The Mt. Laurel Sun
The average Mt. Laurel tax-
payer with a home assessed at
$142,100 can expect a $49.73 tax
increase this year based upon
the 2012-13 Mt. Laurel School
Districts budget, according to
school officials.
Director of Communication
Services Marie Reynolds said
a home assessed at $200,000
would have a $70 increase for
the year.
The total budget is increas-
ing 1.3 percent, or $815,835, for
a tax-rate increase of 3.5 cents.
This years budget will go
into effect on July 1 and re-
main accordingly until June
30, 2013.
According to Assistant Su-
perintendent for Business and
Board Secretary Robert
Wachter Jr., during the public
hearing on Tuesday, March 28,
the budget this year amounts
to $66,944,551.
Local school taxes bring the
funds to 84.5 percent of the
budget.
Thats what were faced
with, he said.
State aid this year will
amount to 7.5 percent, while
federal aid is at 2 percent.
The vast majority of the
budget, at 72 percent, will be
spent toward instructional pro-
grams. The rest is budgeted to
transportation costs, capital
outlay, debt service, operation
and maintenance utilities, and

The Childrens Hospital of
Philadelphia, Cooper University
Hospital and Penns Abramson
Cancer Center will soon be re-
ceiving fleece blankets to be given
to cancer patients undergoing
chemotherapy.
Twelve-year-old Meghan Viz-
zard recently organized a group
to collect the blankets, and the
idea is rapidly spreading.
Her teenage cousin, Katie
White, was suffering from ovari-
an cancer when she made her a
blanket to stay warm and feel
more at ease during a nine-week
course of chemotherapy.
We just came up with the idea
in January, Meghan said.
She is a sixth-grader at Hart-
ford School in Mt. Laurel.
According to a brochure
Meghan created, I chose a happy
pattern to remind Katie of happi-
er days ahead. Ive made blankets
for other friends that have been
sick, and I just hoped that in some
way, this would help her get
through those long days of treat-
ment.
Well, Katie used that blanket
every day during her treatment,
she continued. Many people
have commented on the great gift
idea and the comfort it has
brought. It was just as I intended
warm and comforting. Katie
liked it so much that she asked
me to help her make a blanket for
a friend that she met during her
treatment.
Thats when the idea of Proj-
ect Cozies for Chemo started.
Her mother, Jeanna Vizzard,
has been helping with the logis-
tics of the operation, and said her
cousin taught Meghan how to
make the blankets about four
years ago.
Last month, after spreading the
word through her school and by
word of mouth in the community,
Meghan hosted a blanket-tying
party for two hours at Vaughan
Hall in Medford Lakes.
She presented the idea to a
total of four classes at the school
and her teacher told others.
About 120 people came together
for the event.
It went well, said Jeanna.
Cozies4Chemo as it is known
was able to raise approximately
$1,200 from the day. Meghan
bought all of the supplies, fleece
and packaging bags.

BRIEFS
On Wednesday, March 28, the
Lenape Regional High School Dis-
trict Board of Education adopted
a $147 million budget for the 2012-
2013 school year. The total tax
levy of $107 million is an increase
of less than 1 percent ($954,306),
well below the state mandated 2
percent annual tax levy cap.
Regional school taxes will de-
crease in four of the LRHSDs
eight sending districts: Shamong,
Southampton, Tabernacle and
Woodland. Taxes will increase in
Evesham, Medford, Medford
Lakes and Mount Laurel.
State aid totaling $28.478 mil-
lion will be combined with $1.295
million in additional state aid the
Lenape Regional District received
in July 2011 and held for tax relief
in 2012-2013.
This year's state aid is $1.37
million more than 2011-2012, but
still $2.5 million less than state
aid received for the 2008-2009
school year, which was the
largest increase in recent budget
history.
The 2012-2013 budget enables
the district to maintain current
programs and activities that help
make it one of the highest achiev-
ing districts in the state with a
98.5 percent graduation rate
among its four high schools.
The budget also provides for
six new special education staff,
mandated by federal and state ed-
ucation laws.
Since the 2007-2008 school year,
the district has also received addi-
tional funding totaling nearly $1.9
million from individuals and
community organizations to help
support athletic and academic
programs.
In Mt. Laurel, the tax levy in-
crease is 2.80 cents, resulting in
an increase in regional school
taxes of $39.78 on a home as-
sessed at the township average of
$142,100.

T
he governor was in Atlantic
City last week celebrating the
nearly completed Revel a
huge casino hotel set to stage a grand
opening in late May.
During his visit, Gov. Christie tout-
ed the 5,000 new permanent jobs the
Revel will create; the $153 million in
payroll it will provide; and the $155
million in state and local taxes it will
generate each year.
And that, of course, is good news for
the beleaguered city and the state as a
whole.
But theres so much more work for
Atlantic City. Primarily: Will it be-
come a destination point for not only
gamblers, but others as well? If it does
not, this big bet will turn out to be a
loser.
Recent reports out of Las Vegas in-
dicate that visitors there are spending
more money on dining, entertain-
ment, food, etc., than on gambling.
That shouldnt surprise anyone. There
are far more gambling outlets avail-
able to people these days than in years
past.
Atlantic City faces a nearly impossi-
ble task of becoming simply a gam-
bling hub. Casinos in surrounding
states are eating up gambling dollars
that historically have gone to AC. Peo-
ple who just want to play a slot ma-
chine or blackjack can find places
much closer to home to do so.
Atlantic Citys challenge is to create
something other than a string of casi-
no hotels. It has to create an experi-
ence. It has to attract people who will
stay in the city for more than a day to
gamble. Relying on busloads of people
from out of state who cash their slot
voucher and then play for a few hours
before re-boarding the bus to go home
just isnt a long-term plan for success.
Atlantic City can reinvent itself.
After all, Time Square reinvented it-
self. The Revel could be a key step in
that renovation, so long as other key
elements safety, shopping, cleanli-
ness, entertainment, etc. follow close
behind.
A bet on Atlantic City
A new casino hotel is great news, but far from a permanent solution
A step toward revitalization?
The Revel will bring jobs and tax dol-
lars. But it isnt enough, by itself, to
stop Atlantic Citys decline. Boosting
non-gambling attractions shopping,
entertainment, dining, etc. is critical
to the citys long-term success.

Superintendent of Schools Dr. An-
toinette Rath explained, this is not a small
organization, with a current enrollment
of 4,238 and creating the budget is quite
an impressive duty.
The budget goals, she explained in the
presentation, were to clearly stay within
the 2-percent state-mandated cap, keep tax
impact as low as possible and enhance aca-
demic programs.
The school also wanted to retain class
sizes and wean off the use of one-time
fixes.
Common Core State Standards of Cur-
riculum Revisions are included in the
budget for technology, media and math
grades six through eight.
New textbooks for various subjects are
included as well.
The school plans to align with curricu-
lum standards of the Lenape Regional
High School District for algebra 1, geome-
try and Spanish.
A technology infrastructure upgrade
project has been planned.
Technology is the backbone of educa-
tion today, said Rath.
Included in technology upgrades are a
one-stop shop school messenger emer-
gency notification program, and mobile
website and PowerSchool access, which
Rath called, Quite amazing.
The after-school program will still be
free.
For those looking to apply to work with-
in the district, the process will now occur
online, as the personnel office will no
longer be accepting paper resumes in an ef-
fort to be green.
Dennis Riley, chairman of the town-
ships planning board, spoke to the board
during the public portion of the hearing.
I think the education is wonderful, he
said. However, We have to cut due to the
economy.
We need to have this conversation, he
said.

Runyan announces
Congressional art contest
U.S. Rep. Jon Runyan an-
nounced details for the 2012 Con-
gressional Art Competition on
April 2.
The competition is open to all
high school students who live in
the Third Congressional District
of New Jersey.
As in years past, the winning
piece of artwork from each con-
gressional district will be dis-
played in a special exhibit in the
U.S. Capitol for one year.
The winning artist and a guest
will be invited to attend a special
unveiling ceremony for the exhib-
it in Washington, D.C., on
Wednesday, June 20.
"The Congressional Art Com-
petition is a wonderful opportuni-
ty for young artists to showcase
their creativity and have the
chance to represent their schools
and their communities in the U.S.
Capitol, said Rep. Runyan. I en-
courage all high school students
to participate in this wonderful
program
The deadline for schools to sub-
mit lists of students participating
is April 18.
A panel of three independent
judges will judge the submis-
sions.

Writing on behalf of 9,400
Burlington County households
who have signed a petition oppos-
ing the 20 percent rate increase
sought by New Jersey American
Water Company, Freeholder Di-
rector Bruce Garganio recently
called on the Board of Public
Utilities to put an end to closed-
door negotiations aimed at strik-
ing a deal with the utility mo-
nopoly.
Garganio filed his official com-
plaint with Robert M. Hanna,
president of the BPU, after learn-
ing that the first two hearings on
American Waters rate increase
petition, scheduled for Wednes-
day and Thursday of this week,
were cancelled because of ongo-
ing negotiations between the
water company and the N.J. Divi-
sion of rate counsel.
Ratepayers deserve their day
in court, wrote Garganio. We
dont need rate counsel cutting a
deal when their own expert says
that this company not only does-
nt need the $99 million increase
it is seeking, but what it really de-
serves is a $45.8 million decrease
in rates.
Garganio also alluded to a re-
cent news report in which a
spokesman for the company de-
nied that the company paid mem-
bership fees to country clubs.
That assertion, said Garganio,
runs totally counter to the earlier
testimony of financial consultant
Robert J. Henkes.
After a review of the compa-
nys rate petition, Henkes testi-
fied that ratepayers were not only
being asked to pay for country
club dues, but also promotional
advertising and marketing, com-
munity relations, employee
awards, lobbying fees, and bonus
compensation for non-union per-
sonnel, who are already receiving
annual raises of at least three
percent.
I recognize that BPU is the ul-
timate arbiter in this matter, and
must weigh all the facts, Gar-
ganio wrote Hanna. But the
facts will be meaningless if they
are not brought into open court
and placed on the table. Once
again, we are urging rate counsel
to fight for the consumer, and not
look for the easy way out.
The freeholder also pointed
out that the New Jersey State
Senate despite a heavy lobbying
effort by New Jersey American
Water unanimously adopted a
resolution on March 15, which
also urged rate counsel to cease
negotiations and battle for a rate
decrease.
The lobbying pressure was
pure thuggery on the part of New
Jersey American Water, said
Garganio. They circulated talk-
ing points that actually suggest
that the legislature is embarking
upon an unconstitutional tak-
ing of their property right to a
rate increase. To which I say,
what about the ratepayers right
to their hard earned money?

ready completed blankets.
Everyone worked hard, said
Jeanna.
One blanket was sent to Vir-
ginia for Jeannas cousins friend
undergoing chemotherapy. An-
other was sent to Texas for the
cousin of an attendee who has
been battling cancer for a long
time.
We thought the event was a
big success, she said.
When Meghan is not busy cre-
ating blankets, she is on the go
with sports.
She plays basketball, lacrosse
and field hockey. She also runs
and swims.
Depending on her daily sched-
ule, Meghan often works on mak-
ing the blankets sometimes, she
can allocate two hours to the
cause.
Each blanket tends to be differ-
ent, she said. A pattern generally
will be on one side with the other
side solid.
As a happy ending, Katie is
now cancer-free.
Meghan is probably going to
host another event soon. She is
contemplating applying to be-
come a non-profit.

tary donation for Meghan to pur-
chase more material.
