In the event of a crash, parcels in the van will continue to move forward due to their inertia (Newtons First Law), possibly striking the drivers head causing injury. They will only be stopped by having a force applied to them, causing deceleration (F=ma, Newtons Second Law). The wire mesh can exert this force on the parcels, rather than the drivers head or the windscreen of the van.
