Foreword
High quality official statistics tell us how our society is working and progressing. They are also fundamental to open government, providing the window through which the work and performance of government can be seen, revealing the scale of government activity in every area of public policy, and allowing the impact of public policies and actions to be assessed by both government itself and by the community more generally. Trusted social, economic and environmental statistics are therefore critical to both decision-makers and Australians alike, and it is the responsibility of government to provide them and to maintain public confidence in them. In recent decades, the demand for statistics has grown rapidly, reflecting an increased focus on evidence-based policy making and the need for whole-of-government or joined-up policy solutions. At the same time, continued duplication within, and fragmentation of, the statistical system has added to the increasing pressure on the existing resources to meet this demand. In order to respond more strategically to this changing environment and shrinking real resources, we need to focus our attention and our investment on those statistical assets that are most essential in understanding the state of the nation and supporting the provision of government services which will continue to meet the key needs of a changing Australia. Clearly, the wider range of official statistics produced and used across Australia are important and will continue to be so, however this initiative aims to identify the core subset of statistical assets which have the broadest and most critical application, and which should therefore be a priority for investment. In November 2010, the Australian Statistical Advisory Council, endorsed that the ABS, as part of its legislated role to coordinate the provision of official statistics across the National Statistical Service, should:

set out to identify, in a highly consultative way, the Essential Statistical Assets for Australia, regardless of which organisations produce them.
As the chair of ASAC, I am pleased to introduce this Essential Statistical Assets for Australia consultation paper which will kick off the process of discussing, debating and identifying what Australias essential statistical assets are. The successful implementation of this initiative will require consultation and collaboration across Commonwealth and state and territory governments and with other key stakeholders, including the broader Australian community. As such, I encourage you to support the ABS in this process and submit your views on what you believe are the Essential Statistical Assets for Australia to ensure we invest in the information most needed for critical decision-making for Australias future.

About this consultation paper


The ABS is seeking the opinions of users and producers of official statistics across the statistical and wider community to identify the core set of essential statistical assets that are critical for decisionmaking for the nation. This paper provides an overview of the ESA for Australia initiative and presents a preliminary list as a springboard for discussion and debate. This list will be used as a starting point for a multi-faceted consultation process. The ESA for Australia initiative will be used to help governments invest in the information that counts most. The ABS will be consulting with stakeholders through a combination of approaches including direct contact with stakeholders and via a range of existing discussion forums. In addition, you can participate by letting us know directly what statistics you personally think are essential to inform our countrys social, economic and environmental decision-making through a formal submission (please see page seven for details on the submission process). It should be noted that the broader set of official statistics that dont make up the Essential Statistical Assets (ESA) for Australia list are important, and will continue to be produced, managed and invested in when needed.

Why develop a list of Essential Statistical Assets (ESA) for Australia?


Why are official statistics important?
Official statistics are defined as those statistics produced by government departments and agencies and can include statistics collected by survey instruments or from administrative systems. As highlighted in Geoff Allens foreword, official statistics tell us how our society is working and progressing. They are also fundamental to open government, providing the window through which the work and performance of government can be seen, revealing the scale of government activity in every area of public policy, and allowing the impact of public policies and actions to be assessed by both government itself and by the community more generally. The availability of trusted statistical information to inform public debate and enable effective decision-making is fundamental to transparent government and democracy. As the world becomes more complex and interconnected, the importance of quality, accessible and timely information on Australias changing circumstances increases.

Why is the ABS leading this work?


The Australian Bureau of Statistics (ABS) is Australias national statistical agency. The ABS provides key statistics on a wide range of economic, environmental and social issues, covering government, business and the Australian population. The ABS also plays an important leadership and coordination role in relation to the statistical activities of other official bodies, both within Australia and internationally. Section 6(c) of the Australian Bureau of Statistics Act 1975 (the Act) outlines the role of the ABS in ensuring the coordination of statistical activities across official bodies. In order to respond more strategically to shrinking real resources, governments need to focus their investments on those statistical assets that are essential in understanding the state of the nation and supporting the provision of government services. Therefore, in November 2010 the Australian Statistical Advisory Council endorsed that the ABS, as part of its legislated role to coordinate the provision of official statistics across the National Statistical Service should:

set out to identify, in a highly consultative way, the Essential Statistical Assets for Australia, regardless of which organisations produce them. What are the objectives for the ESA for Australia initiative?
Developing a list of agreed essential statistical assets and their underlying datasets, would enable the Australian Government, in partnership with state and territory governments, to pursue the following objectives: i. ii. iii. The efficient use of government resources by identifying areas of duplication and underutilisation; Ensuring that the critically important information (statistics/data) are of sufficient quality; and Identification of critical information gaps, so that these can be addressed.

These objectives align closely with section 6(c) of the Act. The potential outcomes from undertaking such an initiative have been discussed as part of the Australian Statisticians regular engagement process with a range of heads of government agencies at the Commonwealth, state and territory level, and has been met with a strong degree of support.

International initiatives in essential statistics


The notion of identifying a nations key official statistics as a means of focusing efforts where it will make the most difference is not confined to the ABS or Australia. Similar initiatives have been undertaken in recent years in other OECD countries, including New Zealand and the United Kingdom, and international bodies including the IMF. The United Nations and the OECD are also working to prioritise the global statistical information base required by countries for international comparability purposes, and to guide societal progress and policy development.

Framework of official statistics


The purpose of the list is to identify the core set of essential statistical assets from the wide range of other important official statistics generated by governments and use it to prioritise investment in statistical assets. Figure 1 provides a framework for official statistics. This framework provides a visual representation of the range of official statistics, as the expectation is that the number of statistical assets that make up the ESA for Australia list will only be a small core subset of all official statistics.

The broader set of official statistics that dont make up the ESA for Australia list are still important statistical assets, and will continue to be produced, managed and invested in when needed. Distinguishing those statistical assets that are essential aims to identify where ongoing investment will yield the broadest benefit.

What are essential statistical assets?


Essential statistical assets are defined as a sub-set of official statistical assets that, for their roles and importance, should be given priority for ensuring high quality and trust. Statistical assets encompass both the statistics which inform users on any given subject, as well as the datasets that they are drawn from (where they exist). In developing this initiative, the first step was to identify the essential statistics and from these, identify the underlying dataset(s). To produce essential statistics you need essential datasets. Both are integral to the initiative and together they form the essential statistical assets.

What criteria have been used to identify the preliminary list of ESA for Australia?
Given that statistical information could be considered essential for a range of reasons, the ABS developed a set of criteria to identify the preliminary list of ESA for Australia. These criteria (in order of importance) are: i. ii. The organising framework of the preliminary list of ESA for Australia


In order to assist in identifying the preliminary list of ESA for Australia and assist with the consultation process, an organising framework has been developed. Figure 2 represents the organising framework for the preliminary list of ESA for Australia by pillar and dimension. The preliminary list of ESA for Australia has been organised around three pillars; economic development, environmental sustainability and societal progress. Within each of these pillars, a number of dimensions have been identified that focus on a particular topic. These dimensions are not considered mutually exclusive, and it is possible that statistics may be used to inform multiple pillars and dimensions, reflecting the ability for statistics to inform a range of policy domains and decisionmaking purposes.

The preliminary list of ESA for Australia


As a starting point for consultation, the preliminary list of ESA for Australia has been separated into four categories, reflecting the ABS perspective on the likelihood of each statistic being included in the final list of the ESA for Australia. The categories as follows: Category A: Definitely in Relate strongly to all four criteria; Category B: Probably in Relate to at least three criteria, and strongly to public policy; Category C: Possibly in Relate to at least three criteria, and strongly to at least one; Category D: Possibly out Relate to at least two criteria.

Table 1 presents a summary of the essential statistics from the preliminary list of ESA for Australia, organised into the three pillars, and broken down by these categories. A complete version of the preliminary list, which includes the justifications for the inclusion of each statistic as well as the frequency required, and the spatial and other analytical disaggregations required, are included in Appendix 1. The appendix also includes additional information to assist in understanding the content of the list.

Beyond the final ESA for Australia list next steps


Identifying a preliminary list of the ESA for Australia is part of the first phase of this initiative. In order to fulfil the aims of the initiative, there are three phases to this project which include (Figure 3):

Phase 1. Identification of the list of ESA for Australia - This includes the identification of statistics considered essential that do not currently exist. (May 2012 - October 2012) Phase 2. Quality Assessment - assessing each essential statistical asset in terms of fitness for purpose, relevance, timeliness, coherence and interpretability. (2013 onwards) Phase 3. Discussion forum to prioritise future investment - which will be guided by the information gathered in the quality assessment phase. (Late 2013 onwards)

How can I participate?


As outlined above, the preliminary list will be used as a starting point for a multi-faceted consultation process which will include direct contact with stakeholders who produce and/or use official statistics, as well as consulting with a range of existing user consultation forums. In addition to the planned consultation approaches, the ABS is keen to provide the opportunity for all stakeholders to provide a submission. Over the coming months, as feedback on the submission is received, the ABS will identify any common areas of interest that can be publicly noted and responded to via the ESA for Australia pages on the NSS website (www.nss.gov.au). Submissions can focus on one specific policy dimension or pillar, or alternatively across all pillars. To assist the ABS in collating the submission we recommend you address the following: Do you think this is a useful initiative? Are the criteria adequate in identifying what is essential? Are there any essential statistics you feel we have omitted? If so, why? What are your views on the statistics identified in the possibly in and possibly out categories? Are there any statistics you feel we should remove from the list? If so, why?

Justification Critical in understanding social dynamics including individuals time-use, as well as forming a basis for policy planning and investment in supporting infrastructure required for sporting activities, and the relationship between sports participation and health outcomes. Used to monitor the labour market experience of migrants and to assess whether policy outcomes are required, to assist in policy analysis related to the provision of services to particular groups, and in policy work such as eligibility for benefits. Needed to monitor how Australia is achieving the skill base required for the economy and society, and also informs policy on people at risk because of lack of engagement in education and/or the labour market. These statistics are also compared internationally. Monitors learning outcomes and the quality of education, and are required for both domestic and international reporting. Enables education and labour market policy development in an increasingly knowledge-based economy, and is a source of international comparison. Allows for analysis on pathways of youth from school to further education and the labour market which helps to identify opportunities and barriers that may require a range of cross-cutting policy interventions. Important for understanding how the supply of vocational training participants will meet future labour market demands and the need for policy responses, and are also headline measures of progress for Australia. Provides measures of pharmaceutical and other health supplement use for the purpose of managing disease within the population. This is a significant area of health expenditure and the statistics are used to monitor the financial impact, the clinical impact and risks. The information are used to support national reporting on health services activity and the data are also incorporated into the National Accounts, international comparisons and for research into best practice for managing medications and their risks.
