Crossing Borders

International Studies for the 21st Century

HARRy I . CHeRnoTsky, UnIveRsITy oF noRTH CARolInA AT CHARloTTe HeIdI H . Hobbs, noRTH CARolInA sTATe UnIveRsITy

Todays international studies students need more than an overview of traditional academic disciplinesand more than oversimplified descriptions of global problemsto prepare for an increasingly globalized world. Chernotsky and Hobbs new introductory text Crossing Borders offers a clear, compelling framework for understanding the global forces that both unite and separate world citizens. With smart features designed to promote critical thinking, the book invites students to envision the future roles they might play on the international stage and guides them in developing the intercultural competencies they need to get there. Looking at types of bordersgeographical, political, economic, social, and cultural and then delving into extended case study chapters to explore the specific challenges they pose, the authors help students see how these borders contribute to our understanding of the world. What do these borders consist of? How and by whom are they maintained? How may they be crossed, and with what consequences? A set of chapters also moves beyond borders to explore topics that are inherently cross-cutting: global governance and cooperation, poverty and disease, human rights, and more. The books final chapter looks at where students are going in terms of careers, offering practical advice on exchange programs, service learning, internships, and future jobs. It also asks them to calibrate their internal compasses: what are the principles that will guide their actions? What is their vision of a globalized world in the 21st century? Chernotsky and Hobbs bring their curricular experience in the international studies community to bear on the books many pedagogical features that include: How Do You Connect? boxes that ask questions and offer ideas about participation in civil society: What organizations are you a member of? Do you buy counterfeit goods? Have you participated in political or social movements? Where Do You Stand? boxes that outline controversies and invite students to take a well-reasoned position on a global issue; So What? boxes that showcase interviews with current and former international studies students from the U.S. as well as Sudan, Haiti, Burma, and elsewhere, reflecting on their experiences; Maps, photos, tables, figures, chapter summaries, marginal glossary, and resources for further study. A student companion websitecollege.cqpress.com/sites/crossingborders features chapter summaries, flashcards, and quiz questions to help students review and self-test. Instructors resources include a test bank, PowerPoint lecture slides, and other materials for in-class discussion and debate. Perspectives on International Relations

Power, Institutions, and Ideas
Third Edition
Henry r. nau, GeorGe WasHinGton university

Even in the best of times, political debate about world events is rife with polarizing disagreement. How can we help students separate fact from opinion, to parse arguments and apply reasoned analysis? With its even-handed presentation of realism, liberalism, constructivism, and critical theory along with comprehensive coverage of the major concepts in IR, Perspectives on International Relations gives students a set of analytical tools they need to become effective readers and thinkers about the worlds most urgent issues. Whats New? With streamlined chapters, the books distinctive approach has been sharpened so key points are crystal clear. Every chapter has been fully updated with coverage of: the global financial crisis, explaining in straightforward terms the operation of global debt, derivatives, and currency markets, as well as the interconnection of domestic, trade, and investment policies; new dynamics in ethnic conflict and terrorism; the contrast between the foreign policy orientations of the Bush and Obama administrations; the debate surrounding the Millennium Development Goals and the latest findings related to global governance, climate change, and population movements; international institutional changes, such as the G-20 summits and the redistribution of voting rights in international economic institutions; and human rights, including womens rights in Muslim countries and the growing role of NGOs in holding repressive regimes accountable.

I have never seen such a positive reaction to a textbook from students, honestly. We have had a problem finding a suitable book for this course. The end of course critiques had been blistering on the subject of the text. Not this year!

Seventh Edition

Contemplating future regulation (or not) of the Internet, the authors reorganized and consolidated the cases and narrative on this topic into one new chapter. The seventh edition looks at the pressing issues the Court has taken up since Roberts took office, such as gun control, the use of the death penalty for child rapists, and the extent to which defendants have the right to confront witnesses against them.

The U.S. Senate

From Deliberation to Dysfunction
Burdett A. Loomis, university of KAnsAs, editor

As thousands of undergraduates can attest, focusing on Congress as both a legislative body and as a group of reelection-minded politicians is an extraordinarily effective way to understand the institution and the law-making process. With new coverage of recent congressional politicsincluding the battles over health care reform, financial regulations, economic stimulus, fiscal management, and tax policythis thirteenth edition also integrates new scholarship on representation, congressional elections, lobbying influence, and the relationship between Congress and the Court. The authors also analyze the 2010 congressional campaigns and elections; leadership changes for the 112th Congress; executive-legislative relations under President Obama; new procedures in the House and Senate; and more.

As evidenced with health care reform legislation, most major measures wind their way through Congress in what Sinclair has dubbed unorthodox lawmaking. Exploring the range of special procedures that now routinely make up the legislative process, as well as the reasons these unconventional routes evolved, Sinclair updates the fourth edition through the end of the 111th Congress, incorporating new examples and new case studies throughout.

Offering top-notch research geared to undergraduates, this new volume presents a broad picture of the contemporary Senate, addressing issues of delay, obstruction, and polarization while exploring the historical and political contexts for how difficult it can be to change a non-majoritarian, highly individualistic institution.

Todays demographic reality is a majority-minority America wherein racial and ethnic minorities compose a growing share of the U.S. population and electorate, and are themselves becoming more diverse and representing more decisive votes. The Future is Ours offers a databased examination of how minority citizens differ from members of the white majorityin political participation, voting preferences, policy opinions, orientations toward government, and legislative representation. Bowler and Segura argue that demography will, in fact, be destiny. The balance between the two parties is at a tipping point and the outcome depends on how minority Americans engage in politics.

STATE And LoCAL

AMERICAN GOVERNMENT

Governing States and Localities

Third Edition
Kevin B. Smith, UniverSity Of neBraSKa, LincOLn aLan GreenBLatt micheLe mariani vaUGhn, Pew center On the StateS

Despite the waning recession, states will continue to struggle to make ends meet well into the future. The choices are stark: trade-offs between roads and schools, public safety and health care. This new third edition responds to this reality with a sharper focus on economic and budget pressures. The finances chapter comes earlier in the book, helping to frame subsequent issues, and a new States under Stress feature helps students see how fiscal and budgetary policy affects all areas of state and local governance. Still a great blend of journalistic writing, smart analysis, and the latest scholarship, the third edition has been updated to account for such major developments as the recentralization of federalism and the further politicization of judicial elections. The authors have expanded coverage of referendums and direct democracy, as well as the increased role states play in homeland security. A new chapter on the environment highlights the leadership role the states have taken in fighting climate change, creating green jobs, and combating pollution.

An engaging full-color design, maps, photos, tables and figures, and a marginal glossary all combine to keep your students focused and learning. Giving readers a first-hand look at some of the most interesting and illuminating controversies in U.S. environmental policymaking, Layzer offers 13 fully updated cases along with three that are brand-new: Cape Wind and Alternative Energy, Ecosystem-Based Management in the Chesapeake Bay, and the restoration of New Orleans after Hurricane Katrina.

Tobacco politics is a multi-layered issue fraught with significant legal, commercial, and public policy implications. From the outset, Up in Smoke took a nuanced look at tobacco politics in a new era of adversarial legalism and the consequences, both intended and unintended, of the MSA (Master Settlement Agreement). Now, with a new edition, the book returns to ordinary politics and the passage of the Family Smoking Prevention and Tobacco Control Act which gave the FDA broad authority to regulate both the manufacture and marketing of tobacco products. Derthick shows our political institutions working as they should, even if slowly, with partisanship and interest group activity playing their part in putting restraints on cigarette smoking.

Seventh Edition
RobeRt e. england, oklahoma State UniveRSity John P. PeliSSeRo, loyola UniveRSity ChiCago david R. moRgan, UniveRSity of oklahoma

Given the influence and impact of public bureaucracies in policy implementation, and the accountability they owe to the American public, their performance must be assessed in a systematic manner. With this new edition, Gormley and Balla revisit their four key perspectivesbounded rationality, principal-agent theory, interest group mobilization, and network theoryto help students develop an analytic framework for comprehensively evaluating bureaucratic performance. Thoroughly updated, the third edition includes: new sections on education reform, the response to the financial crisis, and Obamas support for evidence-based decision making; new cases of government intervention in crisis with the H1N1 pandemic and the recent tornadoes in the Midwest; new material on public opinion and perceptions of government employees; expanded discussion of networks and their increasingly important role in exchanging information and delivering public services; and a new case study on the BP oil spill that systematically applies the books four perspectives.

Managing Urban America, now in its seventh edition, guides students through the politics of urban managementdoing less with more while delivering goods and services, responding to federal and state mandates, adapting to changing demographics, and coping with economic and budgetary woes. Fully revised, this new edition highlights the economic difficulties cities currently face, expands upon the concept of e-government, and updates all data and scholarship. The authors also integrate the Modern Public Management model and new case studies with a global perspective as they examine the management of international cities.

ABOUT CQ PRESS
CQ Press, an imprint of SAGE, is a leading publisher of books, periodicals, and reference products on American government and international affairs, with an expanding list in journalism. CQ Press owes its existence to Nelson Poynter, former publisher of the St. Petersburg Times, and his wife Henrietta, with whom he founded Congressional Quarterly in 1945. Poynter established CQ with the mission of promoting democracy through education and in 1975 founded the Modern Media Institute, renamed The Poynter Institute for Media Studies after his death. The Poynter Institute (www.poynter.org) is a nonprofit organization dedicated to training journalists and media leaders. In 2008, CQ Press was acquired by SAGE, a leading international publisher of journals, books, and electronic media for academic, educational, and professional markets. Since 1965, SAGE has helped inform and educate a global community of scholars, practitioners, researchers, and students spanning a wide range of subject areas, including business, humanities, social sciences, and science, technology, and medicine. A privately owned corporation, SAGE has offices in Los Angeles, London, New Delhi, and Singapore, in addition to the Washington DC office of CQ Press.
