Architecture and Engineering Services, #39050 Occupational Family: Engineering and Technology Pay Band Range: 5 - 8 Concept of Work This Career Group provides career tracks for architects and engineers that apply architectural or engineering principles and practices to specialized architecture/engineering or management disciplines. Employees perform responsibilities ranging from entry-level engineers to executive level managers. Licensure may be required as specified in accordance with the Code of Virginia, Title 54.1. Roles Comprising This Group These roles describe the collective characteristics of the work performed by employees in the Architecture and Engineering Services Career Group. The roles define the typical career paths for architects or engineers who pursue careers in specialty areas, such as Civil, Mechanical, Electrical, Rehabilitation, Structural, Transportation, Traffic, Materials, Environmental and Safety, and others. See list of various specialty areas listed in the Architectural/Engineering Descriptors. Although all of these occupations are related, each warrants a separate career track. Each of these career paths requires different knowledge, skills, and abilities and may not naturally lead to the other for career progression. However, a role for each of these occupations represents different levels of work, or career progression. Career paths may exist within a single role, extend to other roles in this Career Group, or to roles in other occupationally related Career Groups. The Architect/Engineer I role provides career tracks for architects or engineers whose expertise levels range from trainee to advanced level. Responsibilities include applying architecture/engineering principles and practices to projects of varying complexity in specialty areas. Specialty areas include those requiring knowledge of civil, environmental, structural, mechanical, electrical, transportation, traffic, safety, materials, or rehabilitation engineering and architecture. Architect/Engineer I COMPLEXITY Applies a broad and thorough knowledge of engineering or architectural principles, mathematics, physical and applied sciences, properties of materials, and fundamentals of design. Plans, designs and coordinates engineering projects of varying types and complexity. Drafts, designs, details and modifies engineering plans. Reviews materials prepared by private architects/engineers for compliance with codes and policies to maximize the efficiency of each project. Applies knowledge of departmental programs, policies and applicable state and federal regulations sufficient to implement such and to represent such to public officials, the general public and the private sector. Applies knowledge of principles of project management to administer projects/activities. Uses concepts and principles of negotiation to achieve program/project objectives. Advises internal and external contacts on engineering or architectural design, development and agency standards and projects. Applies knowledge of project scoping process and value engineering. Applies knowledge of project planning principles. Licensure as specified by the Code of Virginia. Impacts the cost, safety, schedules, and quality of

The Architecture/Engineering Manager I role provides career tracks for managers who manage various administrative, budgetary, planning, scheduling and technical activities related to multiple complex architectural/engineering projects or programs and the staff performing related functions. These functions draw upon knowledge of specialty engineering; capital outlay or other construction projects, transportation, water and wastewater projects or programs and health and safety related operations. Architecture/Engineering Manager I COMPLEXITY Manages activities ranging from a unit, program or geographical area of an agency with multiple projects to ensure deadlines and budgets are met. Resolves conflicting project issues. Applies knowledge of specialty areas to oversight of complex projects. Applies knowledge of departmental programs, policies and applicable state and federal regulations sufficient to

Serves as the statewide or district- wide resource for a specialty-architectural/engineering program. Applies thorough knowledge of principles, practices and procedures of architecture/engineering to complex, difficult and/or unique assignments. Provides significant input into the development of policies and procedures related to specialty area. Assesses manpower needs to provide estimates of staffing for projects and programs. Conducts negotiations with a variety of parties on projects. Applies knowledge of quality control for review of projects. Applies knowledge of research methods. This role also provides career tracks for managers who manage staff and resources related to the procurement, design, construction or renovation of capital projects or non-capital outlay for an entire agencys construction and maintenance reserve programs. This includes budgetary, planning, scheduling, public relations, human resource functions, and technical activities related to a broad range of engineering, administrative and other projects or programs. Architecture/Engineering Manager II COMPLEXITY Performs work of unusual difficulty in managing, through subordinate supervisors, all programs, operations, and staff in assigned area. Applies knowledge of budget management, human resource management and strategic planning in leading defined program or geographic area. Interprets highly technical specialized regulations. Monitors and evaluates activities and projects to ensure work is in compliance with state, federal, and agency policies and procedures. This role provides career tracks for managers who serve as an assistant to the Commissioner for Transportation and direct the operations of divisions and/or districts in areas such as administration, planning and operations. In addition, this role provides career tracks for executive level of Engineering and Buildings, and Facilities Management managers for the Commonwealth and for managers of an agencys design and construction projects that involve multiple facilities with special requirements, such as security provisions and

Serves on statewide and/or nationwide state, federal and local government committees and task forces representing the agency. Responds to high level legislative, local government, citizen, consultant and others concerns to ensure understanding and gain cooperation. Employees interface with state and federal officials and executives on agency issues and with the Commonwealth Transportation Board. Architecture/Engineering Manager IV COMPLEXITY Performs work of unusual difficulty in the executive management of multiple large-scale preliminary engineering and transportation construction divisions and operations having statewide impact. Requires thorough knowledge of agency, state, and federal rules, regulations, policies, and procedures related to engineering. Requires comprehensive knowledge of large-scale organizational functions related to engineering projects and operations. Requires comprehensive knowledge of organizational planning and program evaluation. Requires Professional Engineer Registration for signatory and decision making purposes relating to engineering documents and operations. Requires comprehensive knowledge of leadership and human resource management principles and practices.
