The number of defective products, especially mobile phones in the market is of growing concern to the government. A new legislation will therefore be adopted in the coming week to review the import standards of such products. ICT minister Tassarajen Pillay Chedumbrum made it clear that importers should meet all standards required before entering the market. It is not acceptable that anyone enters the market to sell fake products to the public. It will become mandatory for mobile importers to obtain a certificate from the parent company, which gives the authorisation to sell their products in Mauritius, explained Chedumbrum. He highlighted that importers should also ensure that guaranteed after sales services are provided to customers. It is unacceptable that customers make sacrifices to buy a mobile which stops functioning properly after a few days and then

they have to pay extra amount for repairs, stated the minister. Customers should get value for money, he added. According to statistics collected from the Consumer Protection Unit (CPU), over 50 per cent of complaints received in January concern defective products while in 2011, the defective products amounted to around 40 per cent. Out of 258 complaints registered in January, 122 were related to defective products. Last year, 1,109 out of 2,699 complaints involved defective products, stated a CPU officer. It has been reported that customers face the problem of buying cell phones with a damaged battery or no spare parts. Chedumbrum said that he has already given directives to the concerned authorities to ensure that all importers possess the necessary authorisation certificate. Excess of everything is bad. If a person spends too much time on mobile, it may have an impact on his health. Now, if the product itself is defective, the damage will be much more, he stressed. feedback@theindependent.mu

An earthquake measuring 5.1 on the Richter scale was recorded at 6.20 am on Thursday 308 km north east of Rodrigues. The epicentre was located at a latitude of 17.8 degrees South and longitude 65.6 degrees East. However, according to the forecaster of the Mauritius Meteorological Station, no tsunami warning was issued on the island as no tremors were felt in Rodrigues or Mauritius. PORT LOUIS: An employee of Mauritius Telecom suffered from food poisoning after eating canned tuna. Staff members had received this provision package during the cyclonic period. Following an inquiry, the MT said they ordered products dated 2012-13 but the food company delivered products that expired on October 2011. The lack of teachers in secondary schools continues to make headlines. On Thursday, students from Pailles SSS (Girls) held a sit-in for around 45 minutes in the school premises. A Higher School Certificate (HSC) student of the college explained, For the past one month, we do not have any accounting teacher. The classes are overpopulated and sometimes two classes are merged into a single one with over 50 students. She said, With a subject that requires particular attention, it becomes difficult to concentrate. The students have reported the problem to the rector but no action has been taken yet.

However, the management side insists that this is not a big issue. Abandoned plots destroy hotel business


PORT LOUIS: Manoj Rajwani, manager of Raj Mahal Hotel, in Quatre-Bornes claims that forsaken plots around his establishment are destroying its reputation. We contacted concerned authorities, including the municipality, but nothing happened, he said. The result is that the area has become unhealthy. Tourists refuse to stay at the hotel, but still the establishment has to pay taxes to avoid sanction. The Mauritius Tourism Promotion Authority (MTPA) has been invited to participate in the Shanghai Tourism Festival, which is the main opening parade that takes place in the Chinese city every year. This was finalised during this week in China between the Mauritian delegation led by MTPA chairman Robert Desvaux and the Shanghai Tourism Municipal Administration (STMA) chairman, Dao Shu Ming.

According to a press release, the meeting was very fruitful. Mauritius has assured STMA that they are interested in cooperating with China. On this note, Air Mauritius is converting its Shanghai flight into a non-stop, direct one from March 26. STMA is responsible for promoting Shanghai to the inbound tourists as well as encouraging the inhabitants of the city to travel overseas. The delegation also had a meeting with some of the organisers from the local Chinese television programme called 'Rose Wed-

ding on Wednesday. The programme showcases weddings that have taken place at approved and accredited tourism destinations. Each year, one destination is chosen and this year Mauritius will benefit. The Chinese newspapers and television channels will promote the country between April and October 2012 till the filming of the first programme, which will involve 15 couples. The weddings will take place in Mauritius.

Septuagenarian killed in explosion


PORT LOUIS: Rajwantee Sonoowa, 72, resident of Trois Boutiques, Plaine Magnien was killed in an explosion in her kitchen on Wednesday while she was preparing tea at 7 am. She was admitted to the ICU at Candos where she succumbed to her burns. Police inquiry found out that the gas connection was not properly attached to the cylinder. The autopsy report confirms that the woman died from extensive burns.

People against Mon Choisy road works


PORT LOUIS: Save the beach of Mauritus is still fighting against the decision to deviate the coastal route at Mon Choisy. The final hearing at the Supreme Court will be done before Judge Eddy on Friday morning. Road works were stopped because of a conflict of interest between villagers and contractors. The unsustainable patterns of consumption and production have contributed to the slow but dangerous depletion of our planets natural resources. This has resulted in high levels of pollution, increasing the amount of waste generated. Hence, the Ministry of Environment is promoting sustainable consumption and production (SCP) in the society. However, the government cannot bring a radical restructuring of existing systems and practices. This will require the close collaboration of various stakeholders like government bodies, NGOs, private sector, civil sector and members of the press. On Thursday, a workshop for the media in this context was held in Balaclava, where Devanand Virasawmy, the minister of Environment and Sustainable Development and Leyla Tegmo-Reddy, UN resident representative were present. Virasawmy stated that following the 1992 RIO Summit, world leaders and decision makers were urged to review their resources and highly polluting development strategies to put in place a more sustainable approach to socioeconomic development. The minister said, As a responsible government, we are conscious that bold policy measures and firm actions are required if we want to reverse the trend of unsustainable consumption and production. He added, My ministry, together with the support of the United Nations Environment Programme has developed a National Programme on SCP. The overall aim is to bring a change in consumption patterns while increasing resource efficiency, promoting a more sustainable lifestyle. The National Programme on SCP encompasses 44 projects that focus on seven priority areas in Mauritius. This includes energy, water, sustainable buildings, waste management and more sustainable public service practices.

The University of Technology Mauritius (UTM), in collaboration with the Information of Communication Technologies Authority (ICTA) has organised a three-day workshop on Mobile Apps 2012. On Wednesday, the opening ceremony took place at CyberTower 1, Ebene, for which Tassarajen Pillay Chedumbrum, the minister of Information and Communication Technology and Rajesh Jeetah, minister of Tertiary Education, Science, Research and Technology were the chief guests.

Chedumbrum said, New technologies, digitisation, smart phone penetration and mobile apps have profoundly changed the way people go about their everyday lives. He added, Today, most people use smart phones with Internet facilities. They have access to information easily and quickly. This will reduce the demand for paper, making it a Green Information and Communication Technology (ICT) sector. The minister also highlighted that in line with the vision of his ministry, he will soon make access to Internet a basic citizens right.

Similarly, Jeetah declared, We find mobile services and applications everywhere nowadays. He added, This is a technology that is driving the economy and changing all sectors of society, including the higher education sector. As minister of Tertiary Education, Science, Research and Technology, I have witnessed during the past years, how the world of education has been changing. He continued, It is a pleasure to see UTMs willingness to modernise, innovate and engage deeply in research and development. Speaking at a seminar titled Global Business Sector: What Orientation organised by the Global Institutional Investors Forum (GIIF) on Thursday, Finance minister Xavier Luc Duval set the tone for Mauritius to be a clean destination which applies the best international practices. We are negotiating 13 new DTAAs, out of which six will be with Africa, besides the existent 36. Mauritius will proceed to the signature of this agreement with Kenya shortly, announced Duval. Concerning the DTAA with India, the minister stressed that both parties benefited equally from it. Mauritius resident companies hold some $165 billion of investment in India, creating hundreds of thousands of jobs. We are concerned with creating more commercial substance. India intends to negotiate 79 treaties with other countries. Whatever we do in Mauritius thus will have repercussions internationally, he said. Clairette Ah-Hen, CEO of the Financial Services Commission spoke on the need for Mauritius to accept that the island does not have monopoly on knowledge. Ben Lim, CEO of International Trust Limited meanwhile proposed the provision of visa free access to Africa for investors owning a company in Mauritius.

Tomb raiders sentenced to embellish cemetery

nounced by magistrate Raj Pentiah on Thursday. He stated, You disrespected a scared place. In 2011, the Grand Port police arrested the suspects over a case of larceny. The sentence originally carried a maximum penalty of five years behind bars. However, the

magistrate sentenced them to community service because the accused cooperated by speaking the truth and pleading guilty. You chose to speak the truth at the right time and you had the courage to do so, said Pentiah. The offenders were thus sen-

tenced to 300 hours community service each. They were ordered to clean Beau Vallon cemetery and to plant flowers there with the help of the Grand Port Forestry Department till February 29. Their sentence is now being followed up by probation officer Heeroo.

The magistrate showed leniency when pronouncing the sentence after considering that the accused had wives and children. The magistrate also notified his intention to inspect the cemetery after the completion of the task.

CPI notes 1.8 pc rise in price of steel bars
PORT LOUIS: The Construction Price Index, which stood at 105.2 at the end of September 2011 increased by 0.2 per cent in October 2011 mainly as a result of increases of 1.8 per cent in the prices of steel bars and 0.2 per cent in timber carpentry. In November 2011, the index remained at the same level following an increase of 0.4 per cent in the prices of cement offset by a decrease of 2.8 per cent in the prices of ceramic tiles. The index increased by 0.1 per cent in December 2011 as a result of an increase in the prices of cement, mitigated by decreases of 0.2 per cent in the prices of steel bars and 0.3 per cent in the prices of sanitary installations.

PORT LOUIS: Following the decision of the Nursing Association to stage protests, the minister of Health and Quality of Life, Lormus Bundhoo has assured them that their demands will be taken into consideration. As a result, the Nursing Association has postponed their demonstrations until the necessary procedures are carried out. The union decided to stage demonstrations on February 17 and 23 at Dr AG Jeetoo and Flacq hospital respectively because the payment of nurses' allowances for overtime had been delayed for several months, for some for even a year.

PORT LOUIS: With the help of their teachers, the students of Royal College of Curepipe created the Community Support Group (CSG). They took the initiative to help the underprivileged families of society. Twenty-two Higher School Certificate students visited the family of Bhushan Jagoobarah at Plaine des Roches, a kid who committed suicide on January 25. The young boy was living with his mother and four siblings. The students have decided to help the siblings morally and financially and they also promised to pay them visit on a regular basis to ensure that the children are growing in good condition. INS

The National Transport Authority (NTA) is providing bus facilities to pilgrims heading to Grand Bassin on the occasion of Maha Shivratree with the aim to reduce the number of cars converging there. The Rotary Club has come forward with a social project to boost the education of children at the Vuillemin Government School. Situated in a deprived and isolated area, the school has witnessed a high rate of failure and absenteeism over the past years. Despite the hard work of the teaching staff, the students in the locality do not seem to be interested in studies. Most of them come from vulnerable families where parents cannot afford to provide them with the necessary equipment and they lack moral support. To solve this issue, the club is offering books and fruits to motivate the children to attend classes. Raincoats will also be provided. They also plan to paint the school to make it look more attractive. They will also be offering equipment for the school laboratory. In his address, president of the Rotary Club, Rajesh Bucktowonsing encouraged the children to come to school daily. He highlighted the importance of education. We have chosen Vuillemin Government School because it is in a deprived region, he said. Bucktowonsing added, We are completely aware of the poverty that prevails here and the project aims to provide spill over benefits to the locality, he said. The president of the Rotary Club also announced that at the end of the year the best students as well as those with the highest rate of school attendance will be awarded.

China to surpass India as top gold buyer


China is set to overtake India as the worlds largest gold buyer this year as demand for the metal for jewellery and as a safehaven investment surges, the World Gold Council (WGC) said Thursday. Global demand hit 4,067.1 tonnes in 2011 -- edging up 0.4 percent year-on-year -- worth an estimated $205.5 billion, the first time demand has surpassed $200 billion, the council said in its latest annual report. India's World Cup cricket hero Yuvraj Singh issued an upbeat health report on Thursday after undergoing chemotherapy for a malignant cancer tumour between his lungs. "Got very good news... The tumor is almost way out of the system... Second cycle has started," the 30-year-old all-rounder said via Twitter from the United States, where he is receiving treatment. Left-handed Yuvraj, named man of the tournament after India's World Cup triumph at home in April last year, was diagnosed with cancer soon after the event ended. Dow to stay as Olympics sponsor


NEW DELHI: Olympic organisers said Thursday that Dow Chemical, a firm linked to the 1984 Bhopal Gas disaster, would not be dropped as one of the sponsors of the London Games despite complaints from India. India wanted Dow ejected from the Games as it is the parent company of Union Carbide, whose pesticide plant leaked gas into the central Indian city of Bhopal, killing tens of thousands in the world's worst industrial accident. International Olympic Committee president Jacques Rogge said in a letter to the Indian Olympic Association that the complaints had been registered but Dow would remain a sponsor.

Organisers of the London 2012 Olympics have been accused in a report published on Thursday of damaging public confidence in the Games by being unduly secretive about the issue of ticket sales. There has been a huge demand for tickets but the London Organising Committee of the Olympic Games' status as a private company meant it has been able to withhold information about sales. According to the London Assembly local authority, this makes LOCOG exempt from requests under freedom of information laws. Concerns have been raised about the share of tickets going to sponsors instead of to fans. A report by the assembly's Economy, Culture and Sport Committee (ECS) said that after two years of asking, it had still to receive answers to several questions about the 8.8 million Olympic and two million Paralympics tickets. "LOCOG's legal status should not excuse them from the transparency and openness we expect in other areas of public life," committee chair-

man Dee Doocey stated. London 2012 has not provided a detailed breakdown of how many tickets have been sold at what price for each event, according to the committee's "Sold Out?" report. In late 2010, London 2012 suggested that out of the 8.8 million tickets for the Olympics, 2.5 million, or 28 percent, would cost 20 (24 euros, $31) or less. It has refused to provide information to prove whether cheaper tickets were spread equally across all events or concentrated in events such as football, where supply exceeds demand, the report said. London 2012 wants to raise between 20 million and 50 million from Paralympic tickets as part of its overall 500 million revenue target from all Olympic and Paralympic ticket sales. A London 2012 spokesman said it would provide complete information on ticket sales -- but only after it had sold the final batch of tickets. "We are committed to providing a full breakdown of ticket sales and believe the best time to do this is once we have completed the final sales process," the spokesman said.

KUALA LUMPUR: The Malaysian Athletic Union will investigate charges that its deputy president supplied banned drugs to a gold medalwinning athlete at the Southeast Asian Games, reports said Thursday. Mohammad Yunus Lasaleh, who was part of Malaysia's victorious 4X400m relay team at the November Games in Indonesia, has alleged that MAU deputy president Karim Ibrahim arranged to supply him with drugs, according to media reports.

Northampton director of rugby Jim Mallinder on Thursday ruled himself out of the running to become the next permanent England coach. Mallinder had been touted as a replacement for Martin Johnson, who resigned after a wretched World Cup in New Zealand where a failure to make the semi-finals was compounded by several embarrassing off-field incidents involving England players. But former England reserve coach Stuart Lancaster was put in temporary charge for the ongoing Six Nations. Although Mallinder, whose Northampton side were beaten European Cup finalists last season, was considered one of the leading English contenders for the post, he said now was not the time for him to coach England. been so beautifully crafted. I have a very deep regard for the fact that my parents loved Devdas. I was very young and stupid that I said yes and did it, but as I am getting mature, hopefully more intelligent, and perhaps would not be able to do it this time, the 46-year-old said. The superstar also feels he would have never mustered the courage to be part of Devdas had he seen Dilip Kumars version. LILY BENOIT loves cooking, a hobby she attributes to her restaurateur parents. Given her passion for food and the kitchen, this former beauty queen and the name behind Event Management firm Extreme Connect (www.extremeconnects.com) dons the apron of a food critic just for The Independent.
ust think of the view in front of you as you sit on the balcony of this restaurant and you will forget about the rest of the surroundings. To be honest I wouldnt have gone up there on my own if it wasnt for my northern friends who told me this restaurant has excellent fresh crab on the menu. It is a family-run Chinese restaurant where on the weekends the children are around happily playing and there are no formalities at all. There was a huge selection on the menu and there is no pork at all in the restaurant. Seafood is the specialty since its located close to the sea! Some of the starter delicacies include octopus salad and crispy squid. The squid was nice, crispy and not too greasy. A variety of individual bowls of soup gives everyone a choice, from hot and sour soup to a ginger and vegetable based soup. For our mains we ordered sweet and sour fish, sweet and sour chicken, sizzling lamb, steam whole fresh fish, crab sauted with ginger and spring onions, hotpot of tofu and to accompany it all, a huge plate of fried rice. All the dishes were fresh and had plenty of sauce. The crabs on this day were all young male crabs and the flesh was soft and meaty. The fish was fresh from the sea and so flavorful with ocean freshness to it and a light delicate taste. My least favorite dish on that day was the lamb it was too pungent for my liking. The service was good and the owner-chef was there to help us choose and guide us through what was brought in that morning. If we had more room in our tummies Id have ordered the fat lobster, which still looked alive. They can cook it anyway you like. I personally like mine steamed with some ginger and garlic.

THE BEE'S KNEES
The bee's knees is used to indicate something which is excellent or of the highest quality. 'Bee's knees' began to be used in early 20th century America. Initially, it was just a nonsense expression that denoted something that didn't have any meaningful existence - the kind of thing that a naive apprentice would be sent to the stores to ask for, like a 'sky-hook' or 'striped paint'. That meaning is apparent in a spoof report in the New Zealand newspaper The West Coast Times in August 1906, which listed the cargo carried by the SS Zealandia as 'a quantity of post holes, 3 bags of treacle and 7 cases of bees' knees'. The teasing wasn't restricted to the southern hemisphere. The US author Zane Grey's 1909 story, The Shortstop, has a city slicker teasing a yokel by questioning him about make-believe farm products: "How's yer ham trees? Wal, dog-gone me! Why, over in Indianer our ham trees is sproutin' powerful. An' how about the bee's knees? Got any bee's knees this Spring?" The nonsense expression 'the bee's knees' was taken up by the socialites of Roaring 20s America and added to the list of 'excellent' phrases. A printed reference in that context appears in the Ohio newspaper The Newark Advocate, April 1922, in a piece on newly coined phrases entitles 'What Does It Mean?': "That's what you wonder when you hear a flapper chatter in typical flapper language. 'Apple Knocker,' for instance. And 'Bees Knees.' That's flapper talk. This lingo will be explained in the woman's page under the head of Flapper Dictionary." [an 'apple knocker' is a rustic] It's not beyond the bounds of possibility that the expression became popular in reference to her and her very active knees, but 1924 post dates the origin of the phrase.
