Under the overall guidance of the Out of Country Voting (OCV) Country Coordinator based in London, UK, the direct supervision of the Public Information Officer and in coordination with the IOM Country Mission where applicable, the successful candidate will be responsible and accountable for the following tasks: Answering OCV hotline and deal directly with stakeholders either by telephone or electronically respond promptly to stakeholders inquiries, obtain and evaluate all relevant information to handle inquiries and complaints process orders, forms, applications and requests direct requests and unresolved issues to the designated resource keep records of stakeholders interactions and transactions, record details of inquiries, comments and complaints record details of actions taken communicate and coordinate with internal departments follow up on stakeholders interactions To perform such other related duties as may be assigned. Minimum Requirements: Secondary School qualifications or equivalent practical experience. Professional experience in customer service principles and practices and administrative procedures. Fluency in English and Arabic. An excellent degree of computer literacy is required. Strong analytical skills. Ability to prepare clear and concise reports. Excellent communication skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking, problem analysis and problem-solving. Ability to work effectively and harmoniously with colleagues from varied cultures and professional background. Ability to work in difficult environments, under pressure and with limited timeframes.

Under the overall guidance of the Out of Country Voting (OCV) Programme Coordinator based in OCV HQ Tripoli, the direct supervision of the Public Information and Civic Education Officer and in coordination with the IOM Country Mission where applicable, the successful candidate will be responsible and accountable for the following tasks: 1. Compile contact data of the Libyan community in the UK. 2. Liaise and meet with the Libyan community in the UK. 3. Distribute information material widely in order to inform thoroughly about the Libya National General Congress 2012 Election. 4. Assist in establishing call center, recruit and supervise staff for it. 5. Establish and maintain contact, and when appropriate, coordinate and cooperate with Public Information Officers of other partner organizations and NGOs; 6. Assist and report to the Public Information and Civic Education Officer and other senior staff. 7. Perform other duties as assigned. Minimum Requirements: University degree or alternatively a combination of related education and professional experience. An excellent degree of computer literacy is required. Strong analytical skills. Good command of English and Arabic. Ability to prepare clear and concise reports.

Under the overall guidance of the Out of Country Voting (OCV) Programme Coordinator based in OCV Coordination Office Tripoli, the direct supervision of the OCV Country Coordinator, and in coordination with the IOM Country Mission where applicable, the successful candidate will be responsible and accountable for the following tasks: Report daily to the Country Coordinator Write the weekly report regarding the voter education activities organized in their respective areas Collect relevant information on Libyan communities in order to adjust the voter education campaign strategy and tools and measure its impact; Identify suitable Libyan groups and NGOs for the conduct of voter education activities; Organize and facilitate meetings with Libyan voters in order to present the OCV program and answer voters questions; Monitor Voter Education messages disseminated through local media (newspapers, radio, TV, outdoor); Assist in the process of identifying Registration and Polling staff to ensure diverse representation of the Libyan community within the Registration and Polling Centers. On behalf of the HNEC, accredit observers, political entity/individual candidate agents, and media representatives the host country. Perform such other related duties as may be assigned.

Desired Qualifications:
Knowledge of the Libyan Diaspora community in the country. Excellent communication skills Fluency in English and Arabic Secondary education, preferably University degree or enrolment on a degree, management or equivalent professional experience Good computer skills

Terms of Reference
Registration and Polling Staff Libyan General National Congress Elections, Out-of-Country Registration and Voting UK
Duty Station: UK

Classification: Employee, all-inclusive service fee Type of Appointment: Service contract Approximately 2-weeks, beginning on or around 15 June 2012 The International Organization for Migration (IOM) has been mandated by the High National Election Commission to organize the Out-of-Country Voting (OCV) for people 18 years and older and of Libyan origin in UK and five other countries. The process will consist of inperson voter registration and polling. Under the supervision of the designated IOM OCV staff, Registration and Polling Staff will have the following duties and responsibilities: 1. As part of a registration and polling team, ensure smooth operation at Registration and Polling Centers (RPC), including maintaining order and managing the flow of persons into the RPC, ensuring proper set up and closure of the facility and reporting of daily registration figures; 2. Conduct registration of eligible persons to establish eligibility and completing relevant registration forms, following determined registration procedures; 3. Conduct all the polling activities which enable the eligible voters to cast their votes; 4. Conduct sorting and counting of ballots, as well as result tabulation at station level; 5. Ensure sensitive materials are kept properly secured, and data protection procedures are followed at all times; 6. If selected as Registration and Polling Station Chairperson, take overall responsibility for operations within the RPS, and supervise all members of the team. This will also entail taking overall responsibility for the opening and closing of the station, security of registrant and voter data, receiving accredited observers and other monitoring officials, and notifying their designated IOM OCV Country Office staff of any information or activity which might have a bearing on processes; Chairperson assumes full responsibility for accounting for all issued electoral material. 7. Behave impartially and observe confidentiality at all times, in order to support a free and fair registration process; 8. Report to their designated IOM OCV Country Office staff for any operational clarification/ issue; 9. Perform such other related duties as may be assigned. Desirable Qualifications: A minimum of secondary grade education is expected. Good standing within the community and good communication skills. Ability to work in difficult and demanding environments under pressure. Languages: Fluency in Arabic is required. Good English language skills (spoken and written) are also highly preferred. Assume responsibility for a defined number of registration and polling facilities in one or more locations; 2. Assist in Identifying suitable facilities for the conduct of registration and polling activities, and obtain access to these facilities for the required period; 3. Assist in identification, recruitment and training of registration and polling staff for the registration and polling facilities: 4. Organize and conduct training sessions for registration and polling station staff; 5. Assist in providing logistic assistance to scheduling and organizing training sessions for the Registration/Polling staff; 6. Organize and conduct the distribution of registration and elections-related information materials to the voters in the community around their registration and polling facilities; 7. Facilitate and organize communication with camp elders and other significant community leaders; 8. Act as interpreter for international staff, as required: 9.
