nexus Silver debit cards come with automatic overdraft facilities (credit). This allows the cards to have a credit amount. Clients can access the credit amount instead of choosing to access the money in their account. This allows the debit card to perform in the same manner as a credit card. A small loan is issued when clients exercise this feature.

Mobile Banking:
DBBL pioneered Mobile Banking in Bangladesh. It was the first bank to offer banking facilties through a wide range of mobile phones. SMS (Short Messaging System) is an extremely unsecure method to do mobile banking. DBBL recommends you use a HTML browser found on many phones to access internet banking facilities.The mobile phone networks are unsecure and there is nothing DBBL can do but to take precautionary steps. Unlike DBBL ATM's, POS and branches mobile networks and SMS is not encrypted and do not have advanced security features of the DBBL electronic banking infrastructure. To make the most of this unsecure scenario, DBBL issues you a mobile PIN number which is different from the DBBL pin number for your mobile transactions. Not under any circumstances is the DBBL PIN number to be used in mobile banking. A different PIN number and a mobile transaction limit imposed by DBBL provides some security (but not all) over the unsecure phone network. Clients should be aware and cautious that although DBBL does its best, it cannot guarantee full security over a phone network it has no control over.

DBBL is the market leader in Debit Cards. All DBBL debit cards gives you unlimited and free access to all DBBL ATMs and POS nationwide. There are no transaction or hidden costs associated with DBBL cards and accounts. By default, when opening a DBBL account, all clients will receive the DBBL Nexus Classic card. A debit card is more advanced than a credit card. DBBL Debit cards also have more features than credit cards and are fully recognized by Visa and Mastercard. DBBL Debit cards are also more secure, convenient and cheaper than any credit card or debit card in the market. Debit cards can withdraw money from your account directly while a credit card has to issue a 'loan'. DBBL debit cards come with the client's photo printed on it and requires a secret PIN verfication by the client. A credit card only requires a signature (which can be forged) and no PIN verfication for a transaction. That is why, for day-to-day banking, DBBL recommends debit cards. Each card comes with a PIN number which must be protected at all times by the client. The PIN number is used as a password for withdrawing cash at DBBL ATMs and accessing DBBL banking services. 1. ATM Sharing DBBL allows different banks to share its largest ATM network. We (DBBL) do not charge the customers of other banks. However we charge only Tk.10/- per transaction to the customers bank whereas our current expenditure is around Tk.40/- per transaction. We are shouldering this subsidy as part of our CSR activities. DBBL does not charge any fee for the transactions made by the customers of the partner bank on such ATMs. For installing co-branded ATM, DBBL bears all kinds of investment cost including ATM Machine, CCTV, UPS, interior decoration etc. and part of the

operation cost like link charge, maintenance of ATM & Booth, and consumable cost. The partner bank provides premises, security guard and cash replenishment service. 3. Card Personalization DBBL provides card personalization and pre-authorization service to other bank. For Card Personalization, DBBL provides the following services: Encoding and embossing on the basic plastic card (EMV or Non-EMV) of other bank. Photo printing on the basic card. PIN generation and printing inside the PIN mailer. Purchasing of plastic card, PIN mailer for the other bank (optional). 4. Switch Sharing DBBL operates network of ATM and POS machines that are connected to its Switching Software for processing of financial transactions. The Switching Software also allows other banks and financial institutions to route, process and settle their financial transactions originated through our ATM and POS using their Debit/ Credit Cards. In addition to the above services, we also provide Pre-authorization (checking the card validity, status and PIN at our Switch-end) services for other Banks at a minimum charge.

We honor Cards of the customers of all the Banks throughout the world: All cards (VISA, VISA Electron, VISA Plus, Visa Debit, Maestro, MasterCard, Cirrus, Master Debit etc.) issued by different Banks worldwide are accepted at our ATM/POS network.At the beginning of the year 2005, our Bank has been exerting much emphasis on INWARD REMITTANCE. By this time the Bank established extensive drawing arrangement network with Banks and Exchange Companies located in the important countries of the world namely in the United Arab Emirates, State of Kuwait, State of Qatar, State of Bahrain, Italy, Canada and United States of America.In the meantime, Dutch-Bangla Bank Limited gained the faith of the Bangladeshi Wage Earners in sending their hard-earned money to their respective beneficiaries

The Bank encourages accepting purpose/project specific development funds on competitive terms towards economic upliftment and well being of the people/country by way of setting up a new stand alone, capital intensive project or for BMRE of an existing project.

Working Capital finance:


The bank considers lending short term working capital finance to entities engaged in manufacturing, assembling, processing, re-packaging of goods and commodities for domestic consumption or export market. However, unsecured loans (not collateralized) for working capital without justification or purpose is not considered.

Syndications & Structured finance:


The Bank, on case to case basis, arranges loan syndications or approves disclosed participations in syndications provided such transactions meet the parameters separately established.oThe bank will at all times maintain at the minimum a pari-passu status to other banks in all lending relationships. Second mortgages or lower are not be accepted as primary collateral.

Trade finance:
DBBL prefers Trade Financing in the form of short-term (up to 12 months), self liquidating or cash flow supported well collateralized trade transactions*Work Order financeoThe Bank will consider financing construction contractors (work order finance). However all such transactions must meet the guidelines.oBank asks for assignment of bills receivables with concurrent authority to collect bills issued favoring DBBL.

Dutch Bangla Bank supports social work extensively and is one of the largest private donors in Bangladesh. Under the vision of M Sahabuddin Ahmed, the bank contributes extensively through its foundation Dutch Bangla Bank Foundation. As a result the organization has been granted numerous national and international awards for its role in the development of Bangladesh. Dutch-Bangla Bank Limited (DBBL) undertakes a project with BASIS (Bangladesh Association of Software and Information Services) to award the best IT uses by Bangladeshi companies. DBBL and BASIS organized IT award-giving ceremony in this regard. The award Ceremony was held on 30th November 2005, which was the day before last day of BASIS SOFfEXP02005 (November 27-December 01, 2005). This was a gala evening (with dinner and cultural program) attended by around 700 dignitaries including government high officials & policy makers, corporate heads, representatives from development agencies, IT policy makers, academicians and the IT industry members. Tk 31 lakh Dutch-Bangla aid for acid, dowry victims:


Dutch-Bangla Bank Foundation yesterday donated Tk 31 lakh to disadvantaged women so that they can become self-reliant through investing the money in small-scale agro-businesses. One hundred acid survivors and 210 dowry victims received Tk 10,000 each at a ceremony at Osmani Memorial Auditorium in the city. Dr Salehuddin Ahmed, governor of Bangladesh Bank, distributed the cheques among them.

Dutch-Bangla Bank Research Center


In 2008, DBBL announced a donation of Tk 100 million to fund the construction of a 11 storey research center, titled "Dutch-Bangla Bank Research Centre for Advanced Research in Arts and Social Sciences" at the Dhaka University campus in Dhaka, Bangladesh. It was Dhaka University's largest ever donation from a private company. The research center, which would be the first of its kind in Bangladesh, will be supervised by renowned teachers, scholars and researchers. It will also award scholarship to researchers and scholars at home and abroad.

Dutch Bangla Bank is noted to be the first and only local bank in Bangladesh to have an automated banking system. The bank has spent over BDT 2 Billion in automation upgrades (first bank in Bangladesh to do so). This automation took place in 2003 whereby services of the bank were available uniformly though any branch, ATM and internet. Banking was a paper based until DBBL, with its wide local network, delivered banking automation and modern banking services to the masses. This effectively introduced the 'plastic money' concept into the Bangladeshi society. The entire automation system was imported and is the most expensive banking related IT project in Bangladesh.
