PALOS verdeS in The 1940S


By maureen megowan / re/max paloS VerdeS execS when world war ii began, the residents of the palos Verdes peninsula prepared for war. many of the residents of the palos Verdes peninsula volunteered to be spotters posted at various locations looking for enemy activity, and block wardens saw the need for closer relationships with residents. in July 1942, these men began to meet on Saturday mornings and the palos Verdes Breakfast club was formed, and has remained active for 70 years. one of the first military defensive positions was established at the haggarty estate in malaga cove. Battery installations were installed at the current location of the rancho palos Verdes city hall, as well as at rocky point in lunada Bay in 1943 that included two 16 inch guns. Barracks and support buildings were also constructed in lunada Bay. an underground observation point was also constructed at punta place overlooking Bluff cove and the South Bay. unfortunately, one of the early activities of the war was the internment of many of the Japanese farmers and their families that had lived on the peninsula for years. there were air raid warnings, most of which were false of course, but lt. richard throne wrote about the Battle of los angeles as follows: one other eVent tooK place on chriStmaS 1941 when what waS thought to Be a JapaneSe SuBmarine waS Sighted off of redondo Beach. the air corpS and naVy reSponded and dropped SeVeral BomBS. the only thing SunK waS the old fiShing Barge that waS anchored off the coaSt. what waS left of the Barge waShed aShore on the Beach at malaga coVe, it waS Quite an attraction for Some time and a numBer of itS partS were SalVaged By local BoyS. the palos Verdes peninsula population grew rapidly after world war ii. in 1946, construction began on several housing tracts in hollywood riviera. the best route for construction trucks at the time was up hawthorne Boulevard, which at that time did not go all the way up the hill to the top of the peninsula, but instead veered to the right at

Via Valmonte (which at the time was hawthorne avenue, and was originally named Via mirlo) and ended at the palos Verdes country club. the residents of the Valmonte area of palos Verdes estates were so irritated and inconvenienced by the large amount of traffic of dump trucks, bull dozers, etc. traveling to the hollywood riviera housing tracts that they prevailed upon the city council of palos Verdes estates in 1948 to construct barriers in the middle of Via alameda, Via pasqual, and Via colusa just inside the pVe city limits, and theyve been there ever since.

creating timeless pieces of furniture, ralph rapsons rockers and lounge chairs are still popular nearly 70 years after he sketched his first designs.all of the pieces are modern classics and are still compelling after 70 years, rapson-inc. president chris reedy said. the pieces are timeless. and while rapson passed away in 2008, his son toby has continued to promote and produce his fathers furniture, understanding just how functional the designs still are. as a practicing architect and architecture professor, rapson had a tremendous eye for creating visually daring pieces, none more than his bentwood rocker. with arms designed to look like the chair is flying, the bentwood rocker was even featured in the museum of modern art in 1939. many of his other designs were sold by Bloomingdales in the 1940s and even frank lloyd wright chose the rapson line to furnish his own home. ralph just loved rocking chairs and furniture design, reedy said. you can see his imagination and creativity in the pieces, yet they are also comfortable and practical. he clearly had tremendous style.

So you finally found the home you have been looking for and you are ready to put an offer in. However you just found out you are not the only buyer trying to buy the same home. How do you get your offer accepted without over paying for the home?
The local real estate market has quickly shifted from a Buyers Market to a Sellers Market and receiving multiple offers on a single home is a very common situation today. Being thrown into a multiple offer situation can be a stressful experience especially if you really want the home. Agents may ask you to do things that just dont feel right. Additionally if you move too slow or try to negotiate the price down you are almost guaranteed not to get the home. How aggressive should you be? What are the tricks to winning? The first thing you must determine is how badly you want the home and what you are willing to give up to get it. When offers are reviewed they are typically being reviewed by two different people. One is the seller and the other is the listing agent and they are both looking at different things. The seller is looking at price first and foremost as well as timing. Listing agents are looking at the qualifications of the buyer, the contingencies in the contract, the agent who is representing the buyer, as well as what details they feel important for their client. The key to winning is writing an offer that works for both the seller and the listing agent while additionally leaving enough protection clauses for you as the buyer.

ASKING QUESTIONS IS CRITICAL TO FINDING OUT WHAT WILL HELP YOUR OFFER WIN The answers to some of these questions will tell you a lot.
1. Are there any offers on the table yet? 2. How many offers are there? 3. Can you give me any idea what the ranges in offer prices are? (Most listing agents will not say depending on their philosophy of negotiations as well as the legal and ethical responsibilities agents are bound to. However a great buyers agent can sometimes uncover valuable clues to help guide you.) 4. What is the ideal timing for the seller for the escrow period or contingency periods?

REMEMBER THAT PRICE IS NOT ALWAYS EVERYTHING when it comes to getting your offer accepted. A few key points that can help your offer win are:
1. Being a strong buyer as it relates to your ability to close the transaction, including but not limited to: a. the ability to pay cash and not need a lender b. offering a very strong down payment and thus limiting loan issues c. providing, upfront, complete documentation of your qualifications including a pre approval letter from a well-known lender, proof of your down payment, and evidence of your credit worthiness with a copy of your credit scores 2. Whenever possible, try limiting your contingencies. Most contracts are written with 3 major contingencies that include inspection, loan, and appraisal contingencies. Another major one would be if you wrote an offer contingent on selling your home. It is extremely likely in todays market that a seller will not accept any offer that is contingent on selling your home even if it isnt a multiple offer situation. Sellers may consider accepting an offer that is contingent on a successful close of escrow on your existing home provided most of the contingencies in that contract have already been lifted. Some savvy buyers feel very comfortable removing the loan contingency upfront if they feel 100% confident they will be approved. Other buyers are fine with removing inspection contingencies if they know they will buy the home no matter what comes up on the inspection. It is not always wise to do this but it certainly helps your chances of winning. 3. Submit a personal, handwritten letter describing your motivation to buy the home. Sometimes sellers are drawn to accept an offer from a buyer they like and feel they can trust to close the transaction. 4. An unconventional approach is to meet the actual seller and express your motivations in person (this happens very rarely). This approach doesnt work for all sellers as some would rather not meet the party that is negotiating to buy their home.

in the 1920s, a Southern california real estate developer, clifford reid, decided to duplicate the french riviera near hollywood - he chose vacant land on the dividing line between the cities of torrance and redondo Beach - and thus the hollywood riviera was born. an ambitious, successful businessman, reid had discovered hundreds of acres of undeveloped sandy slopes along a beautiful beach near palos Verdes. he went into partnership with henry huntington, who owned the land for railroad purposes, which never materialized. reid plucked mark daniels, a well known city planner and landscape architect, from Beverly hills to turn the gentle rolling land into what was to be an ideal beach town. after many years of planning, hollywood movie types were enticed to visit and buy in the new beach

community. a house lot could be bought for as low as $2,000 and all hollywood riviera property owners were given membership in the hollywood riviera Beach club. unfortunately, reids grand dream was not to be, the 1928 great depression put a reversal on development plans. two homes were built in 1928 and over the next ten years there would be only 35 more. all of these homes were restricted to red tile roofs with a mediterranean style. many sat on double lots or on acreage with ocean vistas. Below the original homes, beyond a stretch of road then called hollywood palos parkway (now palos Verdes Blvd.), was the beautiful, sprawling hollywood riviera Beach club. Sitting on a bluff next to a mile of wide sandy beach, it was an imposing presence. the Beach club became the place to spot celebrities in the

early days and a hot spot for local social events. (the club sadly burned down in the 1950s and the former club site has become mira mar park which sits above a stretch of beach called Burnout by the locals.) in the 1940s the original developed land in lower riviera was subdivided and custom homes were built. the building boom of the 1950s brought several tracts and thousands more homes. original building and art restrictions had long been waived. the original historic, gracious red tiled roofs still exist amongst newer neighbors on curving roads with Spanish names. in honor of the city of torrances centennial, the riviera garden club is sponsoring a historic house tour on friday and Saturday, June 1 and 2. there has not been a tour of this type for almost 35 years. Seven of these gracious historic homes will be open to the public for the clubs historic house tour.

His wife was clifford reids sister. they raised four boys in the home and one of their sons, marshall was the longest living riviera resident before he passed in 2011. ron and shiela walecki are the second owners of this home they have furnished it with contemporary furniture, art, stained glass, and collectibles. a very comfortable, warm home that evokes a bygone era. (6) the original carpet from 1928 still graces the rices large living room. to everyones knowledge this large carpet has never left the living room floor in all these years. (7) 1183 Dr. ellinwood-Dr. Vargas home another very early home, built in 1929. the architect was c. s. argenbright who designed ten early homes in the riviera. (8) this is a walled courtyard off the walecki living room. (9) the Dr. smith-odom home, built in 1929 on Via monte doro. there have been many owners of this home; the original one, Dr. smith supposedly had Hollywood clients visiting for drying out purposes. (10) most of the riviera historic homes had breakfast rooms. this is the Blocks breakfast room. iron gates were another popular feature of the earlier era. (11) marlow-Block Home the second house built in the riviera, in 1928. architect was the noted Beverly Hills designer, Lester scherer. (12) Lcena and robert rice outside the entrance to the castle. (13) the two story foyer of the reid-rice home features a painted ceiling and ribbons of stained glass on the inside of the turret.
