Major Responsibilities on EIA, MEP

Be responsible for preventing and controlling the environmental pollution and ecological damages at the sources; draw up environmental impact assessment policies, laws, administrative regulations, and rules and organize their implementation; be responsible for the environmental impact assessment of key development plans, key economic development plans, and key industries and regions; examine according to national regulations the environmental impact assessment statements of regional plans and industrial plans for key development and construction projects; be responsible for approving the environmental impact assessment documents of construction projects ; p j be responsible for the environmental check and acceptance of construction projects approved by the State; be responsible for the post evaluation of environmental impact; organize the environmental supervision on construction projects during their construction periods.

Basic EIA system in China

The concept of EIA was introduced to China after the first National Congress of Environmental Protection in 1973

EIA system of construction projects : EIA Law 2003 Check and acceptance of construction projects, and three simultaneous (pollution control measures should be taken in the meanwhile of designing, construction and operation of construction projects): EIA Law 2003 Public participation: EIA regulation for Public Participation 2006

Why China is interested in South-South cooperation in the EIA area


1. South-South cooperation is an important p of p p part international cooperation. MEP is willing to share knowledge and experience of EIA with other developing countries through South South cooperation. South-South cooperation 2. China first adopted EIA in 1970s by learning from deve oped cou t es. developed countries. MEP is fully aware of the s u y awa e o t e significance of learning and communicating with the others. 3. Under the ADB TA 7566, MEP is willing to conduct bilateral activities on EIA capacity building with Lao PDR and Sri Lanka, which focuses on training as well Lanka as experience exchange.
