Established in 1926
Composed of 20 eminent jurists appointed by the Governing Body for 3 year
terms
Experts come from different geographic regions, legal system and cultures
Role of CEACR is to provide an impartial and evaluation of the state of
application of international labour standards
CEACR make two kinds of comments: observations and direct requests

Observations contain comments on fundamental questions raised by the
application of particular Convention by a state
observations are published in the CEACR annual report
Direct requests relate to more technical questions or requests for further
information
Direct requests are not published in the report but are communicated directly to
the governments concerned

Conference Committee (CAS)
The Conference Committee (CAS) is a standing committee of the International
labour conference and is made of government, employer and worker delegates
CAS examines the annual report of the CEAR and selects a number of
observations for discussion
Governments the subject of discussion are invited to appear before CAS to
provide more information
Federation of Trade Unions- Burma
provide more information
CAS draws conclusions and offers recommendations to governments to
remedy the problems identified
The discussions and conclusions of the situations examined by CAS are
published in its report to the Conference

COI consists of three independent members who fully investigate complaint
COI is the ILOs highest level investigative procedure
where a member State refuses to fulfill the recommendations of a COI the Governing Body
can take action under Article 33 of the ILO Constitution.

Myanmar Complaint
- Article 33 was invoked for the first time by the ILO in 2000, when the Governing Body
asked the international Labour Conference to take measures to lead Myanmar to end the
use of forced labour.
- An Article 26 complaint had been filed against Myanmar in 1996 for violations of the
Forced Labour Convention, 1930 (no.29), and the resulting COI found widespread and
systematic use of forced labour in the country
