Development of primary education poses a daunting c hallenge because of inaccessibility and resource constraint. Despite these const raints Bangladesh has achieved remar able success in the field of literacy and p rimary education. The adult literacy rate (15 years and above) is now estimated 60%. The rate was 35% in 1991. It has ta en decades to arrive at this level of l iteracy. In 1971, independent Bangladesh inherited an outdated education system developed by our previous rulers to suit their own socio-economic and political needs. The leaders of our newly independent country were burdened with the enorm ous and difficult responsibility of educating the people of the war-torn, devast ated, and poor nation. But the nation, with its inspired freedom-movement, was p ledged to discharge the responsibility. Primary education must receive a great amount of attention in developing nations . In Bangladesh the expansion of primary education is crucial, just as it is in ot her developing nations within South Asia and beyond. Bangladeshs low literacy ra te of 39% is one of the many low development indicators that remind us how far our nation has yet to go in its pursuit of sustainable development. Identification of core problem The core problem of primary education in our country is lac of opportunity to l earn English at primary level. Most of our students in primary level are not app reciated to learn English by their parents, due to their unconsciousness and als o low quality of teaching method. Definition of a strategy: Foundation is an important part of a building structure to build it. Primary edu cation is li e a foundation of an individual, for their next higher education an d better future. If the foundation of an individual can be build up strengthly t hen he or she will achieve a better position in future life. At present English is only one component to build up a foundation of an individual. So project li e this have high requirements especially to whom, their siblings study in the pr imary level. More importantly, a project is initiated by Prathomi Shi ha Adhid aptor, Comilla recently, named Improving English Language Efficiency, funded by th e Dutch bangle ban and one of the main component of this project is to build E nglish efficiency of five schools in Sadar South, Comilla.

Characterization of target groups: This project will have the option to address and solve all the requirements of the ey sta eholders li e students, management , guardians etc. All these sta eholders are homogenous in terms of language but there is some variation in level of nowledge especially rural and urban areas a s later enjoy more facilities. Maximum guardians of the rural area are low nowl edge about English language. The teachers of primary school are low nowledge on modern learning.

Description of main partners: Aim of this project is to provide both direct supp ort and institutional developments. Main beneficiaries are students and teachers . Guardians, country, job providers will also benefited by up to date informatio ns. Top management will get benefit for planning, implementing and monitoring mor e efficiently; administrative staffs can perform better because of new technolog y. Institutional framewor : A good and standard institutional framewor can bring o ut success of any project or program. It helps to implement a project timely acc ording to stricture and objectives. Our institutional framewor can be shown as following

Students will come to school and they will learn when they are in school, no nee d to study at home. They will learn will joy and pleasure. . Environmental implications: Environmental impact is great issue at the implement ation stage of any project. So, possible environmental ris always has to consid er. Our project does not pose significant environmental ris s because. It does n ot require any acquisition of land, construction of any new building or major ph ysical expansion.

2. Objectives To meet the challenges of the new century revision and renewal of the primary cu rriculum has ta en place. The aim and objectives of primary education have been re-defined. Based on new directions in primary education terminal and class- wis e competencies for class one to five have been determined. We all now that English is widely used for communication both locally and globa lly. English is a compulsory subject in our curriculum. The Government of Bangla desh has realized the importance of English a new in all spheres of life and rec ently made it the Second language. The Government s policy is to encourage and e mphasize the learning and teaching of English at all levels. Steps are being ta en to help pupils to develop the four s ills (Listening, Spea ing, Reading, and Writing) in English from the very early stages of their academic career. This at tempt will help to lay the foundation in English for students from an early age and enable them to communicate uniformly in all the language s ills (four s ills ). al competencies and class-wise attainable competencies for English (classes I-V) have been revised and updated. The aim is to facilitate easy and quic learning and to build a foundation in the four basic language s ills- listening, spea in g, reading and writing.

2.1 Development Objective: the development objective of the project is to improve the english language efficiency in primary level through encouraged the teachers ,students , gua rdians. Then the students will do better result in their higher study . 3. Indicators of achievement: We are wor in g for the primary school students so the impact will achieve after their completion of graduation. But we can g et results of our project in high school on their participation on english . The full impact of the project will ta e time to materialize and will spill over lo ng time after the project completion. The proposed indicators are as follows: Outcome Indicators: Increased number of efficient students on english. The quality of education of our country will be increased. The failure rate of Enghlish will significan tly decrease. Intermediate Outcome Indicators: The result of P.S.C will improve The result of J.S.C and S.S.C also will be improved .
