Once this genuine land reform is enacted into law, through increased productivity of the agricultural sector, a surplus usually acquired by landlords in the current economic system can be used to support the industry needs of the country. A productive agriculture sector will provide adequate raw materials for the necessary production and expansion of the domestic market for consumers and producers benefit. Proper, just and rightful budget appropriation for unnecessary cause shall be channelled primarily to the sectors of agriculture, education and health and a law institutionalizing this state responsibility must be drafted and enacted to make it binding to the people and the government.

To ensure increased productivity, beneficiaries must be provided by the government with support services and incentives adequate for the demands of production. Government projects, particularly infrastructure projectsirrigation systems, farm-to-market roads, agriculture facilities and technologiesmust be labor intensive that will require giving work to a large number of workers that will provide them with sources of income and livelihood, while in the process promoting agriculture sector development and food sovereignty among Filipinos. Resources from government projects may be channelled from budget appropriated to debt servicing, especially those that are intended to pay for foreign debts proven to have been acquired using corrupt practices and those debts acquired by previous administrations that did not benefitted the general public, and from budget allotted to unnecessary military expenditures proven incoherent with the defense and security objectives of the country.

The state must not enter in unnecessary military misadventures just so binded by its relation to aggressive superpowers like US, waging wars in various countries for its economic interests. The state must maintain an appropriate size of armed forces capable of the defense and security purposes of the country.

State enterpises must be the primary facilitators and in control of the major refining, processing and marketing of agricultural products in accordance with the type of crop, its relative importance to the national economy and the peoples livelihood, other factors specific to the product, and capabilities of the sector concerned. The current administration must adopt independent and active but peaceful foreign and economic policies that will reject all forms of internal interference of foreign powers to the affairs of the country that must be left to its discretion. Policies that will ensure mutual benefit with other third world countries and capitalist countries around the world must be adopted considering a diplomatic relation irrespective of the ideological predisposition of these countries. There is a need to adopt economic policies that will veer away and totally eliminate the structural adjustment programs embodied in liberalization, deregulation and privatization policies that are unnecessary and inapplicable in some aspects of the Philipine economic system. The current administration must institute a just tax collection reform that will look into and take action on the leakages in the system of collection and that will increase its national income. In addition, lesser incentives must be given to large foreign businesses and investments that are deterrent to the productive capacity for the development of Filipino local entrepreneurs and their businesses. There must be an independent body that will review and investigate on the countrys foreign debt and in the process decide which must necessarily be part of the appropriated budget for debt servicing. This body must be given the power and the mandate to waive the state responsibility to pay for debts proven to have been acquired through corrupt practices and that fail to benefit the general public. Food sufficiency, rural productivity, insubordination of agriculture, equity in land, welfare of peasnats, transpareant and fair trade, priority in local an national autonomy resistance and dismantling of corporate trade must be considered by the current adminstration in making its economic policies and require immediate action for immediate positive results for the welfare of the Filipinos.
