INTRODUCTION In the field of computer and technology, there's always an option to automate things like payroll systems, monitoring systems, inventory system, point of sales and etc. Due to development and emergence of technology, business establishments, corporations, institutions and organizations are dominated by modernization. The payroll system helps them to solve complex problem, to save time and to improve security.
The presence of employees is necessary in order for the company to be productive and strong. Manpower and technology are essential elements for a great company; hence those two should be balanced. Manpower is the best asset of the company that improves productivity; build a strong organization in the company. Likewise, employees also help the company to evaluate ideas for new products and services in order to develop their workplace. However, a company couldnt further develop without the help of technology. Technology is rampant and fast modernization is inevitable. Even small businesses had a share of technology for using computers, cell phones, gadgets or software that can help them minimize the work and make the quality of work progress.
Business establishments use technology in the form of cellular phones, computers, softwares, and other gadgets in order to improve their quality and efficiency. Furthermore, the company is responsible for the employees. It is
responsible for the monitoring of attendance and employee remuneration wages. Attendance is vital in computing salary. The said computation could be done either manually or computerized. Whichever method, it is important that companies provide a fast process and accurate calculation of the employees' salary. According to Dave Roose in his article on How Payroll System Work "If you make a mistake on an employee's paycheck enough times, he'll probably quit".
2011 - 2012
Hospitals are institutions that never lose any employees. That's why a system that monitors the attendance of the employees is very important. As time goes by, tracking the working hours of employees becomes a vital factor in any working environment. Tracking the working hour is necessary in computing.
The record keeping method of companies and institution varies as technology and modernization evolve. This method was long handled by using diversity of manual system including log books, punch cards and ledger sheets. Although today's technology is far more advance, many businesses, small companies, organizations, schools and hospitals are using the manual method. This method may be good, but it is sometimes becoming tedious, time consuming and worst - bring controversies and arguments between the employees and the company.
The need for fast, efficient and accurate way of monitoring time and computing the salary is prevalent nowadays. Modern means must be implemented in order to improve the quality of work normally done in manual manner. One characteristic of technology is speed. Fast transactions and processes is a good way of increasing the productivity of a company. Another characteristic of technology is accuracy and security. These factors are considered as the companys assets. Thus, Increasing manpower and technology is a good technique in order to excel in business competitive markets.
The use of computerized method in monitoring the attendance of employees and payroll system is being adapted by most institutions today because of the numerous advantages it gives. Some of the advantages are: fewer potential mistakes and less time processing; and employees can be trained to run the program more easily, so you won't need to depend on just one person to process payroll.
2011 - 2012
OBJECTIVES OF THE STUDY This study aims to provide an accurate computation of the salary of the employees of Emmanuel Hospital. Likewise this paper aims, to give a faster retrieval of employees data, reports, and payroll processes. Secondly, the study wants to modernize the hospitals payroll system.
2011 - 2012
SIGNIFICANCE OF THE STUDY The study is significant to any work place as well as its employees. As individuals, workers have needs and these needs could be met through their salary, hence a quality and reliable payroll system is needed. Economical Significance If the hospital will use systems that will encourage the employees to respect time and others, it will help them to produce the most excellent service that will satisfy the needs of their patients. It will lead to the growth of trust of the patients to their own hospital and not going too far just to have a great service. This will be the start of a good relationship towards helping each other and helping their own institution to build its name that will give support to the economy of their place. Educational Significance The new technology is not just pushing us to learn new things. It gives us the opportunity to explore more the world and its limits. Producing this kind of system is one of the things that we can use to give a new hint to what the world now is. This will let us know that through time, new development in service quality is being formed. Lastly it will teach us to do not waste time or even a moment to not get into work because it will lessen our salary and value. Social Significance People say that trust and honesty are two of the many things that are expected when meeting and chatting with other people. These two values will be exercised when this system will be used. Many are thinking how to do it but in reality it is simple. On the said process, data will be entered in the computer, thus making the process a lot more reliable. Technical Significance Writing and using Bundy clock in the past few years at the hospital is very hard for them. Lacking of accuracy in the computations and wasting time, which are very important to them, is occurring in their institution while practicing this St. Paul University at San Miguel 2011 - 2012
kind of method. This study will start the openness of the hospital with new technology. Technology that will enhance the operation and that will make the computations effortless and easy.
2011 - 2012
General Problem The elimination of the use of manual method in monitoring the attendance and payroll system is the main goal of this software, changing the hospitals method into computerized approach in order to have smooth access and fast and accurate process in computing wages of the employees. It can be evidently expressed that the Hospitals use of manual method in keeping the tracks of employees including their attendance record and payroll sheets is susceptible to loses and misplacement of employees accounts. Likewise, the manual method consumes a lot of time which can lessen the productivity of employees and the quality of work. Specific Problem The study specifically seeks to answer the problem in manual monitoring of employees attendance and payroll process: Tallying of time cards manually, which are responsible for computing the time that the employee worked is very time consuming and inaccurate. Speed of processing in manual method tends to be slow. Storage of files is susceptible to damage and lost of data. Prone in computing and mathematical errors which could cause financial and legal troubles. Time consuming in double checking the consistency of work. Difficult and time consuming in keeping up-to-date taxes and other deductions.
2011 - 2012
SCOPE AND DELIMITATION Scope The propose system will automatically tally the time cards of the employees including a computerized log-in system which will be responsible for computing the time that the employee worked. The system will also record all data in report at the same time to guarantee consistency of work. Doing automatic mathematical computations with clear reports of employee salary will be processed. The speed in processing payroll will increase by means of decreasing the manual input areas. Printing of daily time record of the employees and payroll sheet can be done. And the employers will never have to spend much time in keeping up to date with taxes and deductions because the system will be designed updated to such deductions. Delimitation When it comes to the border line of the system first on the row is its security. It is because the proposed system is only secured with only username and password. Files and data are secured and safe can be easily accessed with username and password method. And lastly the system will not have the personal information of the employees of the institution.
2011 - 2012

RELATED FOREIGN LITERATURE Automated Payroll System The remarkable development of technological advancement has become the driving force of the market nowadays. The diffusion of the internet has revolutionized the business arena (Eisenberger, Huntington, Hutchison & Sowa, 1998). The use of the Internet is changing high-tech marketing overnight while different industries have been trying to use it as part of their marketing strategy. It does not only reconfigured the way different firms do business and the way the consumers buy goods and services but it also become instrumental in transforming the value chain from manufacturers to retailers to consumers, creating a new retail distribution channel. Moreover, the technological progress in global setting has brought about many changes, particularly on how contemporary businesses are being operated. Due to this technological progress, product development became faster and better and business processes are more systematized. Indeed, the introduction of advanced technologies to several industries has paved the way for greater progress in the future (Eckersley, Harris, & Jackson, 2003). In human resource management, the progress of the technology helped the HR managers in handling the payroll of their employees. Particularly, the creation of automated payroll systems is now dominating in various businesses (Fowler, & Murlis, 2001). In any business organization, the core responsibility of the management is to ensure the consistency of its stakeholders relationships, to establish that the planned output can be achieved with the planned inputs of labor, capital, and materials. With the advent of new technologies, more and more organization is trying to use this as part of their business strategy (Fowler, & Murlis, 2001). As conceived by the employment law, the management of any business organization must include all the workers and employees under a Payroll System (Fowler, & Murlis, 2001). The HRM of an organization has the responsibility for creating a Payroll System and Employee Compensation policy that would give the employee their right of being well compensated. With respect to the advent of
2011 - 2012

new technologies, Payroll System nowadays is being created in the basis of insurance, with the premiums paid by the employees in automated manner (Champion-Hughes, 2001). Each, institution and organization has its own employee Payroll System and compensation policy and therefore has its own set of rules and regulation. Depending on the Human Resource Management, additional law must be provided to railroad workers, federal employees and others. Hence, any business organization makes a Payroll System and Employee Compensation Policy which adheres to the existing law of the country. Primarily, the main purpose of the Payroll System and Employee Compensation Policy are to provide the employees their deserve payment to the quality service that they have rendered for the company (Champion-Hughes, 2001). The Employee Compensation Policy in accordance to the use of Automated Payroll System is considered today is still based from no-fault nature of law (Cortada, 2004). Since the Employee Compensation using automated Payroll System nowadays is based in the concept of insurance, no-fault means that it does not matter who is a fault, and recognizes that no one is at fault. Herein, the only thing that matter is that provision in the policy will be made for the employees medical care and loss of earning power. In return for predetermined and certain benefits, employee gives up the right to sue their employers (Amba-Rao, & Pendse, 2001). In return for certain limitations on the amount of the benefits, the employer provide for all injured employees, even when the injuries could not necessarily have been prevented. In this manner, it can be noticed that both the employees and the employers gave-up certain rights when the laws were enacted. With this regard, the businesses should imposed and must be able to create an automated Payroll System that would certainly not neglect the right of each of any members of the organization like the employee and the employers. Moreover, the HRM should be ready for changes and policy amendments to adapt to a constantly changing environment. Basically, due to the emergence of new technologies and online transactions, majority of the payroll systems of businesses were also shifting to ATM modes (Fowler, & Murlis, 2001). A growing phenomenon in payroll system
2011 - 2012
12
among businesses is the use of technology known as automation system. Considering that automation systems save time and effort, this could also have impact on employee development. With the ATM payroll system, employees save time. In managing time and achieving objectives, it is very vital to maintain a schedule which indicates the lists of activities to be done with particular allocation of time. All activities to be done should be directed to the achievement of the desired goal (Fowler, & Murlis, 2001). ATM payroll systems reflect to the current technology. Basically, effective technology management reflects even greater role and value in the performance of companies and its people to accept and manage technological applications and innovations as directed to the development of their most sought-after global competitive advantages (Amba-Rao, & Pendse, 2001).

RELATED LOCAL LITERATURE Manila Bulletin March 13 2011 Is Your Payroll System Up to changes? MANILA, Philippines - Dissatisfaction in the labor sector, while not as pronounced as it was during the earlier years, is still very much in the scene, with outcries being raised loud enough for the government to take notice. These clamors ultimately lead to the need for a higher take-home pay, achieved either by increasing the basic salary rates or allowances, or decreasing the deductions, mainly in the form of taxes and government dues. A payroll software or service provider should be able execute changes in the least amount of time and with almost no change in the processes so as not to cause discomfort or give additional workload to both the clients and internal staff. Payrollpinas Corporation (PPC) answers all these business dilemmas. It is a spin-off company from one that had, for 17 years, developed business software, HRIS, Payroll, and Timekeeping for companies in diverse industries, locally and abroad. PPC offers both sale of payroll system and payroll outsourcing services. It is a local company whose payroll teams are knowledgeable in Philippines' taxation and labor laws. Its IT team is composed of experts capable of customizing the payroll system according to the clients' specifications, in the littlest of time. It owns, operates, and
maintainswww.payrollpinas.com, a website that features a payroll system that maybe used online to process, create and generate payroll reports at reasonable rates. PPC's payroll system is easy to use. It is user-friendly, customizable, flexible and maintainable. It has the look of Microsoft Excel with understandable buttons for easy recognition and data population. It can process and store an unlimited number of data entries for more than five years. No complicated procedures are needed for one to be able to generate the reports one needs. Standard reports include payroll register, taxable income register, non-taxable income register, attendance register, overtime register, deduction register and loans register. The design and format of these reports may be altered according to clients' preferences. For its payroll outsourcing services, the same payroll system being sold by the company is also the same being used by its payroll

consultants. Apart from this, outsourcing services may include use of web-based timekeeping system, web-based HRIS, and online pay slip access, depending on the needs of clients. Clearly, these services not only cut the time of processing; it also makes payroll easy to process, create and access. Moreover, the service rates of PPC are low enough to fit any company's budget, whose objective in considering outsourcing is to lower its operational costs. In the end, everything boils down to the payroll system being used. If the payroll system being used by the company or the payroll service provider is maintainable and flexible enough to accommodate these inevitable and ever-present changes, then half the job needed to be accomplished is already done.

RELATED FOREIGN STUDIES Payroll System Architecture April 8, 2010 Background The Port required assistance with capturing requirements and developing architecture for a new Payroll system. The current payroll system had reached the point of technical obsolescence. The complexity of operation and level of support required had become progressively time consuming. Lack of automation and difficulty in accessing data in addition to functional deficiencies in the area of reporting, signaled to Management, that a change was required in order to support the current and future needs of the Port. The current system supported an abbreviated set of payroll functions that facilitated payment to approximately 600 employees and generated labor and benefit expense information for financial reporting and cost accounting purposes. Time and attendance information was collected through timesheet reporting and the data was entered daily throughout the two-week pay cycle. At the close of each pay-period, the time and attendance data was summarized and transmitted to the City Controllers Office. Gross-to-
net calculations were then reconciled and paychecks produced by the City Controller and returned to the Port for distribution to employees. Balances for employee benefits were maintained manually. The following strategic objectives were defined for the engagement:
Simplify and improve core system functionality of the business processes enabled by the existing system;
Integrate all the processes that were currently performed manually; Provide a graphical user interface and logical access to various functions within the system;
Improve data accessibility; Reduce user dependency on technical personnel for day to day

Provide the users and stakeholders the capability to perform ad-hoc as well as cyclical management reporting; and
Evaluate commercially available systems against the requirements in order to assess whether there may be a suitable match with limited customization.
Results
Following a very successful requirements gathering phase, a comprehensive Functional Requirements Specification was developed that served as the basis for the architecture of the new system and provided a baseline for assessing commercially available systems that would meet the needs of the Port.
After conducting an exhaustive review of commercially available systems, it was determined that in order to mitigate risks associated with the complexity of payroll calculations, a hybrid architecture would provide the most benefit and reduction of project risk.
The hybrid solution would utilize a commercially available system and include a custom developed application that would handle complex and dynamic payroll calculations based upon the logic dictated by Collective Bargaining Agreements.
This approach reduced project risk significantly by lessening the customization necessary for the commercial system and significantly reduced the reliance on the vendor to update the system each time the Collective Bargaining Agreements changed.

7. The EDP department is a separate department to serve all the other departments; since it is a service group, it should be under the management group. RECOMMENDATIONS 1. Since the study covers a preliminary survey and is a feasibility study, it is recommended to the Mountain State Agricultural College that the detailed specification and implementation of the system would ensue as soon as the college approved the acquisition of the computer system. The implementation concerns the following: a) file design b) programming requirements c) program testing d) documentation e) training personnel f) conversion g) installation 2. It is also recommended that if the college agrees to push through with the acquisition of the computer system, a computer committee should be organized to compose a group of top management and one computer specialist. 3. Since the proposed computer installation is a minicomputer installation, the individual file database is recommended for the information system. This is to minimize programming cost. 4. The economical size of the probable computer system as recommended for the information system by the computer dealers of the Philippines ranges from 40 K to 64 K. It is further recommended that the NOVA 3/12 is the most probable computer to be recommended. 5. RESEARCH METHODOLOGY Gathering of data from the Emmanuel Hospital is a part of how we can manage or fix the existing problem. With the used of this method the process of making and formulating a system can be more accurate based on what the institution needs. Data that we can collect are not consistent. It means that there are no individuals that are the same. Some wants the system but some will answer that they prefer the old process that they are doing. These data will balance and will help to achieve the goal that we are aiming for. Also the data that will be gathered will generally conclude if the system has a definite purpose to be done which we assume can be the result of our study.

RESEARCH INSTRUMENTS Interview It is a conversation between two or more people and it is one of the most effective techniques in data gathering. Documentary / Utilizing Various Documents It is a collection of different information. It is a reliable source of information because it is where we can find almost all the information that we are needed. Observation It was done while the respondents are performing the manual process. This technique is important because it shows the difficulties of using the current method which is the manual process. Survey It is a detailed study of a market to gather data on attitudes, impressions, opinions, satisfaction level by polling a section of the population. Questionnaire It is a list of different questions for the purpose of gathering information which is right, reliable, and appropriate from the respondents.

Name of Proponents: Mamuad, Barry Jay R. Olchondra Liezel D. Pangilinan, Glenda I. Santos, Armand Robert L. Date: June 28, 2011 Proposed Thesis Title: Employee Attendance Monitoring and Payroll System for Emmanuel Hospital Area of Investigation: We all know that all hospitals have many employees to be monitored. When we came to Emmanuel Hospital we saw that their attendance was long handled by using a manual method which commonly known as punch cards and also writing in a logbook. Although this method is good, we cannot deny the fact that this can result to slow processing and lack of accurateness to the computation of the wages of their employees and it became a serious matter to all. Importance of the Study: With this propose study the manual method of taking the attendance and computation of the wages will be changed entirely. It will become a better, simpler, and not time consuming matter for the payroll department and most
