VSO Bahaginan, is a Philippine-registered development organization that fights poverty through volunteering for development.

We are a federation member of VSO, the worlds leading independent development organization that works through volunteers. We bring people together to share skills, build capabilities, promote solidarity, understanding and action to change lives to build a fairer world. VSO is currently leading the implementation of a 3-year UK Government program called the International Citizen Service (ICS). It is a new initiative that gives young adults from the UK the opportunity to work alongside Filipino youth volunteers and join the fight against poverty. We are currently looking for the following project-based staff positions:

1. Youth Program Officer (Full Time, 100% FTE) 2. ICS Administrative Assistant (Full Time, 100% FTE) 3. ICS Finance Assistant (Part Time, 50% FTE)

Youth Program Officer (Job Code: YPO)


With significant experience of working with young people in an international development context, the Youth Program Officer will be reporting to the Youth Program Manager and will be responsible for supporting a team of Program Supervisors and Volunteers by providing pastoral support and facilitating learning during their action projects. Key Responsibilities
Human Resources Management Support - Lead the marketing, recruitment, selection and training activities and processes of/for ICS Program Supervisors (PS) and Volunteers. People Management lead in implementing activities related to customer care, partner support, Returned Volunteers engagement, post-program social action activities, etc. Support to Finance and Administration - Ensure that all logistical requirements of ICS placements, PSs and volunteers are in place and monitor ICS financial flow of expenditures against plan ICS Program Management - Recommend and ensure compliance of ICS staff with policies and procedures and Assist in monitoring and assessing security situation of

planned and ongoing placements and in managing security and medical issues. Data management: ensure that ICS documents are properly managed and updated ICS Project and Partnership Development - Lead in monitoring all ongoing placements/partnerships and development of problem-solving strategies as needed to clarify relationships between volunteers and partners. Support to Youth Programming Development - Assist in researching on new youth opportunities and development of youth volunteering project submissions as appropriate and assist from time to time other youth programming innovations. Networking: Representing VSO Bahaginan in meeting current and prospective partners

Skills, Knowledge and Experience Required


Essential Program Management At least 3 years professional experience in program development and management. Familiar with program development and management cycle. Working with Young People - Experience of working with and providing support to 18-25 year olds from a wide range of backgrounds with proven ability to facilitate learning in a non-formal environment. International Development - Knowledge of issues which are common to communities in developing countries, possibly achieved through working or living in a developing country. Communication Possession of strong English spoken and written communication skills needed for writing reports, publicity materials and corresponding with a wide-range of community members. Planning and Organizing Able to develop clear and realistic plans to deliver agreed objectives within deadlines, involving key individuals in the planning process. Computer skills Strong computer skills (Microsoft Word, Excel, Outlook and PowerPoint) Desirable Budget Management Experience of managing budgets and undertaking accounting procedures. Volunteering Sufficient experience of working with volunteers to understand the key factors which make volunteer placements viable, effective and rewarding.

Youth Program Administrative Assistant (Job Code: YPAA)

Key Responsibilities
Office Administration - Responsible for general enquiries related to ICS (phone
calls, applications, suppliers) and ensures that mails, faxes and parcels are routed accordingly to relevant staff and volunteers; Coordinate with the staff-in-charge the program printing requirements; Provide administrative support (e.g. meetings, appointments, travels)to ICS staff and Country Management Team. Logistics - Make all logistical arrangements for meetings, recruitment activities, assessment days, trainings and other activities related to ICS and Youth Program.

Skills, Knowledge and Experience Required

ICS Finance Assistant (Job Code: ICSFA)

Key Responsibilities
Bookkeeping - Responsible for keeping the financial records of ICS (checking,
recording/encoding, posting or balancing) and in organizing electronic and paper copies of all ICS financial transactions and reports. Reporting Responsible for preparing periodic financial reports and in preparing a monthly ICS financial monitoring report detailing the flow of expenditures against planned budget

Skills, Knowledge and Experience Required


Essential Bookkeeping Skills At least 2 years relevant experience in bookkeeping. Financial Reporting Skills Experience and ability to organize financial reports using standard templates and accounting/reporting programs. Budget Management Experience of managing budgets and undertaking accounting procedures. Computer skills Strong computer skills (Microsoft Excel, Word, Outlook and PowerPoint) Desirable Planning and Organizing Able to develop clear and realistic plans to deliver agreed objectives within deadlines. Working with Young People - Experience of working with and providing support to 18-25 year olds from a wide range of backgrounds.
