Dear students, The State of Karnataka, where education and

Bijapur Liberal District Educational Association BLDE Association which is involved in providing education and inculcating knowledge from primary education to professional education. This great and mighty Association is celebrating its centenary year. The centenary celebration renews its committed goal towards enhancing quality education by adding new institutions and new education programmes in the existing institutions.

The BLDE Association propagating education in Bijapur and Bagalkot districts, which are recognized as socially, economically and educationally backward areas by then British Government and by present UGC, State Government and Central Government. Dr. P.G. Halakatti with other philanthropists of Bijapur founded a co-operative bank and this association with primary objective of propagation of education. Thus, Bijapur Lingayat Development Education Association (BLDEA) took birth on 23-10-1910. The Association made a humble beginning by accepting to run a High School handed over by a German Mission, who was returning to Germany because of World War-I. Thus, the journey towards imparting of education started. In the year 1942, a religious leader and a visionary Shri Shri Sanganabasaveshwar Maha Shivayogigalu of Banthanal, laid a firm foundation to BLDE Association by way of establishing various educational institutes. He played a major role in developing the Association and established many institutions to impart Primary, Higher Secondary and Higher education. In the 60s another great visionary, Shri B.M.Patil took responsibility to benefit the people of the region. With his great vision and tenacity, a new dimension was given to the functioning of the institutions of Association by establishing the institutions to impart professional education. The Association established Engineering College, Pharmacy College, Nursing College and the Medical College, along with its own 1000 bed teaching hospital first of its kind in the country. A new era began when Mr. M. B. Patil, an young and dynamic leader, took reins of the BLDE Association. His primary objective was quality education. With recent concepts of liberalization, globalization and tremendous expansion of knowledge in various new courses. He conceived the need for establishment of University. His dream came true with the establishment of BLDE University on 29-02-2008. Page 9 of 35

The Medical College and Hospital

Salient Features:

The campus has beautiful landscaped gardens and black stone buildings of old world charm, which are well ventilated and illuminated. The college departments, the central library and residential areas are distributed in various blocks within the campus.

BLDEU-UGET-2012 The hospital building is very spacious with adequate natural illumination and ventilation. It has eco-friendly effluent water treatment plant and incinerator for waste management. The entire campus is served by a generator for round the clock electricity supply during power failure. The college has 23 departments with state of the art facilities for imparting teaching both undergraduate and postgraduate students. In addition, the college has separate departments of Yoga Science, Kannada and Culture which is one of the first in the state.

Hostel Facility
Separate Hostels for UG Boys, UG Girls and PG Students are available. NRI Hostel for NRI students is available. Required amenities like Mess facility, Recreation rooms, Reading room, Indoor Sports, Gymnasium, visiting room and small caf are made available to the inmates of all the hostels. An ATM (SBI) centre is available for convenience of students within the campus.

Guest House
A VIP Guest House having Waiting Lounge, Conference Hall, Dining Hall and Luxurious suites that provides an out of the world experience for the guests.

Curbing the menace of ragging


Ragging is banned in the institution and any one indulging in ragging is liable to be punished appropriately including expulsion from the institution and/or imprisonment up to 3 years and/or fine up to Rs.25,000/-.

Anti ragging measures


Adequate measures are taken for prevention of ragging. Freshers are housed in separate block under direct care of hostel wardens. There is a vigilance committee of senior faculty, student representatives and wardens, headed by the Principal, which meets every Saturday & reviews the measures taken. The Faculty in teams visit hostels, campus & library etc in the night and also carries out surprise visits to all those areas, where such incidents are likely to happen. Orientation programme is being conducted for all students and parents at the beginning of session and faculty are introduced and contact numbers are given for easy access.

The Medical College Hospital


The Medical College Hospital has 1000 beds, provides out-patient, in-patient and casualty and emergency services. It has Intensive Coronary Care Unit, Intensive Care Unit, Paediatric Intensive Care Unit, Neonatal Care Unit, Surgical Intensive Care Unit and specialized isolated sterile burns ward all equipped with required monitors, pulse oxymeters, defibrillators, ventilators, infusion pumps and various other specialized equipments required for critical patient care. The hospital is equipped with an advanced 1.5 Tesla MR1 Scan, 6 slice CT Scan along with this all necessary radiological instruments like C-arm, x-ray machine, multiple portable xray machines, 3D Colour Doppler etc. In addition, the hospital has provided ultra sound equipment in the labour room and portable colour Doppler in the ICU and ICCU. The hospital has fully developed Urology unit with all Endo Urological Equipment and Extra Corporeal Shock Wave Lithotripsy equipment. The department of Nephrology is equipped with four Haemo Dialysis units and Continuous Ambulatory Peritoneal Dialysis facilities. The department of Medicine has a Medical Gastro Enterology unit with availability of all necessary video endoscopes for diagnostic and therapeutic procedures. For all surgical specialities, laparoscopic instruments are available to cater for General Surgery, Obst/Gynaec and Urology departments. The department of Ophthalmology is equipped with YAG lasers, Diode laser, Fundus Camera and Computerized Perimetry. The hospital has a Blood Bank, which is functioning for 24 hours a day 365 days a year. The hospital has a fully functional Eye Bank, registered under Transplantation of Human Organ Act, 1994, by Government of Karnataka. The services are available for 24 hours a day 365 days a year. The Central Laboratory functions 24 hours a day. The Biochemistry Laboratory is annually assessed by the External Quality Control Programme of Christian Medical College, Vellore, which evaluates laboratories on all India basis and our laboratory is listed amongst first 30 laboratories in India for past 10 years. Drug store functioning 24 hours 365 days a year is available in the hospital.

Teaching Faculty
The eminence of the staff has left its mark on both undergraduate and postgraduate teaching and has fetched name and fame. The faculty members have held high academic positions like Member of Medical Council of India, Director Curriculum Development Cell, Rajiv Gandhi University of Health Sciences, Bangalore, Members of Board of Studies of various Universities Page 13 of 35

In addition to holding high positions in professional bodies of their respective specialties as Chairman, Secretaries and Presidents of State Association, Secretary or as Executive Committee Members. Many have been invited to be speakers at National and State Level events. Few of the faculty are on the editorial board and peer reviewers for International Journals and Indexed Journals like BMJ group of Journals and publications. The academic performance of the students is excellent. The examination results range from 70-95% with 30 to 40% securing first class and a No. of distinctions. Extracurricular activities are encouraged and the students from the institute regularly take part in Zonal, Interzonal, University, Inter-University meets. We share a significant number of prizes awarded every year at such events. Significant number of our students have represented the KUD, RGUHS and BLDE University in various events.

Research
Research is inculcated in our students. They regularly undertake ICMR projects, present papers in State Level Conferences, participate in Quiz Competitions. Many students have won laurels at various levels. The faculty is involved actively in research which results in significant number of publications every year. The Scientific and Research Society of the Institute has regular fortnightly meets and provides a platform for case presentations, paper presentations, panel discussion and CPCs. In addition, Guest Lectures by eminent medical personalities are arranged regularly. The institution has hosted Twelve State Level Conferences and Four National Conferences in various specialties so far, in addition to numerous Continuing Medical Education Programme. The Scientific and Research Society publishes its own in-house publication titled Analytica Medica, biannually. This Journal publishes scientific articles contributed by the students and faculty and invited articles.

Undergraduate Medical Education Programme

Admission Policy:
Admissions will be made in accordance with admission policy of BLDE University which has been framed as per the guidelines of MCI and UGC.

Total intake 150 seats inclusive of 15% for NRI/Foreign/PIO/Others + 5% Free seats to Bijapur district candidates.

THE BLDE ASSOCIATION HAS DECIDED TO GIVE 5% OF THE TOTAL INTAKE to meritorious candidates for the academic year 2012-13 at free of cost (Tuition fee and 50% of Hostel fee, if opted for hostel accommodation) to the candidates domicile of and studied in Bijapur district, whose ranks are within 1500 in Karnataka CET-2012 test and also eligible in the BLDEU-UGET-2012 for the MBBS course. Candidates desirous to opt for admission under this category will have to apply in prescribed form available on the website separately. Selection will be on the inter-se merit on the ranks awarded by Karnataka CET-2012.

Eligibility Criteria
Only those candidates who would satisfy or are likely to satisfy the following relevant eligibility requirements for admission to MBBS course will be considered eligible to appear for the UGET (BLDEU-UGET-2012) and subsequently for admission to the course. 1. The candidate should have completed 17 years of age on or before 31st December 2012. 2. Candidates should have passed the qualifying examination which is 2nd PUC or 10+2 higher secondary or equivalent examination. 3. The last two years of study should have comprised of Physics, Chemistry and Biology/Biotechnology (PCB) subjects with English as a compulsory subject. The candidates must have passed these subjects individually. Page 16 of 35

As per the requisitions of statutory bodies as laid out in the Regulations on Graduate Medical Education-1997 of Medical Council of India and the amendments there of, the minimum percentage of marks for Admission to Under Graduate Courses shall be 50% for candidates belonging to General Category, 45% for candidates with locomotor disability of lower limbs ( as certified by competent issuing authority) and 40 percent for candidates belonging to Scheduled Caste, Scheduled Tribes and Other Backward classes (as declared by the

Government of Karnataka from time to time) 5. Candidates who are likely to appear or who have appeared for qualifying examination i.e. PUC-II/ 10+2/HSC or equivalent but whose results have not been declared will also be considered to appear for BLDEUUGET-2012, provided they have appeared for above mentioned subjects at the said examination. 6. Foreign/PIO/NRI students need not appear for BLDEU-UGET-2012. Their admission will be based on qualifying examination marks.

If the candidate fails to fulfill the relevant eligibility requirements as mentioned above he/she will not be considered eligible for admission for M.B.B.S Degree even if he/she is placed in the merit list of BLDEU-UGET-2012. The candidates are advised not to submit their application forms for appearing for BLDEU-UGET-2012, if they do not fulfill any or all of the relevant eligibility requirements.

Rank list / Rank Card / Counseling Letter will be prepared only for those students who become eligible to M.B.B.S. Courses as per the regulations of Medical Council of India.

Note: Change of category status like SC, ST, Karnataka OBC, or locomotor disability will not be entertained during the process. As such students are cautioned to declare their status while filling the application. If the candidate is unable to satisfy the requirements for status of SC, ST or Karnataka OBC or locomotor disability he/she will be considered under general category.

How to apply
Application forms can be downloaded from our website. Relevant information and data entry is to be made in the online application format by the candidate before generating the application form. Hard copy of the generated application form along with relevant enclosures, should be sent to the University. Note: provision for online submission of application is not available.

Instructions to candidates for filling the application form.


a. Ensure that 1) Demand Draft for Rs 1,500/- is drawn in favour of The Registrar, BLDE University, Bijapur-586103 2) Ensure that the D.D is payable at Bijapur-586103, Karnataka State. Please note that this fee is non-refundable, even if the application is rejected for any reasons (because of incomplete information or ineligibility of the candidate) or if the candidate does not appear for the Entrance Test. To generate the application form, Data Entry has to be made properly and completely, as this data form University data base and will be considered as final record. The completed application form must have the signature of the candidate, left thumb impression, signature of candidate's parent/guardian and authentication by a Gazetted Officer / Head of the Institute where the candidate has completed his/her M.B.B.S degree. Do not send any ORIGINAL DOCUMENTS along with the application form. 1. Affix your recent (not older than six months) color photograph in the space provided. 2. Photographs should be of passport size, sharp and clear. 3. Candidate, who regularly wears spectacles, shall send his photograph wearing spectacle. 4. Person should not wear Goggle, Cap etc which will mask identity. Application with smudged / tampered or hazy photograph will be rejected 5. Photograph should not be stapled or pinned on the application form. 6. Signature and attestation is not required on the photograph. Incomplete / incorrect applications are liable to be rejected without any notice to the candidate. Any application received after the last date shall not be accepted; whatever may be the cause. The application form is said to be complete only if it is enclosed with all the documents mentioned below and after verification of the same submitted in person / speed post / courier. Any application received not adhering to these specifications is liable to be rejected without any notification and no refund will be made of the application fee. Test Admission Ticket (TAT)


Issue of on line TAT cards
1. Hard copies of the TAT card will not be sent by post / courier, hence eligible candidates are informed to download their TAT cards from University website. 2. Candidates who have applied will know the status of application from the website. 3. The candidate must not mutilate the TAT Card or change any entry, made therein after the University authorities have authenticated it. 4. Arrangement will be made for the issue of duplicate* TAT Cards at the Help Desk established on previous day (i.e. 19th May 2012) at the respective examination centres. * In such a situation, the candidate should bring two identical photographs similar to the one affixed on application form along with his / her proof of submission / identity proof / acknowledgement of application sent or school / college identity card. In case no proof is submitted, duplicate TAT card will not be issued.

Test Scheme

BLDEU-UGET-2012 will have the following pattern


A single test combining Physics, Chemistry and Biology/Bio-technology subjects will be held in the forenoon of 20/05/2012 (10.00 AM to 01.00 PM). There will be a total of 180 questions: 60 questions in Physics, 60 questions in Chemistry and 60 questions in Biology. The test duration for combined paper is 180 minutes, and is compulsory for all candidates seeking admissions to M.B.B.S. course. Candidates are required to mark their answers on an OMR sheet (Optical Mark Reader) Correct answer for each question will be awarded one mark. No Marks will be awarded for wrong answers. No Mark/s will be awarded for multiple marking (marking multiple responses) of any question.
There is no negative marking.

Syllabus:

The syllabus of the test will be based on the syllabus of Physics, Chemistry and Biology (Botany and Zoology)/ /Bio-technology subjects of PUC I & II year prescribed by the Pre University Board of Karnataka. For detailed information regarding syllabus click the link BLDE-UGET 2012 syllabus.

Note:

The above mentioned topics are as followed by most of the pre university boards. However there may be variation amongst the various agencies conducting pre university/HSC/12th standard courses. This list is suggestion to you and there may be small variations in the content announced and the actual questions.

Instructions to the Candidates for taking Test


Before marking anything get certification from invigilator or wait for announcement.
Report 60 minutes before the commencement of the test (at 9:00am) Use ball point pen with black ink to mark on the OMR sheet. Test commences at 10:00am Candidates reporting after 10-15 am will not permitted to appear for the test. Answer sheet: All answers need to be registered on an Optical Mark Reader (OMR) sheet, which is machine read and evaluated. Candidates must use only black ballpoint pen for marking their answers on the OMR sheet. Use of erasers or whiteners is not permitted. OMR answer sheets will be supplied only at the examination hall. After the test is over, the answer sheet should be submitted to the invigilator, before leaving the room. Please note that the candidates must sign on the attendance sheet and OMR answer sheets in the presence of the invigilator, after the invigilator has verified their TAT. Candidates are also required to write question booklet number, Version Code, TAT number only in the space provided in their OMR answer sheet. The OMR answer sheet is machine assessed and therefore it should be handled with care. If there is any doubt, please contact the test invigilator immediately. The BLDEU-UGET-2012 test administration is timed. The test session is designed to be completed within 180 minutes as indicated in this brochure and no compromise will be made on the set time limit. The Chief Superintendent of the test centre is the official timekeeper. Candidates (Test takers) will not be permitted to continue the test beyond the established time limit. Photography, Video shooting and finger print (biometric) scanning shall be done during the test and counselling. Candidates are not allowed to go out of the room temporarily for any reason during the test duration.

Grounds for Disqualification


The BLDEU-UGET-2012 Chief Superintendent is authorized to disqualify a candidate from a test session for: Attempting to take the test for someone else (Impersonation) Failing to provide acceptable identification when asked for or creating disturbance at the test venue. Giving or receiving unauthorized help. Using any forbidden / unauthorized aids, such as personal computational devices, pagers, cell phones etc. Leaving the test centre within the first 15 minutes after commencement of the test. Failing to adhere to any of the other procedures and regulations cited. Refusing to follow directions as stipulated by the invigilators etc. Requests like use of toilet during the test will not be entertained. Failure to comply with the test procedures & regulations or with the Chief Superintendent's directions, can result in the University taking action/s that include, but are not limited to, barring candidates from future testing and/or canceling the candidates test scores and forfeiture of test fee.

The Final Rank list


Any verifications / clarifications sought by the applicants will be put forth to the Committee for their consideration and the decision given by the committee will be final and shall be binding on all. No further claims will be considered. The final merit / rank list will be generated based on the performance in the entrance test and the same will be published on or before 5th June 2012.

Inter-se Merit
Ties in the test scores, if any, will be resolved on the basis of the Inter Se Merit as defined below: 1. Aggregate marks secured in Chemistry and Biology in the entrance test shall be compared and candidate having higher marks shall be awarded higher rank. 2. In the event of tie in aggregate marks, marks in Biology along with the entrance marks test shall be compared and candidate who secures higher marks in Biology will be awarded higher rank. 3. In case tie in the above, age of the candidate shall be considered and the candidate elder in age shall be ranked higher. 4. In case of tie of all the above, higher rank will be awarded on random selection.

BLDE University will not accept any other qualification of entrance examination conducted by any other agencies to determine the inter-se merit.

Q. Is the Entrance Test open only to Karnataka students? A. No, this test is open to all the eligible students in the country. Q. Who are the candidates eligible to get the benefit of lower eligibility in qualifying marks? A. All Scheduled Caste (SC) and Scheduled Tribes (ST) candidates, candidates with 4070%locomotor disability of lower limbs irrespective of their State of Origin, and Other Backward Castes (OBC) Candidates from Karnataka can seek the benefit, provided the certificate as applicable, issued by competent authorities is furnished in support of the claim. Q. What is the last date to submit the application? A. All filled-in applications with all enclosures must reach the office of BLDE University on or before 5.00 pm of 11th May 2012. Instructions to the candidate for participation in the counselling, seat selection and admission process.
BLDE University is conducting counselling, seat selection and admission process from 19th June 2012 onwards, for eligible candidates for the Admission to Undergraduate courses for the academic year 2012-2013 as per the merit list based on the Undergraduate Entrance Test of BLDE University, Bijapur. The detailed information on seat matrix, counselling schedule, counselling time, and reporting time will be announced before counselling.

Admission Fees:
The candidate has to pay the Tuition fees, Caution money, Eligibility fee at the time of allotment of seat and Misc. fee at the time of admission at college office. Demand draft should be drawn in favour of The Registrar, BLDE University, payable at Bijapur, Karnataka. An undertaking by the parents/guardians shall be submitted towards payment of fees for entire period of course in the event of discontinuation of course by the candidate.

Procedure of seat selection by the candidates:


Seat selection: The candidates will be allowed to exercise option and to select seat in the order of merit. Counselling is divided into sessions. The candidate will be allowed to participate in accordance with the notified time schedule and stipulated rank ranges only. The candidates are required to get the documents verified and register themselves at the counter where data is entered into computer. After verification, the BLDE University will retain all original documents and photocopies, which will be submitted to the college, at the time of admission. The candidates who do not opt for any seat will receive their originals after counselling.

The presence of candidate is compulsory for counselling, since it involves Biometrics, photo and signature verification. Only one person (parent / guardian) will be permitted to accompany the candidate during counselling.

Counselling shall comprise of the following stages:


Reporting of the candidates. Verification and submission of Original documents. Registration of the candidates Exercising the option of selection of admission as per merit list. Remittance of fees. Issue of Allotment letter.

Grounds of rejection
On verification, if the documents are not found to be genuine and in order or the same are suspected to be falsified and the Admission Committee is not convinced about the genuineness submitted at the verification counter such candidate/s shall be rejected. If the photographs, fingerprints and signature of the candidates obtained in the process of entrance test, attending entrance test and counselling or admission do not tally, then the same amounts to attempt of impersonation for which the candidate shall be summarily disqualified and legal action will be initiated. Candidate must be physically present and no proxy registration will be accepted. In the absence of candidate none of his/her representatives will be permitted to participate in the counselling.

Latecomer policy:
Any Candidate who fails to report in time for verification for any reason at the venue as per the date and time of the schedule will be considered as a latecomer. He/she will be required to join only in the next session and eligible to be counseled as the first candidate of that session. He/she will be entitled for seats available at that point of counselling. If the candidate is late for last session he/she will be allowed to select seat if available after completion of last session of counselling.

Legal jurisdiction:
All the differences and disputes arising from the interpretation and implication of the sections of Brochure will be referred to the Chairman, Admission Committee and his decision shall be final and binding. Every effort has been made to ensure accuracy of content at the time of publication of this Brochure. However, the University reserves right to amend / alter the information without notice. The decision of the Admission Committee will be final and binding.

The issue of Allotment letter by the BLDE UNIVERSITY is provisional, which is to enable the candidate to join BLDE Universitys Shri. B. M. Patil Medical College, Hospital and Research Centre, Bijapur, subject to his/her meeting all the eligibility requirements as prescribed by MCI as well as BLDE UNIVERSITY, Bijapur, Karnataka. Cancellation and Refund policy


If the student seeks to cancel his/her admission, the refund of tuition fees and deposit paid by the student at the time of admission shall be regulated as follows: a. If the student cancels the admission before the second round of counseling: i.e. on or before 30th July 2012, the college shall deduct 5% from the tuition fees paid and refund the balance fees along with entire amount of deposit. b. If the student cancels the admission after the second round of counseling but on or before 31st August 2012, 5.30 pm, the college shall deduct 20% from the tuition fees paid and refund the balance fees along with the entire deposit. c. If the student cancels the admission on or after 1st September 2012, and that seat remains vacant the student will have to pay the tuition fee for the entire course. If the seat gets filled up then the same policy as per clause (b) above will be applicable for refund of the fees. Refund of the balance amount will be subject to the encashment of the Demand Draft submitted by the candidate.
