Current Situation

Proposed Legislative Framework

Objective To establish a minimum

Legislation
Environmental Sustainability

environmental sustainability standard in the planning,

design, construction and operation of building projects, to mitigate the environmental impacts of built structures

Proposed Legislative Framework

What is the minimum environmental sustainability standard ?

Legislation
Environmental Sustainability

A minimum energy standard that yields about 10 % -15% energy saving and Other green requirements which enhance water efficiency, environmental protection, indoor air quality etc

Legislation of Green Mark requirements

Green Mark can be an effective mean to appraise and set the optimum standard of environmental sustainability of a building

Set minimum requirements for environmental sustainability

Green Mark Certified Level

Green Mark Rating

Points

Platinum GoldPLUS Gold Certified

85 and above 80 to 84 70 to 79 50 to 69

Scope of Legislation
The legislation will cover

Legislation
Environmental Sustainability

All new developments and existing buildings undergoing major retrofitting works with GFA of 2000 square metres or more Major Retrofitting Works Works involving overhauling of air-conditioning system, modification to building faade, changing of lighting and other building services

Scope of Legislation
Effective Time Frame Application for Planning Permission from Jan 08 onwards

RETV (Residential Envelope Transmittance value)

Envelope Studies for Residential Buildings

Joint Study with Prof Chou Siaw Kiang Professor, Department of Mechanical Engineering, NUS

Findings
Usage pattern is different from that of typical airconditioned commercial building Modeling and simulation were carried out with similar ETTV parameters RETV (Residential Envelope Transmittance value)

RETV = 3.4(1 WWR)U w + 1.3(WWR)U f + 58.6(WWR)(CF )(SC )

RETV (Residential Envelope Transmittance value)

Currently Green Mark Assessments are conducted

as an independent third party certification

Substantial completion of design stage Construction stage TOP stage Verification during TOP stage

Compliance to Regulation
Based on Qualified Persons Declaration Software tool to assist designers Random site checks prior or during TOP inspection to be carried out to ensure compliance

Third party assessment by BCA will be conducted to award projects with Green Mark Gold Rating and above

Benefits
Critical Mass of Demand for Green Building Technologies PRICE Energy Savings (10% to 30%)
Annual Energy Cost Saving
S$180 million per year in 10 years time years

Better Indoor Environmental Quality

Conclusion Conclusion

To accelerate the development of green buildings

Mandate min standards on environmental sustainability for new and retrofitted buildings with GFA of 2000 square metres or more to be the Green Mark Certified standards in Jan 2008
