In2006,theStatecompletedaSystemsandApplicationRiskAssessmenttoidentifyandquantifyoperationaland servicedeliveryrisksassociatedwiththecurrentinventoryofmissioncriticalenterpriseapplications.Thefindings indicatedanunacceptablerisklevelwiththe30yearoldlegacypersonnelmanagementsystemduetoitsunderlying architecture,ageandcostlymaintenancechallenges.Duetothisoutdatedandinflexiblepersonnelsystemusedto manageHRprocesses,theOPSBisatadisadvantageinmeetingbusinessobjectives.Itisanticipatedthatthenew HRsystemwillbeamajorimprovementforMarylandstategovernmentbyprovidinganintegratedhumanresource informationsystemthatisscalable,maintainable,andupgradeableinordertoservethestateforyearstocome. PursuanttoreplacingthelegacyHRsystemswithanewcommercialofftheshelf(COTS)solution,theStateselected Oracle/PeopleSoftEnterprise9.1HumanCapitalManagement(HCM)softwareasthesolution.TheStateplanstouse itsstandardfeaturesbyconfigurationasmuchaspossible,andminimizecustomizationoftheCOTSsolution. TodatetheStatehasperformedsubstantialasisandtobestatebusinessprocessreengineering(BPR) requirementsdocumentation.RequiredTasks,estimateresources,andtimetocompletetaskshavebeenallocated inaWorkBreakdownStructure(WBS)andSchedule.AdraftcostBudgetforEstimateatCompletion(EAC)hasbeen assembledbasedontheWBSandSchedulewithcurrentimplementationstrategy. ToassisttheprojectfromthispointtocompletionofwritingthePeopleSoftSPSSystemimplementationRFP,the DepartmentofBudgetandManagement(DBM)inBaltimoreisseekingSeniorPeopleSoftHCMBusinessAnalyst to takeonkeyroleinaStatewideimplementationofOraclePeopleSoftHCMandHRDataWarehouse. Given the sensitivity of data associated with this project, the TO Contractor personnel assigned to this project must comply with the requirements of CATS II RFP Section 2.4.3.2 and sign a nondisclosure affidavit as provided as Attachment7andAttachment8.
