Mauritius Sugar Industry Helps Fiji

FIJI'S sugar industry is hoping to learn from the success enjoyed by the sugar industry in Mauritius. A team from Fiji was in Mauritius last week to experience first- hand on the positives by Mauritius in the area of research. The team included director Sugar Viliame Gucake, Fiji Sugar Tribunal registrar Timothy Brown, Fiji Sugar Cane Growers Council acting chief executive Sundresh Chetty and Sugar Research Institute director Jai Gawander. Mr Gucake said the trip to Mauritius allowed them to assess areas that Fiji could improve on. "The trip was very educational. It is part of our research for the industry,' he said. 'So much has been said about the sugar industry in Mauritius, so going there and seeing things for ourselves are something that we had been wanting all this time," he said. Mr Gucake said Mauritius' reaction to global pressure was something that Fiji must learn from. "Their industry is similar to Fiji in a lot of ways," he said. But what set this rocky island apart is that it has a de-rocking program in place, good cane roads, and proper irrigation for the cane fields. "We will go back and submit our reports on this trip and we will see on what are some of the things we will take on board." The team met with Mauritius Minister for Agro Industry and Food Security Satish Faugoo and sugar industry syndicates in Mauritius. They also visited the Mauritius Sugar Industry Research Institute and one of the sugar mills. It has four sugar mills and two refineries that produce five special types of sugar. Sugar cane fields have been a staple feature of the Mauritian landscape for over two centuries. Sugar is still considered by many to be the backbone of the Mauritian economy.
Preservation Of Hindi Language Important

The preservation of the Hindi language by future generations is important for its survival in Fiji. This is why universities have to get involved in its protection, says second secretary of the Indian High Commission in Fiji, Prof Ramvir Prasad. Prof Ramvir was at the University of Fiji in Lautoka holding a two-day seminar on various aspects of the Hindi language. He said the scenario was that university students were not picking the Hindi language as a subject choice. Prof Ramvir said they were now partnering with UniFiji to promote the preservation of the language. "It is very important that deliberations for language protection now roll onto language techniques, linguistics and preservation which is why the university should come together to develop these teachings," he said. Prof Ramvir said the use of the internet was also important to promote the preservation of the language. "One of the sessions we are teaching is language computing in Hindi because one of the prerequisites of the modern era is the use of the internet." The university's School of Humanities and Arts' Department of Education has organised the two-day seminar and each participant will receive a certificate at the end of the seminar.
One Dead In Car Crash

A 26-year-old newspaper delivery van driver is the latest road fatality on our roads. The victim was driving a delivery van carrying Fiji Times newspapers early yesterday morning heading for Navua when the accident happened. Police spokesperson, Ana Naisoro, said the van was heading up a hill near Naboro when it hit the back of a truck heading in the same direction. A 19-year-old passenger escaped serious injuries. According to police initial investigations, it is believed that the driver had fallen asleep while driving. The police is now pleading with drivers, especially those working late into the night and early in the morning, to be cautious at all times. Because of the odd driving hours, drivers are expected to be tired. We can only advise them to pull over and rest if they feel tired and know that their judgment will be affected, Ms Naisoro said. The road death toll now stands at 13 compared to 12 for the same period last year.
Praveen Ram, 30, who was convicted of the murder of his father Paras Ram and sentenced to life imprisonment in 2008, walked out of the Supreme Court in Suva, a free man. The Supreme Court delivered the judgment allowing the appeal, quashing the conviction and sentence imposed by the High Court of Fiji and acquitting him. Suva lawyer Ritesh Naidu represented him in the appeal, and had sought special leave to appeal from a judgment of the Court of Appeal on March 31, 2011, which affirmed the conviction and sentence imposed by the High Court The court heard that Ram (senior) died on July 25, 2000 after being allegedly struck on the head with an iron rod by his son (Praveen) on July 22, 2000. Praveen Ram, who was 18 years old at the time of his fathers death and 26 when convicted, had consistently denied hitting his father and alleged that the deceased came by his injuries which ultimately caused his death when he fell on a concrete bridge on the driveway of his house. The presiding judges were president of the Supreme Court Chief Justice Anthony Gates, Justice Saleem Marsoof and Justice Suresh Chandra. Chief Justice Gates in delivering the judgment said the foundation for the conviction was found to be insecure and insufficient. The question is whether in the instant case, the Court of Appeal performed its duty to make an independent assessment of the evidence as required by law, said Justice Marsoof. It is manifest that the Court of Appeal did not do so, as it was content that the learned judge had adequately directed the assessors on the inconsistent statements of Timoci and Mesake. The Court of Appeal did not proceed to examine the inconsistencies and make an independent assessment of the evidence. Mesake Ravui and Timoci Delai were prosecution witnesses who told the High Court during the trial they saw Ram hit his father on the head with an iron rod. None of the other prosecution witnesses

claimed they saw the deceased being hit by Ram (Junior). Justice Marsoof said he was not satisfied that there was in this case sufficient legal evidence to satisfy reasonable men to the exclusion of any reasonable doubt of the petitioners (Praveen Ram) guilt. On the contrary it is my considered opinion that upon the whole evidence in this case it was not open for a judge sitting with assessors to be satisfied beyond reasonable doubt. Chief Justice Gates said the conviction was unsafe and the testimony of the two main witnesses who did come forward was significantly inconsistent. The initial investigation had lapsed and then later was brought to life again and the witnesses therefore to recollect events going back over a long period. The paucity of the evidence may have had its origin in the reluctance amongst friends of the family and neighbours to rake over old coals. That the deceased death was caused by the certain head injuries sustained due to a fall causing blood clotting on the right side of the brain which were aggravated by the condition of cirrhosis of the liver from which the deceased was already suffering. The doubts could not be resolved however no criticism should be made of the judges handling of the trial. Justice Marsoof speaking for the panel of judges delivered the judgement in favour of Praveen Ram. Accordingly hold that the Court of Appeal erred in law by failing to make an independent assessment of the evidence before affirming the verdict of the High Court. The evidence was unsafe, unsatisfactory and unsupported by evidence giving rise to a grave miscarriage of justice and in conclusion for the aforesaid reasons would allow the appeal and quash the conviction and sentence imposed by the High Court and affirmed on appeal by the Court of Appeal. I do not think the interests of justice will be furthered by ordering a fresh trial accordingly I direct that a verdict of acquittal be entered.

In sentencing you, Pathik J stated: A person indulging in this animal-like behaviour has to be put away from society for a long time as a deterrent to others minded to act in the manner the accused did. In the present case, the victim is of a much tender age. The sexual assaults were followed by threats to discourage the victim from complaining. These factors aggravated the offences. The nature and the circumstances of the offences you have committed lead me to conclude that you are a pedophile. You prey on children of a very tender age. Your method of committing the sexual assaults is similar. Past prison sentence has not deterred you. You reoffended after serving 6 years in prison. You are a threat to the community because the likelihood of you reoffending is real.

A 35-year-old man charged with sexually assaulting a 9-year-old girl was jailed for 12 years at the Labasa High Court. Presiding judge Justice Daniel Goundar convicted and sentenced the accused who will be eligible for parole after serving 10 years and has ordered that the accused undergo counseling for rehabilitation while serving time. There is a need to incarcerate you for a long period of time to protect our children from sexual abuse. The primary purpose of sentence that applies to you is the protection of the community. Sexual offences against children are almost becoming an epidemic in our country. It shows a decay of the moral fabric of our society. Repeat offenders of sexual crime against children should expect to be isolated from the society for a long period of time until they pose no threat to the community. The court heard that the offences were committed between February 10, 2010 and July 13, 2011 in Taveuni and involved the same victim. On both occasions the victim was sexually assaulted in a vacant house. The second incident was witnessed by his brother who then reported the incident to the victims grandfather. In July the accused was arrested and confessed to the sexual assault and placed in remand. Indelivering the sentence Justice Goundar took into account that the accused was a Primary School drop out and said that guilty plea is not a reflection of remorse.

The Constitution Commission wants to hear the views of every Fijian regarding the new constitution. Constitution Commission Chairperson and world renowned Constitution expert Professor Yash Ghai shared this after he updated media personnel on preliminary works to be undertaken by the commission. Professor Ghai, whilst making his first official public statement said that the commission members would be travelling throughout Fiji to enable all Fijians to air their views on the new constitution and reach them on a mechanism that will soon be established. This includes establishing a database that would contain all submissions received by the commission. "We also hope to receive written submissions from organised groups, lawyers, other professions, political parties and civil societies and we'll be more than happy to meet with them on the basis of their submission," Professor Ghai said. Farmer Gets 8 Years For Rape Of Girl, 12

A 45-year-old farmer of Taveuni who had raped a 12-year-old girl in February this year was sentenced to 8 years in prison by the Labasa High Court. Justice Daniel Goundar convicted and sentenced the accused who will be eligible to parole after serving six years. The court heard that the accused approached the victim when she was returning home from her grandfathers house, the accused then lured her into an empty boat where the offence took place and the act took place despite complaints from the victim that the experience was painful. The victim relayed the offence to her parents and the accused was interviewed and confessed to the police after during which the accused was placed in remand since March. Justice Goundar took into account the mitigating factors, that the accused was remorseful for his actions, had dropped out of school at primary level and in defence informed the court that he was drunk with kava at the time of the incident. In delivering the sentence Justice Goundar said that an aggravating factor is the fact that the victim was of a very tender age. You were an adult. The age gap between you and the victim and the fact that you were a fellow villager must have intimidated the victim to surrender to your sexual advances, said Justice Goundar. The purposes of sentence that apply in your case are to denounce your offence and to deter you and others from committing offences of this nature. Your punishment must reflect the societys disapproval of your conduct.

ANZ Opens 'Water-Proof Bank' In Nadi

The ANZ Bank opened its new "waterproof" bank five weeks after it was destroyed in the March floods. In a statement, ANZ head of retail banking Fiji Graham Meecham said it was important to ensure the ANZ Nadi branch was reopened so customers were not inconvenienced especially as Nadi is the focal point for offshore and onshore resorts. Senior asset manager Pacific Sharon McDonald said the flooding enabled them to think about their fit-out to ensure their business recover quickly when natural disasters occur and as a result the design can be used in floodprone areas around the world. The newly refurbished branch is the first for ANZ globally to have a water-proof design with refurbishment costing about $1million.

West Taxpayers Get Extension To Pay VAT

Western division taxpayers can now lodge and pay all their March, April and May VAT dues by the last day of July this year. This was announced earlier by the Fiji Revenue and Customs Authority to provide some relief for those affected by the March floods and this was confirmed by Cabinet. Prime Minister and Minister for Finance, Commodore Voreqe Bainimarama said in a statement the deferment of VAT lodgments and payments is to provide some form of relief to taxpayers that were badly affected by recent floods. The late lodgment and waiving of penalties is for any registered person in the Western Division from Sigatoka to Ba, including those areas that were declared as natural disaster areas.

Rotary Awards Ratu Epeli

The President, Ratu Epeli Nailatikau, has received the Rotary Service of Fijis highest award for public service. This was part of their campaign to commemorate the 40th anniversary of the Rotary Services of Fiji. Honorary membership is the highest distinction a Rotary club can confer and is exercised only in exceptional cases to recognise an individual for unusual service and contributions to Rotary and society. They are considered friends of Rotary for their permanent support of Rotarys cause and have distinguished themselves by meritorious service in support of Rotary ideals. Rotary recognises Ratu Epelis role as a UNAIDS advocate in spreading HIV prevention messages locally and globally. Ratu Epeli, upon receiving his certificate at the Tiri Restaurant in Nasese, said he was grateful to the Rotary in reaching out to the society and community. Rotary member Mark Hallaby said they recognised the role the President recently played in ensuring safety in the lives of the people. The Rotary also recognised his role as an ambassador for Earth Hour in helping to protect the environment. The recent floods in the Western Division have compelled more than 20 organisations to adopt eco-plans that are aligned to some of the Rotary International objectives to better provide comfort to human life.

Mr Chetty said the results would be analyzed and entered into the data system next week. People are urged to drop by at the Ministry of Health booth during the showcase for free health service. People should adopt healthy lifestyles so they dont get infected with NCDs.
Tourism Projects Boost Investments

THE Reserve Bank of Fiji's economic review said business fixed investment remained subdued across the industries last month. Of exception were the tourism and resource sectors, which would be boosted by a number of tourism projects such as the Denarau Casino Resort, Peppers Naisoso Apartments, and refurbishment of the Grand Pacific Hotel and the commencement of bauxite mining activity in Nawailevu. "Accordingly, new investment lending grew significantly in the year to March, pointing to some envisaged pick-up in fixed capital formation. Increase In Kava Demand

We may be drinking more kava than we plant. And if we use the 2009 National Agriculture Census figures, this means we have to plant more than 6066 tonnes and we would probably spend more than $54million the amount locals spend annually on kava. At the Fiji National Kava Consultation Workshop, Agriculture ministry chief economist Ilimeleki Kaiyanuyanu said "despite the increasing demand of kava in local markets, traders and middlemen fear the ability of farmers to meet quantity demand, while currently experiencing short supply". Initially kava was a secondary crop that was to be grown with dalo and yams. In 1998 it overrode the commercial status of dalo in terms of revenue generated through its export earnings. The boom in 1998 saw export earnings reaching over $34million from $5.9m in 1997. "To date, kava is no longer a significant commodity due to claims of toxicity," Mr Kaiyanuyanu said. "Rational attempts to reopen the market require significantly justified evidence that kava is not toxic to human. "For this reason, Codex Fiji has come up with national kava standards." The meeting was to discuss kava industry issues as well as interests in the Kava Decree. The draft decree suggests the establishment of a kava council, which would administer the interests of its members and kava farmers.
The trial of Max Sica, the accused killer of the three Singh children, will hear from a Canadian crime scene expert on Monday. Justice John Byrne adjourned the case till Monday when the trial is expected to hear from Canadian crime scene specialist Robert Kennedy. Sica, 42, who has pleaded not guilty to murdering Neelma Singh, 24, Kunal Singh, 18, and Sidhi Singh, 12, at the Singhs home in Brisbane's north, on April 21, 2003. The three are children of former Fiji residents Vijay and Shirley Singh.

Sica, wearing socks soaked in bleach, walked up and down a set of replica stairs build by police at a police station. The impressions were to be compared to foot impressions found by police at the crime scene. Another expert podiatrist, Dr Sara Jones, had found the impression consistent with Sica's foot but she could not definitely say it was his footprint.

Students of Vitogo District School in Lautoka will have a reason to smile when they return to school next week. This is because they now have fully renovated classrooms made possible with funding by the Australian government through AusAID. The school was able to complete renovations and repairs works, costing around $154,000. The school needed a lot of assistance as it was one of the worst-affected schools during the two floods this year. Visiting the school on Tuesday, the Australian High Commissions acting head of mission, Glen Miles, said they had wanted to assist the school and students because children were the future of the country. Fijis Constitutional Commission chairman Professor Yash Ghai says the government should justify any restrictions which are in place and they should not hinder public consultations. And he says notifications rather than permits would be the way to go for holding meetings. Professor Ghai told a press conference the restrictions should not "attain to human rights". Newnet Shortcodes For Education Ministry

The Ministry of Education, in partnership with Newnet and Vodafone, launched short codes for the ministry aimed at providing an easier and a new means of communication between the Ministry and the public. The short codes, which are assigned to the various education offices around the country, are in line with Governments intention to fully capitalize on the ICT sector. While launching the Newnet short codes in Suva, Education Minister Filipe Bole said the launch is a significant testimony to the Government and corporate partnership which the Bainimarama government encourages. This assistance will greatly assist us in sharing important information with key stakeholders so that we remain engaged and on the correct par to meeting our objective. Today we launch the Ministry of Education mobile information centre that consists of a unique short code and a subscription channel- two very powerful communication tools that will enhance our communication capacity, Mr Bole said. Mr Bole said the Newnet short code is a unique 4-digit number that will allow mobile users faster access to the ministry. The MOE subscription channel will allow my ministry to keep all necessary stakeholders like education officers, school principals and head teachers around Fiji, regardless of geographical location, on par with important information in a timely and cost-effective manner. The Minister also reiterated that it is everyones responsibility to inspire children to understand the importance of a good education in nation building. Several schools are already on this short code telephone system including Suva Grammar School, Adi Cakobau School, Ratu Kadavulevu School and Nasinu Secondary. These schools have already started using a subscription channel with much positive feedback from the parents. It is also significant to note that all schools around Fiji are also able to have and use a short code and subscription channel. As such, they too keep their key stakeholders well informed about the upbringing and education of their children. Thus, reinforcing the ministrys efforts to meet our objectives and synchronizing, in part, the efforts of the whole environment of the Education Ministry, Mr Bole highlighted. Meanwhile, Vodafones Product Manager Sponsorship/Public Relations Ligavatu Gukisuva said the short code services will keep parents and old scholars informed on all school activities and achievements. With the implementation of this new service, we will be assisting the ministry with their quest to provide better communication services, assisting in meeting some of their objectives while at the same time providing an easier, more convenient and cost-effective means of providing information, Mr Gukisuva said. The service would be available to Vodafone and Inkk users and will be charged at normal mobile to mobile rates- at 22c per unit peak period.
American Citizen In Custody

A US citizen has been remanded in custody for allegedly modifying a letter from the Fiji National University. Kamini Devi Chand is charged with unauthorised modification of data held in a computer. The court heard that between April 27 and June 15, 2010, Ms Chand allegedly modified a letter from the Fiji National University registrar student academic services. She initially waived her right to counsel when she appeared before Suva Magistrate Sufia Hamza. Director of Public Prosecutions lawyer Rosemary Drau said she required 14 days to serve full disclosures. She also objected to bail. Ms Chand told the court that she wished to plead guilty, saying it was a mistake she made. She said she was a US citizen, had a non-refundable ticket to return home and did not have any money to change her flight. Ms Hamza told the accused that the State needed to serve the disclosures and that she (accused) needed to know the case against her before she could enter a plea. Ms Drau said Ms Chand was on the immigration watch list. Ms Hamza told the accused that she would not be able to travel abroad and remanded her in custody, pending a bail application. Ms Chand then informed the court that she would require legal aid. The case has been adjourned to May 22.
Travel Ban Lifted For Urai

Fiji Trades Union Congress president Daniel Urai, who is charged with urging political violence, was given the nod to attend a meeting in Geneva. Defence lawyer Navinesh Nand had applied for Urai's bail conditions to be changed to allow him to attend the meeting. Chief Magistrate Usaia Ratuvili granted Urai leave from May 1319. His reporting conditions were suspended until he returns. He said Urai has to deposit a cash bond of $1,000 and arrange a suitable surety to enter into a bond of $5,000 to ensure his return. His travel documents are to be surrendered to the Court by May 21. Trade unionist Rajeshwar Singh appeared in court as surety for Urai.

Housing Authority is extending its flood assistance program by offering a nationwide discount to its customers ground rent accounts. Effective immediately, Housing Authority leased land customers who make payment till the end of this month receive a discount of 8 per cent. Thereafter ground rent customers will receive a 6 per cent discount until June 30 and a 4 per cent discount will be in place for the month of July. "The discounted ground rent is particularly targeted at assisting homeowners who were affected by the recent floods, however we are extending it nationwide to cover all our customers in these hard times," Housing Authority chief executive officer Alipate Naiorosui said. Housing Authority had initially offered a "one off" ground rent discount in 2011 with the aim of assisting customers who were facing financial difficulties in meeting their ground rent payments. Considering the extent of damage that the recent floods had caused, the discount has been included in its flood assistance program. "I would like to encourage our Housing Authority lease customers to take advantage of this ground rent discount being offered," Mr Naiorosui said.

Recent Floods Cost Govt $90M

March floods have cost the Fiji government a total of $89.74 million compared to $41.43 million in January this year. This is according to a report obtained from the National Disaster Management Office. Ministry of Agriculture January: $7.2 million March: $10.2million The consolidated damage assessment after both floods for agriculture stood at $17.4m which encompasses both livestock and crops. Ministry of Sugar January: $10.1 million March: $16.68 million The consolidated damage assessment after both floods for sugar is $16.68m and this covers infrastructure, mill and crops. Prime Ministers office January: $19.0 million March: $17.95 million The consolidated damage assessment after both floods for the PMs office stood at $17.95m and this covers all divisions Western, Eastern and Northern. Ministry of Works March: $0.410 million This covers damage assessment in Ba area which is $19,000, Lautoka $40,000, Nadi $75,000 and Sigatoka $275,500. Ministry of Health January: $0.207 million March: $0.370 million The consolidated damage assessment after both floods for health is $0.577m. Ministry of Education January: $0.755million March: $3.2 million The consolidated damage assessment after both floods for education is $3.2m and this affected 126 schools. Ministry of Local Government January: $2.37 million March: $18.06 million The consolidated damage assessment after both floods for the ministry is $20.43m. Ministry of Provincial Development March: $6.81 million The consolidated damage report covers non-PWD roads $2.5m, non-cane access roads $1.57m, cane access roads $1.38m and the rural water scheme $1.38m. Water Authority of Fiji (WAF) January: $1.6 million March: $11.91 million The consolidated damage assessment after both floods for WAF is $11.91m. Telecom Fiji Limited March: $0.152 million This was damages mainly to TFL infrastructures-underground cables. Fiji Electricity Authority January: $0.2 million March: $4.0 million The consolidated damage assessment after both floods is $4.2m and this was damages to Laselevu Transmission which stood at $300,000, infrastructure $1.1m and the Natadola sub-Station $2.8m. The floods affected areas in the Western, Northern and Central, at its peak had forced 1800 evacuees to take shelter in 32 centres with the last evacuation centre holding 198 people which is now closed in Nabau, Sigatoka. Government and non-government organisations have been operating in affected areas till last week, providing assistance in food and clothing to these shelters. Meanwhile the Ministry of Provincial Development and National Disaster Management Permanent Secretary Lieutenant-Colonel Inia Seruiratu confirmed that the flood assessment reports had been presented to Cabinet. A copy has been given to the Ministry of Finance.

Promoting The Prime Ministers Office

The Prime Ministers Office is on display at the Government Information Referral Centre (GIRC) to provide a better understanding to the public on the work of this office. The Office has seven units under it that carries out the various functions and programmes that supports the Prime Ministers activities. The unit includes the Strategic Framework for Change and Coordinating Office, Poverty Eradication Unit, Development Cooperation and Facilitation Division, Cabinet, Private Office, Policy Analysis Unit and Administration and Accounts section. The one-week display at GIRC (former Fiji Visitors Bureau) will shed light on how these offices function and operate towards the mission and vision of the Prime Ministers Office. The guiding documents that all the units are channeled towards are the Peoples Charter for Change, Peace and Progress and the Roadmap to Democracy and Sustainable SocioEconomic Development. These documents and more such as the footage of all major announcements by Prime Minister Voreqe Bainimarama will be available at the booth. The public is encouraged to take full advantage of the information available at the booth and the resource persons on hand to assist.

Cardinal Bertone who have had some experience in constitutional work welcomed Ambassador Maras written and oral presentation and conveyed the Vaticans support towards the realization of the objectives of the Peoples Charter in forging a peaceful and multicultural society in Fiji. Cardinal Bertone and Archbishop Mamberti in wishing Fiji well both assured Ambassador Mara that the country will be remembered in their prayers as it progresses towards its political objective in the months ahead.

Fiji Peacekeepers Safe
UN Calls For Fijian Peacekeepers In Syria

The United Nations has requested of the Republic of Fiji Military Forces (RFMF) support for the UN Supervision Mission In Syria (UNSMIS). The RFMF, which has decades of experience working with the UN on peacekeeping deployments, will be sending eight senior officers to Syria to serve among an estimated 100 international observers throughout flashpoint cities, which include Damascus, Idlib, Homs, Hama, and Daraa. Fiji is proud to be able to once again support the cause of peace in the world, said Fijian Prime Minister Josaia Voreqe Bainimarama. Fiji welcomes the strong confidence of the United Nations in the peacekeeping abilities of Fijian military forces, and we as a nation welcome the opportunity to offer our military forces to aid a settlement to the Syrian conflict. In a press statement the RFMF stated that the Fiji Battalion mobile patrol of six personnel was stopped by a Bedouin checkpoint in Sinai and prevented from carrying out their task. The patrol took up their position and reported to the relevant headquarters. In no time reinforcements were organised and the Company Commander successfully negotiated the opening of the checkpoint and the subsequent passing of our troops and their vehicles. We commend the negotiation skills of the officers involved to ensure maintenance of safety and security of our soldiers, the RFMF statement said. The established techniques and tactics used by our troops have proven to work in any situation including this particular incident. Fijian soldiers have a very good relationship with the locals and at no time were their lives put in harms way, the RFMF said. $2000 Duty Free For Gold Card Holders

Fiji's tax compliant companies will now be eligible for Gold Cards, giving them extra privileges such as $2000 personal duty free allowance at ports of entry. Airports Fiji will also provide Gold Card holders with priority check-in, baggage collection and escort services while the Department of Immigration will provide an express lane at airports and prioritize passport and permits. The current duty free allowance is $1000. The Gold Card system was announced in the 2012 Budget and now approved by Cabinet. A Cabinet statement said the new decree amends the Customs Tariff Act 1986 by prescribing the privileges and incentives provided under the system to Gold Card holders. The system would serve as a privilege and incentive to tax-compliant companies and would be administered by the Fiji Revenue and Customs Authority's new Gold Card Unit. Fijis Make It Count season 2 winner and sensational singer Ilisavani Cava has become the first local to have made it to the Australian X Factor main audition to be televised live on May 17. Cava said he was in Sydney and saw an audition was going to be held and so he thought to give it a try. It was a two-day audition. I went the first day and the numbers were out and then I went the second day and I was the last one to audition. My number was 2164 and imagine the waiting I had to do, he said. The X Factor is a television music competition franchise created by Simon Cowell who is known in the United Kingdom and United States for his role as a talent judge on TV shows such as Pop Idol, The X Factor, Britains Got Talent and American Idol. The Mic Show has only one audition but for X Factor, we had to audition three times. We had to go to three different rooms and producers and if you pass them all, then you make it to the waiting list which then gives them a month and a half to select for the main live audition. I couldnt believe that I would even make it to the first round and the audition was really tough. Well Im a bit nervous and scared because this is a big thing for me, plus I dont have my mum or dad beside me and its really hard being the youngest in the family leaving home to pursue what you love doing and it's through God Im still going. He said this is his first time to tackle something big like this in an international arena. Cava said he will see where the X Factor will take him before he comes back. He was inspired to join by a talent agency that he is under in Fiji which is called HOPEFiji Talent Management, made up of his close friends which he calls family. Its true that Fiji is improving its music industry now and I thought to take a step of faith to try for the X Factor. He said Fiji is a talented place filled with such amazing artists from various background but they needed to be exposed and supported. My inspiration would be my mum ... thats whats keeping me going, he said.
PSC Implements Volunteer Program

The Public Service Commission sponsored for the first time ten volunteers under the Volunteer Service Scheme. Volunteers comprising of graduates and retirees have already begun work with the Ministry of Education and Ministry of Health. The Fiji Volunteer Service was established under the National Employment Centre (NEC) Decree, 2009. Under the Decree, the Public Service Commission acts as the agency to manage the Fiji Volunteer Service. The main function of the Fiji Volunteer Service is to engage unemployed persons and retirees who wish to serve society in the spirit of volunteering in any local and regional undertakings including green growth initiatives or projects. Public Service Commission permanent secretary Mr Parmesh Chand in highlighting the program for volunteering said that volunteering is considered one of the most productive forms of professional and personal development for individuals. It helps promote a strong sense of service and civic pride amongst our people. Out of the ten volunteers, five will be attached to Ministry of Education to assist in the collation of data for processing of teaching vacancies while the other five will be working at the Ministry of Health to implement community based health and rehabilitation services, Mr Chand said. Twenty-four year old Sefanaia Joji is attached at the Ministry of Education, said he is enjoying his attachment at MOE. I heard about the National Employment Centre through my brother in-law and I applied. I got selected and am now attached with MOE doing administrative work. MOE is paying $50 of my allowance while the other $50 is paid by PSC weekly, Joji said. He said after his attachment he plans to work permanently applying to various organizations as he has gained considerable experience. There are three categories of volunteers under the scheme: Unemployed graduate trainee volunteer (for unemployed but qualified graduates) Senior volunteer (recruitment of qualified and experienced retirees to serve locally) Senior volunteer (senior volunteers to serve in Pacific countries) Under the Scheme, a volunteer is paid a weekly allowance of 50 per cent by FVS and other 50 per cent by receiving organization or agency with attachment up to 6 months.
Wages Council To Determine Minimum Wage

The Wages Council will put forward to the Minister for Labour in the coming weeks, proposals for the respective Wages Regulation Order for consideration. Ministry permanent secretary Mr Taito Waqa said the minimum wage and the sectoral wages need to be reflective of productivity in the labour sector. There are 10 wages councils dealing with respective sectoral wage determinations. Weve already started with the meetings of the Wages Councils. The chairman has asked us to extend the time beyond May so that all the 10 councils can put their proposals to the Minister, Mr Waqa said. and understand that we need to improve the efficiency or how we utilize our labour. That is not to say to work hard but to work smart - in the modern way of looking at it, Mr Waqa said. Government last year announced for a 10 percent increase for nine industrial private sectors, including the hotel and catering, garment, saw milling and logging industries along with the mining, printing, wholesale and retail and the security services sectors.

Immigration Officer Jailed For Taking Bribe

A former Fiji Immigration Department employee who accepted a bribe in 2009 was handed six months jail and ordered to pay $600 by the High Court at Lautoka. Josateki Toga, 42, admitted two counts of bribery and one count of abuse of office before Justice Sitabarampillai Thurairaja. Toga while on attachment to the Immigration department had given the travel document details and travel history of Mohammed Ali and accepted $500 cash and a mobile phone as payment. Justice Thurairaja said this was a breach of trust and the behaviour brings disrepute to the department of Immigration and will discourage investors to invest in Fiji. Toga sought a non-conviction and asked the court for community service as he is married with two children and is pursuing a degree at university and also asked the court to take into account the period in custody. Justice Thurairaja sentenced Toga to serve six months in jail and the balance of 12 months to be suspended for three years. He was also ordered to pay $600 or an additional six-month term if he failed to pay the amount. Initially Toga was sentenced to 18 months imprisonment to run concurrently for all three offences and given 30 days to appeal.
Fiji Soldier Killed In Taliban Attack

A Fiji-born British Army soldier was killed in an indirect fire attack on forward operating base Ouellette, in the northern part of Nahr-e Saraj district in Afghanistan last Friday. Private Ratu Manasa Silibaravi, 32, who leaves behind his parents, brother and sister, was new to the specialist role of advanced searcher which involved working to detect make-shift bombs. ITV reports Private Silibaravi, a keen sportsman, joined the Army in 2002 and served in Iraq and Afghanistan. This was his third tour of duty. He represented the regiment at both athletics and rugby. Silibaravi - known as Sili or Prince was described as a "soldier's soldier" and praised for his quiet confidence and clear inner strength. Ratu Silibaravi was one of my most experienced soldiers. Steadfast, redoubtable and brave, this soldier was a Pioneer to his core. A man of strong belief and affable character, he was immensely popular in the Regiment and a highly valued member of his search team, said Lieutenant Colonel Dom Fletcher, commanding officer, 23 Pioneer Regiment RLC. A quiet, yet determined and popular soldier, Private Silibaravi was a professional and committed individual. Strong and fit, he had an excellent work ethic, throwing himself wholeheartedly at every challenge. The number of operational tours that he had successfully completed is testament to his dedication and professionalism, said Lieutenant Colonel Simon Bell, commanding officer explosive ordnance disposal and search task force. Silibaravi was killed with his colleague Corporal Andrew Steven Roberts. A total of 412 members of UK 's armed forces have died since operations in Afghanistan began in October 2001.

Police in northern India have arrested a baby girl's father and uncle for allegedly trying to bury her alive. The two-month-old baby's father said he had been advised by a spiritual guru to bury her to help secure the good health of his next child, police allege. Rima Fakih, the first Arab-American to be crowned Miss USA, has avoided jail in a drunken driving case. A Michigan judge put Fakih on six months probation, ordered her to perform 20 hours of community service and said she must pay $600 in fines and costs. Fakih also must attend an alcohol safety class. The 26-year-old pleaded no contest last month to driving while visibly impaired. A no contest plea isn't an admission of guilt but is treated as such for sentencing. She had faced a maximum penalty of 93 days in jail. Fakih said the experience was "very humbling." "I'm very relieved," she said. "I was willing to pay the price it took because I knew I made mistakes." Fakih has said she wasn't drinking the night of her arrest in December, but two police breath tests put her blood alcohol content at more than twice the legal limit. Fakih's family moved from Lebanon in 1993. She won the Miss USA Pageant in 2010.

As India announced plans to take the issue of "discriminatory" increase in US visa fees to the World Trade Organisation (WTO), Washington assured it continued to fully support the admission of qualified Indians. Visa Changes Could See Fresh Wave Of Boats

Australia could soon face a fresh wave of asylum seeker boats with Indonesia set to remove a number of major source countries from its immigration red list. Indonesia will relax visa restrictions on Sri Lankan and Bangladeshi citizens later this month, posing an increased threat to the Gillard Government's ability to control Australia's borders. The move comes despite the Indonesian Immigration Office having identified Sri Lanka - along with Afghanistan, Iran and Pakistan - as a main source of asylum seekers heading to Australia by boat. Afghanistan and Pakistan could also soon be removed from the red list under changes which were first announced in January, but have been delayed. Just 10 per cent of Sri Lankans who enter Indonesia exit the country legally. According to the Immigration Office, about 90 per cent of Sri Lankans in Indonesia could not be located. Law and Human Rights Ministry travel documents chief Budi Satria Wibawa confirmed initial changes to the red list but wouldn't say if the plan to ease visa rules for people from Afghanistan and Pakistan would still go ahead. "Sri Lanka and Bangladesh will be taken off soon," he said, as reported. He said the two countries were being taken off the list because their economic conditions and security had improved. The head of immigration with Indonesia's Law and Human Rights Ministry, Bambang Irawan, said in January, when the new rules were announced, they could "lure more boat people heading to Australia". There are already more than 3500 registered refugees in Indonesia - the chief transit point for asylum seekers heading to Australia - with about 2000 of the total number from Afghanistan. The removal of Afghanistan from Indonesia's immigration red list could see that number grow significantly, presenting a greater potential for more asylum seeker boat traffic to Australia. The development comes as Prime Minister Julia Gillard continues to face pressure over her asylum seeker policy following the interception on Sunday of three boats carrying a total of 305 suspected asylum seekers.

A resident who live at Highbanks Marina in De Bary, Florida, 48km north of Orlando, said the unwanted visitor - thought to weigh at least 136kg - recently made off with a case of beer he had left on his back porch. Another local, Sandy Harvey, said the bear cruised around a bar at the marina last week, walking around the docks close to patrons. "We all rushed over and we all watched
the bear just meander all the way around," said Ms Harvey. The animal has also been spotted drinking from the fountain that marks the front entrance to Highbanks Marina. While residents are concerned the bear has lost its fear of people and could be dangerous, so far it has not hurt or approached anyone in a threatening way.

Men Plunge To Death As Skyscraper Platform Fails
Fresh Plea From Australian Hostage In Philippines

A new video has emerged from the Philippines showing Sydney man, Warren Rodwell, making a plea for the payment of a ransom to save his life. The Philippine authorities have received another video of Mr Rodwell, who was abducted by gunmen in Mindanao more than four months ago. He is seen holding a copy of a Philippine newspaper dated March 26. In a video released in January Mr Rodwell asked his family to help raise a $1.96 million ransom. The Australian Department of Foreign Affairs and Trade (DFAT) says the new video is welcome news given the ongoing concerns about his welfare. "The Government continues to attach a high priority to Mr Rodwell's safe release and is working closely with the Philippines authorities to resolve this case," a DFAT spokesman says. Both DFAT and Australian Federal Police are in close contact with Mr Rodwell's family to provide support and information. The Government has repeated it has a no-ransom policy, on the basis that paying will encourage other kidnappings. Australians have been advised by DFAT not to travel to Mindanao.
Burma's Suu Kyi Finally Gets Passport

BURMA opposition leader Aung San Suu Kyi has received her first passport in 24 years ahead of a planned trip to Norway and Britain.

The 304-metre Baiyoke tower is a distinctive feature of the Thai capital's skyline and houses a hotel on its uppermost floors.
Aung San Suu Kyi will soon be able to travel. An aide to Suu Kyi, Htin Kyaw, said the passport was received from the Home Ministry. Suu Kyi applied for the passport following recent political reforms that culminated in her election to parliament last month. Last year, a long-ruling military junta handed over power to an elected, nominally civilian government. Suu Kyi's National League for Democracy, which won 43 seats in the April by-elections, will lead the small opposition bloc. The passport is valid for three years. She has not had a passport since she returned to Burma in 1988 to take care of her ailing mother, and was required by law then to hand it in. After becoming leader of the country's pro-democracy movement, she was put under house arrest for 15 of the following 22 years of military rule. Her confinement kept her from attending the ceremony in Norway at which she was awarded the 1991 Nobel Peace Prize. She plans to visit the country in June. During intermittent periods of freedom, Suu Kyi declined opportunities to go abroad for fear she would not be allowed to re-enter Burma, and so was unable to visit her British husband, Oxford don Michael Aris, before his death from cancer in 1999. They last saw each other in 1995, after which the junta denied Aris a visa. Since her release in November 2010 from her last term of house arrest, Suu Kyi had been invited to visit by several foreign governments. Recently, UN Secretary-General Ban Ki-moon invited her to the UN headquarters in New York where she once worked. During a brief visit to Burma in April, British Prime Minister David Cameron also invited Suu Kyi to visit the United Kingdom, saying it would be a sign of progress if she were able to leave Burma and then return to carry out her duties as an MP. Cameron publicly suggested she visit in June to see her "beloved Oxford", where she attended university in the 1970s and raised her two children. Suu Kyi replied that "two years ago I would have said thank you for the invitation, but sorry. But now I am able to say perhaps, and that's great progress."
Illinois Man Burns Son's Face With Iron Over Missing $1

An Illinois man has been arrested on suspicion of burning his 11-year-old son with an iron in a bid to make the boy confess to stealing a dollar from him, as reported. Josue Manrique, 35, of Joliet, Illinois, was charged with assaulting a child, authorities said. Police Commander Brian Benton said Manrique had returned home "on edge" early Sunday morning after a night of drinking. "He'd been watching a boxing match where his fighter had lost and was having transmission problems with his car on the way home," Benton said. "When he came home, he noticed a dollar missing from his dresser and that apparently set him off." Authorities say Manrique hit his son with a leather belt to wake him up, then used an iron to burn the boy's arm and hand as the boy continued to deny taking his money. Manrique then put the iron on the boy's chin, authorities said. "He initially claimed he had been struggling with the boy to keep him from burning himself with the iron, but later changed his statement," Benton said. He has been held in lieu of $100,000 bond.

Before the fire was extinguished, unconscious Enrique Ruiz suffered second-degree burns on his neck and chest. He awoke from sedation in searing pain. "I feel like my chest was on fire," Ruiz, 52, told his brother, Amauri. Sources at the South Bronx hospital said Yelon failed to mention the patient's burns in a post-surgery report. He claimed the flames were extinguished with "no danger to the patient". "I don't know anything about it," Yelon repeatedly told the media, refusing to answer any questions or acknowledge his role. A boy charged with stabbing a mother-of-three moments after egging her Melbourne home had told how the knife "just went in" after she ran toward him, a court has heard. The 15-year-old boy is charged with unlawfully killing the Melbourne mother in the city's north on July 3 last year. The court heard the mother was stabbed while her husband and their 11-yearold daughter were nearby, after they had chased a group of youths who had just thrown eggs at their home. A committal hearing in a Victorian Children's Court heard the boy and three friends had been playing billiards when they decided to egg someone's house. The boy facing charges had suggested egging the woman's house because he said he had been bullied by her son, the court heard. One of the four youths, giving evidence, said they had thrown eggs at the house when they spotted the family in their car. "It looked like he wanted to run us over," he told the court. He said he hid after backhanding and egging the 11-year-old girl when she got out of the car and grabbed at his leg. When he telephoned his friend from his hiding spot, his friend had told him, "Bro, I just stabbed someone." All four were then driven to the home of the youth facing charges by his older brother, who told the court he disposed of the knife in a lake. In a statement to police tendered to the court, the youth who hid after the egging said the 15-year-old facing charges told him he gave the woman a "slight jab" after she came at him. "He was like, 'I just pulled a knife out, and she just ran straight to me, and it just went in,'" the youth said in his statement. He told the court the stabbing "sounded like it was accidental". He said his friend was in shock when he heard from media reports that the woman had died. "He was just laying in bed like an absolute insane person," he said. The youth told police that when he saw the knife, the entire blade was covered in an orange liquid. "I was thinking to myself, 'It can't be this deep,' and then I realized it was blood," he said. A CAT that got international attention for tipping the scales at almost 18 kilograms has died. The Santa Fe Animal Shelter & Humane Society said that the orange and white tabby named Meow died over the weekend, likely from complications from his morbid obesity. Meow, who was two-years-old, was taken to the shelter last month after his 87-year-old owner could no longer take care of him. The shelter put Meow on a diet and posted all his weigh-ins on a Facebook page that got national attention. Meow had lost some weight and was doing well when he began having breathing problems last Wednesday. Despite constant attention, and medical testing and treatment, Meow died last Saturday. B.C. Cracking Down On Translink Fare Cheats

Denying driver's licence and car insurance renewals if $173 fine unpaid The B.C. government has moved to crack down harder on TransLink fare cheats, introducing a bill in the legislature that will allow the transit authority to actually collect fines. Once the bill becomes law, TransLink will be able to collect the $173 penalty by denying evaders the ability to renew their drivers licence or car insurance until theyve paid up. Between January 2011 and February 2012, transit police issued 52,812 fareevasion tickets, but only 7,540 of those less than 15 per cent have been paid. As a result, $1,304,420 in fines were paid, but $7,709,286 remains outstanding. Technically, the proposed law also allows the government to apply the new power against anyone who has skipped paying the transit fine anytime during the last 10 years. Its estimated, however, that 70 per cent of evaders who are fined dont hold a drivers licence, so TransLink will still have to use the courts and collection agencies to try to collect the penalties from them. Jason Kenney Amends Controversial Broadcasters Must Turn Down Ad Refugee Bill Volume: CRTC

"We believe that the ultimate result of this bill will be to hurt legitimate refugees. Witness after witness has told the committee that C-31 is fundamentally flawed and unconstitutional." When asked if her party would support the bill if the detention provision was dialed back, along with clarification about when people could be deported, Sims said [those measures] "would not go far enough to address the fundamental flaws in this bill." Sims promised to give the government's amendments close consideration in line-by-line study. Sims said the bill's many "draconian" measures would only serve to punish the victims while not improving safety. Michael Bossin, a refugee lawyer and representative of Amnesty International, argued the detention provision would create a legal quagmire. He argued that if the provisions are ultimately thrown out by the courts there would have to be a huge retroactive clean-up of cases. "Will that create a huge expensive mess far worse than the one we are in now?" he asked. "Yes you can count on it." A Commons committee that has been reviewing the bill will move to a clause-by-clause study. That study was completed Thursday and followed by a vote on the amendments. In a majority, the government does not require opposition support to pass the bill. Bill C-31 replaces a former law, the Balanced Refugee Reform Act, which received opposition approval in the last minority parliament but has not yet been implemented. Broadcasters are getting the message loud and clear turn down the volume on commercials by the end of summer. The Canadian Radio-television and Telecommunications Commission (CRTC) said Tuesday companies must follow the Advanced Television Systems Committee's standard by Sept. 1 and sync the volume of programming with commercials. "The rules we published bring us a step closer to our goal of eliminating loud TV ads," said Leonard Katz, acting chairman of the CRTC, in a statement. "We have every expectation that the industry will take the necessary steps to meet our deadline and provide relief to viewers." The regulator first announced plans to curb loud commercials in September after hearing complaints from more than 7,000 Canadians. Last year Tory MP Nina Grewal introduced a private member's bill that called on the CRTC to force TV stations to lower the volume on ads.
Immigration Minister Jason Kenney is bending to opposition pressure and amending his controversial refugee omnibus bill, C-31. The amendment will introduce a 14-day and six-month review of the detention of so-called "mass arrivals" of refugees. "People have raised concerns about this. We've studied the issue closely as a result of which the government has decided to amend the bill to allow for an initial detention review at 14 days initially and then subsequently at six months," Kenney told reporters Wednesday. The bill originally stipulated a judicial review would only be necessary after those refugee claimants designated as "mass arrivals" by the minister had been in detention for one year. Kenney also introduced another amendment to clarify that the government would not have the power to revoke the permanent residency of successful refugee claimants if conditions improve in their countries of origin, unless it was found they obtained their status through fraudulent means. "The government has no intention of removing permanent residency from bona fide refugees if things have changed in their countries of origin," he said. Even with the amendments Kenney announced Wednesday, the bill still gives the immigration minister sole authority to decide which groups of refugee claimants are "mass arrivals" a term which is not clearly defined in the bill. The measure was sparked by the arrival of two boatloads of Tamil migrants off the coast of Vancouver in recent years. The bill would allow for those cases to be designated retroactively as "mass arrivals." Several legal experts have argued that provision would almost certainly generate costly court challenges because it is inconsistent with the UN Convention Relating to the Status of Refugees, the Charter of Rights and Supreme Court precedents. A Toronto law firm has filed a $20 million class action lawsuit against Air Canada on behalf of the 95 passengers who suffered injuries after the plane they were on took a sudden plunge. Air Canada originally told passengers that the plunge, on flight AC878 between Toronto and Zurich in January 2011, was caused by unexpected turbulence. But the Transportation Safety Board of Canada issued a report in April saying the terrifying episode happened when a co-pilot woke up and was confused enough to think the plane was about to collide with a U.S. military aircraft. Lawyer Darcy Merkur of the firm Thomson, Rogers, which filed the claim, says the passengers who have come forward "feel completely manipulated, completely lied to and they are pissed off; they want a corporation like Air Canada to be accountable for misleading them." "We feel the suit was the right thing to do," says Ashlyn O'Mara who was on the flight, "there is a group of us." In the class action suit filed in court Monday, Thomson, Rogers says that Air Canada covered up the true cause of the incident. The suit has not been certified as a class action suit and the allegations have not been proven in court. The suit names O'Mara of Toronto as a claimant. She said that she had her seatbelt fastened and was awake when the plane plunged in the middle of the night. O'Mara told the media that part of the class action suit is about how passengers were treated by Air Canada. "The company did not reach out to many of the passengers, including myself, to see if we were okay or to ask if there was anything they could do." O'Mara also points out she is concerned about public safety and pilot fatigue. "It should be a wake-up call to everyone that something isn't right and that pilot fatigue is a serious problem that can affect anyone who flies."

Canadian officials are considering genderless passports, aimed at those who do not identify with their birth gender but do not wish to have sexchange surgery. A government briefing note obtained by La Presse newspaper as revealing, "Passport Canada policy in relation to the gender indicated on passports is the subject of a review." The move was confirmed by a spokeswoman for the agency. The new policy might allow a gender of "x" where the passport holder feels neither "male" nor "female" represents them. Such a declaration could suit those who do not identify with the sex of their birth, but are unable to have surgery to change their sex, as well as "intersex" Canadians with ambiguous chromosomes or genitalia. Such a move would follow Australia where last year it became allowed for a passport holder to list their sex as "indeterminate" - and echoes a similar change being considered in the UK. "There are people in transition from one sex to another. In my view I don't see why passports shouldn't reflect reality," Karen Selick, from the Canadian Constitution Foundation, said.

The Stolen History Of Indo Fijian Girmitiya

[A wreath (shradhanjali ke do phool) in memory of my forbears on the 133rd anniversary of Girmit Remembrance Day on 14 May, 2012]
Coolie, what Coolie? Yes, if you are a non-Gujarati and a non-Punjabi Indo Fijian having roots in Fiji, chances are that you are a descendant of one. Yes, Coolie, or dog, that is the derogatory name the white British gave to your forbears, the girmitiyas, the indentured labourers. No matter if you are in Australia, New Zealand, USA, Canada, Britain or Timbuktu, you have no choice in this matter-that is a historical fact. I do not blame you for not knowing anything about this. Girmitiya history of Fiji has been deliberately hidden from the world. In Fiji's primary and secondary school history, we learnt about early history of indigenous Fijians, about provincial tribal wars and their legends. We also learnt about the prowess and courage of various European explorers and seamen, the history of the British royal family, contributions of the British and Commonwealth in developing the earth, and so on about the glory of the white men's contributions to carving out the destiny of the world. However, as far as Fiji's history is concerned, there is almost no acknowledgement of girmitiya contributions to its development. The accounts of trickery of recruiters, of whipping, over-tasking of work, unauthorized pay cuts, punching, kicking, suicides, rapes, sexual violations and killing in the cane fields of early Fiji have been completely missed by the history books. This was no accident but deliberately done to hide the inhumane, criminal and villainous acts by the axis of evil. This comprised the colonialist British and Australian governments and the monster Colonial Sugar Refining Company (CSR), against the innocent and defenseless indentured labourers. Since the British were the colonial rulers of Fiji for around a century, they had a distinct advantage of manipulating history. That is why we learnt manufactured history devoid of the contributions and sufferings of indentured Indians. It is unfortunate that even Fiji's people settled overseas, like in Sacramento, Brisbane, Vancouver, San Francisco, and in my Auckland have been so immersed in their new found prosperity that any thought of Girmit or Girmitiyas was considered blasphemy, scratching of old wounds and digging of historical graves. Some six years ago I hoped to mark Girmit Day on May 14 in Auckland, but was shunned by the descendants of Girmitiyas. What a shame. Even a temple, supported and frequented by Indo- Fijians in Manurewa in South Auckland with an appropriate hall refused to grant us free use as they had to pay a mortgage for their loan. How about the mortgage that we owe to the sacrifices and sufferings of girmitiyas that have landed us in this prosperity now? Can Indo-Fijians settled abroad be so thankless, conceited, selfish and forgetful? What I suggest is that we need to tell our children and grandchildren about our heritage. They should be told the stories of Girmit so that they know where they have descended from. They should know how full of suffering have been those sea journeys between 1879 and 1916 which saw some 60,000 Indians brought to Fiji. Unfortunately, their sufferings and sacrifices have been ignored, sadly by their own descendents as well as history. As we mark 133 years of the first arrival of indentured labourers to Fiji on 14 May, 1879, this article is meant as a wreath on the graves of girmitiyas (shradhanjali ke do phool ) to whom the whole of Fiji and those who originated from there owe its gratitude. And so do us, the descendants of the Girmitiyas. In recognition of their sacrifices, Waitakere Indian Association, in Auckland, like pioneers in Diwali and Holi celebrations in West Auckland, are going to commemorate a day in memory of our Girmitiyas. Girmit Memoriam Day will be held on Sunday 20th May, 2012 in Auckland. While Indo Fijians in Wellington, Melbourne, and Auckland will mark this day, one wonders what the descendants of girmitiyas in other parts of the world, including Brisbane, Sacramento, San Francisco and Vancouver and even in Fiji will do to remember this day. During last Australia and New Zealand Army Corps day on 25 April, we marked ANZAC in New Zealand in a big way, with over 10,000 gathering for dawn services at Auckland Museum. New Zealand community marked the sacrifices of their forbears during the wars and even very young children woke up early in cold autumn morning for dawn services at 5 am to remember the sacrifices of their grandfathers and great grandfathers. One wonders whether Indo-Fijians possess that same passion to remember the sacrifices of their forbears. Shamelessly, we have forgotten all of them. It appears we live to the reputation as selfish, greedy and thankless people as branded by I Taukei (indigenous Fijians). One wonders where Fiji Girmit Council is and whether anybody there will remember the sacrifices and suffering of girmitiyas on this day. Lest we forget, this article is dedicated by the children of girmit to the other 60,000 Bansi (my grandfather), Bhura (my grandmother) and Bholai jahaji bhai (travelling shipmate) who transformed Fiji from a cannibalistic tribalism and jungle to a flourishing country which has been referred to as crown jewel of Pacific, through sacrifices and sufferings of girmitiyas who have not been acknowledged by history.
I salute them for their sacrifices and vision for their children. May the soul of our departed Girmitiyas rest in peace! Om Shanti, Shanti Shanti.

How To Get The Best Babysitter For Your Child

When it comes to finding a babysitter, Patricia admits she's a bit of a stalker mom. "I'm always scouting girls out, watching to see how mature they are," she says, laughing. Patricia, who has two daughters, Lynda , 6, and Ella, 3, works shift work, so having a roster of reliable sitters on hand is essential. But as so many parents quickly discover, they aren't always easy to find or keep. Especially the good ones. Helen, 14, is the babysitting mogul of her neighbourhood. Helens mother, police Det. Sgt. Pauline, began preparing her daughter for the responsibility of caring for other people's children beforehand. "We started off by paying her to occupy our friends' younger children when we had dinner parties," says Pauline. "Now she's generating her own flyers and business cards." Eye Colour May Indicate Serious Skin Conditions' Risk

Eye colour could be an indicator of whether a person is at a high-risk for certain serious skin conditions, according to a new study. A study, led by the University of Colorado School of Medicine, shows people with blue eyes are less likely to have vitiligo. It then follows, according to scientists, that people with brown eyes may be less likely to have melanoma. Vitiligo is an autoimmune skin disease in which pigment loss results in irregular white patches of skin and hair. Melanoma is the most dangerous kind of skin cancer. It looked at almost 3,000 people with vitiligo of Non-Hispanic European ancestry, identifying 13 new genes that predispose to vitiligo. Among the vitiligo patients, approximately 27 percent had blue/ gray eyes, 43 percent had tan or brown eyes and 30 percent had green or hazel eyes, which is significantly different from the normal distribution of eye colour where approximately 52 percent of Americans of Non-Hispanic European ancestry have blue/gray eyes, 22 percent have green/hazel eyes, and 27 percent have tan or brown eyes. Richard Spritz, MD, is director of the Human Medical Genetics and Genomics Program at the CU School of Medicine, the coordinating center for the research. Spritz said the study primarily looked at vitiligo but also has implications for melanoma. 'Genetically, in some ways vitiligo and melanoma are polar opposites. Some of the same genetic variations that make one more likely to have vitiligo make one less likely to have melanoma, and vice-versa,' said Spritz. 'Vitiligo is an autoimmune disease, in which a person's immune system attacks their normal pigment cells. We think that vitiligo represents over-activity of a normal process by which one's immune system searches out and destroys early cancerous melanoma cells.' People with vitiligo are at higher risk for various other autoimmune diseases, such as thyroid disease, type 1 diabetes, rheumatoid arthritis and lupus. Vitiligo patients' close relatives also are at higher risk for these same diseases, even if they don't have vitiligo. Spritz said this means there must be some genes that push towards these autoimmune diseases in general, while other genes and environmental triggers determine which autoimmune disease occurs and when.
Curry Ingredient Curcumin 'Could Be Key To Beating Bowel Cancer'

A chemical found in curry is to be tested for its ability to kill bowel cancer tumours in patients. Curcumin, which is found in the spice turmeric, has been linked to a range of health benefits. Studies have already shown that it can beat cancer cells grown in a laboratory and benefits have been suggested in stroke and dementia patients as well. Now a trial at hospitals in Leicester will investigate giving curcumin alongside chemotherapy drugs. About 40,000 people are diagnosed with bowel cancer each year. If the disease spreads around the body, patients are normally given a combination of three chemotherapy drugs, but about half will not respond. Forty patients at Leicester Royal Infirmary and Leicester General Hospital will take part in the trial, which will compare the effects of giving curcumin pills seven days before starting standard chemotherapy treatment. William Steward, who is leading the study, said animal tests combining the two were '100 times better' than either on their own and that had been the 'major justification for cracking on' with the trial. Once bowel cancer has spread it is very difficult to treat, partly because the side effects of chemotherapy can limit how long patients can have treatment. The prospect that curcumin might increase the sensitivity of cancer cells to chemotherapy is exciting because it could mean giving lower doses, so patients have fewer side effects and can keep having treatment for longer. This research is at a very early stage, but investigating the potential of plant chemicals to treat cancer is an intriguing area that we hope could provide clues to developing new drugs in the future.
British surgeons are all set to conduct next week the world`s first `heart shrinking` trial in humans aimed at combating cardiac failure. The technique will involve electrically stimulating one of the nerves leading to the heart, which it is hoped could shrink the heart and improve life expectancy, says a team at the Liverpool Heart and Chest Hospital and The Royal Liverpool University Hospital. The first patient will be operated on next week, after the technique was shown to keep rats and dogs alive for longer, as reported. As the heart loses its ability to pump, it fills with too much blood and becomes stretched over time. The more the heart enlarges, the worse the symptoms. So, surgeons hope to reverse the damage. According to the new study, being worried about not having enough food to feed one`s family, a situation called food insecurity, is common in lowincome families. These families often are overweight, too. "Understanding the reasons why poverty puts families at greater risk of obesity is essential to addressing the epidemic," Rachel Gross, lead author of the study from Albert Einstein College of Medicine and The Children`s Hospital at Montefiore in New York, said. Gross and her colleagues at the New York University School of Medicine and Bellevue Hospital Center, interviewed 201 low-income mothers with infants younger than 6 months about their feeding styles, feeding practices and concerns about their child becoming overweight. It is believed that when mothers control what an infant eats, it may disrupt the child`s ability to regulate his or her own hunger and fullness, leading to overeating and inappropriate weight gain, she said. Food-insecure mothers also were more concerned about their child becoming overweight than mothers who werent worried about having enough food for their families. "This work suggests that in addition to addressing hunger and malnutrition, it is critical that policy efforts be made to work with food-insecure families to prevent the opposite problem - obesity," she added.

Pit Bull Rescues Unconscious Owner From Speeding Train's Path Near Boston
AN eight-year-old pit bull named Lilly is being hailed a hero after frantically pulling her unconscious owner from train tracks moments before a freight train barreled through. The engineer who stopped the train saw the dog pulling her owner, Christine Spain, away from the tracks around midnight local time May 4 in Shirley, Massachusetts, around 39 miles (63km) northwest of Boston. The train engineer attempted to stop but could not avoid hitting Lilly. Spain was not injured, but Lilly suffered a complete "de-gloving" of her right foot - all of the muscle and skin were gone. Her pelvis was fractured in multiple locations, and she also suffered other internal injuries. But even as police and firefighters arrived at the scene, Lilly stayed by her owner's side. Lilly was taken to an emergency animal hospital in Acton where Boston police officer David Lanteigne, who rescued Lilly three years ago as a therapy dog for his alcoholic mother, picked Lilly up and brought her to Angell Animal Medical Centre in Boston, where emergency veterinarians examined her. Lilly's right front leg could not be saved and had to be amputated, and because of her age, doctors decided not to operate on her pelvis until she had time to recover from the amputation. She had the second surgery last Sunday and was recovering in Angell's Emergency and Critical Care unit in a kennel adorned with pictures, notes and get-well cards brought by her family, friends and neighbors. Because Lilly's medical care likely will run into the thousands of dollars, a fund was set up for donations to help offset her treatment costs.

The Dirty Picture' In Kannada: Ekta Kapoor Opposes Title

Director Trishul of "Baba" fame has titled his next Kannada film "The Dirty Picture", but filmmaker Ekta Kapoor is unhappy and has filed a complaint against the use of the title. The Karnataka Film Chamber of Commerce (KFCC) cleared the title for producer Venkatappa's yet-to-belaunched Kannada film, which will reportedly star Pakistani actress Veena Malik in the lead role. Ekta, who had produced Viday Balan starrer super hit film "The Dirty Picture" in Hindi under her banner Balaji Telefilms, has written a letter to the president of the KFCC requesting him to withdraw the permission for the use of the title by Venkatappa. She has given them five-day deadline. The KFCC executive committee is considering the issue and sources said that KFCC has referred the matter to a legal expert and that they are awaiting a response. Meanwhile, Trishul says he won't change the title and that he is prepared for a legal battle. Said Trishul: "There is no bar on keeping a title of any other language film to be made in a different language. There are several precedents before. We have a Kannada film called 'Housefull' (title inspired by Hindi movie) and 'Bhadra' (Telugu title). We have legally obtained clearance from the KFCC. Why should we change the title now?" Apart from title, there will be no similarity between the two films, said the director adding that while the Hindi film was an unofficial biopic on southern sex symbol Silk Smitha, his film will have a fresh story. "The title may just remind the viewer of a Hindi film with the same name. That is all. My story is original and realistic. It does not have even an iota of similarity with the Hindi film," said Trishul who has written the story and screenplay for the film.

Family values go out the window, or do they, in Edwin Boyn Citizen Gangster, an impressive feat from EOne Entertainment now shooting for customers at the International Village Cinemas and elsewhere in British Columbia. Not to be missed, for once we have a Canadian movie with a Canadian subject thats actually entertaining. No, not just because this 105 minute production has the occasional gun play. Known in the United States simply as Citizen Gangster, Edwin Boyd is a movie whose title really says it all. Set in the aftermath of World War II this film charts the troubled life of Edwin Boyd. Cast as the Canadian vet is Scott Speedman who runs with the role of the family man trying to make ends meet. Struggle confounds Edwin who does his best to please his attractive well-meaning wife Doreen and two young children. Actress Kelly Reilly. Just like today desperate times lead to desperate actions and our Edwin alone so a gang is assembled which leads to all sorts of added chaos for Boyd, the authorities and his family. Smart and fun to behold Edwin Boyd Citizen Gangster is an interesting piece of true Canadiana that rocks. Solid performances and a quality script by director Nathan Morlando make this movie a good time. Members of Boyds gang all add their two cents to the proceedings with Kevin Durand particularly effective as smooth operator Lenny Jackson. Fresh and a good period piece, this film also smartly include some great commentary from Canadian television icon Lorne Greene whose unmistakable timbre resonates long before he became Pa Cartwright on the Queens favourite television show Bonanza. Oprah Winfrey's cable channel has suffered losses that are fast approaching a staggering 330 million dollars, according to a report. And now industry insiders are predicting that the Oprah Winfrey Network (OWN) will not be able to survive another year if it does not find a hit show to help it in making a dramatic turnaround. According to a report in Businessweek magazine over the weekend, Discovery, which partnered 50-50 with Winfrey to launch the network and has been underwriting its costs, has already invested nearly 600 million dollars in it since 2008, as reported. So jam a brick on the accelerator, and the iQs little engine runs to about four grand and sticks there as the car slowly engineers forward progress with a drone. Every time the iQ is about to do something entertaining, the CVT
intrudes and spoils it. Dive into a corner, the tires bite andthe transmission induces its drone of defeat and the car practically falls on its nose. Scion says the iQ will run from 0 to 60 mph in 11.8 seconds, but a better estimate might be a week. Scions always seem to promise more fun than they deliver. (We hope the upcoming FR-Sbased coupe will prove different.) But tune the iQs front struts and rear torsion beam a bit, bolt on some righteous rubber, tweak the engine to about 130 hp, give it a decent transmission, and this car could be a point-and-squirt legend. Right now, its only frustratingly clever.
Heres what the new Scion iQ has going for it: Its tiny outside, but not so small inside. Four people can wedge in when necessary. Its good-looking, the interior design is about the best of any cheap car, and the seats are comfortable. The suspension is simple, but it works well, and the precise steering and its size make the iQ super easy to park. And although the frontmounted 1.3-liter engine makes 94 hp, the iQ weighs just a cheerleader more than a ton. Heres whats wrong with the new Scion iQ: Its stuck with a continuously variable transmission that drains the fun out of it. Every. Single. Drop. The Price Is Certainly Premium Toyotaokay, Sciondescribes the iQ as a premium micro-subcompact and will sell it as such when it goes on sale in October as a $15,995 singlespec model backed by a dealer-installed accessory catalog. Thats a ton of cash when you consider the plethora of larger and more practical cars available for less money, among them the Honda Fit, Ford Fiesta, Hyundai Accent, and Kia Soul. But, hey, at least the iQ costs less than the mechanically identical Aston Martin Cygnet. The Scion does, however, look substantial and well detailed for a dinkclass runabout. The bumper covers are painted and fit tightly, the headlights are complex units, there are turn-signal lights integrated into the bottom of the side mirrors, and the 175/60-16 tires fill out the wheel wells. Even the wheel covers on the steel wheels almost plausibly pass for metal. Besides its length120.1 inches, 14.0 longer than a Smart Fortwo but a substantial 26.5 shorter than a Mini Cooperand 78.7-inch wheelbase, little about the iQ
screams cheap. Inside, the driver faces a thick, flatbottomed, three-spoke steering wheel covered in red-stitched leather and an instrument panel that nestles the tach in the lower right quadrant of the speedometer. And theres an information screen to the left of those. Its a compact, logical, and legible arrangement. The center stack has three simple knobs for controlling the HVAC system and is capped by a pod that contains a doubleDIN-size Pioneer audio head unit. If a buyer doesnt like the standard stereo, Scion will have a dealer-swappable upgraded Pioneer unit and a navigation system available. The thin-shelled, fabric-covered front seats sort of bend around any awkward body shape. The passenger-side frontseat rails are mounted slightly forward of the drivers, and the dashboard on that side is slightly forward, too. The arrangement affords a bit more legroom for right-side passengers. A flotsam tray under the passenger seat is particularly useful if that seats occupant is a drooler. Even with the passenger seat thrown forward for ingress, its a chore to get to the rear seat. Its not roomy back there, but that theres any space at all is a miracle of packaging efficiency and owes something to the engine placement. So the kids feel claustrophobic looking through the pie-slice rear windows? At least theres an innovative rear-window airbag to protect their heads in a collision. The NHL playoffs are taking shape, and the semifinals are almost set. With that being said, there is one team that has looked unstoppable this postseason. That team is the Los Angeles Kings and it looks like they won't be stopped anytime soon. They have had the toughest road to get to where they are so far. More than that, they have done it in impressive fashion. In the first round, they easily knocked off the top-ranked Vancouver Canucks. Despite losing one game, beating the best team in the Western Conference in five games in the first round is impressive. Vancouver could never get anything going as they were constantly sent packing by Jonathan Quick's continued brilliance in the net. effort. The Kings then went on to dominate the second-ranked St. Louis Blues. Yes, I said dominate. By dominate, I mean they swept them. The Kings swept a team who was just as good in the net as themselves. They even scored five goals one game on the stonewall goaltending of St. Louis. And again, Quick was brilliant in the net. He never gave up more than two goals, which is a testament to his skill level as an NHL goaltender. The Kings have been all-around fantastic in the playoffs. They have received good production from their offensive players as well, as it has not all been credited to Quick. Dustin Brown is having a great playoff run this year, putting in six goals thus far. He also leads the team in points at 11, which is a good marketing tool for him in the offseason. Mike Richards has been valuable on the faceoff, winning over 50 percent of the face-offs he has competed in. He has also produced, putting in three goals of his own. Anze Kopitar has produced with his stick and, surprisingly, his fists this postseason. In addition to getting into a fight in the first round of the playoffs, Kopitar has three goals and 10 points. Drew Doughty and the defense have played well in front of Quick, which has also contributed to the low goal numbers by the opposition. If they continue to play this way, there is no stopping the Kings. So, the Kings will play the Phoenix Coyotes in the Western Conference finals. The Coyotes have a goalie who is also hot in Mike Smith, but nobody is on the level of Quick. The Coyotes have been more than impressive this postseason, but are running into a runaway train in the Kings. I have the Kings winning the
series in five games. The Kings will go on to the Stanley Cup Finals and play either the New Jersey Devils or the New York Rangers (who, I believe, will beat the Washington Capitals). The Kings will beat either of these teams, as their all-around attack has been too much for any team. In the end, Lord Stanley's Cup will go to Los Angeles and Quick will earn his Conn Smythe Trophy. The Kings will have made an unlikely run at the crown and it will go down in history as one of the best playoff runs ever.

Mike Gillis Agree To Contract Extension
Mike Gillis will continue to call the shots for the Vancouver Canucks. The club has agreed to a contract extension with Gillis, who has served as the team's president and general manager for the past four seasons. "I am very pleased to be signing this extension to remain the president & general manager of the Vancouver Canucks," Gillis said in a release. "I am proud of the work our entire organization has done these past four years and look forward to continuing to build on our success. We are driven every day to try and win the Stanley Cup and will continue to focus on being a strong organization both on and off of the ice." Gillis has led the Canucks to back-toback Presidents' Trophies as the top team during the regular season, and earned some praise from the Canucks' brass. "This is a significant announcement for our hockey club," said Francesco Aquilini, chairman of Canucks Sports & Entertainment. "These past four years have been the most successful in Canucks history. Mike and his management team have done an excellent job to position us for long term success on and off of the ice. We believe Mike's presence in this organization is important to the long term success of this hockey club and we are confident that we will continue to compete at the highest level under his leadership." Vancouver lost in Game 7 of the 2011 Stanley Cup final to the Boston Bruins before bowing out in the first round of this year's playoffs to the eighth-seeded Los Angeles Kings. Among the tasks Gillis will have to deal with over the summer are the futures of goaltender Roberto Luongo and head coach Alain Vigneault.
