ADMINISTRATION AND CONTROL POLICY, MEANS AND AIR OPERATORS CERTIFICATE

0.1.1 Policy
It is the purpose of Jetwins to provide commercial air transport for passengers, freight and mail. In doing so, all operations are orientated on Safety, Economy and Punctuality. It is the aim to satisfy the expectations of our customers and shareholders by fulfilling the requirements of air operations on the highest level possible. All employees shall be familiar with the laws, regulations, procedures and the contents of this manual relevant to the performance of their duties. They shall operate in accordance with these laws, policies, rules, instructions and procedures of Jetwins and the states in which operations are conducted and which are relevant to the performance of their duties. Any misuse or deviation of Company Operational Safety Standards is treated as a violation. A deliberate violation of these standards may lead to appropriate consequences.

0.1.2 Applicability (EU-OPS 1.020)


The procedures and instructions contained in the Operations Manual are based on the latest Technical Data and Operational Experience. They have been established to plan and execute commercial air transport flights in accordance with Jetwins policy and EU regulations. All Operations personnel shall comply with all parts of the Operations Manual.

0.1.3 Means
Jetwins is to comply with the provisions of the Air Operators Certificate (AOC) issued by the Authority (CAA). For this, Jetwins will employ qualified personnel and provide equipment and procedures to meet the defined tasks in order to limit the inherent risks to the lowest level possible. Jetwins will monitor its performance continuously to detect discrepancies in the earliest possible stage and shall, once a discrepancy has been found, take action to re-establish the desired standards.

0.1.4 Air Operators Certificate (EU-OPS 1.175 / 1.180)


Based upon EU regulations the Civil Aviation Authority (CAA) will issue an AOC. Having received an AOC, Jetwins has satisfied the Authority that all provisions have been met to comply with the applicable regulatory framework. Furthermore, the AOC specifies the conditions under which the operating license has been issued. The Quality System assures the continuous compliance with the requirements of the AOC. Changes concerning authorised personnel, procedures or publications must only be put into effect after prior notification, if necessary prior approval of the CAA. Failure to comply with the before mentioned provisions may have a negative effect on the AOC.

INTRODUCTION

0.2.1 Operations Manual Basis (EU-OPS 1.020)


All parts of the Operations Manual have been prepared in accordance with the conditions specified in the Air Operators Certificate. They are based in accordance with the provisions given EUs. Although the Male gender is used throughout this manual the contents apply as well to female as to male employees of the Company. National rules and regulations as well as applicable ICAO Standards and Procedures are integrated as far as they apply. The language used throughout the manual is English (EU-OPS 1.1040(c) refer).

0.2.2 Operations Manual Purpose (EU-OPS 1.200)


The Operations Manual directs and guides the conduct of all relevant operation duties within Jetwins in order to assure Safe, Economic and Effective conduct of all Flight Operations activities.

0.2.3 Operations Manual Parts (EU-OPS 1.1045, AMC-OPS 1.1045)


The Operations Manual are divided into the following parts : Part A - General / Basic :

This part comprises all non-type related operational policies, instructions and procedures that are needed for a safe operation. Part B - Aeroplane Operating Matters (AOM) :

This part comprises all type-related instructions and procedures needed for the safe operation of the aircraft in service. When Jetwins operates different aircraft types, Part B will be further sub-divided into different volumes. Part C - Route and Aerodrome Instructions and Information:

All information and instructions needed for the area of Jetwins operation is documented in this Manual. Part D - Training :

This part comprises of all instructions and information required for the training of flight operations personnel. It is divided into different volumes. If training is conducted by a third party (i.e. manufacturer, sub-contractors etc), the Chief Pilot Training / DFO shall seek prior approval from the CAA before commencing a training. Other Manuals:

Other Manuals which influence Flight Operations are : Flight Crew Operation Manual (FCOM) This manual contains all type related information (instructions/procedures/performance/technical) required for the safe operation of the aircraft.

Safety and Quality Manual (SQM) The scope of this manual is to ensure that safe operational practices and airworthy standards are maintained throughout the daily operations of the company by monitoring the compliance of all safety and quality applied regulations.. Continuing Airworthiness Management Exposition (CAME) This manual contains instructions and the procedures to be followed by the Maintenance Department in order to satisfy the maintenance quality function of the company. Security Manual (SM) The purpose of this manual is to protect the companys activities by providing security measures for the passengers, company personnel, the aircraft, equipment and company facilities. Ground Handling Manual (GHM) This manual provides instruction and guidance to the ground and dispatch personnel. This manual also contains information relating to the safety of the ground operations. Dispatch Deviation Guide Procedure.(DDPG) The DDPG is approved by the CAA and allows the aircraft to continue operation with specific inoperative items for a specified period of time. Cabin Attendant Manual: This manual provides the basis for all safety and survival training and details the emergency procedures, safety equipment and cabin crew emergency drills applicable to Jetwins aircraft. Note: All parts of the Operations Manual described above are available on the Company aircraft and with flight crew members.

0.2.4 Air Crew Notice


The information which may not be released as a Temporary Revision is promulgated as an Air Crew Notice (ACN). During check-in, the flight crew shall always refer to it.

0.2.5 Company Publications


All information provided by Jetwins shall be treated as the Company property and must not be allowed to be transferred to third parties without prior formal approval of Jetwins. When used throughout the manual the following terms shall have the meaning as defined below : Shall, will, must or any other imperative verb indicates that the application of a rule, procedure or provision is mandatory Should Indicates that the application of a procedure or provision is recommended May means that the application of a procedure or provision is optional.

No person may or a person may not... mean that no person is required, authorised, or permitted to do the act concerned.

Approved means the Authority (CAA) has reviewed the method, procedure or policy in question and issued a formal written approval. Acceptable means the Authority (CAA) or the Jetwins has reviewed the method, procedure or policy and has neither objected to nor approved its proposed use or implementation. Prescribed means the Authority (CAA) or the Jetwins has issued a written policy or methodology which imposes either a mandatory requirement, if it states "shall", "will", "must" or an action verb in the imperative sense, a recommended requirement if it states "should" or a discretionary requirement if it states "may". Note is used when an operating procedure, technique, etc. is considered essential to be emphasised.

0.2.6 Operations Manual Personal Copy (EU-OPS 1.1040(f))


All personnel involved with operations of the aircraft are given a personal copy of the Operations Manual in electronic format (e.g. via CD etc).

0.2.7 Operations Manual Control


To exercise control over the Operations Manual distribution, the manuals are numbered and registered in the Flight Operations Library. The Flight Operations Library maintains up-to-date list of manual holders together with their copy numbers, name, and title as appropriate.

0.2.8. Abbreviations
The following abbreviations may be found throughout the manual. Some abbreviations may also appear in lowercase letters. Abbreviations having very limited use are explained in the chapter where they are used. 0.3 SYSTEM OF AMENDMENT AND REVISION (EU-OPS 1.1040) 0.3.1 DFOs Responsibility
The contents of Operations Manual and their revisions shall be controlled and authorized by the DFO. The responsibility for the control of Operations Manual Part A: General/Basic is DFO who authorizes all amendments as required by the Company or CAA. Publications requiring the CAA approval/acceptance shall be forwarded to them. After receiving the approval/acceptance of CAA the publications shall be issued. If time does not permit to receive prior approval of the CAA, information requiring immediate notification or safety related items will be issued by a Temporary Revision, which may be incorporated into the next manual amendments or will be withdrawn after a defined period of time. All amendments shall be in the form of printed, replacement pages for the paper copy, or transmitted electronically for the electronic version.

0.3.2 Manual Holder Responsibility


The amended and/or revised parts of the Operations Manual are issued quarterly to all manual holders. An intermediate update may be released whenever there are significant changes to the Company documentation. The manual holder is personally responsible to collect his updates of the Operations Manual from the Flight Operations Library whenever notified. All manual holders have a responsibility to notify any errors or anomalies contained within, by e-mail or using the Feedback form provided at the end of the manual.

0.3.3 Manual Distribution


The Operations Manual or its applicable parts including the necessary amendments/revisions are distributed to the authorised users by the Flight Operations Library. Note: If an Operations Manual Part A: General/Basic is revised between the published updates, then the Revision Highlight is released via an Air Crew Notice.

0.3.4 Non-authorised Copies


Non-authorised copies shall not be used for the conduct of Flight Operations.

0.3.5 Handwritten Amendments


Handwritten amendments shall not be used throughout the Operations Manual.

0.3.7 Revisions 0.3.7.1. Normal Revisions

Issued periodically to cover non-urgent corrections, changes and/or to add new data. They are accompanied by Filing instructions and an updated LEP.

0.3.7.2.

Intermediate Revisions

They are issued between normal revision to cover the changes. They are numbered in ascending sequence e.g. 1A, 1B, 1C, for intermediate revisions issued between normal revision 1 and 2. They are accompanied by filing instructions and an updated LEP.

0.3.7.3.

Temporary Revisions

Temporary Revisions (TR) are printed on yellow paper and are issued to cover urgent matters arising between normal revisions. They are accompanied by filing instructions and an updated list of effective TR.

0.3.8 Filing Instructions


Use the filing instructions as follows : REMOVE: The page must be removed. It will be replaced by a new page if associated with an INSERT instruction. If not, the page is cancelled. INSERT: The page must be inserted. If not associated with a REMOVE instruction, the page is new and does not replace an existing one.

0.3.9 List of Effective Pages


The manual after revision must comply with the List of Effective Pages (LEP), which lists all the pages that are in the manual.

0.3.10 Distribution list
