I have a fully costed and fully funded 9 point plan Cutting council tax 1k more police since 08 2k more officers pledged from 12 This how I am going to keep crime down Keep investing in high streets Invest in apprenticeships Invest in transport infrastructure automated train control Create 200k more jobs that will provide platform for growth I can get the best deal from the Treasury JJ Green vision for London more equal more affordable, more equal city Make housing more affordable More London families out of poverty Will tackle the growing pay gap Affordable fares Tackle air pollution Safer roads for users Rebuild trust between police and communities more police on front line Ive held both mayors to account as an assembly member New kind of politics Vote green on the assembly to make a real difference KL There has been an increase of 83 per year in cost of living for pensioners 250k families losing out on tax credits I will make the cost of living that much cheaper Simplest way to do this is cutting fares - they are the highest in Europe

Surplus of 338m TFL will be used for this purpose This money will be spent in local shops and the economy Energy prices up by 300 per year per family. I will establish a co-op using TFL buying power to cut family energy bills. Reintroduce EMA We will work on long-term strategy e.g. bringing investment from developing economies and ensure transport investment but main thing is to get through this difficult economic time BP I can do the big job as I demonstrated by my career in the Met I live in Elephant and Castle I use public transport. Ive rented in the private rental sector we want a massive house building programme in London including a massive social housing programme. Q&A Transport what will you do on congestion charge (cc) KL Focus on cutting house hold costs so wont do this BJ We wont introduce any cc. No western extension. Will stick with the existing one it has a democratic mandate and is working well. JJ Wouldnt introduce the Western cc. Shame it was not implemented. Would remove cc after 3 yrs and bring in road pricing following consultation. Not going to chicken out unlike Lab and Tory BP Western extension was devastating to businesses in the area and flawed. Shouldnt have been introduced. But got to do something about the CC. Charge is working but congestion is at same level now as when it was first brought in. Need a consultation. Propose different charge for different times of the day. BJ Will tackle congestion, not by new taxes on motorists but by penalising utility companies for work they do on the roads. We need the police to clean up accidents quicker. We also got lane rental bill through parliament Q. Cycling petition will you introduce design standards for cycle super-highway JJ We want cycling on smaller roads. Must make cycling safe and easy

BJ Committed to expanding cycling in the city. Cycling has gone up by 15% in one year biggest expansion in modern times. But cant invest in cycling by taking out investment from transport KL Boris scrapped TFL priority of pedestrian and cycle safety. E.g. Bow junction. This has led to deaths on the road. I will appoint JJ to TFL board to take on cycling agenda. JJ Id want a budget of millions and millions and millions but wouldnt take a salary for this TFL role. BJ roads are getting safer for pedestrians and cyclists. Cyclists must also take responsibility as well. We are at risk of losing the natural sympathy for cyclists if they dont adhere to rules BP Mayors current priority of speeding traffic flow is killing people. Must make the roads more civilised. Q. Air pollution buses and tubes BP need electric buses and taxis KL Council tax payers will have to pay the fine if we miss our EU target. Government has introduced this. BJ has spent money on covering up how bad our air quality is. We will issue smog warnings. BJ KL is saying things he knows arent true. Introduced serious programme of hyrid buses unlike KL. We put an age limit for London taxis and we implemented the Boris bikes. EU seriously impressed with our moves on air pollution and we will continue with our dust suppression measures. How will KL pay for his cleaner air policies? JJ KL is absolutely right BJ wandering in fantasy land. Greens talking about air pollution in 2000 and tried to get Ken to do something he did with LEZ but this was scrapped by BJ Q. Rickshaws KL Ban them BP Ban them JJ I love them. Should be regulated. Tourists love them BJ Rickshaws like KLs policies they offer cheap fares then they whack them up. We have cracked down on them. Q. Would a fare freeze jeopardise our tube BJ I wont make promises I cant keep. KL whacked up fares two years in a row- I wont break my promises. Would be criminally irresponsible to take money from our transport budget. I want to know where the money is coming from in KLs plans. KL plans complete codswallop. 2006 KL put up fares by a record amount. There is no surplus this is for investment. Guardian even agrees with me. KL Part of fare surplus should go back in Londoners pocket. BJ has had 1bn under-spend on transport investment in his 4 yrs as Mayor. This will be the smallest fare cut of my career. The

surplus you inherited from me you scrapped all my investment projects that you werent contractually bound to except the bikes. Londoners should complain that Im only cutting by 7% BJ rolled over when George Osborne came calling on the transport budget BP one hour bus ticket this will help low-paid workers. Early bird fares to be introduced to help ease pressure on rush hour. 7% cut across the board is not affordable according to the head officer of TFL. KL Head Officer of TFL will implement my policy he will take the lead from me. BJ 7% cut will lead to cuts to bus routes, increase in cc. Or KL will whack up council taxes to pay for this. Weve reduced costs of TFL - taken out 23 TFL buildings, 25% of directors gone, sold desks. I dont believe the union bosses will allow KL to go forward with his 7% cut. JJ Green have a fully costed plan. We can reduce fares, invest and make it more sustainable. We would raise CC from 10 to 15. We would then introduce pay as you drive scheme. BP BJ is not a fool if he had the money to reduce fares before an election he would have done so. BJ Bus fares lower in real terms than in 2001. We will add concessions for apprentices. Q. Will you quit if you dont reduce crime as Mayor is Police and Crime Commissioner (as of April). BP - BJ has delegated this responsibility to Kit Malthouse. Hes trying to pass on accountability. I will take on this job I know what to do I know how to restore trust. That means investing in neighbourhood policing and response policing. We will increase police numbers by 700 than BJ promises. But way you use those officers is key. I resigned over shooting of De Menezes shows Im a man of principle. We will improve stop and search that focuses too heavily on black Londoners. We will improve standards of ethics for all police officers and have independent oversight. KL Crime was coming down under my watch. 2 things have gone wrong BJ has got through 3 Met Commissioners. This is disastrous. The second mistake is police numbers have gone down. This is according to the Met website. How have we lost 2k police officers with the Olympics coming up? We will increase police numbers. We will ensure stability at top of the Met. If I dont cut crime to my targets then I will not stand again. JJ I might resign. Depends on the figures. If I get elected then a collective shudder will go through the Met. Olympics big challenge. People obsessed with numbers of officers. Met is being hollowed out not enough back room staff, not enough PCSOs. Police need to be talking to communities. BJ Of course I would if we didnt bring serious crime down. And I would if we dont. KL being misleading. London is an island of high police numbers in a sea of policing cuts. Im in the best possible position to get the funding for policing much better placed than KL. Q, How are you going to increase policing and fire services with cuts to funding?

BJ 697 uniformed officers on public transport. We did take money from LEFPA reserves to put police on the street. Deaths from fires reduced. BP Cut senior police officer perks. 6 senior officers have luxury flats due to security better way of increasing their security. KL I agree. Lots of savings you can make to get police officers back up (60m). Go to Met website to see real story on police officers. JJ Met police could find savings from cutting overtime and surveillance. Madness to cut fire service. Q. Give your assessment on police performance on riots. BP Police should have known because same thing had happened previously in Brixton. They should have had more police officers in anticipation of peaceful riot becoming violent. Commander responsible. A Senior police officer should have turned up to speak to Mark Duggans family and that could have averted the protest. Need to get disaffected people to believe police are on their side. Mayor needs to show leadership rather than waving a broom around a few days later. KL Commissioner, deputy mayor, mayor, deputy commissioner should have met with Duggans family. That was the spark. Great thing about being a mayor is you have a patch and BJ should have come back. If you love this city you want to be here when things are going wrong. BJ Playing politics with the riots is low. I was away when the riots took place but I rushed back as quickly as I could. Police got it wrong on first night but did a great job afterwards stamped out riots with minimal violence and loss of life. BP BJ getting confused about heroism of police officers but they were let down by snr police officers who sent them out ill equipped and in too few numbers. JJ Collective memory of the Met is not good. I think Met did a heroic effort. I wish they didnt beat people up. Q. Tax statements transparency. Do you regret the personal nature of the attacks on this issue? BJ I was entitled to speak in a pithy frank way given KL repeatedly was putting out false information and had not declared his tax arrangements. KL I think it is a brilliant idea. I pay 35% tax. My company employs three people. BP I am set up as a sole trader. Why should we condemn KL even if he is within the law? Because he condemned others on this very issue for doing exactly what he is doing. KL Tories keep raising this its a complete diversion Siobhan Bonita from the audience Why are we wasting even more time talking about your tax affairs we have not talked about youth and increasing opportunities. I am the only independent candidate. Ladbrokes slashed my odds and put me in third place would you have liked me to be on the panel?

JJ I mentioned youth in my opening statement. We have the highest proportion of 16-24yrs out of work in the UK this is a terrible situation. We will create apprenticeships for young people the money is there. On an Independent candidate politics is about talking to people year after year and therefore hard for an independent candidate to make a mark. BJ I would welcome SBs contribution We need to go further and faster on youth. Weve started a mentoring programme and I wish it was bigger and better. W will introduce a programme for scouts and the guides. Think we can get a further 250k young people off benefits- thats why we need to invest in housing and transport this will create jobs. KL We should create proper apprenticeships in the GLA Group and elsewhere. Focus should not just be on university but also look at people who dont go. Mayor should have a real role on education. I was an independent and was thoroughly involved in London politics. BP SB and I agree on almost all our policies and it would be good to have another voice of reason up here. Need things for people below 18 to do at night we propose a voluntary contribution on every hotel room booked to go into youth club type services. We need something new and innovative for young people to do in their spare time. We need to speak to young people about this Q. Olympics spend BJ There was 500k under spend on the Olympics because we decided to use more existing venues. We will introduce a scheme for London school children to get tickets from LOCOG. KL I did not bid for the Olympics for sport it was so we could get the necessary investment for East London. Mayor should try and attract investment from foreign companies in East London. London has propped up the rest of the UK so frankly it was good we finally got this level of investment. BP Londoners left out of the equation for the Olympics theyre told to go on holiday and not use public transport. Need to focus on legacy need to bus school children to Olympic site to get young people excited about sport again. JJ I didnt get any tickets Im a bit grouchy. Olympics didnt hit its renewable energy target. But been managed pretty well but its the future that matters. Housing and park legacy key. Need more than a bit of glory from the opening and closing ceremonies. Closing statements Why do you want to be Mayor of London BJ Greatest job in British politics. Part completed project. Want to do more on housing, new standards on room sizes, record house building has been undertaken, much of this social housing. I believe in uniting London rather than playing groups against each other for cynical reasons. I will keep my promises

JJ I wont carry personal grudges. Need enough really affordable housing and will use innovative solutions such as community land trusts. I would love to be mayor of London. Need to have a truly sustainable city. Vote for me on the assembly as well I will hold the Mayor to account. Need to tackle inequality in London. If Boris can do it then I can do it and I can do it better KL Im standing because the job is not being done properly. You dont want a mayor who has raised fares, whilst the private rental sector has become a disgrace and whilst he has campaigned to remove the top rate of tax. If BJ wins then it is a vote of confidence to the govt. I will go to pension funds for investment in housing until a government decides to invest. London is losing ground. BP we want to build on brown field sites in London. From May Mayor will be largest land owner in London and wed use this to build social housing and this will help put rogue landlords out of business.
