2nd graders produce radio show to promote animal adoption


If you want some fun in your house, adopt a pet. This idea is the premise of a childrens radio program created by over 40 second graders at C.T. Walker Traditional Magnet School with the help of Augusta States Department of Communications and Professional Writing. According to ASU Communications Professor Sea Stachura, the eight-year-old students used ASU recording facilities to produce two five-minute shows to raise awareness of animal abuse and animal adoption. For each episode, the students created advertisements on the pet adoption opportunities offered at Heartsong Animal Rescue, a local animal clinic where the students conducted their community service. The program also consisted of a news segment which included entertaining interviews with fictional pet characters and stories on how abandoned animals survived tragedies such as Hurricane Katrina, abandonment, and car accidents. Although the radio programs were an academic project for the students, Stachura says she was pleased to see how the students were so invested in making their shows successful. Paine Colleges Upward Bound Program has been awarded $444,995 for the fiscal year 2012-2013. The federal award will be renewed for the next 5 years pending the Colleges performance and funding. The U.S. Department of Education announced the list of 2012 grantees and their respective awards via its website: http:// www2.ed.gov/programs/ trioupbound/ index.html. According to the U.S. Department of Educations press release dated May 11, 2012, 780 Upward Bound projects were awarded throughout the nation that will help about 60,000 students access and succeed in higher education. Paine College has a long history of preparing students to succeed in precollege and college settings. The College continues to provide summer enrichment and bridge programs for students that increase students access to higher education, said Helene Carter, Assistant Vice President of Institutional Advancement. The Colleges application was very competitive in that 233 current programs were not renewed in the first slate of funding. Also, the average award is about $321,000 compared to Paines award of $444,995. According to the U.S. Department of Educations website, Upward Bound serves high school students from lowincome families; and high school students from families in which neither parent holds a bachelors degree. The goal of Upward Bound is to increase the rate at which participants complete secondary education and enroll in and graduate from institutions of postsecondary education.

Local civil rights activists are watching closely to see where Halls heart leads him when it comes to protecting the voting rights of Augustas minority electorate. Hall has already distanced himself from what most in the minority community feel was the most legitimate map (Map 3R). Local candidates, voters and election officials cant make a move until Hall travels to Atlanta to draw up the new map. Will Judge Hall do the right thing and draw the map based on federal law?

AUGUSTA As Augusta awaits for the U.S. Courts to deliver the new political map based on the 2010 U.S. Census, all eyes are on U.S. District Judge Randal Hall. Hall is no stranger to local political combat having established his G.O.P street cred by defeating former state Senator Charles W. Walker for the 22nd District seat in 2002. The defeat for Walker was only his first such political loss and it precipitated a series of legal problems which eventually removed him from the political scene altogether. Since joining the federal bench, however, Hall could hardly be branded a conservative standard bearer. In 2010, Hall ruled that Augusta State Universitys requirement that a graduate student read material about counseling gays and increase her exposure to that community after she objected to counseling homosexual clients was academically legitimate. More than half of US babies now minorities


America is changing. As of July 2011, 50.4 percent of children under age 1 in the US were members of minority groups. In the under-5 group in 2011, 49.7 percent were minorities.
By Amanda Paulson Americas minorities are slowly becoming the majority. For the first time, more than half of children in the United States under the age of 1 are members of minority groups, the US Census Bureau reported in data released recently. The agencys estimates show that as of July 2011, 50.4 percent of the nations under-1 babies were minorities (considered anyone who is not nonHispanic, single-race white). That is up from 49.5 percent in the 2010 Census. The under-5 population is also moving toward majorityminority, with 49.7 percent in 2011 considered to be members of minority groups, up from 49.0 percent in 2010. Overall, minorities constitute more than one-third of the US population. Americas youngest residents have been shifting toward majority-minority for some time, and several states California, Texas, New Mexico, Hawaii and the District of Columbia are already majorityminority. A combination of factors, including higher minority birthrates and higher death rates for whites, are driving the shift. Between 2000 and 2010, Mr. Johnson notes, the number of non-Hispanic white women in prime childbearing years (between the ages of 20 and 39) dropped by 2.5 million, or 9 percent. During that time, the number of minority women in the same age group increased by 3.2 million, or 22 percent. Add to that the fact that minority women, particularly Hispanics, tend to have more children, and at younger ages, than non-Hispanic whites, and the trends are not surprising. At the same time, more white people are dying. In the period between July 1, 2010, and July 1, 2011, not only were more than 50 percent of the births minority, but nearly 80 percent of the deaths were nonHispanic whites.

100 days have passed since the Augusta Commission voted to approve a management agreement with Augusta LLC for management of the TEE Center (under construction) and the TEE Center Parking Deck (in operation on Reynolds Street). The deal, however, is contingent on 933 Broad LLC (owners of the land under the parking deck) donating the land to the Augusta Land Bank Authority (AGLBA). To date, however, there has been no official action to follow through with the AGLBA.

Land Bank officials say that there has been mention of the proposed land donation, but there has been no official action or papers prepared. There are a number of reasons why such a transaction may never occur. For instance, the Land Bank does not exist to handle recently developed property. If it decides to accept the parking deck property it will only be because they have created a new mission for themselves. The mission of the land bank is to administer distressed properties that pose a threat in its current undeveloped state. Entities wishing to donate land to the land bank must go through a formal process which includes a detailed plan for how the donated land is to be developed. In order to do this, someone would have to risk committing fraud. Also, the Land Bank does not accept land which is encumbered with $7 million liens. To date none of these issues have been addressed by the commission.

Appeals court upholds key provision of Voting Rights Act. Supreme Court review could loom
A federal court on Friday rejected an Alabama countys argument that a key part of the 1965 Voting Rights act is outdated. That could set the stage for a Supreme Court hearing.
By Warren Richey CSM Staff writer WASHINGTON, DC A divided federal appeals court panel on Friday (May 18, 2012) upheld Congresss 2006 extension of a key provision of the Voting Rights Act (VRA) of 1965, setting the stage for an expected showdown over the civil rights law at the US Supreme Court. Section 5 of the VRA requires states, counties, and other jurisdictions with a history of discrimination in elections to obtain pre-approval from Washington before enacting any changes to election procedures that might undercut minority voting. The US Court of Appeals for the District of Columbia voted 2 to 1 to throw out a lawsuit filed by Shelby County, Alabama that challenged the reauthorization of Section 5. Lawyers for the county argued that Congress was not justified in automatically reimposing the Section 5 requirements on the same states and jurisdictions identified as egregious discriminators nearly 50 years ago. They say the state is being punished for past problems that no longer exist. At issue is whether Congresss decision to extend Section 5 of the VRA for 25 years meets a Supreme Court requirement that the remedy be congruent and proportional to the level of discrimination that currently exists in nine states and parts of seven other states covered by the provision. A federal judge rejected the countys argument and upheld the statute. On Friday, the appeals court affirmed that result, eliciting praise from civil rights organizations. Our job is to ensure that Congresss judgment is reasonable and rests on substantial probative evidence, Judge David Tatel wrote in the 63page majority opinion. After thoroughly scrutinizing the record and given that overt racial discrimination persists in covered jurisdictions we are satisfied that Congresss judgment deserves judicial deference. Tatel added: Does the severe remedy of [Section 5] preclearance remain congruent and proportional? The legislative record is by no means unambiguous. But Congress drew reasonable conclusions from the extensive evidence it gathered. In a dissent, Judge Stephen Williams said the criteria Congress used to decide which states are covered by Section 5 were outdated and did not satisfy a Supreme Court requirement that the measure be congruent and proportional to Congresss remedial goal of fighting discrimination. Judge Williams said criteria used under the law are based on statistics from 1972. If the formula were to be updated to use more recent election data, it would cover only Hawaii, he said. Judge Tatel said the question isnt whether the law relies on old data, but whether the criteria continue to identify jurisdictions with the worst problems. If it does, then even though the formula rests on decadesold factors, the statute is rational, Tatel wrote. Williams cited the ongoing dispute over voter ID laws in South Carolina and Texas as an example of how the Voting Rights Act subjects covered states to heightened and questionable legal requirements. In 2011, both states adopted voter ID laws patterned on an Indiana voter ID statute that was upheld by the Supreme Court in 2008.

Normally, that existing precedent would be enough to insulate the statutes from legal challenge. But because both Texas and South Carolina are among covered jurisdictions with past histories of discrimination under the VRA, both states had to submit the laws to the Justice Department for pre-approval. Despite the Supreme Court precedent in Indiana, the Justice Department blocked both laws. Why should voter ID laws from South Carolina and Texas be judged by different criteria from those governing Indiana, Williams asked. Despite a congressional record of over 15,000 pages and 22 hearings, there is little to suggest that [the VRAs] coverage formula continues to capture jurisdictions with especially high levels of voter discrimination, Williams said. The case is expected to be appealed to the Supreme Court. In a 2009 decision, Chief Justice John Roberts raised significant questions about the constitutionality of Section 5 of the VRA. In particular, he questioned the laws reliance on old criteria that may no longer be relevant. Some legal analysts read the comments as an invitation for states and other covered jurisdictions to file their own lawsuits seeking to overturn the provision.

Higher Ed. Paine College backer increases scholarship fund


Paine College administrators announced last week that James M. Hull, Augusta businessman and philanthropist, donated $10,000 to add to the existing James M. James M. Hull and Karen N. Hull Endowed Scholarship which was established with an initial gift of $250,000 in 2008. Having a strong Historically Black College in the Augusta community is an asset that very few cities possess, and I feel strongly that the Augusta community, irrespective of race, must support and help to build and foster this great institution, said Hull, I consider investing in Paine College a must for me as an interested citizen of our community because the professors, students, and graduates at Paine College improve and enrich our community every day in ways that are both obvious and unseen. Supporting Paine College is in Augustas best interest and is a smart thing to do. The Hull Endowed Scholarship is awarded to students based upon merit and financial need. To date, five Paine students have benefited from the Hull Endowed Scholarship: Leondra R. Nash, Marcus Allen Smith, Caprice Harper, Jamesia Monroe and Omari Walthour. By Anthony R. Page, MBA The phones are ringing; emails are blasting and the social media presence of candidates seeking elected office is in full swing throughout the CSRA. For those of us in the arts and entertainment community we will be called on to emcee an event for their campaign, sing or play at a fundraiser, dance as part of the entertainment during a reception or even donate a painting for a giveaway of some sort. Usually we gladly oblige with the belief that key community alliances will be beneficial to our business. In many cases after the election cycle is complete it becomes business as usuallittle to no reciprocal patronage, promotional support or meaningful, intermediate focus for development. We stomped for them, we rallied for them and yet year after year, regardless of whos in elected (or appointed) office, we have seen diminishing tangible investment in our segment of the economic development platform as well as intellectual commitment, especially with the African American component to that platform. The status quo has been, now for everything else and later for us, and of course its our own fault. We have allowed the priorities of our industry to become devalued, so now its time for a paradigm shift. Many political races are going to be tight and candidates will need every vote they can get. As there are hundreds of creative professionals, administrators and closely-linked stakeholders throughout the CSRA; the contribution we make to any political campaign can be the difference. But we have to make sure that in all cases, we support candidates who will be the most beneficial to the growth and development of our industry. What are our goals for growth? First of all we have to encourage leadership to have a more complete economic strategy; one that does not de-value or marginalize arts, entertainment, history and culture. We cannot have lopsided economic development policies that hinge on a few industries, personalities, activities or segments of the regional economy. If we continue down this path, it would be at our peril. For example, what if the political winds shift (as they often do) and the Federal Governments nuclear priority shift away from the Savannah River Site, or say the Pentagon has to make significant cuts to balance the budget which could put Fort Gordon in a place of rapid decline or mission dispersal. As a community, we have been given some reassurances but no guarantees, and ultimately Washington DC decides. Therefore all forward-thinking leaders across the spectrum have to decide to diversify our economy in all ways possible. Eco-tourism is important, developing the African American Heritage corridor is important, as well as identifying and communicating the sense of place that is the CSRA. The role we play in a stable economy is significant. We have a number of soldiers that could retire in the area; a rich cultural landscape will support a positive decision to stay. Dr. Aziz, the current head of Georgia Health Sciences University, even conceded that it was difficult to attract top researchers because living in the area wasnt appealing to them the cultural mandate plays a role in helping one of the largest enterprises in the CSRA reach its plans of becoming a leading research institution. Many will argue that we have made some progress for example we do have a number of new venues and few more on the horizon. Capacity is good, but what about content? What about a film commission? There was talk but nothing concrete. What about a comprehensive murals initiative to dress up the city; or incubator program for talented local creative professionals? What about a public art program for the thousands of youth who are out of school for the summer? What about audience development? (most of the messages about local arts dont reach the perimeter of the region

We need a Got Milk Campaign to promote local arts - - one that encourages more citizens to themselves be creative, promote creativity and invest in creative causes. As a community of creative professionals and related stakeholders we have supported organizations, institutions and causes that have a millions of dollars in resources, human capital and infrastructure. But when it has come to time to be more involved in helping us, all of sudden they are too busy. To us that means, not important. People always make time for things that are important to them. Well if they are too busy to support what is important for us, perhaps we should be too busy to support what important to themseems fair to me, because for more of us that me first and only dynamic is not gonna workanymore. If our vote and support of campaigns is important, so must the issues that are important to our segment of the economy. Show up for us and we will show up for you. Non-negotiable. Anthony R. Paine College golfer is finalist for ASCs Collegiate Star Award


AUGUSTA Paine College Freshman, Carlos Solis has been named a finalist for the Collegiate Star Award by the Augusta Sports Council for its 21stAnnual G.A.M.E.S. Awards Banquet on Thursday, May 31, 2012 at the Augusta Marriott at the Convention Center. The winner will be announced at the program, which begins at 7:00 p.m. Augusta Sports Council honors athletes of all abilities at the local, state and national levels through aseries of events and awards each year. The Collegiate Star is awarded to the outstanding male or female athlete from an area college. The candidate must exude outstanding athletic prowess, coupled with a high level of sportsmanship. Solis was one of the players responsible for the teams historic Southern Intercollegiate Athletics Conference (SIAC) Golf Classic win in April, resulting in the first SIAC Conference golf title in the Colleges history. Solis was named SIAC Player of the Year, SIAC Freshman of the Year, and Tournament MVP. Area high school and adult athletes in numerous sports are honored each May at the Sports Awards Gala

The Housing Authority of the City of Augusta, Georgia, in partnership with Walton Communities, is pleased to announce that the site-based waiting list for Public Housing admission to Walton Oaks and the Legacy at Walton Oaks will open on Wednesday, May 23, 2012 through Friday, June 29, 2012. The Section 8 Moderate Rehabilitation Program (River Glen Apartments) will also open Wednesday, May 23, 2012 through Friday, June 29, 2012. The waiting lists for the Project-Based Rental Assistance (PBRA) for admission to the Legacy at Walton Oaks, the Public Housing program and the Section 8 Housing Choice Voucher Program are currently closed. The community, located at 401 Fairhope Street, Augusta, Georgia 30901, is a gated, smoke free community that will provide a quality living environment. Seventy-five (75) newlyconstructed apartment homes for families are in the final stages of completion and will be ready for occupancy in July 2012. All units will include washer/dryer connections, a business center with computers and a community library for resident use. Special rental assistance will be provided with respect to 14 of the 75 apartment homes through the Augusta Housing Authority. Fourteen (14) units will be designated for eligible public housing applicants. No walk-in applications will be accepted. Effective May 23rd, anyone interested may complete an on-line application at www.augustapha.org. Walton Communities will require a $14 application fee to process your application. Once approved, a $250 deposit must be paid in full in order to reserve an apartment. Applicants will be placed on the site-based waiting lists, will be ranked by date and time applied and will be notified in writing when selected from the waitlist so that they may be scheduled for an interview to determine eligibility for the program. Preliminary applications will be accepted until 6pm on June 29th at which time all site based waiting lists will be closed. The Augusta Housing Authority does not discriminate in admission or access to its federally assisted programs. Any potentially eligible individual who has a visual or hearing impairment will be provided with information necessary to understand and participate in the Augusta Housing Authority's programs.
