EDUCATION AND RESEARCH COMMITTEE 2012 2013

Inclusive and Proactive Awareness in Pursuit of Good Governance. I. RATIONALE Some say, students can only do so much given our academic priorities and other booming juvenile matters which immediately distract us away from our focus. Some even say that our efforts should not be considered seriously as we only know limited information and that we are not yet fully knowledgeable with our endeavours, just like how Senator Miriam Defensor Santiago and Senate President Juan Ponce Enrile belittled the value and impact of the Corona Impeachment Survey Phase 1 which was conducted by a small organization in our university, whose members were even threatened to be kicked out from UP. Meanwhile, a popular song suggests that we are young. So lets set the world on fire. We can burn brighter, than the sun. We may not yet be as wise as our elders now, but what we have is our burning passion embraced equally with our caliber UP education. Our challenge is to utilize our education to forward and defend what is just and right for our community. We may not be taken seriously by some clever individuals, but yes we can change the world with the fusion of our dynamic passions. Our desire for an all is well nation, administered with good governance, can be achieved and even burn brighter than the current flawed system drowned with the culture of corruption and handled by the powerful. This is the genuine motivation of our next Education and Research Committee, an innovated committee that produces inclusive, relevant, massive, and proactive awareness, geared towards the propagation of good governance in the university and the society, and guided by our diverse and caliber UP education. We aim to EdRes (address) the call of each Isko and Iska for an accessible and holistic awareness regarding massive and significant issues in society. As students of this great university, we have the burden of a social responsibility to let our voices be heard. Our countrymen expect so much from us, and we do not have the right to turn them down. EDRES 12-13 will aim to equip our co-students with sufficient knowledge and provide them accessible mechanisms to be able to participate in socially-relevant endeavours. Lastly, it has already been established that what UP students say always hits a societal impact, and this is the very aim of EDRES 12-13, WE WILL SET THE STANDARDS FOR GENUINE SOCIETAL REFORM. ***

III.

VISION, MISSION, AND GOALS VISION Accepting the noble challenge to serve the people, the Education and Research Committee 2012 2013, in its pledge to attain a community of scholars grounded with the plight and concerns of the nation by advocating good governance, envisions a studentry equipped with adequate and socially-relevant awareness driven towards proactive solution to societal problems. MISSION o To utilize our education towards the attainment of Good Governance; Realizing the significance of education as a tool in developing the potentials of each individual, the EDRES 12-13 shall serve as an avenue to forward our socially-relevant concerns through educating our costudents and making them realize that they can do something by using their education to attain good governance in our university and even the government. o To achieve genuine and inclusive awareness through participative & consultative research; and Awareness of our co-students on national and local issues in an inclusive approach will be achieved by tapping and empowering various organizations that have different perspectives. expected to ensure that holistic information would be made accessible to our constituents. o To implement feasible and sustainable programs and activities geared towards the attainment of USCs general campaigns. We will guarantee that our research and awareness efforts will be valuable in support to all our general campaigns as a council and representatives of our constituents.

GOALS & OBJECTIVES o Short-term goals Establish the EDRES as a committee brimming with potentials for social reform. Provide avenues for participation that are relevant to the students desires. Establish an inclusive mode in serving to be able to provide holistic outputs. o Medium-term goals Prove that policy involvement of students can bring impact in the legislation. Introduce the relevance of being involved in decision-making bodies, whether in the university or the local or national government. Launch a campaign for caliber public servants, by providing a set of standards, as we gear-up for the 2013 Midterm Elections. Long-term goals Attainment of the genuine and consistent practice of Good Governance in the USC, UP Administration, and both local and national government. Achieving our call for greater investment in education by pushing the government to allocate sufficient budget of at least 6% worth of GNP in education spending, as well as the budget of other equally important basic social services. Institutionalizing a habit of providing standards to the nation on selecting public servants. ***

IV.

COMMITTEE STRUCTURE The EDRES will function effectively and efficiently with the firm coordination and support of other related USC Committees, USC Volunteer Corps, Local College Councils, and student organizations. We will also target collaborations from external organizations and institutions related to particular endeavours that the EDRES will undertake. The following is the proposed committee structure with functions of the EDRES Committee 2012 2013:

Internal Affairs Administrator o Shall be in-charge of the internal operations of the committee. o Shall serve as Secretary-General of the committee. o Shall keep all official documents of the committee. o Shall handle the proposed THINK TANK TEAM Think Tank Team Student volunteers who are interested to be part of the EDRES Committee shall be convened through this team. External Affairs Administrator o Shall handle all external operations of the committee. o Shall ensure that all endeavours of the committee will be properly disseminated and promoted to our constituents o Shall be the officer in-charge for matters relating to agreements, affiliations, memberships, and other associations entered into by the EDRES Committee. Logistical Affairs Administrator o Shall act as the publicity and designs officer. o Shall also handle other pertinent logistical concerns of the committee. Research Administrator o Shall be in-charge on creating effective and efficient strategies in providing credible and sufficient research materials for the need of the committee and the University Student Council. o Shall prepare an effective archiving system of all statements of the USC. Finance and Marketing Administrator o Shall be the coordinator of finance-related projects of the committee. o Shall act as the custodian of the EDRES Committee funds. o Shall handle sponsorship and solicitation efforts. o Shall prepare vouchers for disbursements. o Shall issue financial statements to the EDRES Committee every project undertaken ***

Ang Pagsusuri: The 2013 Midterm Election Convocation

We will not limit this to just UP students. We may also consider partnering with other nearby universities. We will also provide an avenue for our co-students to scrutinize candidates for the 2013 Midterm Election. After the October 2012 deadline of filing of candidacy, we will launch series of convocations where we will invite the candidates. This first national summit shall gather student leaders from various state universities and colleges (SUCs) and other universities where the state of the Philippine Education will be the focal point of discussion. There is a transparency issue in our system, that is why we will launch the DISCLOSE ALL RECORDS MOVEMENT or DARe Movement. Basic social services, specifically the education sector, receive insufficient budget. The budget calendar is ongoing; we must participate in the crucial phases which are the Budget Preparation and Legislation where we can input our concerns. An outdated constitution may be problematic to the council, and it is true, we are experiencing it. It is about time for our

groups within or outside the university which will push for the disclosure of significant records, most especially with regard to financial matters.
