part of the Transport Stratum consisting of the parts in the infrastructure and in the user equipment and the protocols between these parts being specific to the access technique provides services related to the transmission of data over the radio interface and the management of the radio interface to the other parts of UMTS includes the following protocols:
Mobile Termination Access Network: supports transfer of detailed radiorelated information to co-ordinate the use of radio resources between the MT and the access network Access Network Serving Network: supports the access from the serving network to the resources provided by the access network; is independent of the specific radio structure of the access network

used to enable the Core Network to provide information and to give commands that do not relate to specific users or specific sessions (group calls, conferences) typically one General Control SAP per AN/CN connection point used to broadcast data to identified Users typical use is for initiating paging in the AN typically one Notification SAP per AN/CN connection point used to establish, release connections with specific User Equipment, and to exchange information related to these connections typically a great number of Dedicated Control SAPs per AN/CN connection point, identified by a SAPI at the AS boundary
