Russian Federation - Position Paper The issues UN Office on Drugs and Crime are: Trafficking of women and girls in South Eastern Europe Cybercrime as the new threat to the Global Community

Trafficking of women and girls in South Eastern Europe Russia is a source, transit, and destination country for men, women, and children trafficked for various forms of exploitation. According to official statistics, about 50,000 people leave Russia annually to work abroad. However, experts estimate the actual emigration figure to be at least 5 to 10 times higher, roughly between 500,000 to 1,500,000 Russian citizens. Sociological survey results suggest that about 5% of the working-age population in 2000 were considering emigration opportunities. However, actual figures show that only approximately 1-2% of this potential emigration group actually leaves the country permanently. Men and women from the Russian Far East are trafficked purposes of sexual exploitation andforced labor. Russian women are trafficked to Turkey, Greece, Germany, Italy, Spain, Malta, the United States,for the purpose of sexual exploitation. Moscow and St. Petersburg are destination centers for children trafficked within Russia and from Ukraine and Moldova for purposes of sexual exploitation and forced begging. Moscow continues to be a significant destination for men and women trafficked whitin Russia and from Ukraine, Moldova, and Belarus for purposes of sexual exploitation and forced labor, including work in the construction industry; in 2007, the number of Belarusian men trafficked to Moscow increased for purposes of forced labor. The ILO reported that an estimated one million illegal migrant workers may be victims of labor trafficking in Russia. The Government of the Russian Federation does not fully comply with the minimum standards for the elimination of trafficking. However, it is making significant efforts to do so.

Russia demonstrated no significant progress in improving its inadequate efforts to protect and assist victims. Russias Foreign Ministry reported assisting the return to Russia of some victims of trafficking from other countries. Russia lacks a government program for the specific assistance of victims of trafficking A general witness protection program has been inadequate in helping trafficking victims; it only helped two during the reporting period. The comprehensive anti-trafficking legislation, in development since 2003 would strengthen assistance to trafficking victims, better define the rights of trafficking victims, allocate specified funding for anti-trafficking programs; and create a centralized authority to coordinate national antitrafficking efforts. Police in various communities continued to encourage victims to participate in trafficking investigations and prosecutions, a positive trend noted in the past few years.

Considering that traffickers of Balkan and their accomplices are getting more and more brutal and, at the same time, more sophisticated in their methods, it is of crucial importance to be able to follow developments over the years. And since it has now been their political agenda for several years, Russian Federation is supporting their work and is willing to help South Eastern Europe with their work since we have equal problem. Also there is evidence that the region has become somewhat less attractive to thetraffickers and their accomplices. It is now realised that effective action against human trafficking is going to require comprehensive and integrated approaches in the countries of origin, transit and destination. Many good things have been and continue to be done to fight this serious crime and violation of human rights. Regional and national mechanisms and frameworks have been put in place throughout the region. Nevertheless, this is certainly not the moment for putting on the brakes. A lot of ground has been covered, but a lot remains to be done.

Cybercrime as the new threat to the Global Community

Cyber world today is facing the most complex dilemma of fighting a crime which is difficult to detect and curb in the borderless world. Cyber crime although has its origin in the conventional crime, it is hard to detect due to the fact of the highly technical mode of committing it. It is ironical that the advancement in the pc network worldwide, which has brought all the nations together on a global stage, has given rise to such an alarming scenario. The law enforcement agencies, unaware of the technological know-how locate it difficult to nab the criminals involved in the offences related to cyber space. The primary categories of cyber crime consist of hacking, theft of information, data diddling, virus attacks, web jacking, Trojan attacks etc. Cyber terrorism is an additional dimension of the cyber crime which has raised serious security concerns world over. It could be understood as planned and intentional hacking of computer programs, information and info. The US economy is extremely vulnerable to cyber crimes as all the functions being performed by the government and financial institutions in the US are extremely dependant upon the world of computers. Cyber terrorists turn to cyber attacks to install fear and shape puplic opinion with only small teams and minimal funds. There are a lot of criminal groups which are capable of carrying out destruction by means of cyber technologies inside the country. They have sophisticated internet sites that supply links to other criminal groups. These days, group named Anonymous are known as most activated hackers, cyber terrorists in world.
